The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

The Superconducting Super Collider (SSC) features two 20 TeV counter rotating proton beams which will be housed in 87 km (54 miles) of tunnel. Four additional lower energy particle accelerators will be housed in 26 km (16 miles) of tunnel and underground structures. Physics experiments will be conducted in two underground detector halls approximately 67 m (220 feet) deep with footprints measuring about 30 m (100 feet) by 100 m (330 feet). Definition and design of underground facilities is advanced with construction of approximately one-third of the SSC program underway. This paper presents an overview and status of the SSC project.

Upgrading of a low-grade titanium slag (~55% TiO2) with high silica, calcia, magnesia and iron contents has been studied using sulphation roasting technique using SO2/air gas mixture followed by hydrochloric acid leaching. XRD analysis of the sulphated slag reveals the presence of kennedyite (Fe2O3. MgO. 3TiO2), rutile (TiO2), calcium sulphate (CaSO4) and calcium silicate (3CaO.SiO2) phases. The residue after leaching contains mainly kennedyite, rutile phases and free silica with traces of calcium silicate phase. Synthetic rutile that has about 83% TiO2 can be produced at the optimum conditions. Thermodynamic calculations give rational explanations of the obtained results.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

Asking the question, “What do the world’s leading corporations and cutting-edge practitioners of sustainability put forth to guide a given mine site for planning and action toward ‘sustainability’?”, this paper explores the spectrum of methodologies and mindsets in available literature, then constructs an example for the large near-closure facility at Kennecott Utah Copper. Values, opportunities and constraints spring from physical, unutilized byproducts, from critical ecosystems and wildlife populations, from location relative to those ecosystems and proximate communities, and from the political will to perform adequate feasibility investigations. Patience, determination and thoroughness are imperative. Identifying most productive and, simultaneously, most protective and restorative, practical methods to approach ‘sustainability’ has become a central mission of industry and business, worldwide. A survey of recent international initiatives finds no single approach that establishes either a readily adaptable methodology or an appropriate set of ‘attention’ points, or agenda, to guide individual mining operations at specific locations toward the elusive but essential goal of ‘sustainable’ mining. Untying this convoluted knot of contending factors requires willingness to recognize and work within ecological constraints for community long-term needs. Occasionally, the task requires the sword of Alexander the Great. Through integration that is unflinchingly honest ethically, culturally, economically, ecologically and scientifically, fully cognizant of place and community at whatever scales are of greatest significance, and integrative of both problem-response and opportunity, we may envision a mineral extraction and beneficiation future that achieves the best, most nearly sustainable, results possible. Industrial ecology (IE), with its clear emphasis on community, ecosystems, and sustainable economic stimulation, presents a sufficiently broad and adaptable discipline to facilitate planning and management toward sustainable mining. The creation of sustainable jobs encapsulates IE’s analogy to the niche survival strategies of organisms in nature. Open to common-sense recognition of faults and opportunities at appropriate scales, IE is less a discipline or prescribed methodology than a mindset, willing to be rigorously scientific when science is imperative, but also willing to exercise “art” when creativity or community engagement are needed. IE is also capable of future-looking compassion for peoples and nature. Looking beyond what has occurred to date, the case of Kennecott Utah Copper provides ample illustration of possibilities for community economic development, environmental management, and significant initiatives beneficial at regional and planetary scales, to become recognizable as deserving of the label, ‘sustainable.’ Through what this researcher terms “whole mine, whole region, whole planet” thinking, strategies become visible and subject to serious consideration, presenting a path to best possible accomplishment in mining. Constituting a maximal broadening of mining’s “traditional” scope, the integrative approach proposed here is the ‘paradigm shift’ being made by many other industries around the world. In aggregate, these steps are the only hope for avoidance of environmental, social and economic risks that threaten to curtail resource development and impair mining companies’ ‘social license to operate.’

Several studies have been conducted on blastability and prediction of fragmentation. The term blastability is used to refer the susceptibility of the rock to blasting and is closely related to fragmentation. Parameters that determine fragmentation by blasting may be divided into two groups. The first group consists of blasting design parameters. The blast design parameters are controllable parameters and determined by the explosive engineers. The burden, spacing between holes, bench height, drillhole diameter, stemming height and explosive density are all design parameters. The second group consists of rock mass parameters that are referred to as uncontrollable parameters. The uncontrollable parameters are physical and mechanical properties of rock and rock mass structure. The strength, modulus of elasticity, density of rock, number of joint sets, joint orientation and joint spacing are among uncontrollable parameters. The rock mass parameters and blast design parameters should be considered together to explain fragmentation process. In this study, a blast database was accumulated to use for multivariate analysis. The blast database contains the blasts performed near Istanbul region quarries and the blasts that were preformed in various mines in the world by the blasting researchers. The cluster analysis was used to separate the blast data into different similarity groups. Group memberships were analyzed and checked by the discriminant analysis. Then, the multivariate regression analysis was used to develop a prediction equation for blast fragmentation for each group. Finally, a validation of the suggested models was performed for various mines. The model comprises blast design parameters, mechanical properties of rock and rock mass structure.

Acid production or acid drainage is a major environmental issue that also has negative implications on the aquifer system surrounding the mine tailings area. The approach to controlling acid mine drainage involves physical and geochemical characterization that affect acid production. The material permeability determines the availability of oxygen, which is paramount in acid production in coal rejects, and varies with depth. In this paper the author presents the variation in oxidized pyrite/acid production with depth in black coal mine washery wastes. Chemical kinetic parameters and the diffusive parameters have been used to obtain the variation in oxygen content and the oxidized pyrite content with respect to the depth and time. Its dependence on porosity and moisture content is illustrated.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.

The mining industry is enjoying a much needed and long awaited increase in demand for natural resources. However, consolidations in the mining and mining service industries, along with a generational departure of experienced industry professionals, is challenging today’s mining companies. These challenges are not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies. They oftentimes lack for operating properties to draw experienced professionals from. Also, juniors have to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This article discusses some strategies developed by Anatolia Minerals Development (Anatolia) in developing its Çöpler gold project in central Turkey.

The Bagdad mill, located near Bagdad, AZ, was built in 1977 with a designed mill capacity of 36.3 kt/d (40,000 stpd). An autogenous mill-ball mill crusher (ABC) grinding circuit was chosen. The original mill contained three independent grinding circuits. Each contained one 9.75m-diam x 4-m-long (32-ft-diam x 13-ft-long) fixed-speed autogenous mill, a4.7-m-diam x 6.7-m- long (15.5ft-diam x 22-ft-long) ball mill and one 2. 1-m-diam (7-ft-diam) short head cone crusher. Total installed power per grinding circuit was about 8.4 MW (11,350 hp), with 5.9 MW (8000 hp) in the autogenous mill, 2.2 MW (3000 hp) in the ball mill and 261 kW (350 hp) in the crusher (Fig. 1). The autogenous mills were designed to be able to operate semi-autogenously. However, they were never converted to semiautogenous grinding (SAG) mills. As a result of this design, only about 4.1 MW (5450 hp) of the designed power is used in the autogenous mills. The grinding circuits are closed, with 2.4 x 6 m (8 x 20 ft) double-deck vibrating screens. A series of conveyors re- turn screen oversize underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt (Fig. 2). A magnetic sensor detects tramp iron in the autogenous mill-crusher circuit.

The dewatering of stable phosphatic clay suspensions generated from phosphate beneficiation in the central Florida is an issue of practical and theoretical importance. Because of its tiny particle size and surface charge, the phosphatic clay takes up to 20-30 years to settle in water and causes environmental, aesthetic, economic, and handling problems. An efficient and cost-effective dewatering/consolidation process for phosphatic clay is of great interest to the phosphate industry in Florida. In this paper, the consolidation and dewatering behavior of phosphatic clay was studied by use of anionic flocculants with and without sand addition. The effects of pH, initial polymer concentration, polymer dosage, polymer addition steps, and metal cations (K+, Ca2+, and Al3+) on the flocculation of phosphatic clay have been studied. Experimental results indicated that clay suspensions were well flocculated at pH 10.5 by DPW-1-1355 and Magnafloc 5250 flocculants acquired from Ciba Specialty Chemicals. Sand particles from phosphate flotation added to the clay slurry promoted flocculation and increased clay consolidation. K+ showed good performance to improve the flocculation characteristics by neutralizing clay surface charge. The adsorption mechanisms of flocculants on clay particles were also discussed in this paper.

In 1978, Congress established a series of mineral institutes for a limited time to assist financially in mineral industry education and research. Later, education and research were separated, establishing generic institutes for specialized research that transferred the former research budget from the base mineral institutes program. One of the generic institutes is the Mine Systems Design and Ground Control (MSDGC). It provides for research funding specifically for mining. Other parallel generic institutes were established in pyrometallurgy, comminution, waste management, etc. MSDGC was established at Virginia Polytechnic Institute and State University(VPI). The founding group included the University of Alabama, University of Kentucky, University of Nevada Reno, University of Idaho and University of Alaska reporting through VPI to the US Bureau of Mines (USBM) and Congress. Other universities also participated on an ad hoc basis.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

INTRODUCTION The city of Alexandria, Egypt is located on the Mediterranean Sea at the northwestern edge of the Nile River delta. The city is approximately 26 km long and 3 km wide bounded by the sea to the north and Lake Maryut to the south. The Alexandria Project is split into 2 phases: phase one included designs to update two existing primary wastewater treatment plants, five pump stations and over 75 km of sewer pipe, 18 km o f which is tunneled, (1500mm to 2750mm ID pipe). Currently the pipeline and pump stations are under construction. Phase two of the project includes expanding both the capacity of the treatment plants and the limits of the collection system. Included in this system expansion is the 3.5 km long, 2250mm ID Central Zone Conveyance, which is the subject of this paper. The project is under the direction of The Alexandria General Organization for Sanitary Drainage (AGOSD). It is an USAID funded joint venture of two American firms, CH2M - Hill and Metcalf & Eddy who share equally the major portion of the work and two Egyptian firms, Engineering Consultants Group (ECG) and Wairth Associates who are also partners. The venture, which is both design and construction management, worked under the name Wastewater Consultants Group, WWCG. Michael Gilbert was Chief o f the Geotechnical Department and Project Engineer for the Central Zone Conveyance. Gennaro Avolio was Geotechnical Exploration Manager for the Alexandria Wastewater Project.

The National Institute for Occupational Safety and Health (NIOSH) has continued study of the Personal Dust Monitor (PDM) developed by Rupprecht & Patashnick Co. Inc. through a CDC contract and currently being commercialized by Thermo Fisher Scientific. This report examines the effect of oversize particles, cyclone inversion, and cleaning procedures. Clean and exposed filters were examined using light microscopy and particulates counted before and after various instrument manipulations. The data presented show that the dry cleaning procedures do not cause significant (greater than limit of detection) sample contamination by respirable or oversize particulates and that the cyclone is resistant to particulate carry over during inversion.

"Methane hydrate is of interest as an alternative energy resource in Japan and the R&D program has been ongoing for ten years (MH21: http://www.mh21japan.gr.jp/english/). Rare-earth element-rich deep-sea mud (REE Mud) is also of interest as an alternative resource in Japan and an exploration program has been launched in 2013.For methane recovery from the hydrate, a depressurization method pumps up water in a production well and has been successfully applied in field production tests (MH21: http://www.mh21japan.gr.jp/english/). However, micro-bubbles, which appear in the hydrate dissociation and water recovery processes may present an environmental issue. It may stick on clay and silt particles that accompany the recovered water, and may disturb settling of the particles in the water separation tank. For exploitation of REE Mud, an air-lift system has been proposed in the feasibility study (Abe et al., 2012). The same micro-bubble issue is expected during the air, water, and mud particle separation processes. In this research, the authors conducted a preliminary tank experiment for clarifying the effect of micro-bubbles on settling behavior of fine kaolinite particles. The behavior was continuously recorded by a still camera and the images were analyzed by the gray scale intensity. From the results the authors found a suspension effect for the settling of fine particles as the result of micro-bubbles. The effect should be studied in detail for preventing some serious environmental impacts during deep-sea mining."

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. The accurate prediction of truck productivity plays a pivotal role in improving the efficiency and profitability of open-pit mining operations. However, predicting truck productivity is challenging owing to the complex nature of the working conditions of the mine site. This paper proposes a deep neural network model to overcome the challenge of predicting truck productivity in open-pit mines. The prediction model was built using eight variables and was optimized by considering different train-test split ratios, numbers of hidden layers and neurons, and activation functions. The proposed model's performance was evaluated using various metrics and was compared with other commonly used machine learning algorithms. According to the results, the proposed model outperformed traditional machine learning algorithms by achieving higher accuracy and lower error rates, with the best-performing model having four hidden layers with 70 neurons per layer and a scaled exponential linear unit activation function, resulting in a coefficient of determination value of 0.89. This demonstrates the potential of deep neural network models for predicting truck productivity in open-pit mine sites. Moreover, a single variable sensitivity analysis was conducted to investigate the impact of input variables on truck productivity. The results show that haul distance is the most influential variable for the prediction of truck productivity.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.
