United Nations (UN) has been leading an international committee to define the guidelines in reporting resources and reserves. The system proposed by UN is very similar to the guidelines currently in use in Australia known as JORC guidelines (Joint Organisation Reserves Committee). The JORC guidelines show major differences in relation to the Brazilian system current in practice. The important aspects differing JORC from the current Brazilian guidelines for reporting reserves is the required sampling spacing. The JORC system requires the points of observation to be closer spaced than the Brazilian system for any class of resources. All classification systems share some common aspects in terms of defining the classes of resources based on distance separating samples and on the degree of confidence or accuracy associated with the results reported. Despite of being very clear in terms of stating sample distances, all the systems of classification do not provide clear definitions on how confidence limits should be calculated. This paper proposes a geostatistical framework to measure the uncertainty associated with the reported tonnages and grades. Results demonstrate that the error associated with an estimate can be approximated using multiple simulated deposits to define confidence limits. The methodology is illustrated in a large Brazilian coal deposit and proved to be appropriate to address the issue of quantifying the uncertainty necessary to be incorporated in the systems of reserves classification.

The extraction of gold from chloride solutions with activated carbon is examined. It is shown that the uptake of gold by activated carbon from chloride solution follows a mechanism whereby gold is reduced to the metallic state. Metallic gold appears as deposits both on the carbon surface and in pore space within the carbon particle. The deposition rate is dependant on the carbon particle size and pH. At low initial gold concentrations, the initial rate is insensitive to gold concentration. Sodium hypochlorite exhibits an adverse effect on the reduction reaction. The overall loading and initial rate of reduction are both decreased in the presence of NaC10. The effect of iodide on the loading of gold was also examined in an attempt to overcome the superficial deposition of gold on carbon.

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

INTRODUCTION AND SUMMARY This short paper deals with the history of the Nickel Plate Mine from 1898 to 1987, with the major focus on the time period 1984 to 1987. Operations from 1898 to 1955 are reviewed in a cursory manner with the emphasis on some interesting points in the early 20th century. A review of the major exploration work carried out in 1984 to 1987 is presented and the process of moving the project through feasibility, government permitting and construction is described. The Hedley gold camp is situated approximately 40 kilometres east-southeast of Princeton, in southern British Columbia. The area has had a long history of gold mining and between 1902 and 1955 approximately 1.5 million ounces of gold were won from several mineralized skarn orebodies. Most production came from the Nickel Plate and Hedley Mascot mines. AN EARLY TO MID 20TH CENTURY SUMMARY The Nickel Plate is one of the oldest mines in the province. The mine had operated from 1904 to 1930 and, after a period of shutdown, from 1934 to 1955. The mine was revived in 1967 for exploration and. will resume production during the first half of 1987. In the first period the Yale Mining Company and Daly Reduction Company operated for six years and Hedley Gold Mining Company for twenty-one. In the second period the mine was operated by the Kelowna Exploration Company Limited and Kelowna Mines Hedley Limited for twenty-one years. In the present period the mine has been revived by Mascot Gold Mines Limited.

As part of the Unconventional Gas Program at the Lawrence Livermore National Laboratory, we are developing a model that allows for time-dependent tracking of the fluid front and flow pressures during the quasi-static or dynamic fracturing of jointed rocks. Application of the model is directed towards both short fast fractures (as in tailored pulse loading) and long hydraulically induced fractures (massive hydraulic fracturing). The thrust of this research is to determine crack extension characteristics due to specific joint systems and fluid properties and to correlate pumping records with crack behavior in jointed systems.

Although gold's market price dropped considerably from 1980's all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation's largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.'s deposit at Round Mountain and Newmont Mining Corp.'s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont's two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn't appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

This paper shows two applications of artificial intelligence models in process development. In the first application, a heuristic fuzzy correlation can predict flotation behavior in bench scale based on feed characteristics for a high variability copper ore, as well as to predict plant performance for a feasibility project evaluation, minimizing its risk. The second case study shows the use of neural networks to model the iron ore sintering, correlating ore characteristics and operational parameters with sinter properties. With this application, CVRD aims to establish a new step on iron ore product evaluation and customer support.

INTRODUCTION In 1957, diamond drilling on a magnetic anomaly indicated an extensive zone of copper mineralization on what is now the Craigmont Mines property. By mid¬1958, drilling established a copper ore body. Milling commenced in September 1961 at 4536 t/d (5000 stpd) and by the end of October 1977 the mine had produced 339 662.04 t (374,363.9 st) of copper. At present, two-thirds of the mill feed is derived from underground operations and one-third from low-grade surface stockpiles. Craigmont Mines is situated 209 km (130 air miles) northeast of Vancouver (see Fig. 1), 16 km (10 miles) west of the town of Merritt, a logging, ranching, and mining community of about 7000 people. It is serviced by paved highways, Canadian Pacific Railway, British Columbia Hydro, and Inland Natural Gas Co. Water is pumped from the Nicola River, a distance of 6 km (4 miles) and a lift of 244 m (800 ft). In March 1967, the open pit mining operations at Craigmont Mines reached their economic limit and were suspended. Before this, it had been decided that a sub¬level caving method of underground mining would be used to supply ore to the concentrator after the cessation of open pit production. This chapter describes the fac¬tors influencing the choice of mining method, some of the problems encountered, mining practices, and results. GEOLOGY The ore bodies of upper Triassic age are located in a limy horizon striking east-west, closely paralleling the intrusive Guichon batholith, bounded on the south by rhyolites and on the north by graywackes, and dipping steeply to the south (Figs. 2a, b). The ore bodies are relatively narrow with a maxi¬mum width of 79 m (260 ft), a combined strike length of 853 m (2800 ft), and a vertical extent of 610 m (2000 ft). Chalcopyrite is virtually the only copper mineral, and 20% of the ore zone consists of acid solu¬ble magnetite and hematite. The area has been subjected to considerable faulting and brecciation, which is a major factor in the mining operation. Total geological reserves, at 0.7% Cu cutoff, for the deposit were 22 316 743 t (24,600,000 st) at 1.89% Cu. An additional 5 236 270 t (5,772,000 st) at 0.6% Cu were mined from the open pit. Ground Conditions The waste rocks-graywacke, andesites, and diorite -are relatively incompetent due to the high degree of fracturing and jointing, and all require varying degrees of support. The ore zones are somewhat less fractured; ground support is still required, however, although to a lesser extent than in the country rock. Ground conditions in the main ore body are better than in the smaller, nar¬rower ore bodies. Clayey fault gouge is present in most of the faults; gouge zones may be up to 6 or 9 m (20 or 30 ft) wide. The main ground problems are associated with local weakness rather than pressure. Shape of Ore Bodies (Figs. 2a, b and 3a, b) The main No. 1 ore body is approximately 244 m (800 ft) long and 46 m (150 ft) wide. It extends ver¬tically from the original top of the open pit at 4200 ele¬vation to just below the 3060 level. The No. 2 ore body is approximately 304 m (1000 ft) long, varies from stringer width at the extremities up to 79 m (260 ft) wide, and extends from 3060 level to 2400 level. Both these ore bodies have extensions re¬sulting in additional small irregular bodies. Ore bodies are mostly steep dipping, though part of the Wing ore body, an extension of No. 2 ore body, dips at 0.87 rad (50'). This ore body varies in size, but is approximately 122 m (400 ft) long, 21 m (70 ft) wide, and about 213 m (700 ft) high. No. 1 Limb ore body is a narrow extension of the No. I Main with a vertical extent of 137 m (450 ft), average width of 18 ft (60 ft), a strike length of 152 m (500 ft), and dips steeply at 1.4 rad (80°). No. 1 East is an eastern extension of the No. 1 Main with a vertical extent of 183 m (600 ft), a strike length of 91 m (300 ft), an average width of 30 m (100 ft), and dips at 1.2 to 1.4 rad (70 to 80°). The various copper-cobalt ores mined by Gecamines, together with typical plant applications and results, are briefly described. Intensive laboratory investigations have been undertaken in recent years to improve the metallurgical performances of the various concentrators. As a result of these tests, it was shown that the flotation of the siliceous oxide ores could be improved by increasing the efficiency of the palm oil collector (energetic conditioning, chemical emulsifier, petroleum sulfonate addition) and by varying the froth depth in the cells. A new flowsheet incorporating these modifications and a regrinding stage has been approved for the rehabilitation of the Kolwezi concentrator. For what affects dolomitic oxide ores, hydroxamates were tested as secondary collectors and, based on successful laboratory results, plant trials were run but failed due to excessive frothing. In other plant tests, xanthates were replaced by a xanthate- fatty acid mixture; plant trials over more than one year proved successful for copper, but not for cobalt. Mercaptans were tested as secondary collectors for the sulfides flotation from sulfide or mixed oxide-sulfide ores; laboratory results proved successful but, to date, no plant test has been run.

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

INTRODUCTION The principle line of the Caracas Metro is located generally along the most important east-west traffic corridor of the city from the yards and shops in Propatria at the western extremity to Petare, and eventually beyond to Palo Verde at the eastern end, a route distance of 21 kilometers. There will be 23 stations along the alignment, underground, at grade and elevated, and the line is forecast to handle 1,209,100 passengers daily by the year 2000 with a travel time of 29 minutes between Propatria and Petare. This principle line was divided into three sections for design purposes: Propatria-Fuerzas Armadas, Section I, Fuerzas Armadas-Chacaito, Section II and Chacaito-Petare, Section III. These sections were further subdivided into subsections for construction purposes. The Venezuelan Government, through its Caracas Metro Office in the Ministry of Public Works, awarded design contracts in sections to PARSONS BRINCKERHOFF-TUDOR-BECHTEL for Propatria-Fuerzas Armadas, Section I, OCOIDESA-GRID-APM for Fuerzas Armadas-Chacaito, Section II and OCOIDESA GRID-APM for Chacaito-Petare, Section III. Construction contracts were awarded by international bidding and work is now underway, by joint venture organizations of Venezuelan and foreign firms. The first two sections are under the administration of a company of Engineer/Inspectors in each section. The construction supervision of contracts in the first section is under the administration of the Venezuelan firm, Gómez-Celis-Herrera, (GCH) Engineers, acting under contract to the new C.A. Metro de Caracas that replaced ' the former Office of the Metro. The Propatria-Fuerzas Armadas section, approximately seven kilometers long, consists in part of the 2,951 linear meters of twin-bore

Concrete pump is commonly used to transport paste and high-density backfill over relatively long horizontal distances. However, since the investment in concrete-pump and its operating cost are quite high, the application of paste backfill is limited in China. For seeking an alternative paste backfill technology, squeezed-transport technique and equipment has been developed. The new technology has been adopted at Tonglushan Copper Mine of Daye Nonferrous Metals Corp for overcoming a difficulty of long-distance transportation of high-density cemented tailings fill. It proved to be an alternative paste backfill method with simple backfill system, saving investment and low operating costs.

Presently, mobile diesel equipments contributes a lot in improving the economical feasibility of underground mining and tunneling operations. Even in Korea, quite a large number of diesel equipments is being applied to the underground workings already. This paper introduced the production procedure, characteristics and evaluation technology on diesel particulate matter(DPM) that is known as a carcinogen For easy measurement of DPM using laser dust monitor, the conversion factor(K) to gravimetric concentration was acquired. The field measurement of DPM was conducted to make a comparison between locally manufactured on-road equipments and imported equipments specially designed for underground use. According to the Government regulation revised h 1996, it was learned that the critical pollutants among the diesel exhaust is DPM instead of NOx which have been considered as a critical pollutants.

Continuous pi lot scale dewatering tests compared the performance of the vacuum disc filter with that of the screen bowl and the solid bowl centrifuges. The test results allow the a priori prediction of plant product moisture based on the feed particle size. This information is useful for selecting the best dewatering device for a given size material and for optimizing the dewatering performance of existing plant installations. Quantitative information was gathered on the ability of filter aids to improve the filtration rate of fine coal slurries. A polymeric flocculant and oil were added to the disc filter feed material at various dosage levels. Both filter aids increased the disc filter output. For the coal tested, the flocculant filter aid achieved higher filtration rates at a lower cost.

Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management's problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

Fluoride activation has been evaluated by Hallimond tube flotation of collophanite in terms of fluoride concentration, conditioning time, pH, and temperature. The results reveal that efficient oleate flotation of collophanite can be achieved by fluoride activation. Experimental results of fluoride adsorption by collophanite suggest that, at low fluoride concentration, a fluoroapatite-type compound may form on the collophanite surface by chemisorption of fluoride ions at calcium sites. At high fluoride concentration, calcium fluoride appears to form at the collophanite surface involving a surface precipitation phenomenon. The formation of CaF2 on the surface of fluoride-treated collophanite is further substantiated by the FTIR spectroscopic measurements, which suggest a metathetic exchange with phosphate from the collophanite lattice during the surface precipitation process.

Following the driving of each new section of tunnel, a prompt decision is required regarding the type and extent of primary support to control convergence and prevent ground failure. Sometime thereafter, the effectiveness of the in-place support must be evaluated over the entire length of excavation. It is therefore extremely desirable to have available a lightweight, portable, easy to install and interpret, cost effective monitoring system to assist with these ground control functions. Such a system can be assembled based on the acoustic emission (or microseismic) technique. This monitoring technique uses a piezoelectric transducer to detect subaudible noises associated with deformation of and/or crack propagation in the soil or rock being monitored. After detection, the signals are then amplified, filtered and electronically counted to provide a quantified assessment of the stability of the structure. In the simplest sense, the absence of emission, or counts, signifies no deformation and thus stability. Conversely, the occurrance of counts signifies instability to varying degrees. The higher the count rate, the greater the instability and the need for immediate or additional support. Described in this paper is an overview of the acoustic emission (microseismic) method, details of its use in a laboratory study measuring convergence and stand-up time in soil, and the behavior of rock samples under similar stress conditions. Field use of the method is recommended for ground control monitoring in tunnels, and some suggestions regarding monitoring procedure are presented.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices that minimize soil compaction will produce better results when forestland is the intended postmining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees. Since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree-survival rate. It is believed that these two soil-compaction parameters may ultimately be used to predict tree-survival rates on reclaimed surface mined lands.

This work presents a study of characterization of activated carbons for the adsorption of Au(CN)2- complex. A comparative study of six samples of activated carbons, three Brazilian and three produced out of Brazil was made in order to determine their qualification for a performance in adsorption circuits in the extractive metallurgy of gold. The adsorptive capacity and the kinetics of adsorption were compared to the physical and chemical properties of each one. The influence of poluant ions on the kinetics and loading capacity of aurocianyde anion was also determined.
