"The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. The US Bureau of Mines investigated technologies for determining the integrity of in situ leach mining wells. A self-contained trailer-mounted well integrity testing system (WITS) was designed and built to enable rapid testing of well casings for leaks as required by environmental regulations. The WITS utilizes two inflatable packers to seal off the entire casing length or any portion thereof. Water pressure is built between the packers to the desired test pressure, and the presence or absence of casing leaks is determined by monitoring the pressure drop between the packers. A winch and steel cable are used to run the packers in and out of the well. The WITS underwent an industry field test at the Irigaray in situ uranium leaching mine near Buffalo, WY. A total of 37 wells with an average depth of 69 m (225 ft) were tested at an average rate of four wells per eight-hour shift with a two-person operating crew. This represents a 75% time savings and an 83% labor savings compared to the rigid-pipe method previously used at the mine, with which a three-person crew tested an average of one well per shift.

The trend in the coal industry for many years has been to make everything "bigger and faster" This also held true for loading and storage facilities. Where once a million ton per year mine was rare, three to five million ton per year mines are not uncommon today in the bituminous industry. This greatly increased production, made possible through mechanization, required greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend toward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw coal storage and blending facilities. The development of the unit train, more than any other factor, has contributed to the widespread construction of storage and high-speed loading facilities for clean coal. In the export market, the construction of ever larger coal bulk carriers has contributed to a need for faster and larger loading facilities at ports. The present engineering and construction cost of these larger facilities make it essential that the flow and handling properties of the particular coals are fully known. These properties can be measured well in advance and the proper design criteria established. This eliminates costly surprises later on during start-up and operations. This paper will review coal and coal refuse properties, such as shear strength, cohesion, friability, and the flowability of coal and how they affect the design criteria of storage silos.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). As environmental laws and regulations become more complex and the economic cost of non-compliance becomes greater, periodic assessment of environmental compliance, identification of potential liability and implementation of any necessary remedial action should be a standard part of the operational methods of any successful business. The title of this paper "Environmental Audits, A Shield, A Sword or A Trojan Horse?" is intended to draw attention to the fact that environmental audits can be used positively to shield a business operations from actual or potential environmental liability; can be used proactively as a 'sword" in both a marketing context ("do business with us because we conduct our business safely and professionally?) and as a mechanism for developing positive relationships with environmental regulators; and, used negatively, as a "Trojan horse", by developing information which those same environmental regulators (or the public) use in an enforcement context against your business or that of your clients. This paper will discuss the concept of environmental audits in general; the pros and cons of conducting the same; and the role of the attorney, as part of the "audit" team, to insure, to the greatest extent possible, that the audit process is productive from both a managerial and legal perspective.

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn't always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there's a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it's a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it's more than a mere call to activity; it's also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There's no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We'll explore this approach in this talk today.

The U. S. Bureau of Mines has been investigating methods and technology that, when applied to existing continuous coal mining machines, may improve production and safety. Toward those goals, a microcomputer network has been designed that provides automated control and monitoring of all mining machine systems using a single twisted pair cable (two conductor stranded wire twisted together to provide a level of noise rejection). The network also provides -connections for intelligent sensors and systems for navigation and diagnostics. The flexibility of the network is demonstrated in that features can be added and removed without redesigning the whole system. A general description of the network's integration to a Joy' 16CM, Joy 14CM, Jeffrey 102, and a custom built auger machine is provided. The microcomputer networks for the Joy 16CM and the Jeffrey 102 have been installed onboard the mining machines and have been extensively tested at the Bureau of Mines test facility. The Jeffrey 102 system has also been tested in an actual highwall coal seam. Both systems have performed satisfactorily. The microcomputer networks for the Joy 14CM and the Auger Miner have been tested and await installation on the respective machines.

The Technical University Georg Agricola (THGA) in Bochum, Germany, has established a Research Center for Post-Mining. Researchers combine expertise from a variety of technical and nontechnical fields in their quest to shape the post-mining era that completes the mine life cycle. In this respect, the Research Center focuses on four research areas: Perpetual tasks and mine water management, Geomonitoring, Material sciences and site transition. With more than 200 years of successful partnership with the mining industry in Germany and abroad, THGA offers a perfect setting for fresh and sound ideas in order support mining’s social license to operate. The aim of the paper is to describe the Post-Mining Research Center along with exemplary research projects that are of interest to the mining industry globally and to foster technical communication and research networking.

REAM is a unique and promising method of rock breaking using high energy, inert projectiles to impart mechanical energy to the rock. This paper describes a demonstration of the application of this new technology to two specific problems in open pit mining: secondary breakage and the scaling of loose material from pit walls. Under previous government contracts, Physics International Company developed the projectile impact method for a large variety of commercial and military rock excavation tasks. A 4 meter (13 foot) diameter by 16.8 meters (55 foot) long tunnel was driven at the Hope Valley Mine in the Sierra Nevada mountains of California in 1972 and 1973. An average of 1100 kg (1 ¼ tons) of a 172 MN/m2 (25,000-psi) granodiorite formation was broken by each of 590 shots used to drive the tunnel.l Based on these results it is estimated that REAM can drive over 60 meters (200 feet) of tunnel per day at about 88 percent of the cost of drilling and blasting. In addition, repeated axial impact by high energy projectiles was used to drill a 0.4 meter (16 inch) diameter horizontal hole in the same granodiorite formation. Each shot advanced the hole an average of 0.2 meter (8 inches).

Lignite and subbituminous coals are utilized essentially as mined without beneficiation. Most of the present production is used to generate electric power and the major problem in this use is ash deposition on fireside surfaces. The preparation at existing mines involves principally crushing and screening operations. Blending of production from different locations within the mine is practiced in several mines to control ash composition. Drying and oil treatment for freezeproofing, of lignite are used to a limited extent during winter. Future processing may involve both washing and drying operations to alter ash composition by ion exchange and upgrade the low-rank fuels to higher heating values. Research has been initiated to determine the feasibility of such processing.

The operation of an electrolytic refining tank house is an art as well as a science. If the electro-refining industry is to progress, a better understanding of the refining process is necessary. This would help to reduce the amount of training necessary to produce competent tank house operators who, in turn, would be able to increase both quantity and quality of the tank house product. To aid in understanding this process, quantitative relationships between the critical tank house variables must be established. The inherent major contributor to inefficiency in most tank houses is short circuits. By quantifying the effect of short circuits on each of the other variables in the system, as well as their effect on over- all system performance, better decisions regarding manpower allocation can be made. Current distribution under short circuit conditions, which has always been somewhat of a mystery, can be studied in detail. The relative importance of electrolyte balance, proper anode-cathode spacing, low contact resistance at points of electrical connection, and other system variables can be determined, With a better understanding of these variables, the steps necessary to increase current efficiency are more easily defined. Relationships between most of these variables are described in qualitative terms in the literature, but quantitative relationships between tank house variables have never been established. A realistic mathematical model of the tank house could be used to test the effect of variations in a single variable on other variables in the system, and thus define the quantitative relationships between tank house variables. It is not the purpose of this paper to establish these relationships, but to describe a recently developed model that can assist in their establishment. A computer program implementing this model has been applied to examine the effect of short circuits on overall current distribution. Some of the results are given here as examples of the utility of this program.

Research efforts are just beginning to identify the acoustic signatures of very short pulses of sound associated with the fracture of single particles in an autogenous mill. This presentation will discuss the anticipated correlation between these data and the fundamental mechanisms of rock fracture It is hoped that further tests will help identify what design and operating parameters influence the acoustic spectra, determine whether different minerals have different spectra and correlate product particle size distribution with acoustic spectra.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. Union Carbide_ began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.040% U308 were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leach project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on-site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. They were most generous in allowing us to visit their site, answering our questions, and were helpful in discussing the problems associated with heap leaching. They confirmed our belief that, it was possible to operate a heap leach profitably on material too low grade for. conventional milling. Based largely on what we had learned from Western Nuclear's experience, a program was set up involving a laboratory study to determine the characteristics of the mineral stockpiles as related to heap leaching and to conduct a pilot heap leach adjoining our Gas Hills mill. Basically, the pilot heap construction and leach procedure were similar to those described in the literature(1,2) with certain modifications to permit detailed monitoring of the operation. In May, '1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the follow¬ing reasons:

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.

Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.

During the last century the importance of coal as a natural re- source has frequently come to the attention of the general public, but never before nave circumstances combined to focus as much attention on coal as it receives today. There is the ever increasing demand for energy that can be met only by coal consumption, coupled with a growing awareness of man's potential for despoiling his own environment. Society monitors the use of the remaining resources with an increasingly critical eye and, for obvious reasons, surface mining operations tend to draw an unusual amount of public attention. While the surface mine is a successful economic competitor with other uses of the earth's outer skin, one of the unrewarding results of such activity is tile simultaneous destruction of two of our most important resources--the coal seam and the surface soil. In a relative sense the coal seam is a nonreplaceable resource but the surface soil can be restored. Unfortunately, little attention has been given to land reclamation and even less has been devoted to the restoration of a productive surface soil. The research reported in this paper was de- signed to test the relative productivity of newly reclaimed surface mine spoils in western Illinois. The results are preliminary in nature but may aid in the future redevelopment of mine spoil soils in the Illinois Coal Basin.

A computer program has been developed to simulate evacuation of a mine in various configurations. The simulation input variables include characteristics of the mine, expressed, in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e. , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effects of the fire are not considered. The simulation output include the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure of the miners. Several illustrative simulations have been carried out to verify validity of the program and to demonstrate its capabilities. The computer program has been able to predict evacuation time, within 5 percent, for an actual fire drill. It is believed that this program can be used to evaluate evacuation performance of a mine, identify problem areas and demonstrate improvements due to the recommended corrective actions.
