Four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner section averaged 0.59 and 0.26 mg/m3, respectively. The stageloader/crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feederbreaker contributed 0 to 0.2 mg/m3 of dust. A 1000 ft (305 m) increase in belt entry length or a 200 to 500 tons/shift (181,000 to 454,000 kg/shift) increase in production resulted in roughly a 0.1 mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

Two miners were fatally injured when a pillar bump occurred during retreat mining in a southern West Virginia coal mine. The mine was operating in the Eagle seam with overmining in the No. 2 Gas and Powellton seams. A coal bump is defined as a sudden and violent failure of coal caused by the release of stored strain energy in the pillar. While significant strides have been made by academia, industry, and regulatory agencies to better understand bump conditions and mitigation techniques, coal bumps represent a long standing, highly site-specific engineering problem in which the exact failure mechanism(s) is not clearly understood.

The Channel Tunnel Rail Link (CTRL) is the most significant railway infrastructure development project in the United Kingdom since the construction of the Channel Tunnel between France and England. The key element of this project is the 2-mile-long(3.2-km) North Downs Tunnel, which will be the largest and deepest twin-track railway tunnel ever constructed in the United Kingdom. This paper describes the contractual agreement, the design and construction (excavation and lining) of a twin-track rail tunnel with a 166-m 2 face excavated through chalk using the New Austrian Tunnelling Method (NATM). The importance of collaborating with a tunnel contractor/designer who not only is expert in the New Austrian Tunnelling Method, but who was also responsible for the design and installation of the primary lining, will be highlighted in this paper. This paper will also deal with the benefits of partnering in tunnel design and construction, as well as the resultant added values of mechanizing conventional tunnelling methods (Value Engineering).

Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.

Yield pillars have been used for many years to help reduce stresses near mine openings and improve roof and floor stability. A yield pillar is often defined as a pillar that fails but retains residual strength. Stress transfer occurs through the roof and floor after the peak strength of the pillar is reached. High stresses are transferred from around the openings onto abutments that can be barrier pillars or unmined ground. This mechanism, often referred to as pressure arching, is possible as long as the width of yield pillars is less than the critical width above which stresses cannot be carried by the overburden. Significant stress transfer also can occur due to small amounts of pillar and/or floor yielding before the peak strength is reached. This is accomplished in a quasi-elastic manner with little or no visible roof and pillar fracturing or floor heave. Long-term stability may be achieved when stresses and mechanical properties are favorable to pre-failure yielding. This paper gives practical examples where improvements in stability and resource recovery were achieved with this mechanism. Yielding was assessed by comparing measured and calculated vertical pillar stresses. Results indicated that calculated stresses in the pillars were 25 to 40 percent higher than the measured stresses, demonstrating significant arching load transfer to the abutments. Pre-failure yielding is probably often present but unintentional in both development and production areas. Better recognition and use of this mechanism should lead to improved designs as mines become deeper.

For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems in¬clude: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of en¬vironmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental dif¬ficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. Although mining is currently one of the smallest academic units on the Colorado School of Mines(CSM) campus, it is alive and well, with nearly 100 undergraduate and graduate students. For many years, Mines has had undergraduate and graduate programs in hard-rock mining. The school has recently transferred its physical mineral processing activities to the Mining Department. The program has also expanded to include tunneling, underground construction and industrial minerals. There are current discussions about increased research activities on cement and other construction materials. The Mining Department also teaches its share of what is called the “distributed core” courses with curricular requirements common to related programs, as well as mining safety and health, in conjunction with our continuing education department.

The evolution of longwall mining is briefly traced from its inception in England in the 1620's. In the beginning this method recovered 90% of coal with roof closure controlled by packs and walls. Mechanization began with kerf cutting, crude face conveyors, and improved face support. Full face mining was accompanied by the introduction of self- advancing hydraulic supports. U. S. longwalls evolved a retreating system to recover blocks of coal outlined by room and pillar panels. Computer control combined with the most modern technology have greatly increased productivity. Past trends are used to predict future technological directions.

Success of the Gold Line Eastside Ex-tension rail tunnels in Los Angeles, CA has prompted the Los Angeles County Metropolitan Transportation Authority?s (Metro) planning new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 27 km (17 miles) of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?potential methane zone,? which was not considered for subway construction until recently. Slurry face tunnel boring machines (TBM) will likely be specified.

I.H. 635 (LBJ Freeway) was constructed as a loop freeway around the city of Dallas in the late 1960s and early 1970s with a design capacity of 160,000 vehicles per day (vpd). Today’s facility is carrying over 270,000 vpd. To help mitigate community concerns with regard to right-of-way issues, noise, safety, and traffic disruption, the Texas Department of Transportation (TxDOT) is planning a number of significant improvements. The West Section improvements include the construction of managed HOV/Toll lanes. Within this 8-mile section, TxDOT is planning two mined tunnels(1.5 and 1.9 miles long) beneath the LBJ Freeway. The mined tunnels will connect to cut-and-cover box sections in both the east and west directions. This paper presents an overview of the project development from the design schematic, through the geotechnical investigations, into the current design stage. The project is being planned for implementation by use of a Comprehensive Development Agreement.

Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The U.S. Bureau of Mines (USBM) conducted a series of laboratory tests to investigate the effectiveness of using a flooded-bed scrubber with exhaust ventilation in deep-cut faces of up to 12.2 m in length. An experimental test program to determine the impact on respirable dust levels resulting from changes in face airflow, curtain setback distance, operator positioning, and operating parameters of the external spray system on the miner was completed. Gravimetric sampling was conducted in the immediate return and at three sampling locations on the off-curtain side of the entry. Statistically significant differences in dust levels on the order of 0.5 to 1.2 mg/m3 were observed between specific sampling locations and changes in several test parameters. Dust sampling results indicated that a flooded-bed scrubber and exhaust ventilation can be a viable dust control system for extracting deep cuts up to 12.2 m in length. The impact on methane was not evaluated.

The factors which control chimney subsidence sinkhole development in weak rock were assessed by analyzing the characteristics of approximately 3000 chimney subsidence features along the Colorado Front Range. The area of study included features developed over abandoned mines in the Colorado Springs Coal Field, the Boulder Coal Field, and the Foothills District. The approximate locations of the areas studied are shown in Figure 1. Data were collected for sinkholes occurring over both room and pillar, and retreat mining areas in coal seams with a wide range of dips. The location, size, and approximate time of development of each sinkhole were documented. From these data, relationships were developed which describe the time rate of observable sinkhole development and the relative location of sinkhole development with respect to mined height, overburden thickness, and type of mining for relatively flat-lying coal seams. In addition, the observed locations of sinkhole development over steeply dipping coal seams were assessed for portions of the study area.

Rhenish lignite will continue to play an indispensible role in the energy mix of the German Federal Republic for a long time to come. The use of lignite for electricity generation, upgrading and, if necessary, as a raw material is geared to the long term. The holistic management of opencast mines underpinned by approval law in the long term and a stronger focus on man, the environment and nature contribute to the acceptance of the mines by the local population. The same is true of state-of-the-art lignite uses: as regards their operational flexibility, lignite-fired power plants are ideal partners for the expansion of renewables. It is along these lines that RWE is continuing its power plant renewal programme as planned. With a view to that which will be conceivable the day after tomorrow, RWE is researching future technologies today in order to meet objectives such as security of supply, profitability and environmental compatibility to the same extent in the long term. In October 2006, a 7m Double Shield TBM, boring through very poor volcanic formations, was pushed back by fluid mud, which presence had not been detected during previous field investigations, due to the high covers characterizing the majority of the tunnel axis. The present work describes the investigations made to gain better knowledge of the conditions in front and all around the TBM, the special measures implemented, the exploratory and bypass tunnels excavated, the extraordinary occurrences came true during the execution of these tunnels, the drainage campaigns, the design of the chamber excavated to free the TBM, the dismounting and restarting of the TBM.
