The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Programme (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature: during approximately six weeks an orientation survey, involving, geology, geophysical surveying, and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Sto. Nino (Fig. 1). The Sto. Nino study demonstrated (Hale and Govett, 19677 Govett and Hale, 1967) the feasibility of geochemical prospecting relative to other exploration methods for the location and delineation of disseminated copper occurrences, the major source of metal in the expanding mineral industry of the Philippines. Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

The ever-increasing demand for steel and the subsequent depletion of high-grade ores requires the massive utilization of low-grade iron ores. In the present study, an iron ore slime sample containing 56.1% Fe was investigated using physical beneficiation, carbothermal reduction, and a microwave-assisted process; however, physical beneficiation and microwave exposure were found to be inefficient as they yielded lower iron recovery. Using coconut shell as an alternative reductant was found to be promising and does not lead to the formation of higher iron oxides, such as fayalite and wustite phases. The microwave-assisted carbothermal reduction was found at par with conventional reduction, saving time and heating. The optimum magnetic concentrate obtained in both carbothermal reduction routes (microwave and muffle furnace: Fe grade, Fe recovery, and yield of 64.3, 97, and 84%, and 67, 99, and 83%, respectively) are suitable for alternative iron-making or blast furnace units.

Open-source technology to support Industry 4.0 has become the target of academic research in many sectors. This study reviews the trends of open-source technology, its forms, and some industrial applications. As a case study of the use of open-source hardware and software in the mining industry, this study proposed a low-cost environmental monitoring system for nonmetallic underground mines to support mine safety and occupational health. The system was developed using open-source hardware, Arduino and 3D printer, to design the monitoring device, and open-source software, MIT App Inventor, to develop an Android application for smartphones to enable remote communication with the system. Field experiments were conducted at an underground tunnel and a nonmetallic underground mining site to assess the performance of the system in mobile and static modes, respectively. Although a few limitations related to the precision of the low-cost dust and gas sensors exist, the findings of the experiments show that the mining industry can benefit from open-source technology deployment when considering cost factors.

A high effective method using a hammer mill, a column pneumatic separator and an electrostatic separator was studied for recycling copper from waste printed circuit board. The factors influencing the copper liberation degree and following separations were discussed. Two different physical separating methods were compared and discussed. Experiment results show that a well-controlled impact action can produce a satisfactory degree of copper liberation at a relatively coarse particle size. Around 90% copper recovery from printed circuit board for coarse particle size can be achieved by using a combination of electrostatic separation and pneumatic separation.

Dry cover systems as a closure option for management and decommissioning of waste rock and tailings is a common prevention and control technique used at numerous sites around the world. Numerous site-specific factors control the long-term performance of dry cover systems. Site-specific climate conditions are one of the key factors to consider when determining the objectives of a dry cover system because these conditions will significantly influence long-term performance. There are advantages and disadvantages of characterizing the site on an annual basis as generally a “dry” site (annual potential evaporation greatly exceeds annual precipitation), or generally a “wet” site (annual precipitation meets or exceeds annual potential evaporation). The field performance monitoring data and discussion presented herein illustrates the caution that is required when using these “annual” criteria for characterizing site climate conditions. Numerous sites exist where precipitation exceeds potential evaporation on an annual basis; however, the site typically experiences hot, dry summer months where evaporation greatly exceeds rainfall. These dry summer conditions have a strong influence on long-term performance. In contrast, sites where potential evaporation exceeds precipitation on annual basis, typically experience periods of the year when a moisture surplus occurs, which also impacts on long-term performance. This paper uses soil-atmosphere cover design modelling and field performance monitoring from sites in Canada, Australia, and the United States to demonstrate the importance of considering site-specific climate conditions when predicting long-term cover system performance.

In January 1992, the Office of the US Trade Representative announced that the People's Republic of China had agreed to protect US intellectual property, including computer software, sound recordings, agrichemicals and pharmaceuticals. Under the agreement, China will make significant improvements in its patent, copyright and trade-secret laws. Ambassador Carla A. Hills, the US trade representative, said "this agreement should create significant opportunities for US firms interested in marketing high valued-added products to China." Principal beneficiaries will include the agrichemical and computer industries, as well as pharmaceutical, entertainment. The agreement will safeguard these industries' intellectual property, stimulating new exports to China and helping to generate additional growth in the US. Refractory grade bauxite was included in the mineral category of the $1.5 billion of Chinese products on which the US government threatened to impose an immediate 100% trade tariff. Refractory bauxite is available from Guyana and Brazil at higher cost and in different grades. However, refractory brick manufacturers would have had little choice but to pass on the costs to their consumers. Although the United States and China are separated by political ideology and internal governing structures, this agreement recognizes the importance of a $19 billion trading relationship. Consequently, the renewal of China's most favored-nation trading status in the US congress in -June 1992 was all but assured. Many US companies doing business in China and Hong Kong have been quietly increasing their investments since 1989. These companies can now concentrate on developing sales to the domestic Chinese market. This market is expected to surpass 1.2 billion people in 1995 and approach 1.3 billion by the end of the century.

Environmental considerations related to the disposal of coal combustion byproducts (CCBs) and the impacts of deforestation associated with the harvesting of timber for utilization as roof supports in mines should become more severe in the future, as landfill space and suitable timber reserves become more scarce. To help address these concerns, lightweight artificial supports, such as post and crib elements, that use large percentages of coal combustion byproducts as aggregate have been developed for use in underground mines. These structural products show equal or better engineering characteristics than timber, and they have the potential to replace timber support in underground mines. CCB-based ultralight structural material (ULSM) has also been developed and commercialized for use in the construction of ventilation stoppings in underground mines. The bulk densities of these blocks range from 0.40 to 0.64 g/cm3 (25 to 40 lb per cu ft) with more than 75% CCBs. Efforts are also given to develop and demonstrate large volume CCB-based subgrade improvement technique for road construction. Soil treated with SIUC fluidized-bed combustion (FBC) fly ash developed an immediate bearing value exceeding 25% with a swelling strain of less than I %, which is greater than untreated soils, and met Illinois Department of Transportation (IDOT) standard specifications. In this paper, development procedures, engineering characteristics and beneficial uses of CCB-based structural products are given.

Rare earth elements (REEs) have many critical uses in advanced technology and the lack of a reliable domestic supply has been identified by the US DOE as a vulnerability to US economic security. Our research focuses on developing an economical process for extracting REEs from coal fly ash and power plant wastewater sludge by coupling a hydrothermal extraction process with the engineering of a ligand-associated media for concentrating REEs from the extraction liquid. Ash samples have been collected from two Detroit-area Power plants that burn 100% low sulfur coal (Trenton Channel) or fuel blends of 75% low sulfur coal and 25% high sulfur coal or 70% low sulfur coal, 15% high sulfur coal, and 15% petcoek (Monroe Power Plant). Ash samples are then subjected to hydrothermal conditions from 100-350 °C for 1-24 h at Los Alamos National Laboratory and leachate concentrations are measured by inductively coupled plasma-mass spectroscopy (ICP-MS) and compared to hydrofluoric acid digestion results. Experiments designed to aid in ligand selection and loading optimization show that di-(2-ethylhexyl)methanediphosphonic acid (H2DEH or DIPEX™) can be successfully loaded to a commercially available swellable organically modified silica (SOMS) media. Preliminary results show that DIPEX-associated SOMS surface loading can exceed 4x on a mass/mass basis and in simplified sorption experiments with Nd solutions (~pH 2), the DIPEX-SOMS media can sorb >90 mg Nd per g of media. Recovery of the sorbed Nd with low pH solutions has had low efficiency with the high (4 g DIPEX/ g dry media); however, near complete recovery was achieved with lower surface loadings (0.05 g DIPEX/ g dry media). Column experiments are being conducted to evaluate the optimal ligand/media ratio for repeated use. Completive sorption with Fe and other major cations are also being evaluated.

Budgets are key financial and behavior drivers for most businesses, including mining. Budgets are used to link strategic objectives to tactical decisions, to measure performance, and to provide basic financial planning. More accurate and pertinent budgets should result in improved strategic decision making and performance measures. This paper discusses how a process based production and cost database, based on activity based costing models and the one year production plan, can be used to create the annual budget for an operating mine as an Activity Based Budget (ABB). A case study is used to compare budgets derived from traditional methods and an ABB approach. It is evident that the ABB method is more accurate.

"When designing segmental lining at a cross passage, modern solutions try to bear the loads transferred around the opening within the rings by using shear elements in the ring joints. Commonly used shear systems providing coupling are cam & pocket, shear keys, bicones and steel dowels. These solutions have advantages and disadvantages, but most importantly they have limits in their capacity to stabilize the lining at cross passages. With the help of 3D-FE-analyses for an opening of one segmental ring these different solutions are compared taking various ground conditions into account. As a result the capacity of the individual system is determined. Notice is made regarding the applicability of the system as well as the consequences for the design and the verification. INTRODUCTION The design of the lining at a cross passage is among the most difficult tasks when designing TBM-tunnels. At one time the bedding of the lining disappears due to the excavation behind the lining, at another the ring-structure is interrupted when parts of the lining are removed for the opening. The trick is to transfer the loads around the opening into other segments and to areas of the lining which are still supported by the ground. In the rings immediately at the cross passage this creates a distribution of forces within the segments that strongly deviates from that of the regular lining. The design needs to consider the boundary conditions of the respectively chosen solution for stiffening of the opening and its peculiarities in the modeling as well as in the verifications. In the past segments of steel or an internal strutting of steel (DAUB 2013) placed around the later openings were commonly used, see Figure 1. The application of a strutting from the outside to the rings is restricted to such circumstances when for example a connection from a shaft to the tunnel can be made in suitable ground conditions (Ring and Glomp 2012). Though steel segments provide a robust solution, they are expensive due to their laborious manufacture, the high proportion of construction steel required and the time consuming installation in the tunnel (Häfliger 2013). A strutting of steel requires extensive design and verification. The resulting structure usually weighs several tons and must be erected as well as demounted within the confined space of the tunnel, requiring suitable transport and assembly equipment. The cross section remains restricted, thus causing a bottleneck for TBM operations and hindering the works and installations for the cross passage works."

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. A prototype automated mapping and spatial information management system has been developed, and illustrates how a powerful map manipulation capability and a comprehensive display system can be combined using both raster and vector mapping: The concept of a mapbase and information retrieval mechanism, query language as well as text and graphical menus, is introduced. The Geographic Information System (GIS), which has been built around a system for storage and retrieval of spatial and textual data, allows interaction with geographic space represented on a displayed map. The prototype is demonstrated using maps and information of an open pit mine.

The last time Mining Engineering presented an issue with a special focus on Canadian Mining (ME, August 2008 pp. 28 to 40) things were going well. A feature story took a look at Xstrata?s Nickel Rim South Mine in Sudbury and the booming Canadian oil sands were discussed at length. Potash prices were soaring, large diamonds were being found and British Columbia was launching plans to find more workers. How things have changed in six short months. What began as a mortgage crisis grew into a credit crisis, then mutated into a financial crisis, that has taken its toll on the value of bonds, loans, stocks, real estate and commodities. Miners that were flying high on unprecedented commodity prices six months ago have begun scaling back with delays, shut downs and layoffs as they struggle to survive this most recent economic downturn.

Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

Experimental results obtained from large scale (7 tons), long-term (500 days) leaching of low tenor copper sulfide ores were interpreted by a geometric model involving the movement of a reaction zone through the ore fragments. The postulated leaching mechanism involved mixed kinetics and included diffusion of the reacting species through the host rock and a chemical reaction at the surface of the mineral particles. Ore properties which were considered were ore particle size and shape, grade of ore, and mineral content. Excellent agreement between the mixed kinetic model and the laboratory leaching results was obtained when minus ½ inch ore particles were not included in the leach. Also, a satisfactory prediction of copper recovery from plus ½ inch ore with a different particle size distribution was made; however, it was necessary to modify the shape factor in the model. Predictions of copper recovery from an ore sample which included the minus ½ -inch fine fraction and leaching for 460 days was 56.5 percent, and the recovery from leaching was 47.0 percent. The presence of fines caused channeling and uneven solution distribution and inhibited the leaching rate.

"Great effort has been expended for more than 40 years to improve the workplace safety and health of surface and underground miners across the United States. When looking at the past decade, withstanding the 2010, Upper Big Branch (UBB) disaster that took the lives of 29 miners, this effort has resulted in a generally decreasing trend from 57 fatalities (22 coal; 35 metal/non-metal) in 2005, to 45 (16 coal; 29 m/ nm) in 2014. Through August of this year, there have been 23 mining-related deaths (eight coal; 15 m/nm). These results reflect continued diligence and perseverance on the part of miners that stay true to our legacy; and demonstrate significant investments from mine-site leadership, mining corporations, and state and federal regulators. However, over the past five years there have been an average of 32 fatalities per year, with a low of 36 (2011 and 2012) to a high of 45 (2014). If we know that there will be somewhere between 30 and 50 mining related deaths next year, which of us will volunteer to be counted as one of the numbered? Clearly, we all agree that one fatality is too many; and as evidenced by changes following UBB, deaths in any sector are deaths reflective of all mining across all sectors.The impact of each miner death touches us all. Miner’s deaths are felt deeply by family and friends, most significantly the children; their communities in which they served, supported, and worshiped; and by society that has lost a hardworking, dependable contributor. Further, to take a slightly cynical, but realistic view, miner fatality events impact the financial vitality of mining and contracting companies and broadly diminish investor confidence. Just as important, these events significantly impact our communities and result in negative public perceptions, which ultimately drive regulatory policy and related compliance pressures. This resulting pressure forces operations to broadly address safety and health gaps in very specific ways (i.e., see U.S. Mine Safety and Health Administration (MSHA) regulations regarding lids for trash cans) minimizing a mine site’s opportunities for operational flexibility. To break this cycle that is the operational reality, mining companies are focusing tremendous efforts on fatality prevention and specifically on dedicated investment to prevent multiple fatality events."

Two samples of iron enriched basalt (IEB) containing simulated nuclear fuel and having two distinct microstructures were prepared and tested for uranium recovery. The IEBs are refractory towards leaching by ground water. However, the uranium content (15.8%) is high enough that if aggressive leaching techniques are used for uranium recovery, these materials could be considered as man-made uranium ores. The IEBs discussed in this report were prepared to simulate Three Mile Island-2 core debris. The crushed IEBs were treated using three different methods simulating potential industrial scale processes. In one method the IEBs were fused with sodium hydroxide then the cooled mass leached first with water then with dilute sulfuric acid; about 52% of the uranium was recovered in this case. In the second method the IEBs were treated with a sulfuric acid/hydrogen peroxide lixiviant and about 13% of the uranium was recovered. In the third technique the IEBs were leached with a sodium carbonate/sodium bicarbonate/hydrogen peroxide solution. Only about 0.1% of the uranium was recovered. The results of these screening tests suggest that the IEBs can be successfully treated for recovery of the contained uranium. Other studies would be required to determine if other values, such as zirconium or silver, could be recovered from the IEBs.

On 30 April 2004, a large scale slope failure incident occurred at the external waste dump facility of the South Field Mine, in the Western Macedonia Lignite Center, Greece. This landslide involved the mobilization of waste overburden material (that was continuously deposited for the last 20 years) in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 3 Mm3. The factors that led to failure as well as the procedures and measures taken in order to stabilize the failure and resume normal operations at the South Field Mine are presented and discussed. Emphasis is given to the impact on mine operations and the cost related to resuming of normal production operation as well as to implementing important modifications and improvements of the materials handling system.
