Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.' They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. The cross-price elasticity of a competitive or complementary commodity also varies with minerals, markets, and time. Where minerals easily substitute for one another, as in the case of cop- per and aluminum in electrical conductor applications, cross-price elasticities are relatively high. At Fermilab, a 4000-ft long underground complex has recently been constructed for a high-energy physics experiment. The complex is sited up to 350 ft, below grade principally in bedrock. The rock excavations were mined by TBM and drill and blast methods and supported by a combination of rock bolts, dowels and shotcrete. Water control was achieved using a combination of pre- and post-excavation grouting, drainage systems, drip shielding and air desiccation measures.

A site-characterization strategy formulated for the probabilistic assessment of rock mass properties is presented. The strategy, which takes into account the variability of rock properties and the stochastic nature of the rock-failure process, entails determining probability distributions of rock properties by utilizing extreme value statistics and Monte Carlo simulation. Laboratory and, field test data are analyzed and presented to illustrate the methodology. The results indicate that the distributive characteristics of rock mass can be estimated by using this proposed method. The results of the analysis can be incorporated into the design of underground structures. Then, the relative uncertainties of the failure probability of the structures can be assessed.

Testing methods are described to help in decisions of selecting the most viable comminution circuits. The authors present a comparison evaluation based on numerous studies to help make initial choices for feasibility evaluations. An update summary of completed Bond grindability and Abrasion Index testwork at Allis-Chalmers Process Research Test Center for all materials is included. "What is the best circuit to comminute primary crusher product to make beneficiation feed?" This frequently asked question has the implication that there is one circuit which is universally the right circuit. The answer has been sought ever since it has been necessary to break rock to liberate entrapped mineral values. With every new contribution to the art and the science of comminution, the scope of the discussions broaden. It is not even possible to define what the abstract term best means.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. Coal is broadly recognized as sure, competitive, diversified, not vulnerable and predictable in price energy resource. In power generation coal is playing a dominant role in the EU-27 with 25% of installed capacity and almost one third of the power generation. The role played by the domestic resources and especially by coal are increasingly becoming the focus of the EU energy strategy. There is a strong pressure for the decarbonization of the energy mix. The Emission Trading system (ETs) can have an impact on the shift to lower carbon-intensity fuels. The impact of ETs on coal can be important, because it is very short sighted and only defines the period up to 2008-2012. The ETs CO2 regime must ensure that investment in coal-fired plants in the long term are supported. EU Research Institutes and Coal Industry identified an important CO2 reduction potential by improving the efficiency of the conversion of solid fuels into electricity. Highly efficient clean coal technologies can contribute to reasonable costs and challenge the issue of climate change. It must be pointed out that the EU Energy policy should now concentrate on the necessity to effectively support demonstration projects and to create the legal framework for the integrated approach of efficiency enhancement and CCS. It is not a right approach to implement CCS before the technology is demonstrated and before it is clear that it will be commercially viable.

We ought not look back unless it is to de- rive from past errors, and for the purpose of profiting by dear bought experience. - George Washington During the mid 1960's, the application of automation was introduced to Climax by two process control companies. In 1969 Climax decided to seriously consider improved control of selected areas of their milling process after preliminary research had been completed on two rougher ball mill grinding circuits. In 1971 the Climax Mill Department developed a direct digital control scheme for rougher milling, designed a remote control center for handling process water, planned to automate the central steam heating facility for energy conservation, and convert other plant areas to automation. All twenty rougher grinding mills and the industrial water system were automated by 1977. The idea of automating central heating and other areas was abandoned although some fuel conservation items were installed at the heating plant. During this period from 1971 to 1978, the mill capacity was expanded from 39,000 metric tons per day to 43,000 metric tons per day and cyclone classification was introduced to rougher milling. Ore quality changes degraded the milling recovery from over 90% to less than 85%. This report describes the procedure the mill used in developing the automatic process and the occurances that affected the timing and fina1 control logic. The report deals primarily with the automation of the ball mill grinding, classification and flotation process as this was the bulk of the seven-year project.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. Mine backfilling is a desirable method for the disposal of retorted oil shale. Hydraulic, mechanical and pneuna.cic transport and stowing methods were investigated, and the mechanical transport and stowing method using conveyors was selected as the most promising system. Transport of retorted oil shale at the rate of 3000 cons per hour (2700 t(h) to the backfill level, situated about: 2000 feet (610 m) below surface, with skips or conveyors is uneconomic. Hence, borehole transport utilizing gravity flow was investigated. This paper describes the theory of flow, flow properties of retorted oil shale, and the design of a borehole and hopper system.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. The first section of this text delves into construction engineering techniques for successfully completing necessary underground production support projects. I will discuss alternative design concepts, installation practices, materials and material costs, completion time, and necessary labor for individual projects. The emphasis of this section is on describing each project thoroughly and providing a practical guide for the supervisor or engineer. There are four main construction categories for typical underground mining projects. These are: 1) Transportation of men and supply materials. This refers to track and wire installation and roadbed grading and ballasting. 2) Ventilation, composed of overcasts, man doors, regulators, and stoppings. 3) Drainage, including sumps, pumping stations, drainage networks, pumps, and face drainage. 4) Haulage of coal and rock from the face to the outside. The focus here is in the installation of belt lines, belt drives, transfer points, and vibrating bins/feeders. The first section shall fully discuss these four categories in regard to the construction engineer or supervisor designing, building, or improving a system. In addition, special projects such as surge bins, rotary dumps, and underground offices not classified under these categories will be discussed. For manageable purposes, I have limited the installation discussions to one or two approaches I feel have merit. The variation of installations in coal mining is endless, each with its own advantages and disadvantages. Therefore, the reader should not dismiss or restrict his thinking to only the approaches in the text. It serves as a guide only.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

6.1 PRINCIPLES OF PLANNING GROUTING OPERATIONS FOR SHAFTS, DRIFTS AND TUNNELS The planning of integrated grouting of vertical, inclined or horizontal underground workings in saturated, fractured rock includes the following phases: 1. Planning for the collection and analysis of geological information concerning the characteristics of the struc¬tural deformation(s) that produced the details of the frac¬ture system being studied. 2. Planning for the acquisition of initial hydrogeological information produced by the flowmetric and hydrody¬namic investigations (described in Chapters 2 and 3). 3. Computing the initial engineering calculations of the ex¬pected or planned dimensions of the isolation curtains for each water-producing stratum (fracture zone) and the expected areal spreading pattern of the grout in each of these water-producing horizons. The selection of the lo¬cations, the initial optimal number of holes and the vol¬ume of grout needed to create each isolation curtain also are included in this phase. 4. The selection or development of a grout formula for the specific hydrogeological conditions that exist at the site. 5. Identification of a resource (deposit) required to produce the grouting clay. The planning of grouting operations must be supported by the acquisition of all necessary initial data, which in¬cludes: 1. The geographic location and administrative responsibil¬ity (ownership and regulatory constraints) of the mineral deposit and any peculiar features of the area where ex¬cavation of the underground workings is planned. The surface relief, the hydrographic network of the region, and the local climatic conditions must be evaluated prior to planning for buildings and waste discharges if any. 2. The economic status of the region, the available trans¬portation, the nature of the energy base, the water and heat supply sources, the location of construction mate¬rials suitable for making the grout all must be deter¬mined. 3. The geological and hydrogeological characterization of the work site must be accomplished. 4. The technical features of the shaft(s) and underground works must be characterized. 5. The organization's principal initial design plan features and the construction sequence of all buildings and struc¬tures must be developed. These must be correlated with the organization and schedule for excavating the under¬ground works. The technical characterization of a shaft or of other un¬derground workings must contain information about the purpose of the workings, the design depth, the planned excavation procedures along with cross-sections, and the parameters of the lining, if a lining is required. The geology of the section to be penetrated must include geological data obtained from existing exploration activities at the mineral deposit and conclusions about the shaft ex¬cavation conditions obtained from drilling technical moni¬toring holes and exploration drillholes. The interpreted stratigraphic regime, including the thickness, strike and dip of each stratum, must be shown in cross-section. The tec¬tonics, including all geologic structures, must be presented by cross-sections. The bedding orientations must be used to identify anticlines, synclines, monoclines and faults. The lithologic composition and the drillability of the rock com¬prising the section must be examined. The character of the rock's fracture pattern must be presented. Finally the per¬meability, porosity and storage characteristics of each aqui¬fer must be determined by in situ hydraulic property testing (injection tests or pumping tests, as described in Chapter 3). The fracture pattern of the indurated rock is presented in reports derived from geo-exploration borehole studies and from studies of outcrops on the surface and in all nearby underground workings. The extent of each fracture zone is mapped in three dimensions. The distribution of fracture apertures, the nature of the fractures according to each litho¬logic stratum, and the relationship of bedding planes to each fracture system are all determined. Acoustic logs, downhole cameras, caliper logs, oriented core, and any other appro¬priate geophysical tools available are used to construct the data base for this purpose. The hydrogeological characterization of the geologic section to be penetrated by the workings is based on the analysis of hydrogeological data collected during the drill¬ing and testing of technical monitoring holes and from in¬formation on ground water inflow collected during the ex¬cavation of nearby underground workings, if such workings exist. The hydrogeologic characterization must contain the following information: 1. The identification of all aquifers, their thicknesses and their locations in the section, 2. The distribution of hydrostatic head in the ground water in three dimensions, 3. The coefficient of saturated hydraulic conductivity (per¬ meability) of each aquifer, 4. The porosity and storativity of each aquifer, and 5. The projected rate of water inflow into the shaft, drift or tunnel for each aquifer prior to grouting. This step is used to identify the zones to be grouted.

INTRODUCTION The global market for sulphur has experienced dramatic structural shifts during the past 10-15 years. After a number of years of dominance as sulphur suppliers, the world's Frasch producers were confronted with large increases in nondiscretionary sulphur production from sour crude oil and gas, while escalating energy and exploration costs reduced the economic incentives to replace dwindling sulphur reserves. Sulphur demand also experienced substantial growth, but the majority of this increase was filled by nondiscretionary production. The result was essentially flat demand for Frasch sulphur during this period. This paper briefly summarizes Freeport Sulphur Company's outlook for global supply and demand for sulphur through the year 2000, and examines in more detail the history and anticipated shifts in trade patterns. World trade in elemental sulphur (brimstone), despite year-to-year fluctuations, has been on an upward trend in recent years, and should continue to grow through the end of this century. The type (discretionary vs. nondiscretionary) and location of forecast sulphur supply sources has potentially broad implications for the world's Frasch producers, as they compete in a world market which is increasingly supplied by non-discretionary production. SULPHUR DEMAND Sulphur is a versatile and essential element used in a wide variety of manufacturing processes. Almost 90% of world sulphur consumption is in the form of sulphuric acid. The relatively low cost, ready availability, and physical and chemical properties of sulphuric acid make it the most economical acid for a number of chemical processes. Although sulphur is used in the manufacture of many products, the largest consumer by far is the phosphate fertilizer industry. The majority of sulphur demand growth over the past 30 years has occurred in this area, and today it accounts for nearly 65% of global sulphur consumption in all forms. Due to the relative importance of phosphate fertilizers, sulphur demand is typically discussed in terms of fertilizer and non-fertilizer (or industrial) uses, and this approach will be followed here. We at Freeport believe that global consumption of phosphate fertilizers should grow at an average annual rate of about 3.5% through the year 2000, which is roughly equal to the growth rate experienced during the past ten years. The basic assumption underlying this forecast is that world population will continue to grow significantly, while the total acres of cropland will grow only slightly. Therefore, in order to feed a growing population, higher crop yields will be necessary, which in turn will require the increasing use of fertilizers. This expected growth in phosphate consumption will, without doubt, fluctuate from year to year, and we Frasch producers have painful memories of the large dip in demand during 1982-83. However, we believe that the fundamentals for growth are very good, and that future demand will move back onto the historical trend line. In the recent recession the use of sulphur in the non-fertilizer or industrial sector dropped sharply, and it now appears that future growth will not return to the old trend line. Most of the non-fertilizer uses of sulphur and sulphuric acid involve older industries which are very mature, such as oil refining, steel, pulp and paper, pigments, etc. The use of sulphur in some of these industries is expected to exhibit little or possibly even negative

To help in the search for new deposits, exploration "lessons" will be drawn from the papers given at the Fall AIME Applied Geology Symposium. "The Jurassic coal fields which lay in west China are the major energy base and contain half of coal resources in China. Due to the gather and degeneration rules, the spontaneous combustion characteristic of Jurassic coal is distinguished with permo-carboniferous coal, which needs to be studied deeply. Programmed heating experiments of five Jurassic coal samples and three permo-carboniferous coal samples from different primal coal fields in West China were conducted to identify the characteristic parameters in the low temperature stage of oxidation and spontaneous combustion. The experiments were carried out under non-isothermal heating conditions up to 180? at the heating rate of 0.33?/min in an air atmosphere. The result showed that oxygen consumption rate, CO gas production rate and heating intensity of all coal samples increased with the rising of the temperature, which of the Jurassic coal was higher than that of Permian-carboniferous coal. The C2H4 gas of Jurassic coal generated earlier, more than that of Permian-carboniferous coal in the process of oxidation and spontaneous combustion. It indicated that the Jurassic coal was easier to be oxidized and spontaneous combustion and the index parameters of spontaneous combustion were different between the Jurassic coal and permo-carboniferous coal.INTRODUCTION Coal was the foundation of industry development, and occupied 70% of primary energy production and consumption structure in China. According to the data of the 3rd coalfield prediction, 39.6% of the total coal resources were located in northwest Jurassic coal field in China [1], where the quality of coal was excellent. The study of northwest Jurassic coal already dated from the 80s of the 20th century, about coal rock composition, coal metamorphism [2], coal-derived hydrocarbons, coal structure [3], etc. The results of these studies showed that the composition and properties of Jurassic coal was obviously different from Permian-carboniferous coal, as well as the characteristic of spontaneous combustion [4]. As a result, the spontaneous combustion characteristic of Jurassic coal particularly needed to be studied. Now more and more methods could be conducted to test the characteristics of coal spontaneous combustion, for example, thermal analysis technology [5-7], programmed heating experiment [8-10] and coal spontaneous combustion experiment [11,12].
