Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

The telephone rings at 3:20 a.m. and an exasperated voice on the other end says, “There’s been a mine explosion at Mine No. 5 and we have not heard from three units of men!” Twenty-three minutes later, the phone rings again and another panicked voice says, “There’s something wrong at the slurry impoundment, the pool level has just dropped five feet and we’re trying to figure out what’s wrong!” Thirty minutes later, the mobile phone rings and an excited security guard says, “We have reports of thick black water running down both the right fork and left fork of Straight Creek and both seem to be rising in the banks!” As if this isn’t enough excitement, the mobile phone rings again and a stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Company No. 2 Mine, which is adjacent to our No. 5 Mine!” Is this all some kind of dream or nightmare? More importantly, however, if this could happen, what on earth do you do? Although we all like to think that “It can’t happen to me,” we all must admit that mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. Your response must be quick, cool-headed, calculated and effective. This paper will examine the issues, concerns and ramifications of this hypothetical “disaster” and then present a systematic crisis management response. While each situation is different, there are general guidelines for forming an effective plan of action.

Placer mining in Alaska had a desultory inception at Sumdum in 1869 and, during the years 1880 to 1896, received thin nourishment from the readily exhausted gold placers at Juneau and the longer- lived deposits in the Circle, Fortymile, and Rampart Districts. Finally, in 1897, the great Klondike discovery in Canada's Yukon Territory brought thousands of gold seekers to the Far North. These men, in successive, far-reaching gold rushes, found the large, rich gold deposits at Nome, Fairbanks, and Iditarod, as well as many smaller placers. The hectic rushes during the years from 1898 to 19 10 were comprised of hundreds, sometimes thousands, of "stampeders," as they were called. Since very many Alaskan creeks, from the crest of the Brooks Range in the north to the Pacific Ocean in the south, carry at least a few flakes of gold, there was ample seed to start a new stampede. Of the 100s of reported "strikes," nearly 50 became more or less important placer mining districts; by 1910 they had produced about 184.2 fine Mg (6.5 million fine oz) of gold; the all- time peak production year was 1906. A few of the miners and prospectors prospered, but the total value of all gold produced failed, by a wide margin, to cover the aggregate costs incurred by them in the undeveloped Territory of Alaska. On the other hand, the traders with their readily salable supplies of food, tools, and hardware and the freighters with their teams of dogs or horses and boats of all kinds profited throughout the era of stampede.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. The Banat district in Romania was an important uranium mining area for the last 45 years until its closure in 1997. Uranium was present as finely dispersed pitchblende into solid bitumen lens and layers. Due to the mining activities, radioactive wastes have been disposed of in different places of the Banat area. These sites contain uranium, radium and radon and exhibit high contamination potential for environmental receptors (soil, air, waters, sediments and vegetation). Therefore the risk for human health through external and internal irradiation is considered high. The main pollution sources in this uranium mining area are mine and surface waters, waste and low grade ore heaps, dumps as well as release of radon. In this paper studies concerning recognition of pollution sources, delimitation of maps, uranium and radium solubilization and migration from dumps as well as environmental contamination of specific areas related to exploitation and exploration are presented. The risk assessment is based on the relationship ?source-pathway-target? in order to assess environmental risks and identify targets for rehabilitation. The sources causing significant contamination problems were identified by examining the pollutant linkage. The remediation plan for the Banat uranium mining complex involves mine flooding, treatment of water and leachates, as well as modification of heap slopes, application of covers and establishment of vegetation.

The Fourth International Symposium on Hydrometallurgy was organized to give those in the minerals processing field an opportunity to discuss current topics of interest in the broad field of hydrometallurgy. Held in Salt Lake City, UT Aug. 1-5, 1993, this fourth symposium also paid tribute to Milton E. Wadsworth for his many contributions in this area over the past 40 years. The science of hydrometallurgy has made great strides since the last symposium was held 10 years ago. The use of electrochemical principles and techniques has produced encouraging results. For example, the application of in situ electrode spectroscopy has helped to understand the mechanisms operating in hydrometallurgical processes. Sophisticated computer models have been developed to handle the thermodynamic properties of concentrated electrolytes. However, it is up to the hydrometallurgist to continuing working on bridging the gap between theory and practice. The successful application of solvent extraction-electrowinning (SXEW) is one illustration of the successful transfer of technology. Its widespread use in the United States during the 1980s played a significant role in the revival of the domestic copper industry. Currently, electrowon copper accounts for about 30% of total US production. Impressive developments in precious metals recovery have also occurred. Since the last symposium, carbon-in-pulp (CIP) and heap leaching have become widely used in gold recovery. And recovery of refractory precious metals ores and concentrates by pres¬sure oxidation and bio-oxidation have made significant advances. In all these examples, hydrometallurgy has played a significant role in the recovery of minerals and metals from primary sources. In addition, considerable attention has been focused on the treatment and recovery of values from secondary sources.

Chile leads the world in copper production with an annual capacity nearing 2 Mt (2.2 million st). Most of the country’s copper production, about 74%, is mined by open-pit mining methods. Open-pit mining also accounts for a major portion of Chile’s production of other commodities, including iron, gold, silver and coal (Table 1). Chile’s mining boom began 10 years ago and is expected to continue through the end of the decade. From 1980 to 1990, copper production in Chile increased 48.7%. During the same period, gold production increased 303%, silver production increased 119% and coal and iron ore production increased 163.7% and 6.6%, respectively (Table 2). It is estimated that copper production will be in the order of 2.3 Mt (2.5 million st) by 1996, when new projects now under construction come onstream. Gold production could reach 35 t (1.1 million oz) and coal production could increase another 1 Mt/a (1.1 million stpy). Open-pit mining has played a significant role in Chile’s minerals production growth. The expected increases in mine operations will come about mainly through new open pits or expansions of existing surface operations (Table 3). However, the number of open-pit copper mines will decrease from 74% to 66% of the total number of Chilean mines. Gold mines will increase from 63% to 69% of the total, while coal mines will go from 41% to 59%. Most all of the present iron ore production is from surface mines and will continue that way.

Summitville is an old mining district located south of Wolf Creek Pass in the southern San Juan Mountains of Colorado at an elevation higher than 3500 m (11,500 ft). The Summitville mine site is about 40 km (25 miles) southwest of Del Norte. The current mine, developed by Galactic Resources Ltd. and its subsidiaries in the mid-1980s, is on the north facing side of South Mountain. The area is drained by Cropsy Creek to the east and Wightman Fork to the north, both tributaries to the Alamosa River. Mining in the Summitville area began in 1870 when James Wightman discovered placer gold on what is now known as Wightman Fork of the Alamosa River. The first vein-type deposits were located in 1873 on South Mountain near the current Summitville Mine. Mining began in the district in 1875 and continued sporadically through 1942. Major mining episodes occurred from 1875 to 1894 and from 1926 to 1942. Total gold production from the mining district through 1949 totaled 7.5 t (240,000 oz). An additional 7.7 t (249,000 oz) were produced during Galactic's tenure. Natural degradation of the outcropping sulfide-rich veins in the area and the early mining activity, including development of the Reynolds, Dexter and Iowa drainage tunnels in the late 1890s, have polluted the streams draining the area with heavy metals and acidic water. Names of the various tributaries to Wightman Fork, such as Iron, Alum and Bitter Creek, testify to this natural pollution. This degradation has reduced, or killed, aquatic life in several area creeks, including Wightman Fork, for many years before recent mining activity.

Recently in Germany, novel artificial humus in combination with water-storing hydrogels has successfully been tested as soil improving material in pot experiments. The novel artificial humus (NOVIHUM®) is derived from lignite through oxidative ammonolysis. The product contains c. 5.5% nitrogen. Using NOVIHUM® as fertiliser, variable amounts of the contained nitrogen are gradually available to the plant, depending on the hydrolysis rates of the different N-compounds. NOVIHUM® is a unique combination of long-term fertiliser and stable humus. The tested hydrogel is a polyacrylate/poly-amide copolymer, which is able to improve the water holding capacity of the soil and to retard significantly desiccation. In May 2000, in Germany (Aue region), an experimental site was set up under extremely difficult growing conditions for trees (Quercus petraea) on a uranium spoil pile of the mining company WISMUT Ltd. The oak plots treated with NOVIHUM® and hydrogel showed increased total increment-values, which mainly are the result of the second growth phase. Obviously, these plants profit from the favourable physical parameters of the substrate and the use of the novel artificial humus as nitrogen source. The oak trees can better use the plant-available NH4-nitrogen released from the artificial humus during the planting year. In Greece, an experiment was set up in December 2000 aiming to the afforestation (Pinus nigra, Abies cephalonica) of a bauxite spoil pile of SILVER & BARYTE ORES MINING Co. S.A., on the Parnassus Mountain. The scope was to demonstrate, that the above soil improving materials are also appropriate for the recultivation of sites under extreme climatic and orographic conditions. The first results revealed, that where NOVIHUM® and hydrogel were combined, plant growth was greater than the average. The one-year results of the experiments fulfil our expectations concerning the application of NOVIHUM® in combination with hydrogel for the afforestation of problematic sites, such as the south-exposed steep slopes of the spoil piles of uranium mining. They may represent the most detrimental sites for afforestation in Europe.

The Red Dog zinc-lead deposit, said to be the world's second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog's metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

Introduction Trapper mine is a dip-line strip coal mine, located about 10 km (6 miles) southwest of Craig, CO. The mine provides the Craig Generating Station, operated by Colorado-Ute, with about 2 Mt (2.3 million st) of coal annually. The Trapper mine is situated on a hillside that climbs in elevation from 2 to 2.5 km (6500 to 7400 ft) at average grade of 15%. The coal seams dip at about 16% down-grade and they outcrop near the top of the hillside. They exceed maximum stripping depth in 1 to 1.7 km (3500 to 5500 ft) of pit length. Stripping in the three existing pits is performed with three Page 752 23 m3 (30 cu yd) walking draglines. Two of the pits are currently being cast blasted. Until the active cut, the Derringer pit was cast blasted only where the lower mined seam exceeded stripping capabilities and the pit was a single seam operation. Now, a 9-m (30-ft) interburden bench has been incorporated into the stripping plan. This bench protects the first seam of coal from shear when the overburden is cast blasted. The cast blasted section of the 1.6 km (53,000 ft) long pit has been increased from the 457 m (1500 ft) casted previ¬ously to 1 km (3500 ft). High speed films show the coal losses due to shear of the blast are minimal. The pit width in Derringer pit is 61 m (200 ft). This is necessary for efficient spoil side stripping of a relatively thin interburden in the two-seam section of the pit. The Enfield pit is entirely cast blasted. The single seam pit is 46 m (150 ft) wide, 1.1 km (3600 ft) long, and varies from 15 and 46 m (50 and 150 ft) in overburden depth. Mine managers rely on their experience, section foreman's daily reports and occasional time studies to make important production, maintenance and forecasting decisions. This information is often subjective and imprecise, consumes expensive engineers time, is often biased and is restricted to short time periods. Managers need better information. Furthermore, if a recently purchased machine is being evaluated, a large increase (>10%) in productivity may be obvious, but small increases are usually masked by other variables. In today's highly competitive markets, cumulative small changes are important, especially since managers have already exhausted most available, obvious avenues of improvement. A technique to separate these charges from effects of other variables and to quantify the target effect is necessary. CSM researchers are addressing this need by developing an intelligent decision support system (IDSS). It provides key production and maintenance information to support management decisions by recognizing patterns in mining machine sensor data and representing knowledge about mine management, operations, layout and equipment. A continuous miner section at Western Fuels-Utah Inc.'s Deserado Mine in Rangely, CO is the test facility for the research. Power transducers located in the sections load center provide kilowatt versus time data from continuous section equipment. The IDSS pattern recognition algorithms classify the kilowatt versus time patterns into individual machine operating modes. It produces an output similar to a typical industrial engineering time study but continuously, automatically and without an engineer in the section. It is relatively easy for a time-study engineer to identify the stop and end points of a cycle element and classify it by looking at the machine and glancing at a stop watch. The problem is that monitoring system hardware and software do not have these unique capabilities. Consequently, IDSS algorithms must automatically define the begin and end points of machine tasks and identify the task by recognizing patterns in kilowatt versus time data. However, many mines have file drawers of time-study type data that are not very useful. So, IDSS contains the knowledge representation subsystem (IDSS/KRS) to produce short reports containing only key information. This is difficult because mine environments continually change and information requirements differ for each management level. Consequently, IDSS/KRS must learn and adapt to new conditions in a dynamic mining environment.

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales. NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. It is well known that iron-ore pellets are considered one of the best blast-furnace burden materials used today. The demand for pellets is demonstrated by the increase in pellet output from one million tons in 1955 to approximately 37 million tons in 1964. This growth continues as new plants are placed on-stream each year. The consumer generally specified (1) the acceptable content and range of chemical constituents, (2) a minimum strength determined by some standard testing procedure, (3) the size range of pellets, and (4) perhaps a measure of reducibility.

Introduction Hydrogen peroxide is known to the mining industry as a powerful oxidant, able to attack and to destroy cyanide, the most important leaching reagent (Knorre and Griffiths, 1984; Griffiths, 1988; Griffiths, 1988). CN- + H202 => OCN- + H2O The most recent development, however, is the use of H202 as an oxidant in the cyanidation of precious metals. This application may appear to be a contradiction to the above mentioned detoxification process. This can, indeed, be the case if certain conditions are not considered carefully. Degussa has developed a new process to enable the application of H2O2, in this field without having any detrimental effect on the cyanide. The incentive to seek an oxygen supplier like H2O2 instead of air was the fact that one of the most important conditions for the fast dissolution of gold is the presence of physically dissolved oxygen in the pulp (Kydryk and Kellog, 1954; Warstell, 1987). 2 Au + 4CN- + 1 /2 O2 + H2O => 2 [Au(CN)2]- + 2 OH Complete gold recovery within a reasonable leaching time may only be achieved if the pulp is saturated with dissolved oxygen. Gold losses in leach operations mainly occur due to the following reasons: • In some cases, the saturation of oxygen in the pulp cannot be achieved by aeration due to the difficulty to transfer oxygen from the gaseous into the liquid phase. This happens, for example, in pulps with a high viscosity. In such cases, even violent aeration only results in a low concentration of dissolved oxygen in the pulp. • In any case, the starting phase of leaching requires the highest amount of oxygen. Therefore, it is especially important to raise the dissolved oxygen level to saturation in the starting phase. Peroxide assisted leach process (PAL) The intention of the process is to introduce oxygen in a liquid form. As a result of intensive research work, it could be shown that hydrogen peroxide can be used as a source of oxygen in the leaching of gold ores. To avoid side reactions, the following conditions must be applied: • Hydrogen peroxide must be diluted before it is added to the pulp. • The dosage of H2O2, must be properly regulated based on the oxygen level of the pulp. • An important part of the continuous 02-control is a special oxygen electrode, which resists the extremely abrasive action of the pulp.

Microtunneling has successfully completed both horizontal and vertical curves. This paper covers the historical development of curved microtunneling and a description of one microtunneling project. The completed microtunnel is used for electrical transmission in Japan. The crossing had several concerns including right of way, social disruption, obstructions, the cost of intermediate shafts, and political restrains. In order for this drive to meet all of the imposed restrictions, four horizontal curves and one vertical curve were planned and executed in accordance with the design. Iseki Poly-Tech of Tokyo, Japan designed and built the microtunneling machine to meet the project requirements. Curved microtunneling has been successfully used on fourteen projects in Japan. The reason for a curve has been that the project could not be rerouted, short straight drives could not be used to negotiate the curve, or the project’s social and environmental conditions required a curved tunnel. The following table (Table 1) includes summary information on 14 curved microtunnling projects that have been successfully completed in Japan. The first column is a reference number. Columns two through four include basic project information. The fifth column is the total project distance completed by microtunneling. The sixth column is the project’s microtunneling duration. The seventh column is the machine type and size. All of the machines listed are manufactured by Iseki Poly-Tech of Tokyo, Japan. The size is the internal concrete pipe diameter; all of the projects listed were completed with Japanese standard concrete pipe. The eighth column contains a general description of the soil. The soil type and blow counts are approximately equal to ASTM D 2487 standards. The ninth column lists the radius of the curve and the span distance or the distance microtunneled that included the curve. The radius of a vertical curve is denoted with a “VR”, a span with both a left and right hand curve is denoted with a “S”. Other significant first events are also noted in this column. The first curved microtunneling project was completed in 1982 using a conventional microtunneling machine with standard Japanese concrete pipe and a very long radius curve while maintaining grade for the gravity sewer. The second curved microtunneling project included multiple radii curves, all in the same direction, on a single drive. In 1989, on the fifth curved microtunneling project, a “S” curve was successfully negotiated. On the seventh curved microtunneling project, completed in1995, a tight radius curve was negotiated. INTRODUCTION The role of comminution and related unit operations in mineral processing applications is of major importance. This is especially true in terms of operating costs, since these unit operations represent the major fraction of the overall processing costs. Due to the broad scope and the large number of unit processes and machines involved, Section 3 is divided into five subsections. In Section 3A, General Aspects of Comminution, topics covered include history, terminology, particle¬size distributions, classes of comminution machines, testing and calcu¬lation procedures, and simulation and modeling. In Section 3B, Crush¬ing. the subjects include jaw crushers, gyratory crushers, cone crushers, hammermills, and impactors. The chapters of Section 3C, Grinding, cover aspects common to tumbling mills, ball mills, rod mills, autogenous mills, pebble mills, roller mills, fluid energy mills, other types of grinding machines, and grinding costs. Section 3D, Classification, coverage includes classification theory, hydrocyclones, and mechanical classifiers, and in Section 3E, Screening, the topics presented are classes of screens, selection of vibrating screens, sieve bend screens, and screening media. About five years after the Handbook was begun, Section 3 was unfortunately without an editor or contributors for over half of the chapters. A committee was then organized to expedite completion of the section. When this committee contacted the persons who had agreed to contribute to the section, it was found that many of them wished to resign from their earlier voluntary obligation to AIME. Therefore the committee had to find new contributors for these chap¬ters in addition to other chapters in Section 3. Since there had been no previous effort to locate contributors for Air Classification, Dust Collection, and Washing and Scrubbing, it was agreed to delete these subsections. In Section 3, equipment availability, capacity, and performance data from various manufacturers and users are provided for engineer¬ing use. Selected data from existing installations are also included. The machines that are being used in comminution, classification, and screening are described in detail, and drawings, photographs, and diagrams are presented to supplement the descriptive material. The editors thank and acknowledge the generous effort of the many contributors, some of whom were called upon five or more years after the Handbook was started. It is regretted that Fred C. Bond, who was a member of the committee formed to complete this section, was deceased before the section was finished. During the time that he worked with the committee, he contributed a great deal as an author and councilor.

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

Traditional pit optimization techniques cannot take account of the requirement to blend ore in order to produce a saleable product, as is the case for iron ore, coal, limestone and other industrial minerals. Various techniques are proposed to overcome the deficiencies, many of which have been tested. The techniques in general involve the combined application of pit optimization and blend optimization techniques.
