Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend toward mega projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What is it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted, thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible; conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions; however, companies that do not adequately plan for these future expenditures when there is no offsetting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

"Longwall top-coal caving (LTCC) mining technique is one of the important methods for underground thick seam extraction in China. The coal seam in LTCC panel is divided into two parts: bottom-coal and top-coal. The bottom-coal is mined by conventional longwall method while the top-coal is mined by caving method. The top-coal caving process in LTCC and block caving process in metal mine are both gravity flow of loose ore/coal blocks. However, the presence of caving shield in LTCC makes the characteristics of drawing body shape in the two caving processes differ a lot. This paper discusses the influence of caving shields on the characteristics of drawing body shapes in light of recent studies of the top-coal drawing process. The theoretical model for describing the drawing body shape in LTCC is proposed both along the seam strike and seam inclination. Then, the experimental data are used to validate the correctness of the theoretical model. Furthermore, two examples of how the theoretical findings assist LTCC mining are given and discussed.INTRODUCTIONLongwall top-coal caving (LTCC) mining technique and large-cutting-height mining technique have been widely used for extracting thick coal seams in China. The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

In a complex society such as ours, the range of "negotiating" relationships is constantly increasing. These negotiating relationships have emerged as a direct result of the diffusion of power or influence to new sectors and emerging concerns. Even within organizations, the myth of the authority-based heirarchical structure has given way to the reality of constant negotiations between superior and subordinate and with peers in the organizational structure. In the broader context, the corporate organization finds it necessary to reckon and often negotiate with organized employees, suppliers, buyers, government agencies and a range of organized private interests ranging from minority groups to environmental organizations. In response to this diffusion of power and the conflicts which it has engendered, a variety of conflict avoidance, conflict managing or conflict resolution techniques has developed. The purpose of this paper is to attempt to differentiate between some of the conflict intervention approaches which have appeared "on the market", and to suggest three bases for selecting among them: 1. The "role" of the conflict intervenor; 2. How far the conflict has developed; and 3. The breadth and impact of the issues involved.

New, large sulphur deposits were discovered in Poland in 1953, the result of investigations by the National Geological Institute. All deposits occur in a widespread Miocene evaporite unit in the Carpathian foredeep. The gypsum underlying impermeable Sarmatian clays was altered to limestone and native sulphur where penetrated by hydrocarbons and bacteria. All deposits occur in Miocene structural uplifts. The early determination of the genesis of the sulphur deposits and their occurrence in elevated blocks led to an exploration program that successfully located new deposits.

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

Congress, under the Nuclear Waste Policy Act of 1982, as amended, charged the U.S. Department of Energy (DOE) with the responsibility for safe and permanent disposal of high-level radioactive waste in a geologic repository. The waste will consist of spent fuel from commercial nuclear generating plants and reprocessing activities. Under direction of this law DOE is currently evaluating Yucca Mountain in Southern Nevada as the candidate site for a potential high-level radioactive waste repository. Presidential, Congressional and State of Nevada approval are needed for repository construction to proceed after successful completion of site characterization and recommendation of the site to Congress. The DOE will submit a license application to the Nuclear Regulatory Commission (NRC) to construct the geologic repository. Following successful construction DOE will update its license application to operate the repository.

"Underground structures such as square/arch steel sets, king beam structure, etc. are widely used for the roof support in underground mines. In designing and calculating the required carrying capacities of these underground structures, how to identify the potential rock loads on the structures over long term is a challenging question for ground control engineers. Based on design practices of both surface and underground structures, the authors have designed and applied appropriate load factors in underground structural design projects to accommodate different rock types, entry/intersection dimensions, roof geologic conditions, availability of roof bolts and water, etc. Classification of load (reduction) factors for large-span underground intersections are presented for reference. Success of designed underground structures in effectively controlling roof stability over years indicates the applicability of the load factor concept for underground structural design, and its same significance as of the load factor specifications in ASCE/SEI 7-10, ANSI/AWC NDS (2015), and AASHTO LRFD Bridge Design Specifications (2012). The load factor concept will facilitate ground control engineers to appropriately utilize popular structural design software, such as RISA-3D or -2D to efficiently design and analyze underground structures.LOAD FACTORS IN STRUCTURE DESIGN APPLICATIONSIn structures, loads cause stresses, deformations, and displacements. Assessment of their effects is carried out by the methods of structural analysis with the help of load factors. Loads can be increased or decreased by load factors to meet the requirement that design strength be higher than maximum loads. For example, in designing a staircase, a dead load factor may be 1.2 times the weight of the structure, and a live load factor may be 1.6 times the maximum expected live load based on the Load and Resistance Factor Design (LRFD) method. "The construction of mechanized tunnels in soft ground has evolved significantly over the last 20 years, especially in the control of the face pressure and the closure of the soil-lining void to reduce the induced settlements. On the other hand, several mechanisms of the TBM excavation cycle are still not taken into account for routine design calculations, such as the increment of water pressures in front of the tunnel face, the flow of excavation fluids around the shield, the dynamic equilibrium between the grout pressures and the excavation convergence, among others. This paper discusses specifically the issue of face pressures and how several mechanisms, which are routinely not considered, can be easily verified and incorporated into the state-of-practice of design. INTRODUCTION The stability of underground excavations is traditionally assessed through analytical solutions based on the lower bound theorem of plasticity (Atkinson and Potts 1977; Mühlhaus 1985) or the limit equilibrium method (Anagnostou and Kovári 1994; Messerli et al. 2010). These methodologies depend on the tunnel geometry, certain ground parameters and the support pressure. When conventional construction methods are used, the internal support pressure is an abstract representation of the combined effects of partial excavation, ground reinforcement, and the different support elements. The use of closed-face tunnel boring machines (TBM) changed this perspective, as the magnitude of pressures acting on the excavation boundary could be controlled in a more direct way. In front of the TBM the ground is excavated as the cutterhead rotates and the cutting tools scrape the ground from the tunnel face while additives are injected to condition the material. Water, polymers, bentonite, and foam can be used as additives under different conditions (Thewes et al. 2012). The loosened ground with additives, herein referred to as the mixture, flows through the openings at the cutterhead and into the excavation chamber. This mixture is kept pressurized to support the face."

The past three years have been the most difficult period in the modem history of the barge line industry. Having withstood the fuel cost run ups of the late 1970s and the imposition of inland waterways system user fees, the industry has struggled more recently with an overcapacity problem of unprecedented proportions. In responding to these challenges, the industry is undergoing important long-term structural changes, with the various individual barge lines pursuing an array of divergent long-term business strategies. This paper discusses these strategies in terms of their probable impact on the industry as a whole, and argues for the survival of a competitive number of large, national, independent barge lines as the outcome most in keeping with the long-term interests of the mining and minerals industry.

A computer aided design software system for long range coal surface mine planning has been developed by the authors. The system is composed of two subsystems: a coal deposite sub- system and a long range mine planning system. The geological parameters are estimated and a grid model is formed, then a 3-D block model can be developed for mining design. The long range surface mine planning system is based on oriented graph simulation and combined approaches to seek for the optimal deign alternative. This mining model consists of a number of sub-models to realize mining design functions such as: calculation of mining volume and coal quality by graph scanning; determination of operational stripping ratio by interactive design; varification of annual coal production; delimitation and development of dumping site; optimization of material flow direction and volumes by Linear Programming; surface mine production scheduling by interactive iteration; etc. The software package was developed on PC computer 486. It features classified menu guide, module structure, figure and graph representation on the screen and flexible interactive functions. This system has been applied to an open cut coal mine and predicted functions have been obtained.

Cameco Corp. operates uranium mills and tailings management facilities at its Key Lake and Rabbit Lake operations in Northern Saskatchewan, Canada. Development at both mine sites began in the 1970s, with initial tailings deposition occurring within above-ground impoundments, which was common for these facilities at the time. As open pits became available at each site, and mining continued at other orebodies in the area, tailings management shifted to in-pit facilities to meet stakeholder expectations and improve the long-term security and environmental performance of tailings management at these facilities. The in-pit facility at Rabbit Lake (receiving tailings since 1984; Fig. 1), was one of the first (if not the first) engineered in-pit tailings facilities in the world and adopted a full pervious surround design concept with subaerial deposition. Under this concept, permeable sand and coarse rock are placed at the base of the pit, around its perimeter, as well as overlying the tailings at closure to promote regional groundwater flow bypassing the lower-permeability tailings. In contrast, at Key Lake, the in-pit facility (receiving tailings since 1996) adopted a partial pervious surround design concept. Under this concept, permeable materials were again placed at the base of the pit, and partway up the side walls; although for the upper portion of the tailings, the material is placed directly against the natural geologic materials. In the Key Lake case, the natural geologic environment provided the required bypassing of the tailings deposit to achieve the desired environmental performance while the base drain again facilitated pumping during operations to achieve consolidation objectives (Fig. 2). In both the initial design of the facilities, and through more than several decades of operation, it is clear that although in-pit tailings facilities provide common benefits with respect to long-term geotechnical stability, it is critical that their design approach take into consideration site-specific conditions

Hydrometallurgical processes for copper flotation concentrates avoid the S02 emission problems associated with smelting, but they require oxidation of copper to obtain solubilization during leaching. The resulting copper ions must be reduced to metal, which normally requires large amounts of energy or energy equivalent reagents such as hydrogen or iron. The conventional reduction method is electrowinning which is labor intensive and involves 35 to 40% of both the en-tire operating and capital cost of the better hydrometallurgical processes. Smeltermen are correct in criticizing the available hydrometallurgical processes for being more energy intensive than modern smelting processes. Clearly, there is considerable incentive to reduce the cost and energy required for reducing copper ions from solution. Furthermore, it is thermodynamically possible to do this using sulfur contained in the concentrate itself. In fact, the thermodynamic potential of oxidizing sulfur from S+4 to the S+6 state is greater than required to reduce cupric ion to metallic copper. (1) Realization of this potential in a practical process would significantly reduce the cost of hydrometallurgical processing of sulfide concentrates because sulfur would become a cost-free reducing agent. An apparently practical method is to use SO3 and HSO3 ions, obtained by ammonia scrubbing of SO2 from a concentrate roaster gas, to reduce leached copper to metal in an autoclave. This reduction step is the Jumau 1907 patent. (2) A series of steps including sulfite reduction constituting a crude flowsheet was suggested by Parker in 1976(3), but apparently little development work has been done by him, since he has been interested in new routes of refining the resulting copper powder. The purposes of the present paper are to elaborate on the Jumau-Parker thrust. Describe a detailed complete sulfite process flowsheet based on materials and energy balances, discuss the chemistry, and discuss further work that is required to develop this process. The results of the present paper are largely based on a synthesis of the steps using handbook chemistry. Process materials, utilities costs, and energy requirements are projected to be unusually low.

"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."

The limestone resources of Hawaii are derived chiefly from emerged fringing coral reef and coastal dune deposits of Pleistocene age. These deposits are most abundant on the island of Oahu and other older islands and least abundant on the island of Hawaii, the youngest. Their origin and depositional environment were influenced by glacio-eustatic rising and falling of sea levels during Pleistocene time. Dredged reef limestone deposits from two deep-water harbor projects have provided additional resources. Limestone uses include cement and lime manufacturing, concrete sand and aggregate, mad base material, beach sand replenishment, agricultural lime and golf course construction.

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

Historically, the presence of methane has been a problem, mainly in and around the working areas of active coal mines, and only in these area has drainage been considered. Drainage, where practical, has been achieved through the drilling of holes forward into the coal and the surrounding strata from the working area. These holes generally have been short in length, although where methane drain- age operations around a longwall face have been undertaken, the holes have had to be longer in order to adequately drain from the center of the face into the access gate roads. In recent years, attempts have been made to degasify the coal seams in advance of mining, without disruption of the mining cycle. This is done by drilling much longer horizontal holes through the coal in advance of the working area. Under the aegis of the Federal Government, methods have also been developed for draining seams of coal of their methane content in advance of mining, but from shafts sunk from the surface, without using the active area of the mine as the location for the drill holes.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.
