Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant. Therefore, as part of the Respirable Dust Center's ongoing research, a three part study was envisaged: study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities; study of the same in the Lake Lynn Laboratory Mine of the USBM with both airflow and walking by personnel causing re-entrainment; and mathematical modeling and computer simulation of the re-entrainment phenomenon. In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory Mine are presented. Further, the results from the wind tunnel studies are compared with the results from in-mine studies conducted at the Lake Lynn Laboratory Mine of the USBM. Comparing the results from the two studies it was observed that increasing air velocity increased the rate of re-entrainment, but increased time of exposure decreased the airborne dust concentration. Compared to same size particles, a mixture of sizes created more airborne dust concentration when re-entrained. It was also observed that contribution of airborne dust concentration due to airflow was negligible compared to the contribution due to walking.

"Biodegradation of sodium isopropyl xanthate using two types of bacterial strains, Paenibacillus polymyxa and Pseudomonas putida, is demonstrated. At concentrations higher than 50 mg/L, the presence of xanthate in the growth medium resulted in bacterial toxicity, retarding growth kinetics. Adaptation through serial subculturing in the presence of higher xanthate concentrations resulted in the development of xanthate-tolerant bacterial strains. Stress proteins secreted by bacterial cells grown in the presence of xanthate were isolated. Bacterial cells could utilize xanthate as a growth substrate, degrading xanthate species in the process. Acidic metabolic products generated by bacterial metabolism promoted efficient xanthate decomposition. Probable mechanisms for the biodegradation of isopropyl xanthate are illustrated.IntroductionDifferent types of alkyl xanthates (ethyl, isopropyl, amyl, etc.) have been used as flotation collectors in the concentration of sulfidic ores for several decades. Large quantities of waste water and xanthate-containing effluents are generated by ore flotation processes, posing considerable environmental challenges. Billions of cubic meters of such process waste waters are produced annually across the world, most of which are discharged to the environment, often without any treatment. Leakages and accidental release of xanthate reagents from manufacturing plants and during transportation and storage can also contaminate the environment. Residual concentrations of xanthate reagents are encountered in waste effluent, which are found to be toxic to aquatic life and unfit for human consumption (Harris, 1984; Okibe and Johnson, 2002). Further, direct recycling of such waste waters for plant operations can compromise water quality standards required for process operations. The presence of residual xanthate in recycled waters from flotation plants deleteriously influences flotation processes. Xanthate can be easily decomposed at low pH values; however, CS2, which is more toxic, will be produced by the acidification of neutral and mildly alkaline xanthate-containing solutions. Physico-chemical methods such as flocculation, chemical oxidation and decomposition and physical adsorption used to remove residual collector reagents from mill process waters are often expensive and not environment-friendly (Oliveira and Rubio, 2009; Cheng et al., 2012; Molina et al., 2013,)."

"Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios, including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation.IntroductionAcid rock drainage (ARD) is a notable environmental concern in areas where rock or other material with acid generation potential is disturbed. ARD is defined as drainage that occurs as a result of sulfide oxidation in rock exposed to air and water. ARD is characterized by low pH, elevated metals concentration (especially aluminum, iron and manganese), sulfate and high total dissolved solids. The low-pH water that results from acid generation is capable of solubilizing heavy metals contained within the rock. The principal sulfide mineral in mine wastes is pyrite (FeS2). Pyrite oxidation is complex and can involve chemical and biological reactions. Oxidation of pyrite by atmospheric oxygen produces one mole of Fe2+, two moles of SO4 2- and two moles of H+ for every mole of pyrite oxidized, as described by Eq. (1)."

I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. The study explores a novel process to sinter porous iron ore with improved productivity and quality. The iron ore is pre-processed with calcined lime to temporarily close pores, preventing water absorption during granulation. This enhances reaction kinetics and early slag formation during sintering, resulting in significant improvements in sinter productivity, product yield, and cold strength property.

Computer oriented simulation techniques can be effective in the design and analysis of complex mining systems. In fact, a number of computer software products are available for mine systems simulation. While providing a useful tool for the investigation of mine planning problems, the availability of graphic output was limited or non-existent. Computer graphics is a natural extension of mine simulation methods and provides a more dramatic level of understanding and interface with an engineer. With today's high cost of venture development, the need for an easy to use but complete systems model which includes the major elements of mine planning with an interactive graphics interface has never been more apparent. In this paper, the underlying philosophy of design of an interactive interface to a complete surface mining simulation model is described. The basic structures of the surface mining system and the simulation model are discussed. The methods and algorithms used to implement the various subsystems are presented. Practical considerations of the design of displays and user interaction are illustrated, especially as they apply to the application of the package by a mining engineer. A simple example is provided to demonstrate the concepts embodied in the model and to show how a simulation is built from mine data.

An accurate knowledge of the interactions among mineral particles and between such particles and dissolved and precipitated species is important in developing efficient separation processes. In this investigation, interactions relevant to dispersion and selective reagent adsorption (the two main prerequisites for selective flocculation) within Florida phosphatic clay Waste were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slimes were due to unselective polyacrylic acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Al and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. A further increase in the separation of natural slimes is most likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. The extraction of nickel has been carried out by the hollow fiber membrane technique using D2EHPA as the mobile carrier from the manganese nodule leach liquor after separation of Cu(II), Zn(II) and Co(II). The experiments were designed according to central composite design (CCD), which is a response surface methodology. The process parameters used for the experimental design were: pH, concentration of D2EHPA in the membrane phase, flow rate and H2SO4 concentration in the strip solution. Based on the analysis of variance, a reduced quadratic model was found to best fit the experimental data. The process parameters were optimized to maximize the nickel flux and the optimized conditions were flow rate: 630 mL/min; pH: 6.37; D2EHPA: 1.15 mol/L (1,150 mol/m3) and H2SO4: 2.39% (430.2 mol/m3), for a maximum nickel flux of 7.08 x 10-5 mol/m2.s, which was in good agreement with the actual Ni flux of 6.99 x 10-5 mol/m2.s.

Many studies have utilized magnetic susceptibility data to fingerprint porphyry copper centers; however, usage of magnetic susceptibility data to identify trends in a Climaxtype molybdenum porphyry deposit is limited. To better understand potential petrophysical signatures in a Climaxtype Mo porphyry deposit, magnetic susceptibility data was gathered at regular intervals from core holes across the Climax Mine, targeting major lithologies and styles of alteration. Preliminary analysis suggests that there are quantifiable patterns which may correspond with the mineralizing intrusions. This data can complement current mapping and exploration techniques to identify Climax-type molybdenum porphyry centers and likewise further the exploration potential for this deposit type.

A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

The Marlin deposit is a low sulphidation Au-Ag, epithermal system, with reserves of more than five million ounces gold equivalent. Marlin was discovered in December 1998, after a nine months grassroots exploration program in western Guatemala, focused on volcanic terrains of the Sierra Madre. Before the Marlin discovery, several gold prospects were found along an east-west corridor of approximately 70 kilometers long, associated to regional faulting systems. The deposit is hosted in faults, within Tertiary andesitic rocks and bedded volcano-sediments. Host-rocks are argillized closer to the surface and propyllitized at depth. Mineralization occurs in multi-stage quartz stockworks and breccia veins.

In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas which have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and many other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high Btu low sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high Btu midwestern coal and blending it with low sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal is presented.

An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

At FHC Gold Company's Paradise Peak Mine gold and silver are produced. Precious metals recovery rates are very satisfactory along with the recovery and production of a relative high volume of mercury. At Paradise Peak precious metals are recovered via the Merrill-Crowe process and delivered to the refinery area as a mercury-bearing precipitate cake. The recovery of mercury is then obtained through a vacuum retort system. The balance of the material is mixed with fluxes and then melted and cast into dore' bars for shipping. Issues of retort capacity and concerns over efficiency led to research into the retort process itself.

Geologic studies during development at Copper Flat were directed at acquiring the information necessary in evaluating a low-grade porphyry copper deposit. In addition to the geologic mapping and core-logging of a typical exploration project, these studies included the following : (1) careful checks on the sampling and assaying (2) selection of representative samples used to establish the recoverable amounts of precious metals in the ore (3) examination of underground workings driven to provide samples both for metallurgical testing and for assay comparisons (4) evaluation of plant site and waste dump areas as non-mineral, including a placer examination of the taillngs disposal area (5) location of an adequate water supply. All these investigations were carefully documented to provide the necessary data both for the engineering design and, more importantly, for the feasibility studies required for successfully financing the project.

The Technology Application Center, in conjunction with the U.S. Bureau of Mines Liaison Program, is studying the use of Landsat data for the monitoring of coal surface mine reclamation activities. Landsat may provide sufficient information to reduce the number of on-site inspections now required. The focus of the project has been the Navajo Coal Mine located in north- western New Mexico and operated by Utah International, Inc. On October 15, 1977, a field team recorded spectral measurements at the mine during the time of Landsat's overpass and a corresponding aerial photographic flight. Training sets were selected from the ground and aircraft data representing vegetated, graded, ungraded and natural environments. A supervised classification of the data was performed by the Stanford University Remote Sensing Laboratory then correlated to aerial photos and mine maps. The results, to date, have been very encouraging.
