Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

The 2014 George A. Fox Conference at the Graduate Center, City University of New York in New York City was presented under the theme, ?21st Century Challenges for the Tunneling Industry. Bruce Grewcock, chief executive officer and president of Peter Kiewit Sons? Inc., opened the conference with a keynote address in which he set the tone for the rest of the day by touching on the many challenges the industry is facing, which are plentiful and complex. Covering the breadth of the industry, he spoke about everything from the technical challenges that come from working beneath the streets of some of the most densely populated regions in the world to the challenges that come from working with the people who live in those areas. ?My observation is that we, as an industry, are being asked to put structures in places where they are needed, but are complex environments to work in,? said Grewcock. ?We work in an industry that relies on some of the most technically challenging engineering in the world, and when we are done with a project, we cover it up and no one ever sees it.? Despite these issues, Grewcock said that, in his opinion, the biggest challenge the industry is facing is that of people; more precisely, where to find the next batch of people. Looking out at the conference-record crowd of more than 400 registered attendees, Grewcock quipped that he saw plenty of gray beards and asked aloud, ?Where will we find, educate and train the people to tackle the issues that this industry will face in the future??

INTRODUCTION Under certain geological and mining conditions mining near the surface results in an intensive destruction of the overlying rock strata. If the system of mine openings remains filled with air after having completed all mining activities because the flooding of the mines depending on the morphology of the mining area does not exceed a certain level, this circumstance might result in dangers for the public. This is particularly true where uncontrollable air- ways occur within the destroyed rock or if former uranium mining areas are concerned. In these areas radon emanation resulting in undue radon concentration should be taken into account. This circumstance can be counteracted by suitable measures of ventilation. In the following the example of a uranium deposit in the Erzgebirge Mountains (Saxon Ore Mountains) is used to illustrate how statements about the ground flow through overlying rock can be made on the basis of systematic investigations. Finally comparisons with experience gained in coal mining yield orientation data which are used as input quantities in ventilation network calculations and in project preparation of mine fans. Last not least it is proved that endangering the population by radon can be excluded by installing an appropriate fan. INITIAL SITUATION From 1946 to 1989 the uranium deposit of Schlemal-Alberode was mined starting from superficial zones down to depths of 1,800 m. The total output amounted to 80,000 t of uranium, i.e. Schlemal Alberode is one of the largest uranium deposits in the world. The mine openings comprise a cavity of 40 million m3. Al- though thin seams (0.2 to 0.3 m) and steep to semi-steep veins (60 - 70 degrees on average) were extracted using the method of overhand cut-and-fill there were also deposit sections with larger thicknesses and poor ore zones, respectively, where especially after the war until about 1955 large openings were formed due to missing filling. Due to this uncontrolled, relatively "wild" mining considerable subsidence of the surface and fractures in the border zone of the subsidence area occurred. The town of Oberschlema was destroyed and an area of 0.14 km2 was damaged by mining involving a maximum subsidence of 6 m in the centre - called deformation area. The rehabilitation work for the deposit area of Schlemal Alberode involves the flooding of the openings up to a level of the Markus-Semmler-Sohle as long-term preventive measure. Fig. 1 shows the flooding level of October 1996. The level of the -540 m drift will probably be reached in June 1997. From that point of time a general rearrangement of the ventilation has to be made because the central return air ventilation via shaft 373 will no longer be possible. This shaft has no connection with the superficia1 system of mine openings. A new return air ventilation system based on shaft 382 as return air shaft will be designed (Fig. 1). The capacity of the future mine fan system will e.g. be determined by the flow conditions in the deformation area mentioned above. For this reason investigations were carried out in a test drift 13a on the level of the Markus-Semmler-Sohle in the stretching zone of the subsidence trough for several days (Fig. 2 and 3). INFLUENCE OF THE OPERATING CONDITIONS OF THE MAIN MINE FAN ON THE RADIATION SITUATION ON SURFACE The beginning of flooding in 1991 was also the beginning of the investigations into the options of future ventilation due to the reduction of the mining area. The first analyses of radon emanation made in May 1991 showed that only about 20 % of the total radon emanation result from systematically ventilated mine workings. This means that despite of existing dams the air streams through the majority of mine openings of the deposit. The analysis of the individual radon inflows illustrates the special problematic nature of the deposit involving all possible effects on the surface. The shutdown of the main mine fan over the long period between 2.10. and 6.10.1991 showed the essential influence of the operating conditions of the fans on the whole radiation situation on surface. Fig. 4 shows the comparison of the radon concentration level and its daughters during a 'normal" weekend with the level during long-term shutdown in the old 'Casino" of the papermill of Niederschlema. This papermill as well as the 'Casino" are situated in the outcropping zone of the deposit section of Niederschlema. The -60 m level was driven as the upper level in this area, from which the panels were driven to about 20 m below the surface. Also below the "Casino" there is such a panel in the vein 'Glirck", whose roof is directly situated below the building in a depth of 39 m. Directly next to it there is the raise 2 of the panel 'Namenlos" in a depth of 27 m. The graphics clearly shows the immediate increase in radon concentration as well as in the daughter concentration after the shutdown of the fans. The elimination of the artificially generated negative pressure results in the reversal of the convection direction due to the natural ventilating pressure. The interface structure allows the mine airto pass through aero- dynamic connections to the surface. Neglecting the meteorological parameters the concentrations of radon and its daughters in- creased by about 350 % as compared to a 'normal" weekend during longterm shutdown (i.e. in 4 days). INTRODUCTION One of the most important tasks facing the opera¬tors of deep-level gold mines is supporting the roof strata in the immediate vicinity of the stope faces. Some of the deeper gold mines operate at depths ex¬ceeding 3.0 km; the extreme mining depths and the tabular nature of the gold-bearing reefs result in high stress concentrations at the abutments of the stope faces. These, in turn, lead to extensive fracturing of even the hardest quartzites. Although most of these fractures develop in a stable manner, there have been many instances where rock failure occurred suddenly, resulting in a considerable amount of damage to the underground workings. Such violent rock failures commonly are known as "rock bursts," and they are typical of many hard-rock mines that are operating at great depths. To safeguard mining personnel and equipment against the effects of stable and unstable rock failures, adequate support must be provided to the fractured roof as quickly and as effec¬tively as possible. Traditionally, timber props and timber packs have been utilized to provide roof support in gold mine stopes up to 1.5 m wide. Both methods of support suffer from the fundamental disadvantage of generating sup¬port only in reaction to movement of the strata. Since unrestrained strata movement often results in a break¬down of the frictional forces that preserve the stability of the intensely fractured roof strata, it is essential that stope supports have rapid load-bearing characteristics. An equally important requirement is that the roof sup¬ports be able to accommodate displacements of the rock mass. A third requirement of roof supports in gold mine stopes is that they must be able to accommodate the high rates of stope convergence typical of rock bursts. The hydraulic prop is the obvious choice for sup¬porting the stope faces in deep-level hard-rock mines. Since hydraulic props can be installed with a positive setting load, they can provide roof support that is independent of strata movement. By equipping the hydraulic props with yield valves, they meet the require¬ment of being able to accommodate rock-mass displace¬ments. However, the requirement of being able to accommodate high rates of stope convergence without overloading or damaging the rock strata was rather difficult to meet. The first introduction of hydraulic roof supports into gold mine stopes showed that conventional hy¬draulic props, such as those used in coal mines, were completely unsuitable for a number of reasons, in¬cluding: 1) Since drilling and blasting are used to break the ore in gold mine stopes, supports installed close enough to be effective are exposed to the vigor of the blast. Conventional coal-mining props suffered extensive blast damage, despite being protected by a blast barricade. 2) The environmental conditions in gold mine stopes favor corrosion. The high quartz content and the abrasiveness of the ore further aggravate the problem by damaging the protective coatings on the hydraulic surfaces. Simply changing the design of gold mine props to have the piston project from the bottom rather than from the top resulted in dramatic improvements in the service life of the props. The improvement was attributable to external water in the stope washing the fine quartz grit away from the hydraulic surfaces, rather than concentrating the particles between the cylinder and piston of the prop. 3) The most obvious deficiency of conventional coal mining props was their inability to yield rapidly enough to accommodate the high convergence rates of rock bursts without overloading the supports. As a result of the first disappointing results with hydraulic supports in narrow hard-rock stopes mined by drilling and blasting, a comprehensive research and development program was undertaken. The hydraulic props resulting from several years of research and exten¬sive field trials are described herein. To date (1978), more than 130,000 of these props have been manufac¬tured and used successfully in a number of mines and under a variety of geological conditions. Although many of the detailed specifications are directed spe¬cifically to gold mining conditions, there are a number of points that are of general importance in the design of underground support systems for tabular excavations in hard-rock mines of any type. SPECIFICATIONS FOR RAPID-YIELDING PROPS Yield Requirements The yield requirements for hydraulic props in deep¬level hard-rock gold mines are summarized in the fol¬lowing paragraphs. Slow Yield Load: The design of the yield valve must allow the yield load to be preset to between 300 and 400 kN. This flexibility is necessary to account for the differences in the strength properties of the roof and floor strata. Drop in Load Under Slow Yield: The drop in sup¬port load during a slow yield should be as small as possible, but it should not exceed 5% of the slow-yield load. Rapid-Yield Load: The load exerted by the prop during periods of rapid stope convergence should be as close as possible to the slow-yield load. The rapid-yield load should not exceed the slow-yield load by more than 15% at yield rates of 1.0 m/s. The limitation of the upper valve of the yield load is important; it deter¬mines the hydraulic performance of the yield valve. The hydraulic props that satisfy this criterion have performed well, even under severe rock bursts. Load Changes Under Rapid Load: On some of the earlier rapid-yielding props, conditions of dynamic in¬stability were observed; these conditions resulted in a complete breakdown of support resistance. It is essen¬tial that the force oscillations during rapid yielding be as small as possible, not exceeding -*5% of the average rapid-yield load at a yield rate of 1.0 m/s. This paper will discuss bentonite deposits in Texas, Oklahoma, Louisiana, Mississippi and Alabama. The discussion will be re¬stricted to a review of the so-called calcium or non-swelling bentonites. In other words the exchangeable cation is calcium. The term "bentonite" is used to describe a clay material, composed essentially of the clay mineral montmorillonite. In addition, bentonites may contain various impurities such as glass shards, feldspar, quartz, muscovite and biotite mica, glauconite, pyrite, hydrated iron oxide, gypsum, organic material, etc, Most of the southern calcium bentonites contain at least 70% montmorillonite, Bentonite as mined may range in color from dark grayish greens through various shades of grays, reds, yellows and browns to nearly white. It is normally massive and breaks with a conchoidal fracture. When air dried, closely spaced shrinkage fractures occur. Moist bentonite has a soapy feel, with little or no obvious "grit". Bentonite deposits were first discovered in Mississippi about 1925, in southern Monroe County. During the thirties and early 1940's, deposits were identified in Alabama, Texas, Oklahoma, and Louisiana. Perhaps the earliest production of southern bentonite was from a deposit in the valley of the Tombigdee River, south of Jackson, Alabama in 1936. Production commenced in Mississippi during the latter part of 1938 at Pontotoc. The growth and development of the bentonite industry in the southern United States owes its beginning to three events. Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

Introduction The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter (L/D) ratio. This is in spite of the fact that practice varies substantially: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia, and historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills, on the occurrence of the overload phenomenon, and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape factor is of major importance in this area and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type. Dimensionality in mill design Ball mill shape factors in the period prior to 1927 (Taggart, 1927) averaged 1.1/1 for 29 center discharge mills and 1.0/1 for 30 peripheral discharge mills. With the resumption of new plant construction after the 1930s depression, the Morenci concentrator continued the 1/1 ratio with its 3.1 x 3.1 m (10 x 10 ft) mills. The ratio was increased progressively from then on, reaching 1.6 and 1.8/1 for the largest overflow mills currently. As shown recently (Arbiter, 1989), this is in sharp contrast to autogenous and SAG mill shapes, for which the ratio averages 0.4 in North America. On the other hand, South African practice, starting at the turn of the century with autogenous mills having 4/1 ratios, moved toward 1/1 until recently, when a 2.5/ 1 ratio mill was installed. The reasons given for such divergent practice for mill shape factors are in some respects contradictory and generally inconclusive. The most complete discussion from a practical viewpoint (Dor and Bassarear, 1982) is limited to primary SAG and autogenous mills. Considerations of ball mill dimensionality have had a twofold direction. On the one hand, it has been argued that ball mill efficiencies should increase with increasing diameter and that the specific energy for a particular grind should be reduced accordingly. An inadvertent test of this idea at the Bougainville operation (Burns and Erskine, 1983) resulted in drastic underpowering, which led to failure to reach design capacity until additional mills were installed. This can be taken as strong evidence against any increase in efficiency with diameter. In another direction, it has been argued (Arbiter and Harris, 1982, 1983) that there is a limit to ball mill diameters because of the demonstrable limit to axial flow velocities evident in the overload phenomenon, which as a fact is incontrovertible. But that it places a limit on mill diameters overlooks the evidence given below that appropriate variation in the L/D ratio will permit major increases in diameter, limited only by constructional or economic factors. The present study was directed toward quantifying the overload phenomenon through examination of the influence of mill dimensionality variation and mill operating variables on its occurrence. It is shown that varying the operating conditions, specifically the load fraction and the fraction critical speed, can reduce the risk of overload for existing operations; while appropriate decreases in the L/D ratio can minimize the risk in the design of new circuits. Ball mill overload Ball mill overload is a consequence of the approach to a critical velocity with increasing feed rates or circulating loads. Although the effect has been known for over 50 years, there have been no previous attempts to quantify it. The following description of the ball mill as a flow system is the preliminary to a quantitative analysis: 1) In the absence of a ball load, axial flow of pulp through a mill resembles open channel flow, except for disturbances near the shell due to shell/lifter rotation. 2) For a given ball load (Lf), the void fraction available for pulp hold-up (H) for the ascending portion of the load is approximately 0.4 Lf. In the descending portion, it is greater than this and increases with fraction critical speed (Fc) because of load expansion. 3) Increasing the feed rate increases pulp hold-up and progressively fills the available void space. At a critical flow rate, which depends on system geometry, hydraulic head and pulp rheology, void filling reaches its limit; a pool forms rapidly and fills available space outside the ball load and up to the overflow level. Prior to this, pulp discharges mainly along the ascending rim of the overflow. 4) For a small mill (Lo et al., 1990), it has been shown that with increasing feed rates the critical filling is at or near 50% of the mill volume. Power drops rapidly when this level is reached, as required by the torque formula. 5) The transition to overload is associated with the following phenomena: a) The decrease in power draw. b) Damping of mill sound. c) Reduced comminution of coarser feed sizes, probably due to reduced direct impact in the presence of a pool. d) Increased circulating loads, which further intensify the overload, and increased density of cyclone underflows, which can lead to roping. e) Conditions beyond overload are not known because feed rates are not delibelrately increased beyond this point. f) The existence of the phenomenon limits the capacity of a mill with a fixed set of operating conditions and can prevent the balancing of hard ore feed rate decreases by increases in soft ore rates.

Today's increasing needs for rapid excavation have stimulated efforts to break rocks without explosives. The application of electric energy for this purpose has been studied by a number of investigators. Following principles have been used in electrical rock breaking: 1. induction heating5 2. high frequency heating4, 14 3. microwave heating6 4. contact resistance heating9,12 5. resistance heating11,13 6. electron beam heating1, 3 7. plasma jet heating2, 8 8. arc heating7 9. condensor discharge energy14 In this paper the presentation of the principles of electrical fragmentation is limited to a process called "electrofracing". This technique uses electrical heating of rock by electrode contact resistance9 and resistance heating" phenomena. The electrically induced stresses inside of rock generate forces which break up the material. The fracturing of ore takes place by tensile stresses instead of compressive forces. The electric energy merely creates fractures in the rock and the separation of fractured material takes place by subsequent mechanical handling. Energy requirements in secondary breaking of iron ores have been about one to two kilowatt-hours per ton of ore. Power requirement is a function of the degree of fragmentation.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. Western mining companies are entering an African critical minerals market where access is harder to secure, risk is being priced more sharply, and execution advantages are increasingly decisive. The continent holds significant reserves and production potential of cobalt, lithium, copper, graphite, manganese and rare earths critical to the energy transition, yet Chinese-aligned capital has built a structural edge in access and execution speed. Simply signing narrow offtake agreements to buy output is no longer sufficient. Western firms win when they convert quality orebodies into bankable projects by reducing aboveground risk faster than competitors through integrated infrastructure access, durable fiscal alignment, and credible local value creation. Western mining companies will break into Africa by pairing capital with partnership, building corridors enabling infrastructure and power, designing credible value addition pathways and operating in a way that is politically durable through transparency, community benefit and fiscal terms that share upside in commodity upcycles. This feature article offers a practical playbook for mining executives and investors. The core argument is straightforward. Winning in Africa requires competing on the full system around the mine. Corridors and power, processing pathways, contract durability, community benefit and regulatory execution are now decisive variables in project valuation and capital access.

Over 10 percent of the United States of America or 41 percent of the Federal lands is managed by the Bureau of Land Management (BLM) as Public Lands. The mission is to manage the use of these lands and their resources. The way in which BLM carries out its mission is being refocused under the concepts of biodiversity and ecosystem-based management for the benefit of various human needs including environmental, social and economic values. The Bureau is developing methods to integrate the renewable and non-renewable resources programs into the concepts of biodiversity and ecosystem-based management. Exploration, development and extraction of energy or mineral resources on Public Lands are affected. The statements that following the next few pages are my personal views as a scientist (economic geologist -mining technologist) who is and has been involved for the last twenty years in the multiple-use management of Public Lands. They are not necessarily the position of the Bureau of Land Management, although much of the information on which I base my views comes from my experience with the BLM. The Bureau of Land Management (BLM) manages over 10 percent of the United States (270 million acres or 108 million hectares) which is 41 percent of the Federal Lands. Lands managed by BLM are known as Public Lands as opposed to the National Forest Lands which are Federal Land Policy and Management Act (FLPMA) of 1976 which in Sec. 102 states ??that it is the policy of the United States (7) ?that management be on the basis of multiple use and sustained yield??, the mission of the BLM is rapidly refocused under the concepts of biodiversity, ecosystems, and ecosystems-based management for the benefit of the environment, human needs and socio-economic values.

This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Planned tunnel projects with advanced geotechnical investigations are more frequently being suspended because of changes in funding, politics, or local priorities. Some of these projects are ultimately canceled, some decelerate and stall, some resume after a short pause, and some restart after being mothballed for several years. The restarted project often differs at least slightly from the predecessor project in terms of alignment and design concept. This paper describes approaches to evaluating the quality and completeness of previous geotechnical investigations for a re-activated project, considering technological advances as well as changes in regulatory requirements, contracting approach, and site conditions which may have taken place in the time since the project was suspended.
