INTRODUCTION Located on the Colorado River on the Nevada-Arizona border about 56 km (35 miles) southeast of Las Vegas, Nevada, Hoover Dam is a gravity arch dam 221 m (726') high for electric power generation and water supply. The head waters of the dam form a large reservoir, Lake Mead. The dam is equipped with two emergency spillways, one in the Nevada abutment and one in the Arizona abutment. Both spillways which are concrete lined and 15.25 m (50') in diameter, were intended for use only if Lake Mead is full and incoming flow of the Colorado River exceeds the discharge capacity of the turbines and regular bypass conduits. In the spring of 1984, a combination of rain and unusually rapid snow melt required the opening of the spillways for only the second time in the 50 year history of the dam. As in the previous use in 1942, the massive discharge of water through the tunnels resulted in severe damage to the concrete Linings of both tunnels. This damage is the result of cavitation which occurs as the discharge water flows at very high velocities over minor irregularities in the concrete lining. The U.S. Bureau of Reclamation has long been aware of the cavitation effect which occurs during these high volume discharges and has been studying solutions. One solution to the problem is to induce air bubbles into the flowing water to eliminate the vacuum associated with cavitation. This solution had been implemented at Yellowtail, Flaming Gorge, Blue Mesa, and Glen Canyon dams by constructing an aeration slot in the inclined portion of their spillway tunnels. Since the spillways of Hoover Dam were already in need of repair, the BUREC decided to construct similar facilities in each of the two 15.25 m (50') diameter spillways coincidental with the other repairs required.

The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.

Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

1. TRENDS OF DEVELOPMENT IN THE MECHANICAL DRIVING OF UNDERGROUND EXCAVATIONS IN THE GERMAN COAL MINING INDUSTRY The demand for higher advance in underground excavations led, in the past ten years, to the development and application of various mechanical methods in the coal mining industry of the Federal Republic of Germany. Hence, a modern mine cannot operate anymore without tunneling machines for the driving of horizontal and inclined roads and shaft boring machines for the sinking of shafts. In future, boring operations will assume a high positional value in the mining industry, as the development of cutters has kept pace with the development of machines. In the past ten years, about 40 km of roadways have been bored by tunneling machines in the German coal mining industry, further 140 km will be bored by 1990, part of which are already under contract. The idea was tempting to apply the technology of horizontal tunnel borers also to the sinking of vertical shafts. The underground contractors Deilmann-Haniel GmbH of Dortmund and Thyssen Schachtbau GmbH of Mülheim/Ruhr developed already in 1970, together with Wirth of Erkelenz, a shaft boring machine working without drill pipes, capable of sinking shafts following a pilot borehole, according to the downward reaming method (Fig. 1). In the meantime, two such shaft borers are operating in coal mines with diameters of 4.50 m to 6.50 m. Recently an order was placed for a third Wirth shaft borer for diameters up to 8.50 m. Since 1971 about 3.800 m of open or blind shafts have been sunk by the reaming process (Fig. 2).

The U.S. Bureau of Mines conducted a study to evaluate the effectiveness of automatic water sprinkler systems in the extinguishment of incipient conveyor belt fires under ventilated conditions. Large-scale experiments were conducted using a double strand conveyor belt configuration. Standard response, pendent-type sprinklers, with activation temperatures of 100°C, were installed above and between the two strands of belting, in accordance with Federal standards for sprinkler system installations in belt drive areas. Experiments at airflows of 1.1 and 4.6 m/s showed that the sprinklers activated later, the peak heat release rate was larger, and more betting was consumed at the higher airflow. In experiments with 74°C, fast response, directional sprinklers, the sprinklers activated at the same heat release rate for both high and low airflows, but the peak heat release rate and amount of bett consumed was slightly higher at the lower airflow. Experiments were also conducted with 100 °C, standard pendent sprinklers installed above the top belt, in accordance with the National Fire Protection Association (NFPA) Standard 123 for sprinkler system installations in conveyor belt drive areas in underground coal mines. In these experiments, the heat release rate and amount of betting consumed was larger at the higher airflow.

The number and type of trucks and shovels used are two important factors in determining the optimal design parameters of an open-pit mining system. The characteristics of the arrival and service-time distributions of the trucks determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures, depending on the number and types of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper, an analytical method is proposed to model the truck-shovel system as a multiple-class closed queuing network. This approach provides the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is presented to show how the incorporation of different types of trucks affects performance measures.

An experimental program in the U.S. Bureau of Mines' Safety Research Coal Mine evaluated the effects of dead end crosscuts on the transport time of CO along a mine entry. The presence of carbon monoxide is a characteristic of a fire in its incipient stage, and is significant in the determination of a fire location in a mine from the analysis of arrival times of pre-set concentrations at CO monitors. In this investigation two entries, with a total of ten crosscuts, connected by a room were instrumented with CO sensors as part of a real-time monitoring and data acquisition system. Controlled release of 1% CO was monitored as the contaminant traveled the entries for several different configurations of CO sensors and exhaust fan settings. In addition to the normal longitudinal dispersion of CO due to turbulent mixing at the front of the CO wave, the induced rotation of air established within a crosscut by the entry flow diluted the CO concentration through entrainment. It was determined experimentally for the entry and crosscut configuration considered that the transport time for a specified CO concentration was 27% greater than the predicted time based upon entry volume only, but 13% less than the predicted time based upon entry and total crosscut volume. The proper interpretation of the measured transport time of a specified contaminant concentration between sensors is important for mine safety in the isolation of a fire and plans for miner evacuation.

A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau’s responsibilities to the winds. There is no doubt in my wind,” said Lindsay Norman, acting director of the Bureau of Mines (see box), “that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business.” The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau’s mission. Devastating,too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. “When the troops are in the trenches and are being shot at,” Norman said, “they need a leader—hopefully, a permanent one— that can get them advancing. This is something the Bureau did not consistently have in the 1970s.” In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman’s appointment as acting director, he has spent considerable time on the road explaining his agency’s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions.

This paper will explore the technology behind and applications of smart motor control centers (MCCs) being used today in mineral processing facilities. The two technologies to be discussed are solid-state motor controllers that can be installed in MCCs and the complementary digital communication networks that can transmit operational parameters of the solid-state devices to the supervisory system. The toughness and reliability of solid-state technologies have led to a dramatic increase in their usage throughout the mining industry. Products such as solid-state motor protectors, controllers, and variable frequency drives have demonstrated greater flexibility and performance in a variety of applications than their electromechanical and mechanical counterparts. The three key trends apparent in the solid-state devices are: 1. A shift to smaller, smarter, more integrated devices, which allows a single solid-state device to serve the purpose of multiple electromechanical devices but in a much smaller form factor. 2. Distribution of control logic in motor control devices rather than conveyed through a hard wired connection to a central automation system. 3. Embedded network communication that allows supervisory systems to have an expanded view into critical loads and sensors. In applications, the use of smart actuators and sensors with integral local intelligence and communication allow a supervisory controller to send high level commands and let the smart device coordinate its own work The ability of smart field devices to return noncontrolled, nonpoled information opens a whole array of new capabilities for preventive maintenance and diagnostics and forms the basis for an effective motor management program. The smart motor control devices this paper will explore are the smart motor protectors (SMP), smart motor controllers (SMC), and variable frequency drives (VFD).

The trends in dust exposure levels and longwall production over the last 20 years were examined. The study was conducted for nine major underground coal mining states: Alabama, Colorado, Illinois, Kentucky, Ohio. Pennsylvania, Utah, Virginia and West Virginia. The dust exposure and shift production data were obtained from the Mine Safety and Health Administration (MSHA). Trends were identified and analyzed for the headgate, tailgate, jack setter and shearer operator positions. The relationships between average scam height and dust exposure levels as well as the percentage of dust samples exceeding the dust standard for the four occupations were examined. The concentration to production ratio, a better indicator of the success of dust control measures, was calculated for the 20-Year period. The data show that, in general, dust exposures over the last two decades hare decreased. However, it appears that much of the decrease was in states that had significantly high dust exposure levels (such as Alabama and Utah), while for states such as Virginia, West Virginia and Pennsylvania, the decrease was not as dramatic. Major reductions were made in the period starting in 1982, when a host of longwall dust control techniques was introduced. However, nearly 35% of jack setter and shearer operator dust exposures were still above 2 mg/m3 in 1990, with nearly 20% of tailgate operator exposures and 8% of headgate operator exposures being above the federal standard. The concentration/production ratio has shown a remarkable decrease since 1981. This indicates that long wall operators have been able to meet increased production as well as, to a large extent, control chest production at the face. An analysis of the relationship between average seam height and dust concentration for the years 1984 and 1990 shows that while in 1984, the dust concentration could be correlated to seam height, in 1990 the relationship was less definitive. This indicates that technological factors may be more important than seam height.

It is well known that the density and viscosity of a mill pulp have optimum levels for grinding efficiency, and sophisticated control loops are employed to control pulp density in industry. However, these control loops rely on a number of plant measurements, and often the input data will not permit effective determination and control of the mill pulp density. The use of a single remote pulp density measurement has obvious advantages, and it is suggested and demonstrated for laboratory batch grinding that mill noise measurements can indicate the effective density of the mill pulp. In addition, the mill noise is shown to indicate the actual effective pulp viscosity in the mill and hence permit the identification of the dynamic rheological regime existing in the mill. It is demonstrated that mill noise increases with grind time and, at any given grind time, with increasing pulp density in the pseudoplastic range. This increase in mill noise level with pulp density is interpreted as indicating a decreasing pulp viscosity. The results show that the transition from dilatant to pseudoplastic conditions within the mill, with increasing pulp density, can be identified by this increase in mill noise. When the pseudoplastic pulp started to exhibit yield characteris- tics, the mill noise fell dramatically. The technique of mill noise analysis is then used to investigate the effect of a grinding additive on the batch grinding of two ores. With a magnetite ore, the additive was shown to increase the mill noise, and hence decrease the pulp viscosity, in the pseudoplastic region and to increase the effective grinding. The molybdenite ore, however, did not show significant noise level changes and did not show improved grinding efficiency.

The large jointed chalk reservoir situated at 3 km depth in the North sea's Ekofisk field is undergoing major compaction after nearly 15 year of oil and gas production. Approximately 150 km 3 of the overlying sediments, mostly shales, are involved in the subsidence. A maximum central subsidence of nearly 3 meters, and a maximum present rate of 45 cm per year has set in motion numerous studies of the phenomenon. Non-linear finite element (FEM) and non- linear distict element (DEM) analyses of the compaction and large scale subsidence were performed. Consistent differences between the continuum and discontinuum analyses were noted. In the latter, slip on hypothetical bedding planes and sub- vertical or vertical faults was allowed, which possibly gives a more realistic simulation of the real processes of subsidence in such a large body of rock. Laboratory studies of the reservoir joints included roughness measurement, JRC and JCS characterization, direct shear tests while saturated in heated Ekofisk oil, and coupled closure-shear-flow tests with heated oil followed by heated sea water. Discontinuum modelling using Cundall's UDEC was performed on representative jointed assemblies (two sets of steeply dipping conjugate joints) to investigate the effect of a major reduction of pore pressure within the deformable matrix and along each joint. It was found that the large shrinkage deformation of the matrix allowed joint shearing to occur despite the constraint of uniaxial strain. Relative mass bulking due to small but widely distributed joint shear possibly explains the observed maintenance of excellent productivity despite large vertical strains in the reservoir.

The mineral industry and individual processing plants are large consumers of energy. While energy conservation has received some attention in the present Federal Administration National Energy Strategy proposal it is obvious that the mineral industry should also continue to emphasize energy consumption reduction for important economic savings alone. As indicated by other studies, comminution is the largest single consumer of energy in the mineral processing plant (1.3% of total electrical energy consumption in the U.S.A.).1 Fine grinding is the largest portion of this amazing statistic. While substantial energy savings have been demonstrated by new machine developments and improved control methods, undoubtedly there are additional areas in comminution where substantial progress can be made. Some time ago, the U.S. Department of Energy published a report on "Comminution and Energy Consumption" by a committee composed of experts in the field of comminution from industry and academia. They identified the following potential for energy savings by specific areas? Classification device design 9-13% Comminution device design 3-16% Control 9% Grinding additive 3-6% Materials 3% It is apparent that the classification device had the first or second highest savings potential. Obviously, serious research consideration must be given to this technology area. A series of three papers have previously been written on the subject of two stage classification research work for ball mill operation by the authors. Accordingly, a brief review will be made. Previous Research Results on Two Stage Classification The hydrocyclone was selected as the type of classification equipment for this study as it represents by far the majority of the devices used in ball milling. While four different hydrocyclone circuits have been proposed by others,3 only two were considered in this work as illustrated in Figure 1. The mechanisms leading to the impact of airborne dust particles onto bluff flow obstacles have been extensively reported [1] and widely applied in dust measuring instruments (e.g., impactors) and in dust collecting devices (e.g., filters and scrubbers). If the human head is regarded as a bluff body, particles from dusty flowing air can impact onto the face by virtue of those mechanisms. While a great deal has been researched and written on the nuisance caused to human beings by the entry of dust particles into the body by inhalation through the nose and mouth, there appears to be nothing reported in the scientific literature about the irritation which can be caused by the impact of dust onto the face. And yet there is sufficient evidence to suggest that in certain working environments and under certain conditions, the problem is indeed a real (albeit subjective) one. In the coal mining industry, underground workers are exposed to conditions, involving dust-creating production and handling processes on the one hand and high ventilation rates demanded by the gassy nature of the environment on the other, in which the problem can exist. At the coal face, for example, the movement of powered roof supports ("chocks") can release bursts of dust formed by the crushing action of the supports, which in turn is entrained into the moving air and impacts onto the faces of miners working just downstream. The dust in question contains a large proportion of coarse particles which, while still fine enough to remain airborne for appreciable distances downstream of the point of release, are coarse enough to produce sen¬sation on impact with the skin. Adverse subjective response of workers to such irritation could damage morale and productivity. We have performed laboratory and field experiments to investigate the psychophysical and physiological responses of human subjects to dust impacting onto the face and into the eyes. Since this appears to be the first systematic investigation into these questions, the aim has been to construct a useful scientific framework from which to allow characterisation of the problem of such "fly-dust", and, ultimately, the development of methods for monitoring and controlling it. The main results of our research are given here; the theoretical and experimental details will be presented at greater length elsewhere.

This paper was presented at the ‘17th U. S. Symposium on Rock Mechanics’ on August 29, 1976, at Snowbird, Utah, at the SME-AIME Fall Meeting on September 1, 1976, at Denver, Colorado, and at the Polish-American conference on Ground Control in Room-and-Pillar Mining on August 7, 1980 at Southern Illinois University, Carbondale, Illinois. Introduction The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement- fly ash mortar. Although the fully bonded bolt concept is not new as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1)(2)the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation's Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since Decmeber of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the group-rebar system.

Crushing and grinding activity in 1989 followed the rapid pace of the mineral industry. Use of existing installations, demand for expanded capacity, and implementation of entirely new operations contributed to a high level of activity. At the 1989 SME-AIME Annual Meeting in Las Vegas, NV, the crushing and grinding session focused on wear materials in crushers and mills. Another session joined the process control group in its simulation-modeling and control of crushing and grinding circuits. Both sessions addressed the optimization in operating effectiveness. Specific subjects covered grinding media wear of forged and cast grinding balls and rubber lined mill liner wear. Also, the Semi Autogenous Grinding (SAG) Mill Conference in Vancouver in September 1989 provided a valuable update on the progress of SAG operations in recent years. Operationally, gold grinding and roasting circuits were implemented in 1989. Freeport McMoRan Gold started up two operations in Nevada. Two other circuits, both using SAG mills, are scheduled to start in 1990. These will be in Nevada and British Columbia. Elsewhere in gold, additional capacity continues to be brought onstream, both domestically and worldwide. In copper, expansions continue to call on additional crushing and grinding units. The unrest at Bougainville in Papua New Guinea has fueled a continued, strong demand for comminution in the copper sector. Specific equipment installed or started in 1989 included the ac variable frequency drive SAG mills in Australia, Alaska, and Papua New Guinea. Also, the gearless drive SAG mill in Chile provides tremendous flexibility in terms of mill speed. The trend toward moveable in-pit crushers continues -even at established operations.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. Plant management determines which individuals or groups of employees are accountable for the following functions:

Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. Sixthly, his learning must comprise Architecture, that he himself may construct the various machines and timber work required underground, or that he may be able to explain the method of the construction to others.
