The Grasberg copper-gold deposit was discovered in the spring of 1988, one year before the planned closure of Freeport Indonesia's original Ertsberg openpit copper mine. In spite of Grasberg's remote location, 600 m (1968 ft) above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought its latest open-pit mine into production in the last week of 1989, less than two years after discovery. Freeport Indonesia's (FI) copper-gold mining operations are located in Irian Jaya, the easternmost province of Indonesia on the western side of the island of New Guinea. Fl's six ore deposits are all located within a 10- x 10-km' (3.9- x 3.9-sq mile) Contract of Work area. They are all between the elevations of 2900 and 4300 m (9515 and 14,100 ft) above sea level, some 96 km (60 miles) from the island's southern coast. A 118-km (74-mile) access route connects FT's port site of Amamapare on the Arafura Sea to the project area. The first section is an 18-km (11-mile) barge waterway. The final 100-km (63mile) is a two-lane gravel highway. The highway terminates 9 km (5.5 miles) beyond the FI townsite at the project's central mill, some 2850 m (9250 ft) above sea level. The mining areas are separated from the mill by a 780-m (2560-ft) sheer cliff face. The world's longest free span tramway system, with a total length of more than 1.6 km (1 mile), is the only means of access for men and materials between the mill and the surface mines. Weight restrictions for the tramway for equipment considered for the project are 15.4 t (17 st). The minimum clear width dimension of two tunnels along the portsite access road is 5.6 m (18.4 ft).

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

The Sumich (Victorine) gold mine is located in the Toiyabe Mountain Range on the east side of Victorine Canyon, a north-trending branch off Kingston Canyon in the northwest quarter of Section 27 and southwest quarter of Section 22, T16N, R43E, in the southern end of Lander County, Nevada (Fig. 1). HISTORY Discovered in 1862, the Victorine reached a peak of development between 1872 and 1887. The "Victorine" and "Morning Star" lode mining claims, located on the outcrop of a prominent auriferous quartz vein, were patented in 1869 and 1891, respectively. 1, respectively. Gold ore was mined underground in adits driven, on the level, directly into the side of the mountain. Ore brought to the surface was trammed about 457 m (1500 ft) south on a track constructed along the contour to ore bins. From this transfer point, the ore was moved by aerial tram to the bottom of the canyon then hauled by horse-drawn wagon to the mill located about 3.2 km (2 miles) east down Kingston Canyon. Exact details of the milling process used on the Victorine are lacking, but old reports mention water-driven stamp mills, amalgamation, chlorination, and cyanidation. Gold and silver mill products are reported to have been sent to England for final refining. High-grade gold values of 103 g/t (3 oz per ton) remaining in mine walls and on outcrops, attest to the lack of success in treating the Victorine ore in the early mills. The Victorine mine may have been worked sporadically after 1887 with little success. In 1934, control of the property was acquired by William P. Moloney, an attorney from Marion, OH, who also control- 1 led an interest in the successful Goldacres mine in Lander County, NV. This property was studied, sampled, and metallurgical tests were done in 1934, but no development resulted from this work.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

The Research Council of SME, at its Annual Meeting in Reno, NR, in February 1993, held a Research Forum on Technology for the Future. The Forum's purpose was to find out from the members, particularly those from industry, their opinions on research needed in the mineral industries. Panelists were selected for their breadth of knowledge and connections. Many panelists, in turn, solicited opinions from additional contacts. A similar effort is underway with mineral-oriented schools. A parallel mission has been undertaken by the American Mining Congress (AMC) through its Committee on Technology. In particular, AMC is concerned that the needs of industry be transmitted in a timely way to federal agencies, especially the US Bureau of Mines. This article reports to the SME membership the principal findings of the Research Forum. The article is derived from a full report that is available from SME. Many of the calls for research made during the Forum can be clustered into five broad categories. These categories are discussed in the following sections of this article. However, since the time of the Forum, many reviewers of the full report have noticed that fundamental research was not given much emphasis. The Research Council points out that the Forum was organized around industrial needs. There is a call to the academic and research community to organize a similar Forum. The Council emphasizes that this is not the last word on research needs and that the membership is urged to continue to give ideas and opinions to the SME Research Council. There will be an opportunity at its next meeting during the SME Annual Meeting in Albuquerque, NM, Feb. 22, 1994, for open discussion of this report. Because the opinions were intentionally confined to representatives from industry, the problems portrayed and the solutions sought are from the vantage of an operator. It comes as no surprise that many of the espoused research desiderata seek more efficient or cost-effective outcomes for the various mining activities discussed. The order of the Forum was a straightforward set of mining activities: exploration, evaluation, mining and processing.

Sweden is beginning to reap the rewards of a process that has transformed a country with a history of metal mining into one of Europe's most vibrant exploration regions. Exploration and mining companies from North America, Europe and Australia have joined local firms in the search of gold, base metals and diamonds. This has been due to changes in Sweden's mining laws in the early 1990s. These changes opened the way for unhindered private sector investment in the country's mineral industry. More than 20,000 km2 (4.9 million acres), mainly in northern Sweden, is now held under granted or applied exploration claims. Exploration permits diamonds, applied or granted covers more than half of Sweden's surface. This is a greater proportion of the country than ever before. Major mining companies and junior explorationists are evaluating a geological potential that bears favorable comparison to other major mining centers. Historically, Sweden's gold re- sources occur in greenstone belts in northernmost Sweden and in association with massive sulfide deposits in the Skellefte district. These are receiving particular attention by exploration companies. In addition, new areas in Sweden are also being explored for gold. This increases the probability that Swedish gold production - already the highest in Europe - will increase in the future (Table 1). Sweden's recorded mining history goes back for much of the last large pool of expertise in exploration, mining, equipment manufacturing and minerals industry research. In addition, the Geological Survey of Sweden provides sup- port for exploration in terms of data archives, processing and publications. Other benefits for exploration companies are Sweden's communications infrastructure, its member- ship in the European Union, bringing access to one of the world's major markets and the high level of educational, technical and language skills held by the country's work- force. And deregulation of the economy and the introduction of competitive corporate tax rates have made Sweden a favorable destination for investment in Europe.

Introduction The gold rush to the Canadian Klondike and then to the Alaskan gold camps is legend to Americans. The early years of the century also saw flourishing hard rock mining at the famous Treadwell and Alaska Juneau gold mines and the bonanza Kennecott copper mine. Over the last two decades, rich discoveries of copper, cobalt, zinc, lead, molybdenum, tin, and silver have furthered Alaska's reputation as a storehouse of US minerals. Alaska may also contain large commercial deposits of chromite, platinum, and nickel. Yet in 1984, with the exception of the Usibelli coal mine and several hundred small placer gold mines, Alaska's mineral potential remains largely undeveloped. Uncertain 70s The 1970s were years of uncertainty for the mining industry in Alaska. The discovery in 1968 of a huge reservoir of oil and natural gas in Prudhoe Bay brought the land claims of Alaska's natives to national attention and focused interest in Alaska's resource wealth. The Alaska Native Claims Settlement Act of 1971 (ANSCA) created the regional native corporations and granted them selection rights to some 178 000 km2 (44 million acres) of Alaska's 1.5 Gin' (375 million acres) - about 12% of the state's land area. The native land selection process would take years. During this time, the status of much of Alaska's land was in question. Additionally, section d(2) of ANSCA provided for the conversion of an undetermined amount of federal lands into conservation units. These consist of parks, scenic rivers, national monuments, and wildlife refuges. The debate over the d(2) lands was long and acrimonious. National conservation groups lobbied to include as much acreage as possible within restrictive classifications, regardless of its mineral or energy potential. The process was polarized into a preservation-versus-development struggle. To many Alaskans, what was at stake was the ability to develop a viable independent economy, rather than an ongoing role as economic wards of the federal government. INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. Introduction America's workforce is the heart of the nation's economy. The health of its members is a matter of national priority. Statistics show that the most common cause of job difficulties is excess use of alcohol or other drugs. Up to 75% of these troubled employees can be returned to productive careers at little expense and with great benefit to their industries. Of the 1.5 million private corporations in the US, only about 500 have alcohol treatment programs. Even fewer have drug abuse programs. It is time that the myths and prejudices surrounding alcohol and drug abuse are dispelled and help is offered. Corporations and labor unions are now finding that programs to treat these diseases benefit both the employees and the industry. The employee derives health and job security. The company sees increased productivity and decreased costs in sick pay and absenteeism. Unfortunately, three-fourths of the nation's 90.5 million workers are employed in establishments of fewer than 500 employees. In these settings, it is unlikely that either management or the unions will take the initiative in developing programs. Alcohol alone affects the health and productivity of nearly 8% of any workforce. This translates to more than 5 million employees in small business. These workers present an opportunity and a challenge. Alcohol abuse costs the nation nearly $116 billion annually. Seventy billion dollars is attributed to lost production. Medical expenditures related to alcohol are estimated to be nearly $13 billion. The National Institute on Drug Abuse (NIDA) estimates the cost of substance abuse to industry to be in excess of $4 billion a year. In addition to its economic impact, substance abuse has serious personal and social consequences. The mining industry experiences the same exposure as other industries to alcohol, drug abuse, and other employee problems. However, the existence of these problems poses special hazards because of the unique conditions found in mining. Mining has many safety and health hazards. Employees must have full control of their faculties and give full attention to the tasks at hand. Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. In the defunct Gorka quarry, there are situated both a waste disposal site of an area of 6.7 ha and containing approximately 1 million ton of high aluminium wastes and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water. The reservoir is fed with the filtrates arriving from the disposal site mentioned, at a rate ~130 m3/day. An alarming phenomenon is the subsidence of the pond bottom and the infiltration of solutions into the Triassic and Jurassic water resources, assessed at ~40 m3/ day. The basic problem related to the effluents in the Gorka pond is their high alkalinity (pH 12-13.4) and variable pollutants whose level increases appreciably with the pond?s depth. The solution offered provides pumping out and treatment of about 500000m3 of effluents retained in the Gorka reservoir in an about yearly time. Effluents would be treated in a reverse osmosis plant, according to a process so far verified on a quarter-commercial scale. The treatment process by-product would be discharged into the Ropa stream. The brine solution (containing about 25% NaCl), whose amount may reach up to100000m3, might be supplied to the Debiensko Mine which produces technological salt from salt-bearing mine waters. Similarly, there would be provided an intake of underflows of infiltrates (by means of deep wells, and possibly girdling ditches) arriving from the high aluminum site, and such effluents would be subject to ongoing dilution in water courses. It would be possible to test the system of underflows reaching the Gorka reservoir by means of geochemical identification, previously performed. The next stage following the pumping, would be the utilization of approx. 50 000m3 of bottom slurry. Highly alkaline slurries would be utilized in the production of self-solidifying mixtures. Slurries would be pumped out and temporarily dumped on drying beds, located nearby the Gorka reservoir, and later on used successively for making self-solidifying mixtures in a plant similar to a concrete making seat. Those mixtures would be applied for sealing the bottom of the Gorka reservoir and the necessary part of the edges of the defunct quarry. An alternative solution is the utilization of slurries in the facilities of the Trzebionka Mining Works and the application of self-solidifying mixtures, made in the Trzebionka Works, for sealing the reservoir bottom.

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

The Bowie chabazite deposit has yielded the most mined tonnage of any natural zeolite deposit in the United States. Since 1962 the deposit has yielded about 12,000 tons of crude chabazite, with an estimated market value of S30 million when sold as an activated molecular -sieve product. Between 1,000 and 1,500 tons of high-purity crude lump chabazite is now produced annually by stripping and selectively mining the lower, massive, half-foot-thick, "high-grade" bed. All of the chabazite is still shipped out of State for grinding prior to extrusion and activation. Zeolite minerals were discovered at the Bowie deposit in 1875, when Oscar Lowe identified a hydrous silicate related to chabazite or stilbite from a tuff bed that cropped out in the San Simon Valley. It was not until 1959, however, that chabzite, erionite, and clinoptilolite were positively identified as the principal constituents of an altered vitric-tuff horizon that crops out in the area originally described by Lowe. Shortly after the rediscovery of zeolite minerals in the San Simon Valley, several of the major producers of synthetic zeolites acquired land positions covering the outcrops, including projected extensions, and began exploration drilling. By 1980 all of the known chabazite reserves had been acquired by five companies and two individuals. The more than 3,000 holes drilled to explore the deposit and the excellent exposures provided by the strip-mined areas indicate that the chabazite-bearing horizon (known as the marker tuff) is confined to a flat-lying lacustrine section known to the operators as the Green Lake Beds. The deposition of the parent airborne vitric ash and subsequent zeolitic alteration was controlled by many factors, including the lake-bottom topography, depth and cation content of the saline-alkaline lake water, and proximity to post-depositional erosion surfaces. Zeolitic alteration was complete when an extensive system of younger paleochannels deeply eroded the Green Lake Beds. This left only a few erosional remnants of the marker tuff and the lower "high-grade-bed" that constitute the present deposit. Both the channel gravels and the Green Lake Beds are overlain by a section of halite-bearing brown mud-stones, known as the Brown Lake Beds. The bowie chabazite deposit can be used as a model to guide the exploration and development of other zeolite deposits that formed in saline-alkaline lacustrine environments.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Introduction Mine operators are interested in energy conversation in two ways. With our finite sources of energy, we are concerned for future generations. In addition, as mine operators, we want to minimize energy costs. Moving material represents a substantial amount of the energy used in mining operations. Wheeled vehicles are used extensively to move materials. And they derive all their energy from fuel. Energy is also required to overcome the vehicle's inertia, and internal and external frictional forces. Included in the vehicle's frictional forces is its suspension. Tires are an important part of this suspension. What influence do tires have on the overall fuel consumption of the vehicle? Does tire construction affect this influence? As far back as 1896, it was apparent that tires were a factor in fuel consumption. A test was devised in France using a coal-fueled steam-driven auto. The test measured whether there was any fuel savings with the new pneumatic tires rather than of the then commonly used solid tires. The result was a 28% savings in water and a 29% savings in coal on pneumatic tires. Today, the pneumatic tire is accepted, but there are differences in present constructions. Tire Construction: Bias vs Radial There are basically two types of tire construction, bias and radial. Bias tires have been around for about 60 years. Radial tires are more recent. They were developed to improve a tire's ability to withstand higher speeds and loads, as well as to improve tire life and vehicle handling. Another advantage of the radial tire is its lower rolling resistance. This characteristic results in lower fuel use by a vehicle. This has been demonstrated with passenger cars and over-the-road trucks. It is now being demonstrated with earthmoving equipment. A basic description of both types of tire construction should now be reviewed: The casing of a bias-ply tire is made up of crisscrossed textile plies or layers. The cords of these plies run on a bias, from bead to bead. The cords of each ply run on an angle relative to the cords of the adjacent plies. As the tire rolls and deflects, the angle between the cords changes, like the blades on scissors (Fig. 1). The cords of one ply pull one way, and the adjacent ply pulls another, straining each other. It is well known that surface moisture and fine content have a strong influence on coal handle- ability. It is known as well that these two criteria are not sufficient to classify coals. It seems that certain types of coals are intrinsically difficult to handle, the reason being still not well understood. For these coals, moisture and fine content are aggravating factors and have to be strictly controlled in order to avoid handling problems (sticking, arching in hoppers.. .). CERCHAR has undertaken research aimed at identifying the role of intrinsic characteristics of coal with regard to handling properties. Two of them have been identified as particularly relevant : the clay content and the "colloidal particle" content. Two simple tests commonly used for soils characterisation, but never used so far for coal, have been applied to characterise a wide range of coals. The derived classification has been compared with an empirical classification based on dry screening tests. DRY SCREENING EXPERIMENTS Dry screening at a relatively low screen aperture (e.g. 6 mm) may be considered as a good tool for assessing the handleability of wet fine coals. Difficult to handle coals always lead to rapid plugging of the screen whilst easy to handle coals can be screened without difficulties. A wide range of coals has been selected with various ash, moisture and fine content. Their characteristics are given in table 1. The experimental set-up consists of a 2 t.p.h vibrating screen equipped with two automatic re- cording balances collecting respectively oversize and undersize material. Provided that the feeding rate is accurately controlled, good reproducibility in the percentage passing as a function of time is obtained. Figure 1 gives examples of different types of relations that were obtained. - LMC coal exhibits a behaviour that is characteristic of easy to handle coals : % passing remains constant in the course of the screening operation. - B coal behaves slightly differently. One observe first a rapid decrease in the flow passing through the screen and then a stabilization. Hand- ling properties can be considered as intermediately - The curve relative to LHB coal is characteristic of a very difficult to handle coal that blinds the screen almost immediately. It is necessary to point out the fact that the classification derived from screening experiments is a global one, including not only intrinsic factors but also external factors such as fines and moisture content. Substantial volumes of cyanide are consumed in precious metals mining due to the purposeful destruction of base metal cyanide complexes and free cyanide to meet surface discharge regulations. This destruction of cyanide resource runs counter to the prevailing social ethic of resource conservation wherein cyanide recovery-and-reuse is considered a more socially responsible cyanide use pattern than systematic cyanide destruction. HW Process Technologies, Inc. (HWPT) has developed membrane based methods for the recovery of cyanide from barren solution as a means to reduce cyanide waste. The HWPT Engineered Membrane Separation (EMS™) system uses state-of-the-art spiral wound membrane elements that are engineered specifically for the treatment of high pH cyanide process solutions. The membranes fully reject WAD CN, SAD CN and most minor metals, and partially reject SCN, Free CN and precious metal cyanide from a high clarity barren solution feed to a small volume EMS™ “concentrate” stream. The EMS™ “concentrate” stream is returned to the process. The large percentage of the EMS™ process feed exits the system as cyanide lean EMS™ “permeate.” The EMS™ permeate, after residual cyanide destruction, polishing, and pH adjustment, is, thereafter, typically suitable for discharge. Separately, the HWPT EMS™-PLS method of cyanide recycling is an internal plant cyanide recovery step that removes base metal cyanides from a pregnant leach solution to a small volume EMSTM concentrate stream. The concentrate stream is then typically processed further for the recovery of metals and recovery-recycling of cyanide. The method makes it economically practical to recover gold from Merrill-Crowe or car-bon plant “fouling” solutions, e.g., those with greater than 400 ppm Cu, as might result from the use of the EMS™ method wherein EMS™ concentrate is constantly thrown back into the mine leach solution pool as part of the free cyanide recycle process, or as might result from the single-pass leach treatment of high copper content ores or concentrates. The EMS™ cyanide recovery method for barren solution treatment is shown to be “economic” for the treatment of clear solutions at the approximately 200 ppm total cyanide level (CNT), and for slurries at the approximately 400 ppm total cyanide level, where economic is defined as a 2 year EMS™ plant payback. The EMS™ plant payback calculation includes the beneficial monetary impacts of gold and free cyanide recycling and the avoided operating cost of cyanide destruction.• The cyanide recovery plant payback period is reduced further when the avoided capital costs for cyanide destruction (EMS™ permeate “clear solution CN destruction polish” only required) and/or metals precipitation are considered.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners' AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners' AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners' AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners' AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.
