Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

Introduction Flotation is a recovery process that utilizes natural or chemically-introduced hydrophobicity of minerals to separate ore from gangue by attaching the ore particles to bubbles. Flotation has been known since 1906, when it was patented by E. L. Sulman, H. G. K. Pickard and John Ballot. Flotation's first documented plant use was in 1911, when it was used on gravity tailings from a zinc plant. Cyanide leaching was first patented in 1887. Most early precious metals flotation was linked to lead or copper concentrates. Most precious metal flotation is linked to sulfide recovery and utilizes such reagents as xanthates, dithiophosphates and thiocarbanilides. But the involvement of flotation in precious metals recovery does not have to be limited to active flotation of the gold and silver bearing minerals. Flotation can be used to remove interfering minerals, such as carbon, or cyanicides, such as copper, arsenic bearing minerals or other cyanide complexing minerals. Cyanide Leaching The use of cyanide to recover precious metals is the backbone of the industry. The various recovery processes that use cyanide are: 1. Leaching-Counter Current Decantation(CCD) Merrill-Crowe 2. Carbon-in-pulp (CIP) 3. Carbon-in-leach (CIL) 4. Vat leaching 5. Heap leaching These processes are selected depending on ore grade, ore leaching characteristics, reserve size and capital limitations. Ore grade is used as the first criteria to determine the type of cyanide plant required. However, the reserve size can determine whether a ground ore alternative is used. The ore leaching characteristics may indicate that the higher recovery, associated with a process that employs grinding, is the only economic recovery alternative. There are some extremely large leaching plants with grades that would be non-economic for some existing heap leach plants. Many factors, such as strip ratios, metal recovery and reserve size, determine what the ultimate plant design will be. The exact processing scheme that is used, is a multifaceted decision matrix, which gives the process metallurgist some job security. Precious Metal Recovery Using Flotation Flotation recovery can conceivably be used on any ore that has been ground. Many operations utilize gravity separation on the ore to remove native gold from the ore prior to sending it to cyanide leaching. The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained. Discussion by G.E. Agar In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to he done, wet or dry or a combination? On top of that uncertainty the author refers to a simplified "Anaconda" test. No reference is provided for this procedure and in the text the results of the technique are referred to "Denver wet ball mill" results and say nothing of Anaconda results. Reply by H. Nematollahi I think that the method proposed to determine the Bond Work Index in this paper is clearly described in the paper as follows: •The method of grinding is dry (Ref. paragraph I, subject Method description); •The size of ball mill, the quantity and size of balls are noted (Ref. paragraph 1, subject Test equipment); and The test procedure is described in detail (Ref. paragraphs 1, 2 and 3, subject Test procedure). As it is noted in the paper, the test has been worked out under the same condition as Standard Bond Test with ball mill, so dry (screening should be dry also), but using a smaller ball mill and a smaller quantity of sample. Considering the above mentioned points, I believe that the method has been fully and clearly described and it ought to be repeatable as well. The Anaconda test is a method for determination of Work Index and could be done by any types of laboratory wet ball mill (Yan, R.F., et al., cf. References). I applied this method using a laboratory Denver ball mill (Ref. paragraph I subject Determining the Bond Work Index). So the results referred to Denver wet ball mill can be equated the same as Anaconda method.

Introduction Geologic ore deposit models are key to any exploration program. In the search for ore deposits, the geologist first tries to understand the genesis of known ore bodies. During reconnaissance and evaluation of a prospect, a valid exploration model of a known ore body can help the explorationist focus on critical geologic attributes of the target area. Exploration models can conserve exploration funds that might otherwise be spent collecting data not critical to delineating an ore body. This article examines the benefits of using models, factors to be considered in developing models, and examples of the way recent models have evolved. New exploration concepts and techniques are developed in response to increased competition in the mining industry. New techniques can give an exploration group a slight edge that may translate into a discovery. Mine geology staffs may find previously unlooked for extensions to the ore body by applying new genetic concepts. When all appropriate techniques are applied to exploration and mining efforts, greater efficiency and increased profits may result. Before the 1950s, scientists speculated on the genesis of ore deposits and other natural phenomena. But they presented their results as if universal and final, even though they applied to only a few deposits. Because it did not provide sufficient criteria to distinguish the genetic processes, the classic conflict between hydrothermalists, epitomized by Lindgren, and nonhydrothermalists did not help the minerals explorationist much. Important information about individual ore deposits, such as age of the host rocks and mineralization, composition of the mineralizing fluids, and separation of mineralizing and nonmineralizing events in the paragenetic sequence, could not be gathered with past equipment and methods. But these early concepts of ore genesis contained excellent empirical observations, perhaps the most useful parts of these hypotheses. Through the years, prospectors have found most of the ore deposits in the world using direct observations and their collective empirical wisdom - an empirical model. The geologist's contribution becomes increasingly important after the more obvious surficial ore deposits have been discovered. In Europe and North America that time has arrived. With the introduction of sophisticated equipment and matching techniques in the 1950s in geochronology, geochemistry, geophysics, remote sensing, and computers, many previously equivocal genetic questions can be resolved. This proliferation of highly technical data has allowed the construction of many well-founded genetic models.

Introduction There is a continuing search by government and industry for new mining methods that increase production, improve the working environment, reduce labor intensity, enhance recovery effectiveness, improve the reclamation process, streamline the flow of material, and reduce the unit cost. Hydraulic extraction and transport methods have outstanding potential in several of these areas. For example, hydraulic fragmentation produces a significant reduction in respirable dust. The inherent simplicity of hydraulic mining equipment and the resulting high reliability are recognized. Tool wear can be virtually eliminated. There is great flexibility in the size, shape, and orientation of the mineral deposit that can be mined. The cutting, gathering, and transport operation can be controlled remotely, providing more safety for workers. The threat of tool sparking and the resuiting dust or gas ignition are also eliminated. Although hydraulic mining was introduced in the US before the turn of the century, it has not gained the degree of acceptance found in other countries such as the Soviet Union, China, Germany, and Canada. The Hydraulic Mining Research program, initiated by the US Bureau of Mines in 1958, and the subsequent research by others has provided much of the basic technology required to spur the development of these methods into a viable extraction alternative. This article updates the development of hydraulic mining in the US. Particular attention is paid to monitor mining, the long-wall hydrominer, borehole mining, and the semi-autonomous mining system. Whenever the particular mining method is also being developed in other parts of the world, a brief description of the world-wide state of the art is given. Finally, allied studies designed to optimize these mining techniques are described. Hydraulic Monitor Mining Since 1958, the US Bureau of Mines (USBM), the Department of Energy (DOE), and other government agencies have funded more than a dozen programs to investigate the potential of hydraulic monitor mining. For this method, water is directed on the coal face from a monitor nozzle. Sufficient velocity is used to cause local fragmentation (Fig. 1). Coal particles are washed from the face to a trough. They are then flumed to a collection point. Oversized particles are directed through a breaker and then into the troughs. Monitor field tests were conducted in the 1960s in bituminous and anthracite coal at the following locations: • Rosylin No. 9 mine, WA (Nasiatka and Badda, 1963); • Rosylin No. 10 mine, WA (Price and Badda, 1965); • Sugar Notch mine, PA (Buch, 1964); • Thomson Creek mine, CO (Palowitch and Malinka, 1964); and • West Lebanon, PA (Fowkes and Wallace, 1968). The consumption of industrial minerals, like most other commodities produced from the earth, depends on the demand for the goods and services that use these materials. Minerals are not generally used directly by final consumers (table salt is a notable exception) but instead are used to either make products that are then purchased by customers, or the minerals are used to make industrial products that eventually contribute towards producing other goods and services. Therefore the demand for industrial minerals in most uses is derived from the ultimate demand for goods and services by consumers. The problem for producers of industrial minerals is that the demand for their mineral product fluctuates greatly in response to the changes in the production of goods and services over the course of the business cycle. In this respect, the producers of industrial mineral are innocent victims, subject to market fluctuations outside of their control. Because the demand for most minerals depends on the demand for the product and because minerals typically make up a minor portion of the costs of producing the product, changes in the price of the mineral often do not influence demand for it to a significant degree in the short run. This is described as a very low price elasticity of demand, as shown by the steep slope of the hypothetical demand curve in Figure 1. This demand curve shows that changing the price of the mineral does not alter the quantity demanded very much, but shifts in the demand curve will be the important determinant of the quantity of the mine.ra1 that is sold. The shifts are caused by the changing demand for the products using the mineral over the course of the business cycle.

A new sense of urgency permeates the mining industry concerning maintenance. Mining's continuous process environment demands around-the-clock maintenance support. And profitability conscious mining operations require that production targets be met on time - and economically. These goals require nothing less than an effective maintenance program. In turn, the effectiveness of the maintenance program depends on quality information: easily procured, complete, timely, accurate, and properly used. Information picture is changing Some of the fully integrated, mainframe maintenance information pro¬grams of better days remain. Their upkeep and cost of operation, though, is becoming more difficult to justify. Some operations, faced with production cutbacks a few years ago, downscaled and found they liked it. Now, during an upswing, these operations question the need for the more elaborate, administrative-heavy programs they used to operate. Package programs are not taking their place. Too often, the packages are vague and generic. Some vendors claim that if their offerings work in a hospital complex, they must work in an underground mine. That is not so. Maintenance information in the mining industry is different. The situation has changed There are now smaller, self-contained maintenance groups whose information needs are different. These include an electrical crew in a smelter, an underground mobile equipment shop, or a remote service shop between several distant operating pits. These working environments have changed the character of the information needed as well as the methods for obtaining and using it. Operations-maintenance link In coming back from a downturn, operations people realize that their ability to meet production targets hinges on reliable equipment and avoidance of downtime. They have become familiar with the need to use maintenance services effectively. They also want quality maintenance information. When coupled with the sense of urgency about maintenance, a business-like working environment emerges that has significant new differences in both work control and information. Work control impact Work control has been streamlined to improve communications. Supporting information has been streamlined as well. • Verbal orders are the rule rather than the exception to quickly bring a multi-craft crew to the flotation section or a pit crew to a disabled haulage truck. • Written work requests and work order forms are seldom used, or even needed. Rather, electronic work control logs permit operations to request work, maintenance to acknowledge it, get ready, and do it - quickly, without delay. • Routine servicing is triggered by operating hour accumulation (mobile equipment) or tons of throughput (fixed equipment). Operations is now taking the initiative in delivering mobile equip¬ment to the "bad order line," or switching to a bypass conveyor. Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

Mining systems with greater than a 20-foot face advance (deep cut) have become popular due to their increased productivity and safety. The face dust collection system used in many of the mines employing the deep cut systems, incorporates a machine mounted dust collector with either a blowing or exhausting line brattice and a remote control operated continuous miner. In order to characterize and quantify the parameters used to control dust with these systems, the Dust Division conducted studies on four mining sections using continuous miners with deep cut mining systems. On each section, the dust control system incorporated line brattice with a machine mounted dust collector. The remote control made it possible for the continuous mining machine to advance further while permitting the operator to remain under supported roof and away from dust generated during mining. The purpose of these studies was to evaluate the effectiveness of deep cut mining systems using dust collectors to control respirable dust exposure. This paper summarizes the results of the studies conducted. At each mine face workers were sampled to determine their full-shift dust exposure. Additionally, fixed point dust samples were collected at various locations to determine relative concentrations of dust generated from mining. Air quantities were measured at each working place to determine the amount of air delivered to the face area. Evaluations were made by comparing worker exposures to respirable dust samples taken at appropriate locations upstream and downstream of the coal faced being mined. An estimate of the amount of the respirable dust being generated at the face during mining and the amount of respirable dust being removed by the dust collectors was made by balancing the air quantities and the dust concentrations immediately upstream and downstream of the coal face. Results of the studies showed that the dust control systems, were effective for controlling workers exposure to respirable dust. Dust collector efficiencies were determined to be approximately 85 percent. While the dust collectors were effective in removing respirable dust, the success of the systems with line brattice greater than twenty feet from the face, was dependent on the use of the remote control which permitted the continuous miner operator to remain out of the high concentration dust cloud in the working face. Dilution from intake air, combined with the dust collector efficiency, maintained exposure of other section workers below applicable standards.

The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. The recent increase in size of open-pit mining operations has resulted in major improvements in efficiency that are beneficial to the mining industry. Higher bench heights, larger diameter blast-holes, and more powerful explosives have played an important part in reducing mining costs. These measures have, however, resulted in increased energy concentrations in the blast area, which can result in severe backbreak problems for final pit walls. If backbreak is not controlled, a decrease in the overall pit slope angle will ultimately be necessary, and consequences, such as decreased recoverable ore reserves and increased waste-to-ore ratios, will result. Greater amounts of loose face rock will be produced, and planned safety berms will be less effective or nonexistent. Hazardous working conditions can also result. Remedial measures, such as scaling large areas and using wire mesh or other artificial support, are very expensive and difficult to implement. There must be a trade-off between the money saved by using larger blasts, and the time spent to maintain pit wall quality. The best approach is to control blasting effects so the inherent strength of pit walls is not destroyed. Presplit and trim blasting are two control blasting techniques used to accomplish this. Both techniques are designed to create a low explosive energy concentration per unit of wall area at the perimeter of the pit. Energy concentration of the main production blast must also be controlled to avoid damaging the final pit wall. A low-energy concentration at the final wall can be obtained by decoupling charges, decking charges, using less powerful explosives, decreasing blasthole diameters, and changing the burden and spacing. Rock properties-fragmentation and the final state of the pit wall-influence the success of a blast. The most important properties to consider are: in situ rock strength, and the nature, frequency, and orientation of structural features. Since these variables cannot be controlled, they must be evaluated by suitable field tests, and then a control blast can be designed using controllable variables, such as spacing, burden, and hole diameter, so the blast will be successful for appropriate rock conditions. One main thrust of this article is to show how control blasts can be successfully designed for larger hole sizes, up to 381-mm-diam. While efforts to produce a good control blast in shovel/truck pits have been ongoing for some time, recent use of a modified presplit technique in dragline operations has helped reduce water problems, improve safety, and increase dragline productivity in a number of surface coal mines. This article presents examples on designing and using presplit and trim blasting for large hole operations in both shovel/truck and dragline mines. Presplit Blasting As introduction to presplit blasting, Fig. 1 illustrates a typical presplit blast layout using 102 mm-diam presplit holes for 381¬mm-diam production holes. For this type of blast, presplit holes would normally be drilled first, ahead of main production holes. The choice can then be made between loading and firing the presplit line or infilling the main blast. Introduction Minerals exploration is one step in the mining industry's task of providing raw materials to basic industries. The industry's provision of raw materials involves identifying and evaluating resources, converting them to reserves, and intelligent, economic exploitation of these reserves. The mineral process focuses on identification and evaluation. Reserves are ore bodies and ore bodies are, by definition, wasting assets. Therefore, if an adequate provision of raw materials to basic industry is to continue, these wasting assets (ore bodies) must be replaced with new or different reserves as current reserves are depleted. Minerals exploration is a geologic problem and is fundamentally deductive, flowing from the general to the specific. Past exploration methods and philosophy have amply supplied the resources to meet the demands of an industrial society. During the past decade, however, the framework where mineral resources were identified, defined, and evaluated has changed. Mineral explorationists no longer can rely solely on the successful past methods to provide the necessary resources for our complex society. Productive explorationists must effectively and efficiently use tools and procedures that will maximize exploration efforts. Past tools need not be abandoned, but should be critically reviewed and revised in light of current scientific knowledge and technical advances. Future explorationists will view their craft not as a single discipline, but as a thoughtful integration of geophysics, geochemistry, and geostatistics for solving interrelated problems. This integration of the geosciences will lead to successful mineral exploration. Not only will the productive explorationist generate new information, he will master the use of existing data for identifying and evaluating a mineral resource. The mineral exploration process consists of incentives, ideas, finance, area, staff, time, and luck. The exploration process that stems from the interaction of these elements has three stages, each bound by a major decision point. They are selection, reconnaissance, and definition. Subsequent evaluation and exploitation phases are considered more the function of mining engineers than the exploration geologist. Mineral exploration endeavors that have been productive have three attributes fundamental to success: commitment, competence, and persistence. Commitment Commitment is believing that exploring for mineral resources is worth performing. While the mining industry is the focus of this commitment, government and society must also be committed to the concept of mineral reserve identification through exploration activity. Government demonstrates its commitment by providing access to land for exploration and, if it is successful, exploitation can take place. Realistic legislation relating to taxation, land use, reclamation, and environmental constraints is indicative of government commitment to intelligent resource use. The public must come to terms with mineral resource evaluation and extraction. Without some form of commitment from the public, availability of mineral resources vital to basic industry will be largely in the control of a foreign and potentially unstable mining industry. Commitment to a mineral resource identification-evaluation-extraction system must be shared equally by government, society, and the minerals industry. The scope and direction of this commitment varies, with the industry's commitment to explore for mineral resources being the most apparent. Industry commitment is the belief at all levels of exploration (from senior corporate executives to individual field and support staff) that exploration is worth performing, that exploration goals can be met, and that their particular organization is the best and the only group that can successfully accomplish the project. Charles Morris Minerals engineers have a new opportunity to shape their industry's future. They can help secondary school teachers in their own communities improve their scientific knowledge and thus be better prepared to teach their students. Local sections of AIME and other groups are being asked to sponsor expense-aid scholarships for teachers who complete the summer field course A Total Concept of the Mining Industry. Now in its 18th year, the six-week summer course is presented by the Colorado Mining Association Education Foundation Inc., in cooperation with the Colorado School of Mines Office of Special Programs Continuing Education. The course will be held June 9 through July 18. "In the past, we have been successful in soliciting support for teacher-scholars from many organizations, corporations, and individuals within the industry," said John Robertson, Jr., Foundation chairman. "Now we hope to enlist the help of engineers at the grass roots level in identifying qualified local teachers and giving them what it takes to participate in this continuing education program." Robertson said the course provides secondary school teachers, counselors, and administrators with a working knowledge of the mining and metallurgical industries. It also helps teachers recognize career opportunities for their students. "With the industry facing a challenging new era, we must have teachers who can relate the excitement of this challenge to their students. They will inspire future generations of resource finders, developers, and managers," he said. More than 670 teachers in 27 states, including 45 graduates of the "class of '85" have completed the course and gained six semester hours of graduate credit. The Foundation's Planning and Curriculum Committee meets regularly to develop the course outline and recruit the faculty. Lecturers are selected on their ability to communicate with people not familiar with the industry. Last year, 67 faculty members came at their own time and expense to discuss their specialties, ranging from exploration to marketing. Normally, teachers receive scholarship aid in the form of tuition and fees, and transportation and meals while on field trips. Expense-aid scholarships cover room and board on campus for those beyond the Denver-Metro area, and travel to and from Golden. "We hope to broaden the appeal and the geographical range of the program," Robertson said. Inspiration for the field summer program for teachers came in 1967 from a mining engineer, the late C.L. (Lindy) Barker, a 1931 graduate of the Colorado School of Mines. Barker and a group of concerned individuals convinced the Colorado Mining Association to accept sponsorship of the course in 1968. The Colorado School of Mines and its Office of Special Programs and Continuing Education agreed to be a co-sponsor to give it accreditation and provide physical facilities and coordination. The first course was held in 1969. Operating funds were solicited from industry to pay tuition, course material, the cost of a course coordinator, field trips, and overhead. Through the years, personal contact by an industry representative has been the most effective teacher recruiting tool. Through expense-aid scholarships provided by local sections of professional organizations, such as AIME, as well as CSM alumni and other friends, there will now be a greater incentive for more teachers to get to know the minerals industry and pass that knowledge on in the classroom.
