A cyclone reactor system for the partial reduction and melting of taconite concentrate fines was designed and operated. A nontransferred arc plasma torch was employed as a heat source. Taconite fines, carbon monoxide and carbon dioxide were fed axially into the reactor, while the plasma gas was introduced tangentially into the cyclone. The average reactor temperature was maintained above 1673 OK (1400°C), and reduction experiments were performed under various conditions. The influence of the following parameters on the reduction of taconite was investigated: carbonmonoxide to carbon dioxide inlet feed ratio, carbon monoxide inlet partial pres- sure and average reactor temperature. The interaction of the graphite lining with carbon dioxide and taconite were also studied.

Over the past few years the Cape Breton Coal Research Laboratory's staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system's performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. With productivty increment. it becomes very important to monitor the underground production environment. This paper presents a multi-level computer monitoring and managing system, which was specially developed for the mine. In this system, TF-200, Industrial Standard Buses (STD) and 32 bytes Super micro-computer were integrated into one body as hardware; Data Base was designed by means of software engineering method in the software development; on maitenance of the system, the parameters are managed concentratedly and data are classified to process; therefore, the ystem gets to the advanced level in China. The system is composed of four sub-stations: Signal Transmission. Data Collection, Data Processing and Image Display Sub-system. Signal Transmission Sub-system(STSS) A frequency-division transmission method is used. Data Collect ion Sub-system (DCSS) Industrial Standard Buses (STD) is used. It can change data from STSS into suitable form for DCSS, Calculate average value every minute, decide alarm and transmit data to DPSS. Data Processing Sub-system (DPSS) The host is a S/120. With UNIX Operation System. the data from DCSS can be classified. stored, displayed. printed, by means of real-time and time-division processing. Additionally the functions of the historic data search and data analysis are provide. Image Display Sub-system (IDSS) The real-time and historic data was displayed for curves and diageams on screens. The CANMET diesel-related work, carried out in cooperation with the Canadian mining industry, resulted in the identification of several useful R/D studies. One such study was the development of a dash-mounted alarm signal system to indicate overexposure of production LHD diesel vehicle operators to toxic contaminants in a mine environment. The resulting instrument has been called the [CO2 Exposure Meter]. This meter is particularly applicable to LHD machines because previous investigations have indicated that operators of LHDs and some haulage truck drivers are exposed to up to 200% of the contaminant concentrations measured in the general mine return air. This paper describes the development of the system which continuously monitors and displays the operator's exposure to diesel pollutants, and indicates an overexposure by an alarm light. The overexposure limits are preset by mine personnel based on carbon dioxide (CO2) measurements, which in turn are related to simultaneous spot respirable combustible dust (RCD) measurements (or to Air Quality Indices - AQI, if available). The CO2 settings are, in general, related to the engine/exhaust treatment selections, vehicle duty cycle and local ventilation rates and efficiency. The system continuously displays one of three lights: green for underexposure, yellow for caution, and red for overexposure. Overexposure can occur for several reasons, such as: reduced ventilation, malfunction of the diesel vehicle, and excessive airborne contaminants. The paper confirms satisfactory operation of the system in a laboratory-simulated mine environment, as well as in field trials.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. The compressive strength of coal, and its variation within and between seams, was determined for four Pennsylvania coal seams (Pittsburgh, Sewickley, Upper Kittanning and Lower Kittanning). Large coal blocks were obtained from 12 coal mines (three mines per seam) and cut into 50-mm (2-in.) cubes using a low-speed saw. The cubes were tested for compressive strength, with the results used to compute actual pillar strength. Using the tributary area approach, the pillar stress was determined. The pillar stress and strength data were used to calculate the factor of safety against pillar crushing for each mine. The cube strength was also correlated with various physical and chemical coal properties (density, percent absorption, percent ash, percent sulfur and percent carbon) to see if any strong relationships exist. The coal's mean compressive strength varies from 9.1 MPa (1326 psi) in the Lower Kittanning seam to 37.8 MPa (5480 psi) in the Pittsburgh seam. Between different seams the pillar strength varies from 29.5 MPa to 48.1 MPa (4282 psi - 6981 psi). Although coal strength appears to be weakly related to carbon content, no relationship was found between compressive strength and other physical or chemical properties. Since the values for the safety factor against pillar crushing generally exceed the recommended value of two, the existing pillars are mostly overdesigned. This implies that an accurate assessment of coal compressive strength could result in the use of smaller pillars and, thus, increased coal production.

The paper describes the use of portable aerosol monitors in determining real-time concentrations of diesel soot and respirable total dust in dieselized mines. The field studies were conducted in a simulated diesel environment in the laboratory where no other type of dust was present, and in four underground mines with multi-diesel machine operations. Two packages for the real-time monitoring of diesel soot were prepared which included two types of aerosol monitors: a Miniram, model PDM-3, and a Sibata, model PDS-1. These monitors utilize the principle of light-scattering to measure the airborne mass concentration in the environment. The monitoring device results were compared against the Time-Weighted-Average (TWA) values produced by the gravimetric filter sampling method, permitting calibration factors to be determined for each field test. Both instrument packages provided comparable results. The instrument calibration factors varied for different tests, which may be due to different material composition, particle size distribution, density and shape of the aerosols. This approach for real-time determination of diesel soot is found to be simple, inexpensive and easy to use. More field tests for diesel soot determination and further research on size distribution of particulates in dieselized mines are required.

The Navajo Mine is exclusively a multiple-seam surface coal mine located in the northwest comer of New Mexico. The property is situated entirely on the Navajo Indian Reservation. It is owned and operated by the Broken Hill Propriety Co. Ltd., of Melbourne, Australia. The mine began production in January 1963 with a long-term fuel supply agreement with the Four Corners power plant. The 2175 MW nominal generating capacity of the Four Corners powerplant consumes 7.2 Mt to 7.7 Mt/a (8 million to 8.5 million stpy) of coal. The Navajo Mine has estimated reserves totaling 1 Gt (1. I billion st) of strip minable coal. Only about one-third of that total is presently committed to the generating station. As development continued over the years, mining operations advanced into more complex geologic areas to satisfy the utility's demand for coal. To optimize the committed reserve and provide competitively priced coal to the customer, the Navajo Mine began developing a new pit in June 1986. The Dixon Pit boxcut development was completed in April 1987. About 6 hm3 (7.9 million cu yd) were stripped, uncovering 929 kt (1 million st) of coal. Strip ratio was 7.74:1 including 36.8% rehandle of prime yardage. This case study of the fourth production cut highlights a variety of dragline stripping techniques including highwall bench (overburden) side cast, intermediate highwall bench (parting-interburden) side cast and spoilside bench (partings-interburden) stripping methods. The Dixon Pit offers considerable challenges in the surface recovery of up to seven seams of coal within the 1432 m (4700 ft) of total pit length.

Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is the method of choice used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970’s, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the U.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6560 Mm3/d (231.7 MMcfd) of gas were emitted from 430 underground coal mines. It was determined however, that the mines emitting less than 2832 m3/d (100 Mcfd) contributed only 2.1 percent of the total daily gas flow. In 1988, underground coal mines emitted 8350 Mm3/d (294.9 MMcfd) from 487 mines. This report evaluates the changing nature of U.S. mine gas emissions over the last 18 years.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. Three run-of-mine bituminous coals, ranging in rank from low volatile to high volatile A, were floated at nominal -28 mesh (590 µm), -100 mesh (150 µm), and -400 mesh (37µm) feed particle sizes with selected pyrite depressants and a dispersant. For the three coals tested, pyrite and ash -forming minerals were usually rejected best at -100 mesh feed particle size. Depressant additions tended to improve flotation selectivity between pyrite and coal. When joint dispersant-depressant systems were used at -100 mesh (150 µm) feed particle sizes, the total sulfur content of the clean coal decreased further. For a comparable coal yield, less fuel oil collector was required for the flotation of -100 mesh coal than was required for the flotation of either -28 or -400 mesh feed.

This paper presents several case studies in which a mechanics-based boundary-element program is used to back-calculate the surface subsidence associated with various panels at several northern Appalachian coal mines. The program used in this case study is called LAMODEL, which incorporates a frictionless, laminated overburden into a general-purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin-seam or vein-type deposits. In this paper, the program is used to calculate both the underground convergence and the resulting surface subsidence at five longwall panels and a room-and-pillar section. The fitted subsidence from the model is compared with the field measurements and analyzed. The results from this work show that the LAMODEL program is not as accurate as available empirical subsidence-predictive methods; the expected correlation between the geology and the optimum input parameters is not evident. However, for a mechanics-based program, LAMODEL does provide moderately accurate subsidence calculations, and it is one of a few programs that can even attempt to practically calculate both underground stress and convergence and the resulting surface subsidence.

During the past decade, operators and researchers have worked toward a better understanding of the mechanisms operating in flotation. As reported by W. J. Trahar in 1981, this work commenced with the operators determining a relationship between recovery and particle size. They defined three particle size ranges, that being fine, intermediate and coarse. It was noted that the fine and the coarse ranges had slower flotation rates than the intermediate range as demonstrated by their lower recoveries.

When a fire breaks out in a mine access road, the hot smoke, due to heat transfer with the surrounding strata, progressively cools as it moves forward. Depending upon the resulting temperature distribution, the density of the fluid changes. This change will bring about: Firstly, a variation in the resistance of the roads, a static factor which will affect ventilation flow rates; Secondly, the appearance of extensive aerodynamic driving loads in the vertical and angled roads, a dynamic factor which can have an extensive impact on ventilation. Because of the appearance of combustion and distillation products, the vaporization of water, which wets the timbering and strata, and the expansion of gases, fluid rates can at times be increased tenfold in the area of the fire. These disturbances may cause explosions and ventilation inversions, which fill other working areas with smoke toxic to workers, and which can come up upon rescue teams from behind. Due to the progressive heating of the surrounding rocks, which will slow down heat transfer, these dangerous conditions change over time. At the Lorraine Basin Coal Mines, programs have been set up and employed for the computer simulation of these phenomena over time. They serve to anticipate or to understand such phenomena, the input data being the characteristic parameters of the mine ventilation network, the operating curve of the main fans, and measurements or estimates of some temperatures. Two programs, employed together, have been developed for these studies: One program, called RESO, calculates the distribution of flow rates and pressures throughout the entire network; The other, called FEUMIN, determines smoke temperatures over their entire path.

Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Arch of Illinois is a mining complex comprised of two surface and two underground mines located in Perry County, in southern Illinois. The company a division of Apogee Coal Co. of St. Louis, MO. Arch of Illinois' two surface mines, the Captain and Horse Creek Mines, use large stripping shovels and cross-pit bucketwheel excavators to remove overburden from three seams of coal, the Herrin No. 6, Harrisburg No. 5 and Danville No. 7. All are considered high sulfur reserves. The two underground operations are managed by Arch of Illinois. They are the Kathleen Mine and the newly constructed Conant Mine, which began production in 1991. Both underground mines are continuous miner operations. They mine the No. 6 coal, which is about 1.8 m to 2.1 m (6 to 7 ft) thick. All coal is currently transported by truck to a central preparation plant located at the Captain Mine. This preparation plant produces 27 kt/d (30,000 stpd) of clean coal. Production in 1992 reached 5.9 Mt (6.5 million st) of saleable coal. Of that, about 66% or 4 Mt (4.4 million st) are produced by the surface mines and the rest the by under ground operations. Change is in the wind for Arch of Illinois. In 1988, 100% of all production (6.2 Mt or 6.9 million st) came from surface operations. By 1995, only 38% of production is scheduled from surface mines. And by the year 2000, 100% of production will from underground mining methods. Dwindling low ratio reserves, compounded by increasing environmental and land acquisition costs, coupled with more efficient underground mining equipment, have started an evolutionary trend toward development of underground reserves. For Arch of Illinois to maintain profitability of remaining surface reserves and to compete effectively mining underground, it must improve efficiency, productivity and cost reductions. These efforts are essential for maximizing current surface reserves and to ensure a continued existence in the presence of clean air legislation and the softening of the high sulfur coal market.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.
