In North America, the paper industry is by far the largest consumer of coating and filler mineral pigments. Present use is at an annual rate of 5.5 million metric tons with a value of $660 million. Current estimates are 65 percent is used in coating and 35 percent in filler applications. During the past decade, the switch to alkaline papermaking has provided the opportunity to substantially increase filler levels while maintaining paper strength. As a result filler consumption has been growing at a late in excess of 15 percent yearly. Unfortunately, within a few years, mandated recycling could slow or even reverse this trend. The critical issue is finding an economically viable method for recycling the mineral pigment and/or minimizing the disposal problem

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner's bonanza. I do not mean to' infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

Gentlemen: The subject of this paper is: ADVANCED APPLICATIONS OF BUCKET WHEEL EXCAVATORS AND RECLAIMERS. Against an urgent world wide energy crisis, the role of bucket wheel excavators and reclaimers in the surface mining of fossil fuels and other ores has been raised to new prominence. This paper will review the reasons for the expanded application of bucket wheel technology, its unique contributions, and other factors relative to volume, cost, versatility, and efficiency. Today, surface mining is faced with the twin challenge of (1), accelerating the rate of removal of massive quantities of overburden and ore, and (2), replacing comparable high volumes of overburden back into the mined-out portion of the pit. Optimum quantitites for - a single electrical power plant now range from 5 to 15 million tons of coal per year. The use of bucket wheels offers the best method for meeting this challenge at lowest possible cost. For example, an advanced application that also satisfies environmental concerns involves the simultaneous functioning of two bucket wheel excavators during surface mining operations. Working at spaced intervals and different levels in conjunction with a transfer conveyor and stacker, one excavator removes the ore while the other one transfers overburden to a stacker that replaces it back into the open pit. The result of this continuously operating cycle is: (1) removal of ore and replacement of overburden back into the pit in massive quantities, (2) at accelerated volume and extreme low cost that cannot be matched by conventional loading machines of any size, and (3) fulfills a basic environmental requirement which is to

The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Current mine development requires the safe, 'expedient, economical construction of vertical shafts for ventilation and access in diverse ground conditions. Advancements in large diameter shaft drilling have lead to exceptional mechanical refinements of shaft drilling technology. The author traces the history of the equipment and methods employed by the large diameter shaft drilling industry and explores likely paths of future development. A few case histories are cited to illustrate the adaptability of shaft drilling as a versatile tool for advanced worldwide mining operations. Safety, schedules, cost, environmental impact, and capability are discussed to assist the mining engineer in the investigation of feasible projects.

The metals industry is in complete chaos with mines being shut down, profits becoming non-existent, and continual losses to imports from other countries. Yet the raw material supplier to the glass industry has many opportunities to grow and to produce profits. Fortunately, the cost of most glass raw materials are low enough that competition from imports is not anywhere as critical as it is in the metal industries, such as copper, aluminum, lead, and others. But the glass raw material supplier must develop new products, both chemically and physically, to effectively compete in the future. The purpose of this paper is to point out generally where these opportunities exist and to suggest how they may be further developed. As the glass industry looks for energy saving materials, they look once again towards finer materials. A glass furnace is now approximately 40% efficient. Glass engineers are constantly striving for energy savings and it is well known that finer materials melt easier so that the manufacturer can operate his furnace either at lower temperatures for the same production or he can produce more material at the same temperature. The old 20 mesh sand specification is no longer sacred and as the mesh size for sand changes so do the specifications for all other raw materials used in the melting process. Highly instrumented glass furnaces can now measure quite accurately the energy needs to produce glass and can also measure the energy loss in each furnace. Glass technologists desire today a sand with a top size of 40 mesh while some would like to have the top at 60 mesh. This becomes more difficult to accomplish as a raw material supplier without .grinding. As you well know, grinding develops fines. Yet the same technologists will tell us that we can have nothing passing a 140 mesh screen. Therefore, we must develop processes which allows us to produce a finer screen size without increasing the amount of fines passing through the 140 mesh screen. To counteract this, different and changing industries are now demanding much finer products so possibly there will be markets for the fines which are currently separated out of the products. Methods that are practical and low cost must be found to develop different products with different screen specifications. What works for sand can be carried over to the other raw materials used in melting. Among the answers to finer products, of course, are pellets. Aglomeration or pelletizing has been looked at in the past and will be looked at in the future. Considerable work has been done in the glass container industry on this and must be carried out more extensively. By using aglomerated material or pellets, the glass producer will gain the benefits of melting fine materials without suffering from handling or dust problems. Pelletizing, particularly where using basic glass melting materials such as burned lime or sodium silicate, will not only produce a good pellets but will add desirable minerals to the glass batch.

The Ernest Henry copper-gold project is located in North West Queensland, Australia and commenced production in late August 1997. Utilising a philosophy of selecting the biggest proven equipment available Ernest Henry at full production will treat 9 Mtpa through a single grinding line over a 15 year mine life. 350.000 tonnes of concentrate a year will be produced, containing 95,000 tonnes of copper and 120,000ounces of gold. The two mills recently commissioned at the Ernest Henry Copper/Gold Mine are a 10.4m x 5.1m (34 ft x 16.75 ft) SAG Mill and a 6.1m x 8.4m (20 ft x 27.5 ft) ball mill. The mills have a power draw of 11 MW (14745 hp) and 5.5 MW (7373hp) respectively. While the SAG Mill is not the largest SAG Mill in the world, it is the largest shell-supported SAG Mill in the world. The Ernest Henry mills epitomise the new standard design of large grinding mills. The design was introduced more than 20years ago and has been further developed from extensive experience with grinding mills and the need to produce a design, which overcomes the recognised problems of large mills. The result is a design with the potential to be used for mills up to the largest for which machine tools can be found to fabricate and machine them. currently approximately 15m (48')overall diameter.

Agglomeration by balling in cylindrical or shallow pan devices dates back to the early part of this century. The first sintering tests conducted by Dwight-Lloyd on nonferrous ores included a mixing step for ore, flux and fuel carried out in a deep pan device similar to the balling pans, or discs, presently in use. Further work directed mainly toward sintering of ferrous and nonferrous ores always included a preparatory step, usually referred to as mixing, agglomerating or green-balling of the ingredients. In the late forties and early fifties two methods of particle preparation prior to firing were in general use. In Europe the balling pan was used predominantly, both as a mixer and as a pelletizer. In the United States many pilot plants and semi¬commercial plants used balling drums. When the first iron ore pelletizing plants were built in this country, the most frequently used device for green-balling was the cylindrical drum. At the same time, the pan device was used both in Europe and the United States for many other materials such as fertilizer, cement, flyash, alumina and copper concentrates, as well as to mix the feed for sinter machines. The difference between these two balling devices - -the drum and the disc - has been the subject of much discussion and is well covered by several papers included in the 1962 publication "Agglomeration' issued by AIMS, based on their 1961 International Symposium held in Philadelphia. "Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. The paper will also demonstrate the value of adding photogrammetric data to the 3D Model to show surface defect discoloration. The accurate and detailed data collected by a combination of LiDAR and photogrammetric techniques provide superior data needed to inform critical asset management decisions related to maintenance, repair and replacement."

In order to meet federal air pollution guidelines, it is necessary to remove a considerable quantity of sulfur from many North American coals. This may be accomplished by oxidizing the sulfur to water soluble forms, followed by washing the coal. Selective oxidation of the various sulfur forms can be accomplished through the use of a variety of types of bacteria. In this paper, the various bacteria and their requirements are described, and processes using bacteria to remove coal sulfur are discussed.

A control system for reducing peak loads on mine conveyor networks is proposed. The system involves continuous monitoring of flows into the conveyor network and section feeders with variable discharge capability. The control strategy uses differences in material transit times from various production units to the transfer points in the network to forecast load levels that will be intersected by the discharge of the controlled feeders over future time intervals. Feeder setpoint adjustments are made to prevent excessive peaks in the combined flows at the transfer points, while maintaining adequate feeder throughflow to avoid production bottlenecks.

Like the Arizona jeans commercial says: Arizona's not just a state, its a state of mines. Nearly 300 mines operate in Arizona making it the largest nonfuel mining state in the nation. Although copper is king in Arizona's mineral complex, nonmetallic minerals play important roles both regionally and nationally. Throughout Arizona's mineral resource development history industrial minerals have dominated over the metals for most, but not recent years. The State's metal mining industry which makes Arizona the number one mining state in the United States is a relatively young phenomenon. Arizona was an important industrial mineral producer long before her metal mining industry got started. Salt, phosphates, silicates, and oxides as food additives, tanning chemicals, gemstones, components of aboriginal ordnance, pigments, and construction materials are among the minerals produced long before copper, gold, silver, and the other metals became important. Around 92 % of Arizona's mineral industry is made up of nonfuel minerals, 86 % of that is accounted for by copper. Another 4 % is taken up by copper byproducts of molybdenum, silver, and gold. The remaining 10% of the production is occupied by non-fuel, non-metallic minerals. Arizona's 1994 industrial mineral production of nearly $380 million ranks us among the top 25 in the nation and higher than the total mineral production of at least 15 states.

The requirements of today's and tomorrow's markets led to a new generation of facilities which handles large tonnages annually, loading them into larger vessels, at higher rates, efficiently and reliably, with minimum labor input, and significantly greater attention to the environment. A great variety of products are handled, including various grades of metallurgical and steaming coal, coke, iron ore in its many forms, shapes and moisture content, phosphates and fertilizer products, bauxite and alumina ores, limestone, sugar and grains, cement and many other products. When we examine the annual tonnages involved in these movements the economic value of handling these products on a bulk basis can be readily seen. Although nearly all these products have been handled by continuous bulk conveyors for many years, recent governmental response to environmental concerns require a re-evaluation of previous procedures. Most air pollution and emission control regulations and ordinances have recognized several specific sources of pollution. Detailed regulations and requirements have been developed concerning smoke emissions, emissions of visible air contaminants and particulate matter from power plants, heating plants, refuse burning equipment, coke ovens, steel furnaces, kilns, and other industrial installations. Although fugitive dust is also an environmental pollutant it is governed by regulations that are more general and therefore, more difficult to apply. A general definition of a "fugitive particle" is any matter which escapes or becomes airborne from an operation or which is emitted into the atmosphere without passing or being conducted through a flue, pipe, stack or other structure designed for the purpose of emitting air pollutants into the atmosphere. This paper deals with the aspects of fugitive dust emissions as they apply to shiploading. Fugitive dust emissions control is important not only because of environmental regulations but also to prevent the loss of valuable product, reduce housekeeping, and reduce breakdown and maintenance problems to land and vessel equipment. It is a pleasure to be here today to discuss coal's prospects with the Society of Mining Engineers of AIMS--- a group destined to play a crucial role in shaping our national energy future. Much has been said lately about attaining domestic energy self-sufficiency, but to date, little has been done. Oil tankers from Venezuela and Kuwait continue to glide across the seas to meet our incremental energy needs. Meanwhile, our principal domestic energy resources -- oil and natural gas reserves in the Outer Continental Shelf and the oil shale deposits and the coal lands of the West -remain untapped. Help, however, appears to be on the way. In a forceful address last fall, President Ford called for the elimination of oil as a fuel for base-loaded power plants and its replacement with coal by 1980. He also urged the accelerated leasing of federal lands on the Outer Continental Shelf, the resumption of coal leasing on federal lands, and the development of a new energy conservation policy. There are, of course, many details left to be worked out. Language must be developed to put statutory flesh on the conceptual bones spelled out by the President. Congress must act. Regulations must be approved and tested, if need be, in court.

The cost of transportation of industrial minerals is frequently higher than the cost of the product. Where a minc, industrial mineral plant. or customer is served by a single railroad, that single railroad, because of lack of competition, may increase rates and/or provide inadequate service so that the economics of that mine, plant or customer are adversely affected, or so that the level of service precludes satisfactory performance. Transloading of industrial minerals from rail-to-truck or truck-to-rail in order to improve economics and sales of product is not new. However, transloading to reduce freight costs or improve inadequate service caused by a lack of competition in the rail industry, is a relatively new concept brought on by the recent mergers of many of the main line railroads, both in the eastern and western United States. For example, with completion of the Burlington Northern/Santa Fe and the Union Pacific/Southern Pacific mergers, the western United States has only two mainline railroads. The industrial mineral producer, in order to reduce the cost of transportation, or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition.

Machine-related injuries are one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable was characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which causes little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects.

"There have been about 42 fatalities in underground coal mines between 1984 and 2015 where the victim was struck, pinned, or run over by a mobile machine (MM) such as a shuttle car, scoop, or battery hauler. MSHA has issued a proposed rule requiring proximity detection systems (PDS) on MMs in an effort to prevent future fatalities. Currently approved PDSs use electromagnetic (EM) technology to detect the presence of a miner and impose machine controls to prevent contact. The disadvantages of an EM-based PDS on MMs include the need for a miner-wearable component (MWC), environmental interferences, EM interferences from other devices, and low localization range and accuracy. NIOSH researchers are investigating alternate technologies that could improve the capabilities of the current PDSs. Many technologies were reviewed, and NIOSH researchers identified RFID, LIDAR, RADAR, ultrasonic detection, and computer vision as candidates for PDS development. The performance characteristics of each technology and its applicability to an underground mining environment will be discussed, along with international developments and implementations, and the concept of sensor fusion. INTRODUCTION PDSs provide safety to mine workers by detecting their presence (and in some cases location) around a machine. These PDSs provide a warning zone, which triggers an alarm, and a stop zone, which halts the machine before it contacts the miner. The Mine Safety and Health Administration (MSHA) issued a final rule requiring that PDSs be installed on all continuous mining machines (CMMs) on the working section, with the exception of full-faced machines, according to a phase-in schedule for newly manufactured and existing equipment [1]. The PDSs that were designed for CMMs have since been adapted to other mobile machines. Mobile machines include scoops, which are used as general utility vehicles, as well as coal hauling machines, such as shuttle cars, ram cars, and continuous haulage systems. MSHA has examined all accident reports from 1984 to 2014, and determined that 42 fatalities could have been prevented on mobile machines had a PDS been installed [2]. As such, MSHA issued a proposed rule that would require mobile machines on working sections (with the exception of longwall sections) to be equipped with a PDS. This rule would follow a phase-in schedule for newly manufactured and existing equipment. Currently available PDSs are based on electromagnetic (EM) technology. NIOSH researchers developed a shell-based magnetic flux density distribution model [3] for determining the position of a miner near a machine. A typical system would consist of four generators positioned around the perimeter of the machine. Each generator is a coil of insulated wire wrapped around a ferrite core. The magnetic field strength is proportional to the current running through the coil. Miners working on the section have an MWC, which is a transceiver that measures the field strength emitted by the generators and transmits a data packet over an RF link which contains the field strength reading to the PDS controller mounted on the machine. The magnetic field generators are pulsed sequentially such that the MWC can identify which generator’s field strength it is reading. This type of system utilizes the principle of magnetic flux density: the closer the MWC is to the field generators, the higher the field strength reading. Thus a miner’s presence can be determined once he gets too close to the machine, because his MWC will measure a magnetic flux density beyond a certain threshold. These thresholds are utilized on a per-generator basis to “shape” the fields for both warning and stop zones around a machine, as illustrated in Figure 1."

In this paper the phrase "exploration for blind metal deposits" refers to exploration activities geared to the discovery of metal deposits which cannot be located by visual surface inspection. The word "system" refers to all of the components (people, money, corporations, techniques, etc.) which collectively result in an exploration process. The details of the system or systems which I have employed in exploration will not be discussed because of client relationships. However, some of the more severe problems in exploration result from how the system's components interact and our attitudes as to what exploration data is telling us, if anything. It is these items which will be discussed. Exploration for blind metal deposits, which has been relatively intense over the last 2S years compared to rather minor outlays prior to World War II has often been an uncoordinated assortment of various specialists employing various techniques (see Dickerson -1). In a program geared to the location of blind deposits, the lack of outcropping deposits or occurrences should not be a deterrent to a well conceived and well planned program. The severe cyclical swings in exploration activity, although often coinciding with depressed metal prices, by and large result from the failure of exploration operators to present a coherent and realistic program to management. It is my opinion that the stream of complaints criticizing management for cyclical exploration support are mostly unwarranted, as many of the programs and goals are ill defined. Although depressed market conditions may serve as the catalyst for exploration cuts, the underlying cause is that when the "chips are down", the non-directional, non-specific nature of many programs is revealed. Thus management should not be castigated for eliminating such programs during bad times, but rather they should be castigated for supporting them during boom periods.
