It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.

Homestake Mining Company has identified a significant native sulfur resource at its Cinnabar Canyon prospect in Mono County, California. Elemental sulfur occurs as replacements, fracture coatings and breccia fillings in a thick sequence of Miocene-Pliocene intermediate volcanic rocks. The deposit extends along a northwest trending regional fault and measures approximately 900' in width, at least 1800' in length, and has a thickness in excess of 200'. The deposit lies approximately 150' below the surface and is covered by a silicified cap of volcaniclastic strata. The deposit has been delineated by rotary and core drilling. Utilizing a grade cutoff of 5% elemental sulfur, the delineated deposit has a probablelpossible resource of 16.1 million tons of ore averaging 17.9% elemental sulfur containing 2.57 million long tons sulfur. Assay grades within the resource area range up to 40% sulfur over a 40-foot intercept.

Despite its importance in various diverse industries, research on beneficiation strategies of boron minerals has not received enough attention. Boron minerals are primarily upgraded by wet processing methods. However, severe environmental constrains have accelerated the development of dry processing techniques such as calcination. Interestingly, boron minerals, colemanite, ulexite and borax undergo respectively decrepitation (fragmentation), shrinkage and expansion upon heat treatment. Each mineral then requires a different beneficiation scheme. In this study, laboratory and pilot plant studies on calcination of boron minerals conducted in our laboratories are reviewed along with their implications in commercial operations.

Filtration of copper concentrates in the mining industry is carried out in cycles, mainly cake formation, expression, and blowing. Each of these cycles depends on the solid (mineralogy, porosity, particle size distribution), water, and air (density, viscosity, permeability, and relative permeability) properties that define the performance in each cycle. The fundamental phenomenon in cake formation and expression is a one-phase flow (water) through a porous bed of solid particles (the cake), while in blowing it is a two-phase flow (water and air) through the cake. Sometimes, due to a change in the properties of the mineral, a filtration plant is unable to maintain the capacity at the specified humidity. One alternative to solve this problem is to heat the air during the blowing cycle, which in turn heats the water in the cake, this process significantly decreases the water viscosity and only marginally increases the air viscosity. In this work, this strategy was studied at a laboratory scale. The results show a significant decrease in the blowing time as the temperature of the air was increased.

When a solid-liquid mixture is conveyed through a pipe,' four hydrodynamic conditions may develop depending upon the properties of the transporting medium, the properties of the transported material, the properties of the pipeline and the flow characteristics. They are classified as homogeneous flow, heterogeneous flow, intermediate flow and saltation. Heterogeneous flow, which is the subject of the present analysis, occurs when solid particles are coarse, of high density, and the mean velocity of the flow is relatively low, such that the combination allows the establishment of a pronounced concentration gradient in the cross-section of the pipe. In this type of system the suspended matter does not change the rheological properties of the conveying fluid, and solid and fluid phases behave somewhat separately. In recent years much work has been directed toward gaining more insight into the hydrodynamics of heterogeneous flow (1,2,3,4,5,) However, almost all knowledge obtained is empirical in nature and limited in scope. Much effort has been extended to collect experimental information on the energy losses associated with systems of slurry flow (6-13) The work of Durand and Condolios(14,15) represents one of the most extensive experimentations in this field. Through systematic test runs, the effects of the major flow-parameters were studied one at a time. From the results, they concluded empirically that:

Determining the identicalness levels of the same model trucks working in open pit mine transportation system by means of statistical analysis methods is very significant in terms of availability analysis. In this study, the identicalness levels of two trucks picked randomly from the 170-short-tonne truck fleet working in open pit coal mine over one-year period were examined through a non-parametric test, Mann-Whitney U test for two samples. Time to failures (TTFs) and Time to Repairs (TTRs) of the trucks were analyzed with this test technique and then whether they were identical or not was determined. In order to determine whether the trucks identified to be identical at the end of this test displayed the same mining performances within the same open pit transportation system, the availability analysis of the identical trucks was carried out. As a result of the availability analysis, it was observed that the trucks had availability values that were very close to each other. It was also determined that Mann-Whitney U test could be employed together with availability analysis. Finally, it was observed that Mann-Whitney U test for two samples could yield rapid results in the performance analysis of complex systems like open pit mines.

INTRODUCTION The mine hoisting equipment that is selected and installed at a mine is for the lifetime of the mine and, therefore, it is extremely important that a proper choice be made. Several types of mine hoist designs, including double drum hoists, single drum hoists, friction hoists, and various special designs of these, are available to¬day. Each has advantages and disadvantages and they should only be used in suitable applications. Drive systems for mine hoists must be evaluated together with the mechanical systems for each hoist application. It does not make sense to properly select the hoist mechanical system and then choose a drive system that turns out to be a bottleneck. MINE HOIST TYPES There are two basic types of mine hoists available in the world today: the drum hoist, on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe) hoist, which merely passes the rope over the wheel during the hoisting process. Drum Hoists Single Drum Hoist: A single drum hoist (shown diagrammatically in Fig. 1) can be used as a service or production hoist with the cage or skip in balance with a counterweight (Figs. 2 and 3). It can efficiently service one or more levels, since the location of the counterweight at any time is not important. As a pro¬duction hoist with skips in balance, the single drum hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the single drum hoist. This has to be done periodi¬cally to compensate for rope stretch. A variation of the single drum hoist is the divided drum hoist. If multilayer winding is necessary, the single drum hoist must have a divider to allow a sep¬arate compartment for each rope. If a counterweight is used with a divided drum application, the counter¬ weight rope can be wound on a smaller diameter (Fig. 4). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are re¬duced. Double Drum Hoist: A double drum hoist in oper¬ation is shown in Fig. 5. Double Drum Hoist With One Drum Clutched: As a service hoist with cage and counterweight, a double drum hoist with one drum clutched (Fig. 6) can serve several levels efficiently. The advantage of having the clutched drum is that it allows rapid adjustment of ropes due to initial stretch. Some users may prefer the single drum hoist with manual rope adjustment, while others consider the added expense of the second drum and clutch is justified to make rope adjustments quickly. The value of this feature for a particular application should be discussed with the hoist manufacturer. As a production hoist with skips in balance for a multi¬level operation, the clutch can be adjusted for efficient hoisting from any level. Double Drum Hoists with Both Drums Clutched: There are also double drum hoists that have both drums clutched (Fig. 7). The main advantage claimed for this type of hoist is that if something happens in one of the two compartments, the hoist can operate in the other compartment to raise and lower men and sup¬plies. This feature is particularly favorable if there is only one shaft entrance to the mine. Multiple Drum Hoist: The multiple drum hoist, a South African innovation, is a type of drum hoist about which everyone should be aware. Basically, it uses two hoist ropes per conveyance which at great depths per¬mits use of smaller ropes and smaller drums. There are none in use in the United States today. However, they should be considered in very deep mines. Friction (Koepe) Hoists This hoist (Fig. 8) was introduced to the mining world by Frederick Koepe in 1877. The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.

Dewatering of the fine clean coal fraction, - 28 mesh (595 microns) represents one of the most difficult and costly separations in typical plant circuits. Since 1969, the Screen Bowl Centrifuge has offered an economical alternative to filtration/thermal dryer combinations. The performance of Screen Bowl Centrifuges has been continuously modified and improved to dewater not only coarser coals, but also today's variety of ultrafine material. Actual test comparisons with alternative methods show the Screen Bowl Centrifuge to be most cost effective and efficient when all factors are considered.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. A unique machine has been designed for mining narrow veins. The machine, called the NONN, walks on the walls of the stope and carries a boom-mounted hydraulic impact breaker. The concept of walking on the walls allows an existing muck handling system such as LHDs to operate beneath the NOMN. The NOMM has four sets of legs which can be manipulated independently or concurrently to cause the carrier to walk in any direction and to turn sharp corners. The mining rate using the breasting method is targeted to be 25 t/hr.

Outokumpu flash smelting of copper concentrates was introduced in 1949 and flash smelting of nickel concentrates in 1959, both at Harjavalta in southwest Finland. The first flash smelter outside Finland was started up in 1956 in Ashio, Japan. Between 1956 and the present about 25 flash smelters for copper, and nickel concentrates have been put into operation in different parts of the world. Outokumpu"s research organization has been highly involved in the development of flash smelting. For example, a direct blister flash smelting process was developed in 1975 and introduced in Glogów, Poland, in 1978, and another has been designed for Zaire. This straight metal process is based on low iron content of the concentrate, which reduces the amount of recycling slag copper. Additionally, the concentrates are rather low in impurities.

Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

Liberation of valuable minerals from a gangue matrix during size reduction of multiphase mineral particles is an important objective in mineral separation processes. A methodology for the prediction of volumetric grade distribution from one dimensional, linear intercept image analysis is being developed using a transformation function to describe the relations hi p between the linear and volumetric grade distributions. As part of this research effort it has been found that a transformation function, derived from Monte Carlo simulations of irregularly shaped particles, mainly depends on the volumetric grade and the dispersion density, i.e., the number of nuclei (or grains) per particle. A possible mathematical form for the transformation function is described in detail.

The advantages derived from the use of pellet burdens in blast furnaces are so great, that hematite ores are being converted into pellets in greater quantities each year. The conversion of these ores into pellets appears on the surface to be relatively simple. In reality, this is not so. Serious difficulties are encountered in drying these pellets that do not exist in the drying of taconite concentrate pellets. The ores that present problems are goethite and earthy hematites. Green pellets prepared from these ores have very law shock temperatures, 200-600° F. The shock temperature of a green pellet according to our definition is the highest initial temperature to which a green pellet may be exposed without suffering decrepitation. Decrepitation may involve spalling, fracturing or total disintegration. The poor shock properties of these green pellets result from the inability of the vaporized water to escape freely and easily as it is formed with¬out affecting the integrity of the pellet. As a consequence, the pellets must be carefully dried prior to induration. This careful treatment is costly. The slow drying process restricts productivity and requires larger furnaces than desired. The use of an additive to elevate the shock temperature of the green pellets would increase productivity. Bentonite is used in some pellet plants to improve balling but it raises the shock temperature only slightly. Nalco became interested in the shock temperature problem because of its activity in the development of organic pelletizing aids for taconite concentrates. The findings reported here are an outgrowth of our experimental work on the development of shock temperature additives.

The rare earth element (REE) industry has sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive concentrations. These deposits are extremely uncommon, particularly in the United States. Given the criticality of these materials and the need for a sustainable domestic supply, the current research seeks to leverage the generation and treatment of acid mine drainage (AMD) as an autogenous process that can lead to concentrated REE resources.

Federal and State surface coal mining regulations require special handling of prime soil materials which result in additional costs, and no actual benefit when prime and non-prime soils are similar. The Coteau Properties Company proposes to mix both prime and non-prime topsoil and subsoils at the Freedom Mine in Mercer County, North Dakota, based on an analysis of soil physical and chemical characteristics which show these materials to be comparable.
