"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. We are very proud to add these five legendary gentlemen, who have demonstrated their sound technical and management skills to advance society on a worldwide basis, to our current list of 218 inductees being honored by the National Mining Hall of Fame.? 2013 Prazen Award winner ? Massive banded Fe-Zn-Cu-Pb sulfide deposits in the Bagdad are associated with metamorphosed eugeosynclinal mafic volcanic and intrusives rocks Precambrian age. The geologic environment is very similar to that of the Jerome-Prescott area which lies 70 km. east of Bagdad. Mining of massive sulfides deposits began in 1917 on the Copper King mine in spite of its early discovery and the discovery of the Old Dick mine in 1882. The first shipments of zinc ore from the Copper King were hand sorted and averaged 46.89% Zn, 5.7 oz. Ag, 3.58% Pb and 1.68% Cu. Oxidized copper was first produced from the Old Dick mine in 1943~ In all, five deposits of massive sulfide ores have been mined in the Bagdad for a total production of nearly 2 million tons with an average grade of 12.0% Zn and 3.6% Cu. The largest deposit, the Bruce mine is currently closed because reduced metal prices and has produced a total of 823,000 tons of Zn-Cu ore to date. Mining of massive sulfide ore in the Bagdad area is presently idle. However, the potential for locating yet undiscovered ore bodies is good. Exploration for new ore bodies is difficult at best due to the complex geologic history of the area, the small size of individual ore bodies and lack of understanding as to the formation of massive sulfide deposits. The purpose of this investigation was to obtain a better understanding of the host rock formations through detailed geologic mapping, petrography and chemical analysis.

The never ending search for lower unit costs led Pima Mining Company's management to study various alternatives shortly after Expansion III was completed. It soon became apparent that a considerable amount of ore assaying 0.35% copper had to be moved in order to maintain mill feed at the desired 0.54% copper content, which is the overall grade of the ore reserves. Detailed investigations revealed that for a period of 8 - 10 years, about 14,000 tons per day of 0.30 - 0.40% copper ore would pass by the crusher en-route to the low grade stockpile. This ore is very hard, very clean and has to be mined at a relatively uniform rate. A six month pilot plant run testing autogenous and semi-autogenous grinding gave very encouraging results. Since no mining costs need to be charged to the extra tonnage (it had to be mined anyway) the only major costs would be against milling. The decision to proceed was made in August 1970 and Fluor-Utah was retained as the prime design construction contractor. Ore was first put through the new mill on December 29, 1971. By March of 1972 design tonnage of 14,000 TPD had been attained. The first three expansions at Pima Mining Company, 20 miles south of Tucson, increased mill capacity from 3,000 TPD to 36,000 TPD. These expansions included a separate, conventional, three stage crushing plant plus additions to the existing concentrator that primarily duplicated the then current flowsheet. Expansion IV, however, consisted of an entirely new and separate primary crusher and a completely new mill building located about 2,000 feet southeast of the 01 d concentrator. The new mill, using semi-autogenous grinding, produces scavenger and rougher flotation concentrates that are pumped to the old mill for regrinding, cleaning, thickening and filtration.

Plans are underway to extend commuter rail service underground into downtown San Francisco. The Salesforce Transit Center (STC) was completed in 2018 and will serve as a new transit hub, including a commuter rail station after two future connecting tunnel segments are completed. The northern segment, known as the Caltrain Downtown Extension (DTX), which will extend the rail line from its current terminus at 4th and King Streets to the STC, is currently in Preliminary Engineering. The southern segment, the subject of this paper, is a 1.6-mile tunnel known as the Pennsylvania Avenue Extension (PAX), which is currently in the pre-environmental planning stage, with alternative alignments under evaluation including single bore versus twin bore options. This paper discusses project challenges, including highly variable tunneling conditions in soil and rock, a congested urban project site with limited space for construction staging, alignment crossings of large existing buried infrastructure, and complicated interfaces with future and existing rail operations.

Concentrating plants, in common with other types of industrial plants, cannot operate without lectric power. The elctric distribution system and utilization equipment; therefore, must be carefully considered in all phases of plant design. Two important aspects of proper distribution and usage of electric power are the selection of voltage levels and the methods of system grounding. These are not necessarily the most important design considerations, but are perhaps more controversial than other major points, Modern plants demand increasing amounts of power which, since electric power is the product of voltage and current means higher voltages or currents. Higher voltages require more insulation, higher currents more conductor. The equipment designer?s problem is to obtain in his transformer, cable, switchgear, controller, motor, etc a balance of insulation and conductor to obtain a satisfactory design at lowest cost. To provide the most economical system, both in initial and operating costs requires the system designer to select the proper voltage level. Adequate voltage also permits expansion to meet future requirements, and results in better operation of utilization equipment, Relatively little advancement has been made in recent years in improving conductors; however, great progress has been made in improving insulation. Thus modern plants, in general, now find it more economical to use higher voltages than they did previously. For example plants which only a few years ago would have used 2400 volts as a system voltage often find nowdays that 4160 volts is their proper choice. If the plant requires 10,000 kva br more, then an even higher voltage, such as 13,800 volts, will prove economical. However, for the average concentration plant, with less than 10,000 kva demand, the choice of distribution voltages is between 2400 and 4160 volts, and 480 volts will be used for the low voltage utilization system.

"Air overpressure monitoring procedures and instrumentation guidelines which apply to production blasting in underground limestone mining are not readily available. The industry also lacks an applicable source for air overpressure levels that are produced by blasting operations in underground limestone mines. As such, there was no available background data from which the expected overpressure levels from production blasting in a new underground limestone mine could be predicted. During the development phase of the mine, it was imperative that newly constructed underground structures be capable of withstanding the overpressure produced by blasting in nearby production headings. To ensure the structures could withstand the blast-induced overpressure, a study was conducted to record empirical overpressure data and develop a model which could be used to control air overpressure levels by the production crews. This document describes the procedures used to develop the model, the development of the model, and the applicability of the model for predicting underground blast overpressures. INTRODUCTION A developing underground limestone mining operation required that a ventilation wall be built to house the permanent mine fans. At the time of the study, the mine was a single-level room and pillar operation with a 7.9 meter (26 ft) high roof, 13.7 meter (45 ft) wide entries, and 13.7 meter by 13.7 meter (45 ft by 45 ft) pillar dimensions. The mine is accessed via a 396 meter (1300 ft) long decline and 100 meter (330 ft) deep ventilation shaft. The ventilation wall was to be partially constructed of autoclaved aerated concrete blocks, for which dynamic strength data from explosives loading were unavailable. The company ownership feared that airblast may affect the wall due to the close proximity of the working faces. Therefore, the company management asked that the overpressure levels be estimated and compared with the designed wall strength. Few studies that apply to explosively-driven air overpressure levels in underground production blasting were found through a literature review. Therefore, the logical approach to assess the overpressure levels was to monitor the blast pressures at the site and conduct a thorough evaluation of the data. As a result of this study, the equipment setup and monitoring procedure used to record the airblast data is described. Finally, the experimental data gathered during the monitoring program is presented, trends and findings from the data are discussed, and recommendations for further study are presented."

Exploration of the Big Island trona beds by Stauffer Chemical Company started early in 1959. During the intervening time, Stauffer Chemical Company of Wyoming has developed a Large trona mine in this southwestern Wyoming area and has increased the over-all production of soda ash from natural sources by nearly one-half million tons per year. The trona, which is a hydrated sodium bicarbonate mineral, lies some 800 feet into the sedimentary rocks of the Green River formation. Present production is approximately 850,000 tons per year being extracted by means of a room-and-pillar mining system. Conventional coal mining equipment is used with some modification to accommodate local conditions. The mined and crushed ore is hoisted to the surface and processed in an on-site refinery. Refined soda ash is shipped to widely separated locations in covered hopper railraod cars. Construction in progress at Stauffer's plant will double the present capacity.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.

Increased recycling of waste paper has been emphasized in recent years in both the USA and Canada for environmental and economic reasons. Removal of ink particles from the waste paper pulp is therefore necessary. One of the most promising methods for ink removal is froth flotation. Our study investigated the feasibility of a simplified flotation scheme which showed that about 90-92% ink removal can be achieved while 95-97% ink removal is achievable if a hydrophobic polymer is used ahead of flotation. The clean paper pulp recovery was over 90%. The effects of pulping pH, flotation pH, and concentrations of flotation and polymeric reagents are discussed in the paper.

In Colombia, more than 15 regions and around 100 municipalities develop gold mining at different scales, and these operations generate mining waste composed of processing fluids and crushed rock with metals and high silica content. Cement production requires clinker, gypsum and other corrective additives. Clinker results from the partial fusion of some minerals including silica. In this study is proposed to evaluate the effect of the use of mining tailings sands from gold mining in the manufacture of clinker. The proposed methodology will allow the characterization of the sands to manufacture a cement specimen and measure its physical and fire properties

A linear integer programming (MIP) model to solve the long-and short-term production-scheduling problem for sublevel caving operations is presented. The MIP model is designed as a multi-time-period problem to provide monthly schedules that meet production, blending and sequencing requirements. One of the most important issues during the development of the MIP model was the requirement of sequencing between blocks. In this mathematical model, unique constraints that ensure sequencing of the production from sublevels are developed. A suggested method of handling a large number of variables is also given. The MIP scheduling model was implemented on a data set obtained from the Kiruna Iron Ore Mine located in northern Sweden. The initial MIP model implementation was successful and provided a solution that optimized resource recovery while meeting monthly and yearly production constraints. The scheduling results obtained based on the Kiruna Mine are further presented and discussed.

In this study, a unique excavation system was characterized, utilizing waterjet technology as the primary tool for material removal during rehabilitation of reinforced concrete and shotcrete structural liners. Through empiric testing, this research seeks to validate the hypothesis that waterjet removal of these support systems will result in less unintended damage than conventional removal methods. The intent is to develop a viable technology that will reduce the collateral damage caused to surrounding liners during excavation, improve the adhesion between shotcrete and the substrate for longer lasting ground support, and improve overall safety for workers in underground environments. An analysis on the fracture mechanisms and operating parameters of each method was completed. Instrumented shotcrete panels were physically tested and examined through visual inspection and ground penetrating radar (GPR) to compare substrate damage according to each testing method. After testing was completed, the data strongly indicates that waterjet cutting causes less collateral damage to the surrounding intact liner and substrate when compared to that of conventional impact hammers. This research is intended to provide a scientific basis for additional applied research in the rapid excavation and repair of shotcrete support systems.

The Los Bronces Mine and Concentrator, one of the three operating units of Compania Minera Disputada de Las Condes S.A. (an Exxon Minerals Co. affiliate), is located in the high Andes of East-Central Chile approximately 70 kilometers northeast of Santiago at an elevation of 3,650 meters above sea level. (Figure 1). Santiago, the capital city of Chile, is located at an elevation of about 500 meters above sea level and enjoys a very mild climate, similar to some areas of California. At the mine site, however, extremely heavy winter conditions prevail occasionally, with very heavy snow and the resulting snow avalanches endangering installations and people. At the same time, ideal skiing conditions are found at the nearby ski resort of Portillo and Farellones. Mount Aconcagua, the highest mountain in the western hemisphere is only about 55 kilometers further to the northeast of the Los Bronces mine.

In the past 100 years in the mining industry, many references are made to the "Widow Makers", 'Miners Con" and many other derogatory names related to physical hazards. They reflect the lack of understanding of the problem facing the early day miner. Workers were enticed, in some cases, to take a chance against a medical question mark that could not be explained by the doctors of those early days. The optimism of the mining man and the challenge of work led him to believe that the physical results could not apply to himself and only applied to some of his fellow workers. Much of the time, to his dismay, he found that he had lost to the game of chance. As medical knowledge improved and mining management began to understand the effects of conditions in the mines and beneficiation plants, steps were taken to alleviate or eliminate the health hazards that were present, The organizations engaged in mining that did not take an active interest in employee health found themselves to eventually be placed in the position of being forced to take action by Federal and State legislation. We find ourselves in the 1970's on the threshold of a new era where the general public is concerned vociferously about "their" environment and the industry feels the governmental controls more strongly than ever before. It can be said that in the past 100 years we have advanced from the "Widow Makers" of the 1870's to the "Retirement Makers" of today. The difficulties of the early days in underground mining were of times compounded in the beneficiation plants above ground. As late as the 1950's some crushing and milling installations in the United States were operating under environmental conditions that complied to the then existing legislation but were below the health level sought by conscientious management. The Mission Concentrator Crushing Plant was designed in 1959 and placed in operation in July, 1961. Spray drying is the principal drying method used in the production of over six million tons annually of beneficiated kaolin in Georgia. Thirty-three dryers in the Georgia Kaolin belt comprise the highest concentration of large tonnage spray dryers in the world. The steady growth of spray drying in the U.S. kaolin industry is paced by advances in design and development of large spray dryers which have led to large scale new applications in mining and related industries.

The Leeville underground mine has been in operation since 2006 and currently produces 3,175 t (3,500 st) of ore per day with an average gold grade of 12.6 g/t (0.4 opst). The mine has a large horizontal extent of 762 by 152 m (2,500 by 500 ft) and a vertical extent of 6 to 61 m (20 to 200 ft). Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for mining design and operation in the Leeville underground mine. Three methods are used to collect the geotechnical data in the Leeville underground mine: • Core logging. Most geotechnical data are collected by this method, which is based on exploratory drills and estimates parameters for rock quality designation (RQD), fracture frequency (FF), compressive strength and rock mass rate (RMR). • Site investigation. This method collects more detailed geotechnical data and geostructural data from work done in the underground drifts and stopes. Parameters of RQD, FF, compressive strength, RMR, rock tunneling quality index (Q) and geostructural data are estimated. • Data collected from drill holes made for the critical infrastructure facilities. This method provides the best detailed geotechnical information for areas in which the critical infrastructure located. A complete geotechnical database has been constructed using this geotechnical data collection system. The database can be used for the design of ground support, stopes and stope blasts, among other critical applications.

The majority of individuals involved in the mining industry can appreciate and under-stand that mining is an activity that is necessary to satisfy the very basic needs of society, and to assist in accommodating our ever-changing world. As the expression goes, ?if it can?t be grown, it has to be mined.? And at this point in time, society has granted the mining industry the right to go about the business of mining, with the general anticipation that the work will be carried out without causing undue harm to the environment or populations in and around the mining operation. The term ?sustainable development? is gaining momentum as a popular concept, and indeed it has become something of a catch-all phrase, but it is important that the idea behind the term is not cast aside as a nonsense buzz word, as it simply is an indication that development (e.g. mining) can be satisfactorily carried out with an eye toward stewardship of the environment and society. On Feb. 19, 2010, a round-table discussion (Roundtable 2010) on ?Strides Toward Sustainability in Mining? was hosted by Knight Piésold and Co. (Knight Piésold) at the Red Lion Inn and Casino in Elko, NV. Knight Piésold had local representatives (Bryan Ulrich and Steve Boyce), as well as representatives from other office locations (Cynthia Parnow and Rick Damiani from Denver, CO, and Rick Frechette from Tucson, AZ) to help facilitate the discussion. The meeting played host to 30 attendees from five states. Attendees included personnel from nine mining properties and various corporate offices. The majority of participants were people who are directly involved with environmental work on a day-to-day basis. Others were project managers whose jobs involve some level of environmental focus.

The evaluation of Abandoned Mined Lands can involve the investigation of very large areas of land. Often, the locations of critical areas or impending problems are unknown, and are not easily identified from the surface. Microseismic monitoring has been demonstrated to be effective in identifying potential instabilities and active movement in mines from distances of several kilometers. By placing sensors in proximity to, or in contact with, a high acoustic conductance layer close to the mined zone, large areas can be monitored for potential problems with a minimum of sensors and drillholes. As part of a U.S. Bureau of Mines contract, a prototype system was developed to identify and locate potential instability problems over wide areas of land. Once a problem area has been located, the system can be used to analyze the type of the problem, its size, relative degree of instability, and potential for damage. Continued monitoring after application of remedial measures can effectively determine the efficacy of those measures.
