What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

Coal workers’ pneumoconiosis (CWP), commonly known as black lung, is caused by the inhalation of respirable coal mine dust and is a disabling and potentially fatal lung disease with no cure. Historically, CWP has taken a tremendous human and financial toll on the U.S. coal mining industry. Recent health surveillance data indicate that CWP continues to occur at elevated levels. Respirable coal dust exposure must be controlled to prevent the development of CWP. The Pittsburgh Mining Research Division of the U.S. National Institute for Occupational Safety and Health (NIOSH) conducts laboratory and mine-site research to identify control technologies that can be used to successfully reduce respirable dust levels. Various technologies, using multiple methods of control, can be applied to reduce dust levels. An overview of CWP’s impact and a general methodology for controlling respirable dust in underground coal mines are discussed in this paper.

This paper reviews the historical literature and the author's experience with regard to the effect that the selection of grinding ball size or sizes has on ball mill grinding efficiency. The conclusions presented provide guidelines for single and multi-size charging prac- tices in commercial milling operations.

Special attention must be considered in the production of high-grade rare earth products, such as mixed rare earth oxalates or carbonates. In the main minerals used industrially, the rare earth elements (REEs) are finely associated with impurities like calcium (Ca), magnesium (Mg), manganese (Mn), iron (Fe), aluminum (Al), thorium (Th), uranium (U) and phosphorus (P). Most of these impurities must be removed to avoid losses of rare earth oxides (REOs) as well as to prevent product quality degradation and low operational performance in the downstream steps of solvent extraction or ion exchange. The present study aims at investigating the conditions required to precipitate REEs, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with low Al3+ and UO22+ concentrations and very high Ca2+, Mg2+, Mn2+, and SO42− impurity contents.

Halfway through a 17,770-ft long stormwater tunnel, an 11-ft diameter TBM encountered a karst void below the Mississippi River in Missouri, resulting in significant inflow. It was decided that the TBM could not safely advance without external intervention. Low-mobility grout was pumped from the surface. A rescue shaft was constructed and a conventional tunnel with spiling support was mined back to the machine. The TBM was removed and a 14-ft diameter TBM equipped with probing drills was relaunched. Probing from the new TBM encountered one additional karst feature but the machine advanced after grouting and successfully completed the tunnel.

GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level. The increased use of sensors to facilitate automation has led to an explosion of data. As data sets grow in size, their use becomes more complex. Therefore, there is an incentive for reducing the size of the datasets, as long as this does not compromise information gleaning. With this in mind, this project explored basic aggregation as a viable alternative to amassing large amounts of data. The goal of the project was to determine if one would arrive at different conclusions had they analyzed aggregated data instead of raw data. In a mine, operational data is typically used for tracking process statistics, correlation between factors, autocorrelation and multivariate models (for a factor of choice). Therefore, this project compared results from such analyses when it was conducted with aggregated data (AD) with the results of analyses conducted with raw data (RD). The data consisted of one-minute-apart readings from a semiautogenous grinding (SAG) mill on the horsepower, feed rate (tons per hour), rotations per minute (rpm), noise, recycle (tons per hour), density (% solids) and bearing pressure (psig). This data was aggregated by averaging five and 10 continuous (one-minute) observations. Changes in statistical measures between the two approaches were typically within 5% of each other. Differences in correlation coefficients between RD and AD(s) were also within this range. Autocorrelations present within RD were preserved in AD, as long as the time lags were scaled for the amount of aggregation. Regression and neural network models were also developed for power consumption. The prediction performance of developed models was similar whether one used raw data or aggregated data. Overall, it appeared that aggregating the data based on 5- or 10-minute time spans would not have resulted in conclusions (from simple or complex analyses) being different from using raw data. In other words, whether one had used raw data or aggregated data, the conclusions would have been the same, suggesting that time domain aggregation, a common industry practice, is a good alternative to storing high-density data in this case.

Located south of downtown Seattle, the Beacon Hill Station & Tunnels is the key section of the southern segment of Sound Transit’s proposed new LINK light rail system. This paper presents an overview of the design, which includes 4,300 ft of segmentally-lined bore twin tunnels and a deep mined station. With platforms located156 feet below grade, the station itself is only the second large-scale mined station in soil the US. Its complex geometry combined with variable soil conditions—sands, silt sand clays with slickensides—challenged the designer’s to come up with a SEM-based design that addresses the owner’s risk, cost and schedule concerns.

INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

This paper describes the development of a novel selective flocculation technique for recovering phosphate values from ores containing silicate or carbonate gangue minerals. Data from initial flocculation response and reagent adsorption studies on component mineral suspensions and synthetic mixtures were used to assess the influence of various process parameters (e.g., reagent dosages, particle size, solids concentration, and conditioning regimes) on single-stage selective flocculation tests involving natural silicate and carbonate ores. In these tests a high degree of selectivity was achieved using low dosages of a low-molecular-weight cationic dispersant and a mid-range molecular weight cationic flocculant. Testwork was then extended to the evaluation of several floc recovery systems (sedimentation, hydrocyclones, and floc flotation) in a multi-stage process involving redispersion and reflocculation. Results from these tests clearly demonstrated the feasibility of producing marketable phosphate concentrates from both ore types.

This paper reviews the historical background leading to the development of the project. It gives a description of the exploration program and resulting geological and ore reserve information together with plans for mining. A discussion is included of the three processes investigated for the project: 1. Rotary Hearth and Magnetic Concentration 2. Shaft Furnace and Electric Furnace 3. Rotary Kiln and Electric Furnace Results of pilot plant campaigns conducted at Fiskaa, Norway, and Riddle, Oregon, on the process chosen for the production of ferronickel are presented. The paper continues with a review of the considerations involved in selection of commercial plant equipment and concludes with comments on the current status of the project.

The separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. More than 50 percent of the phosphate reserve in Florida contains too much dolomite to process using current industry practice. The current way of producing phosphoric acid requires less than one percent MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate Research (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option I entails three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand, which could reduce MgO content in the final concentrate by 20 to 40 percent. Option II involves the crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9 percent MgO at about 87 percent P2O5 recovery. Option III is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

A majority of continuous mining machines employ a water spray system and a machine-mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine-mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays and scrubber airflow on dust and gas levels, while using a 12.2-m (40-ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1-m (20-ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complement the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off-curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. This paper presents laboratory and pilot plant data on the removal of heavy metals and molybdenum from mining-milling waste water. Molybdenum is removed as an Fe-Mo precipitate by proper addition of ferric sulfate. Heavy metals are lowered by lime treatment. Solid-liquid separation was achieved in both cases by flotation techniques. The Lectroclear electrocoagulation-electroflotation process was used to achieve the desired degree of metals removal. Good correlation was obtained on the laboratory and pilot plant scales. A two-step process consisting of the sequential removal of molybdenum and heavy metals was tested successfully using a mobile pilot plant. Preliminary data on sludge characteristics was obtained and the feasibility of recycling the iron sludge for iron and molybdenum recovery was established on the laboratory scale.

A Knowledge of the amount of time the material spends in a continuous mill in a closed-grinding-circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of tracers in residence-time-distribution (RTD) experiments. In a typical wet process the RTD measurements are usually done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article a simple to use mathematical method for the calculation of the closed circuit material residence time in the mill is developed. Using this method there are no restrictions on the location of the tracer injection or detection points. Any convenient location in the closed circuit can be chosen without affecting the simplicity of the method. This method also enables the calculation of the degree of mixing in the mill. The use of this method for the analysis of impulse response data obtained from several commercial grinding circuits is presented.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. Back analysis is a very important procedure for proper understanding of physical processes. Back analysis can be used to establish the role of different factors, define parameters to be calculated and formulate the behavior of natural or physical processes based on field experimental results. It is evident that, in order to obtain the necessary data for back analysis, field observations are required. For the Michailovsky region (Kursk Magnetic Anomaly, KMA) the long-term strength characteristics of the clay covering the quarry slopes were established with the help of back landslide calculations. The obtained data allowed quantification of the shearing resistance parameters at the presence or absence of intermittent dips of discharge in the pit bank massif structures. Based on the results of investigation for material composition, strength and deformation of finely dispersed (clay-chalk) deposits in the Kursk Magnetic Anomaly including measuring of the settlements of filled structures, complex probing and laboratory determination of water-physical and mechanical properties of "man-made" soils, engineering-geological zoning of filled structures was carried out.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft).
