Neanderthal technology is a harsh and inaccurate way to describe modern underground construction and mining practices, but such an exaggeration helps to focus on a major problem or wasted opportunity of modern society. Why is it not safer to excavate in the underground? Why are the working conditions still so unfavorable? Why are urban freeways, shopping malls, warehouses, power plants, sewage disposal treatment plants, and similar facilities still constructed on the surface of the ground--because it is a better location? On the contrary, if underground technology made full use of existing knowledge, underground resources and space would be much more effectively used. And why is the technology so inadequate? Certainly, researchers and practitioners are aware of the shortcomings and are equally aware of problems that have to be overcome. One of the most important reasons has to do with the type of policy goals that society has set in the past. Policy makers may have agreed that improvements would be desirable but no serious commitments have been made--that is, there has been no major allocation of resources to advance these technologies. And yet, to bring about significant changes will require significant time and resources. The resources that are needed are far in excess of what industry can afford to invest, particularly since the pay-off may be far in the future. So the problem reverts to society in general. As long as society is willing to tolerate the present costs and safety requirements for recovering minerals and for constructing underground facilities, then the changes will be slow in coming. To obtain a reliable comparison between conical and cylindrical separatory vessels used in dynamic dense-medium separation systems, the following two studies were made: a study of the swirling flow in conical and cylindrical vessels using laser-Doppler velocimetry (LDV) and a study of the behavior of suspensions of magnetite and ferrosilicon in water in both separators. It was found that the tangential velocity profiles differ in conical and cylindrical vessels. In a conical cyclone, free vortex conditions affect the largest part of the vessel, while in a cylindrical vessel, the motion approaches that of a forced vortex, i.e., that of a centrifuge. It was also found that the conical vessel manifests higher centrifigal acceleration and very strong densifying (the density differential) and, hence, the density gradient inside the vessel is large. It was found that the cylindrical vessel manifests lower centrifugal acceleration and low densifying, i.e., low-density differentials, and hence, the density gradient inside the vessel is small. Also, due to greater densifying, the density cut-point in cyclones is higher than the operating medium density, while, in cylindrical vessels, the density cut- point is closer to the medium density. The results provide an interesting description of the differing behaviors of conical and cylindrical vessels, and they help explain the differences in pegormance between the two types of separators.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. The MPTM was first applied in the U.S.A. in 1950 as described by Lewis, W.E., 1951. The method was then abandoned in the USA and rediscovered some 20 years later in France where it was greatly improved and widened in its scope of application. It was subsequently successfully introduced to Italy and Spain. The technique, at its present stage of development, provides solutions to tunneling in soil and in the softer rock types, which often were troublesome geological environments for tunneling. When used in conjunction with drilling-and-blasting, over break, excessive vibration, noise and fissuring of the rock can all be avoided. When used as an alternative to the New Austrian Tunneling Method (NATM), the MPTM provides safe, full face tunneling in stead of multiple headings, excavated sequentially; in addition, surface settlement can be virtually eliminated. When used as an alternative to a TBM, the method's flexibility and low capital cost make it attractive. This attractiveness is enhanced when ground conditions are erratic or when the length of tunnel to be excavated is limited. The method holds promise for tunnels of large cross section, to be excavated in soft ground or rock with unconfined compressive strengths of less than 80 MPa (11 600 psi). While in itself not new, recognition and development of the method's potential are. Further development work, aimed at increasing the range over which the MPTM can be applied, is in progress.

During the last 30 years, at least ten authors have dealt with startup ("ramp-up') times for minerals beneficiation, hydrometallurgical, and/or pyrometallurgical plants. Most have attempted to identity the reasons for delays and some have suggested attributes common to successful startups, as well as those shared by unsuccessful ones. The most recent has advanced a project characterization matrix as a predictive tool for qualified users. This paper will summarize past work, will review cause and effect, will outline an approach for refining our ability to avoid costly delays, and will seek guidance from professionals most likely to use such a tool. INTRODUCTION During the last few decades, many billions of dollars have been lost by investors in mineral industry projects that did not perform as well as their developers had hoped. The most common form of failure has been the inability to generate a profit quickly, and delayed achievement of planned production rate has been the chief cause. Minerals processing projects are by no means the only kind of plant to suffer from startup delays, as some authors cited in this paper considered inorganic chemical plants and other types of facilities. Furthermore, mines are not without fault and there have been many that were closed after years of disappointing performance. However, our interests as a group are most sharply focused on mineral processing and our database for such projects is relatively extensive. It is sufficient to say that the conclusions made or repeated in the following text can be readily extended to most types of projects.

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. For shaft support, a -cast-in-place concrete wafer system was considered, but was discarded because of time restrictions imposed by concrete placement and curing. Construction of the MBTA Red Line Extension through Somerville, MA, called for driving twin tube tunnels through a zone of approximately 83m (273 ft) with mixed face conditions. While the majority of the tunnels were driven through competent hard rock using drill and blast techniques, the mixed face zone was advanced using floating crown bars for primary support. The overburden consisted of medium clay, underlain by water bearing glacial till, over a sloping bedrock surface. Due to the unusual nature of the construction techniques, a program was undertaken by the Contractor to monitor ground movement and stresses in the temporary steel supports. This paper presents a description of the instrumentation employed, as well as the measured ground movements and support stresses. Additionally, the tunneling techniques are briefly presented and commented upon. PROJECT DESCRIPTION The Davis Square to Porter Square Tunnel Contract is part of the Massachusetts Bay Transportation Authorities (MBTA) Red Line Extension from Harvard Square in Cambridge to the Alewife Brook Parkway via Somerville. The 5.1km (17,000 ft) Red Line Extension consists of four major new stations, three of which will be interlinked via tunnel construction, and the remaining station will be the last link of an open cut portion, and a terminal point for this phase of the extension. This 866m (2,790 ft) portion began at Porter Square in Cambridge and rose at a 4% slope through Somerville, terminating at the new Davis Square Station. Twin tube tunnels were constructed through 763m (2,517 ft) of rock and 83m (273 ft) of mixed face conditions at the Davis Square end. Figure 1 presents a plan view of the entire contract.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Booster fans have been in regular use in British coal mines since the first half of this century, but a large increase in their use did not take place until after the Nationalization of coal mines in 1947. From that time the need was identified to improve standards of ventilation in general and mining engineers specializing in ventilation were appointed at all levels in the mining industry. A comprehensive approach to ventilation surveys and planning, together with the realisation of the benefits of booster fans, led to their more rapid introduction. Many coal mines in the U.K. are at moderate depth and have virgin strata temperatures of 30°C or less. The ability to control climatic conditions by increased ventilation rather than resort to cooling systems has led to the introduction of booster fans and recirculation systems in these mines. Large makes of methane and high levels of coal dust production due to increased mechanization have also required enhanced ventilation standards. This paper deals with the reasons for selecting booster fans and the specific safety considerations involved in their use. Numbers, types and sizes of booster fans in the U.K. are outlined, together with notes on installation and performance. Remote monitoring and control from the surface is dealt with, and current legislation. The evolution of controlled recirculation is also covered starting with auxiliary fan systems in 1970 and leading to very large district schemes in the late 1980s. The research at Newcastle upon Tyne University and other establishments in the climatic conditions associated with recirculation is summarised and its use in assisting existing and proposed conventional and recirculation systems is indicated.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student's interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.

The provision of a suitable working environment in deep level mines requires the accurate prediction of the ventilation heat load. Mathematical models for predicting strata heat load have been under development since the 1930's and 1940's. Computer models for predicting this and other mine heat sources have been developed and refined over the last 20 years. Some empirical studies have occurred and there is an increased emphasis on the importance of underground studies. Any theoretically or empirically determined predictive method must of necessity make assumptions. Underground space with its irregular configurations and rough wall surfaces cannot be described by simple mathematical expressions. Some heat loads, such as machinery, may occur intermittently while others such as the influence of water evaporation are very difficult to quantify accurately. Current popular models for predicting mine heat load have been surveyed. In testing some of these it is often found that each estimates significantly different quantitative values for the expected load in a particular underground space under study. These differences are explained by the assumptions, simplifications and omissions implicit in each of these models. It would be easier to estimate conditions at any point if heat flow into mine air passageways could be described by simple equations with associated statistically-based confidence ranges. Use of probability distributions to indicate confidence ranges allows any heat level estimate to be expressed as a range of values with limits for maximum and minimum expected values. This approach allows many of the limitations of the popular predictive models to be overcome. A heat prediction method using this approach has been developed based on Monte Carlo simulation and tested on mine data from a number of operations. Heat flow levels which can be predicted by simple equations supported by probability distributions allow the engineer flexibility in adjusting a predictive model to the underground characteristics appropriate to the mine site under study. The influence of all heat sources present in the mine opening must be included. Prediction methods must be updated as mining systems and machinery change with time. Heat sources interact with one another and the system must therefore be understood in its entirety.

HISTORIACAL INTRODUCTION Mineral processing has three principle branches, to quote Taggart, "Ore Dressing, which comprises the methods of separation of solids in inorganic crude by means which do not affect substantial chemical change; Extractive Metallurgy, which utilizes chemical reactions for separations of constituents from solids in inorganic crude; and, Fuel Technology, which employs both physical and chemical methods for separating and rearrangement of liquid gaseous and solid components in crude oil and natural gas, tar sands, shale oil, or coal." The scope of this handbook covers the first two classifications, that is, "ore dressing" and "extractive metallurgy," which have been combined in one term: "mineral processing." For a brief history of the development of mineral processing, one could well refer to the Introduction, Sec. I of the Handbook of Mineral Dressing by Taggart, Froth Flotation, Principles of Mineral Dressing by Gaudin, and the original Richard's Ore Dressing, volume No. 1, first published in 1903-1905. In these references and the references given in them a coverage of the history of "ore dressing" can be found and studied at the reader's leisure. For the history of extractive metallurgy as well as ore dressing, the bibliography in General References, taken from a History of Ex¬tractive Metallurgy by F. Habashi, will give a good background for those who are interested in more detail on the history of metallurgy in general. Mineral processing covers a very wide field as is illustrated by the topics discussed in Part II of this handbook and dates back to the early history of man which started with the production and use of native minerals such as gold, silver, copper, mercury, and meteoric iron which were washed or picked from deposits on the surface of the earth and worked because of their malleability. Later, melting was discovered and then it was possible to cast objects of these metals, excluding mercury. The discovery of a method for reducing the metal¬lic oxide probably was developed from melting fragments of oxides or roasted sulfides with charcoal, so that the native metal could be produced in simple blast furnaces such as are used today in rural parts of Spain, China, and elsewhere. Eventually, it was learned that iron could be readily worked when hot, which resulted in its replacing bronze for tools, weapons, and cutlery. INTRODUCTION The Northwestern University Rigid Block Model (NURBM) has been extended to explicitly model dilatant behavior of rock joints. By incorporating dilatancy, the resistance to shear displacement and slip, which previously was limited to simple Coulomb friction, along edge-to- edge contacts is now provided by contact roughness as well as frictional resistance. The explicit formulation is based on concepts presented by Plesha (1985) in which a plasticity-based phenomenological approach was used to model dilatant joint behavior. This approach has been modified to allow for joint closure upon reversal of shear deformation. After presenting a brief description of the new joint constitutive relationship, model behavior will be illustrated with two examples. The first involves a simple two-block model to simulate a cyclic direct shear test of a single joint. The second example involves simulation of a large cavern in a moderately jointed rock mass subjected to cyclic excitation. It will be shown that in- creasing joint roughness increases cavern stability by interlocking of adjacent blocks. JOINT CONSTITUTIVE RELATIONSHIP Within NURBM adjacent two-dimensional rigid blocks interact along their common edge-to-edge contact with contact forces transmitted at the contact midpoint. The contact constitutive relationship was originally restricted to a Coulomb friction yield criterion with no tensile stresses permitted along the smooth contact surfaces. The local coordinate system for any contact is described as shown in Figure 1 with the elastic stresses and displacements related by the linear- elastic constitutive law: [ ] The contact microstructure has been modeled as Patton-type saw-tooth surfaces such as shown in Figure 2. Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

Marine manganese nodules harbor a mixed population of manganese-oxidizing and -reducing bacteria, as well as bacteria that do not act on manganese. They also host phagotrophic protozoa. Out of several laboratory studies, one line of investigation indicates that some kinds of bacteria found on nodules can catalyze the oxidation of Mn2+ bound to Mn(IV) oxide at the surface of nodules at in situ temperature and pressure. In the absence of appropriate bacteria, the rate of oxidation of the surface-bound Mn2+ is significantly slower. How Fe(III) is incorporated is still unclear. Base metals such as Cu, Ni and Co, which are usually found in marine nodules in various quantities, may be incorporated through scavenging by Mn(IV) oxide. Laboratory evidence shows that some other bacteria on nodules can reduce the Mn(IV) oxide to Mn2+ in the presence of an appropriate source of reducing power in the form of organic carbon. The reduction of Mn(IV) oxide mobilizes manganese and trace metals such as Cu, Ni, and Co in the nodules. These bacteria reduce Mn(IV) whether oxygen is present or not. They could be harnessed in the bioleaching of nodules. The manganese(IV)-reducing bacteria and the bacteria that neither oxidize nor reduce manganese are thought to keep the organic matter in the nodule environment sufficiently low to favor bacterial manganese-oxidation, which in laboratory tests is inhibited by excess organic carbon. The preying by the protozoa on the different kinds of bacteria is thought to control the bacterial population on nodules and ensure continued growth of the manganese-oxidizing bacteria and the nodules. To eliminate interference from seawater salts in the bioleaching of Mn, Cu, Ni and Co, it may be more advantageous to use terrestrial Mn(IV)-reducing bacteria than the Mn(IV)-reducing bacteria resident on nodules. The terrestrial bacteria would allow bioleaching in fresh water. Unlike the marine bacteria, most terrestrial bacteria studied to date reduce Mn(IV) oxide only anaerobically. A general outline for an anaerobic bioleach process of marine nodules with freshwater bacteria is discussed.

Part one of this two-part series covers conceptualizing and developing a maintenance information system. It explains what information is necessary to manage such a system. Next month, part two will discuss using this type of system with administrative information, including error and absentee reports as well as open work files. Introduction There is no doubt that quality, timely, and accurate information can make a solid contribution to maintenance cost reduction objectives. Yet, despite obvious benefits, methods being used to acquire information systems are proving costly, frustrating, and often unsuccessful. Those needing the information are disappointed. Mine managers, hoping to reduce costs with quality information, are instead seeing no system, no savings, and massive spending on information endeavors of questionable benefit. Options Any software vendor will happily sell you his program. Numerous mining organizations, having "gone to the cleaners" themselves, will gladly make their programs available to help cover huge trial and error development costs. Any package can only be a generalization. Any program bought from some other organization must undergo numerous modifications to make it work properly. In the process the initial cost is doubled. Many mining maintenance organizations do not know how to go about the task of conceptualizing, developing, installing, and effectively using a maintenance management information system. Consequently, many have hedged their primary responsibility of specifying what information they want, how they will get it, and how they will use it effectively. Into this void have jumped many who claim they can help. But some may not understand the special information needs of maintenance in the mining industry. By default, the whole scene of maintenance information systems has become confused and in need of clarification. A Starting Point Four broad phases are used to organize the steps by which maintenance acquires an effective maintenance management information system and initiates its use. Conceptualization is an identification of needs, factors that influence development, and an assessment of support for the system. Development is a plan of action for bringing the conceptualized information system to life. Consideration is given to the practical aspects of collecting field data, processing it, and converting it into useful information. Implementation consists of those actions by which the newly developed system is integrated into the organization and put in the hands of its personnel so that its value can be derived. Use addresses the means by which personnel use the information to accomplish maintenance improvement objectives. These phases are preceded by establishing the need for the information system. They are followed by a requirement to measure its success (Fig. 1). Conceptualizing the Information System Responsibilities - The information system user must acquire the system best suited for its use. A step-by-step process is essential to avoid many serious problems than can easily occur. The most important step is to clearly identify its objectives and lay out a course of action to achieve those objectives. The major reason for the failure to achieve information objectives is not carrying out this responsibility. Maintenance cannot delegate the task to data processing. Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum.
