We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

This paper proposes a reinforcement learning-based truck dispatching system. Reinforcement learning is a machine learning area that deals with learning an optimal sequential decision-making strategy in an uncertain environment. An open-pit load-and-haul simulation is developed that also captures the truck movements and interactions in the shared road network, and a Neural Network is successfully trained to suggest truck dispatching decisions in a real-time manner.

The public relations problems of users of explosives have greatly increased within the past few years. One reason is that explosives and blasting agents are being consumed in increasing quantities. The principal reason, however, is that more people have become physically affected by blasting. Mines, quarries, and construction sites that were formerly in relatively remote locations now find themselves near congested areas. New express traffic ways being constructed to connect the suburbs with downtown areas are being built through the middle of long-established business and residential neighborhoods. The public becomes aware of blasting by two physical sensations-vibration and noise. Vibrations are usually so slight as to be negligible, and in most cases the only sensation noted is noise. The reduction of vibrations to this low level has been primarily achieved by the use of blasting practices and explosive products recommended by vibration engineers based on seismograph recordings. Unfortunately, very little scientific attention was given to the accompanying physical sensation-noise.

A presentation of this project was given previously at the SHE Annual Meeting, Denver Colorado February 23-27, 1987. The project concerns the development of in situ recovery of borate products from a deep-seated colemanite deposit in California. The deposit contains some 147 million tons of borate ore containing 6.4% boron oxide (B2O3). This paper involves the numerous changes in the process that has taken place since that first presentation. This paper further explains the reasons for these changes which are primarily environmentally based and secondarily capital requirements related.

The development of a method to manufacture diamonds has been rated as one of the out- standing scientific achievements of our time. The story is both interesting and significant. This paper will quickly review history of diamond and manufactured diamond. Next, it will discuss manufactured diamond as a product -- how good is it -- and what is the significance of this scientific achievement. And finally, present a few thoughts about the future of this technology and this product. For centuries, diamond was found only in alluvial deposits, primarily in the Golconda fields of India. As a result, man knew nothing of the process by which the stones were formed. In 1860, diamonds were found in South Africa under completely different conditions. Here, for the first time, they were found in volcanic pipe -- their mother ground. These volcanic pipes are roughly cylindrical columns of rock which go deep within the earth. The theory as to the formation of diamond was presented by the geologists in that era. The theory states that molten rock was thrust up through a layer of carbonaceous shale where it picked up the carbon necessary for diamond formation. It was generally agreed that diamond was formed approximately 240 miles below the surface of the earth, thus indicating that extremely high temperatures and pressures were involved.

There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

INTRODUCTION At the end of 1959, high levels of radioactivity attributed to radon and its daughter products were discovered in the fluorspar mines at St. Lawrence, Newfoundland. These levels were presumed to be the cause of an unusually high incidence of lung cancer among the fluorspar miners (deVilliers & Windish, 1964) (Parsons et al. 1964). The mining of fluorspar (calcium fluoride) began in 1933 as open pit operations but converted to standard underground mining procedures in 1936. During the second world war, production was greatly expanded as a result of increased demand for fluorspar used in the production of steel. Wet drilling was first introduced into general use in 1942. Ventilation was mainly by natural draft occasionally supplemented by small blowers. The amount of ventilation varied greatly between mines as well as over time. For example, one large mine, the Iron Springs mine, had only a single small raise to the surface some 600' from the central shaft. Other mines, such as the Director mine, had a number of raises to the surface and, as a result, had far better ventilation. Mines also varied by the amount of ground-water which seeped into them. In the early 1950's, an unusually large number of lung cancer cases were diagnosed among the fluorspar miners. As a result, in 1956 and 1957, J.P. Windish of Canada's Department of Health and Welfare tested for possible causative agents in the mines. Unfortunately, radon measurements were not conducted until 1959 and 1960 when Windish tested Director mine as did the A.D. Little company in 1960. As a result of the high radon levels found, mechanical ventilation was introduced and the concentration of radon dauthers fell, on the average to well below 1 WL. During this period, lung cancer cases continued to be diagnosed with 29 lung cancer deaths recorded by 1964 and 71 by 1971. As of July 1981, 105 lung cancer cases had been identified (Hollywood, 1981). Previous reports concerning the fluorspar miners have dealt in detail with the factors in the occupational environment and discussed occupational mortality patterns. The purpose of this paper is to review further the mortality experience with particular reference to lung cancer in relation to cumulated radiation exposure and to describe briefly our ongoing study of this group. METHODS Occupational histories were prepared for men who had been employed by the mining companies at St. Lawrence during the period 1933 to 1977. The histories were compiled from company records except for the period 1933 to 1936, records for which were lost in a fire; however, the occupational histories for this period were completed by searching census records and interviewing company officials, ex-employees and others. In addition, occupational and smoking histories were also obtained for some miners during a survey conducted in 1978. Occupational records included name and date of birth as well as the type, place and hours of work by year. For each year prior to 1960, hours of work were converted to working months (1 WM = 167 hours) and were multiplied by the estimated average radon daughter concentration in working levels (WL) to yield the annual radiation exposure in working level months (WLM). Pre-1960 radiation levels were estimated on the basis of the history of mining methods employed, ventilation history of the mine, type and place of work and conditions under which the first radiation measurements were made in 1959 and 1960 (deVilliers and Windish, 1964). During the period from 1960 to 1967, the average exposure was about 0.5 WL. Beginning in 1968, radiation levels were measured more frequently, and, beginning in 1969, daily exposures for each worker were recorded based on radiation levels in the place worked on a given day. Mortality data were obtained from medical certificates of death. In a small number of cases, medically certified death certificates were unavailable. In these cases, probable cause of death were obtained from forms completed by the local clergyman (returns of death), parish records, information obtained from interviews with family members of the deceased and/or hospital information, before assigning a cause of death. Data obtained from these sources were found in Tables 1, 2 and 4, cover the time period 1933 to 1971. Data in Table 3 as well as in Figures 1 through 3 cover deaths from 1933 to 1977, and includes only those miners for whom medical certificates of death were available. Two medically certified causes of death were changed from other causes to lung cancer on the basis of pathology reports.

Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) Introduction Deep open-pit mines invariably affect the local and regional hydrologic systems. Pit dewatering, occurring during mining operations, puts an obvious hydrologic stress on these hydrologic systems. However, post-mining hydrologic impacts resulting from the pit refilling with groundwater following the cessation of mining activity can also be significant. The prediction of the rate at which the post-mining pit will fill with groundwater is a critical aspect of assessing the long-term hydrologic impacts. Numerical groundwater flow modeling provides a method for predicting the groundwater refilling rate of the pit. The rate at which pit "lakes" fill depends on several factors: •the rate and duration of pit dewatering; •the depth and size of the ultimate pit and •the pre-mining hydrologic regime. These factors can be incorporated into a detailed numerical groundwater flow model that can then be used to assess the effects of dewatering and post-mining recovery on the local and regional hydrologic systems. A sufficiently detailed, numerical groundwater model provides the oportunity to: •account for complex geology near the pit; •assess the impact of active pit dewatering and •predict the long-term impacts of post-mining groundwater flow into the pit. A detailed groundwater model incorporating these items has been developed and applied at an operating open-pit mine. Developed by Durbin and O'Brien (1987), the three-dimensional, finite-element, groundwater flow model was used to represent the hydrologic system of an approximately 253-km2 (98-sq mile) area surrounding the pit. Historical groundwater elevation data, stream flows and meteorologic, geologic and geophysical data were used to establish the dimensions and initial conditions for the model. Steady-state conditions, representing the pre-mining local and regional hydrologic systems, were simulated using the initial conditions incorporated into the groundwater model. The groundwater model was then utilized to simulate various dewatering programs, to predict the filling rate and the groundwater depth in the ultimate pit once mining activities are complete and to assess the long-term impacts on the regional groundwater flow system. Development of pit lake model Groundwater modeling efforts were completed in two phases. The first focused on pit dewatering activities, while the second phase concentrated on the post-mining effects on the hydrologic system. The final estimates of groundwater elevations calculated during the pit dewatering simulations were used in predicting the post-mining recovery of the hydrologic system. The groundwater model was also modified prior to the second phase to account for the volume of rock removed during mining activities. To account for the actual volume of rock mined, the geometry of the post-dewatering model grid was modified to approximate the final pit geometry. The depth and width of the ultimate pit were divided into eight idealized stages that represented significant changes in the bench geometries. These eight stages were then introduced sequentially into the model according to the predicted water elevations within the pit. In this way, changes in the volume and depth of water within the pit were accounted for through time. Once the ultimate pit geometry was accounted for in the model, it was necessary to assign new hydraulic characteristics to those parts of the model grid (elements) that represented excavated rock. The solution of the numerical model requires that finite hydraulic conductivity values be assigned to the portion of the groundwater model that represents excavated rock. Therefore, the calculated groundwater elevations differ, somewhat, between the edges and the center of the open pit. These model-calculated water elevations at the edge and in the middle of the open pit represent the elevation of water that would occur in the pit lake. To minimize the error in the estimated level of water within the pit lake, the hydraulic conductivity was increased to a value that would: •minimize the predicted difference between the groundwater elevations across the open pit and •produce a numerically stable solution. Specific storage is the hydrologic parameter that accounts for the water produced by compaction of the aquifer matrix. To predict the groundwater volume that would flow into the ultimate pit, this parameter was assigned a value equivalent to the compressibility of water. This value of specific storage reflects the post-mining groundwater storage occurring as an open body of water. Additionally, a specific yield of 1.0 was assigned to the pit elements to represent the 100% porosity of the open pit. In

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. Stratabound Proterozoic precious metal mineralization in central Arizona is associated with felsic and adnesitic to mafic volcanic rocks and sediments derived from these rocks. Hydrothermal fluids associated with felsic volcanism form gold mineralization within hotspring vent complexes or within asymetric basins, which flank the vent complexes and are filled with tuffaceous sediments. Massive to semi-massive sulfide copper-zinc systems associated with felsic volcanism may locally contain small gold occurances either laterally or vertically zoned from the ore. In andesitio to mafic rocks, zinc-lead-gold-silver-copper bearing mineralization and gold mineralization are both associated with feruginous sulfide bearing cherts. The partitioning of gold into these specific geologic environments may be related to variations in temperature and composition of the hydrothermal fluid and the depth of the seawater-sediment interface below sea level during the mineralization event.

Research has determined that ground control interaction problems in mining over a previously mined seam occur primarily in the tension zone created at the edge of the subsidence trough, and in areas above lower seam remnant pillars. Based on empirical and analytical studies, planning options for improving conditions on the upper seam have been developed to optimize extraction while minimizing the negative effects of seam interactions. These options include prediction of potential upper seam damage, guidelines for minimizing inevitable negative interaction effects, and recommended opening and pillar sizes, shape, and orientations, as well as design and planning procedures.

It is necessary to understand this technology in order to recognize how it can best be utilized to give the greatest value for the application. And, once the decision to buy transmitters has been made, it becomes a question of whose SMART transmitter to buy. For, although the under-lying technology is similar, the differences that exist in how the technology has been implemented can make a dramatic difference in the end result. What prudent users of SMART technology do is to analyze their needs by application before making their buying decision.

The spreading-ridge, or accreting plate margin, is the primary conduit of metals delivered to the earth's surface. Isotope ratios of lead show primitive mantle values at these sites, indicating that this is true. We can use lead isotopes in any mineral deposit to indicate the degree to which the metal is "primitive" in the sense of having been uncontaminated with U-enriched crust or "crustal" in the sense that it has been cycling at the earth's surface since earlier times. The reason for this is that the upper continental crust has an enrichment in the ratio of U/Pb over that in the mantle, so that old continental leads have a larger radiogenic component. The primitive metals delivered to the surface at the spreading-ridge are transported on the oceanic plate until they reach a subduction zone. Here they become cycled in the "orogen". However, in this process the primitive metals are mixed with metals from the continent so that the average lead isotope ratios are between those in the mantle and the average upper continental crust. Subsequently a part of the metals in the orogen may become fixed in a new block of continent. However there are processes which continue to uplift and erode ancient continental regions so that there is a continuous feeding back of metals to the orogen. We have therefore a cycling of metals from the existing continental crust into the orogen where they are mixed with new contributions from the spreading ridge and mantle.

For many decades, a potash operation in Saskatchewan, Canada, has maintained storage impoundments for mine tailings and process-related mine water. The mine water is a concentrated aqueous solution, with most of the total dissolved solids (TDS) consisting of sodium and chloride. Although the facility has a system of slurry walls and collection/ diversion ditches, the mines monitor the surface water and groundwater around the tailings storage facilities (TSFs) for releases. Groundwater on the western side of the facility has been measured as having concentrations of TDS, magnesium, sodium, chloride and sulfate above provincial drinking water quality objectives. In addition, electromagnetic surveys have shown high electrical conductivity in that area. For these reasons, studies were undertaken to investigate the extent of the high TDS concentrations in groundwater and whether the elevated concentrations were related to the TSF. Chloride and TDS concentrations in groundwater monitoring wells were used to interpret the transport of high-TDS mine water moving along three interpreted zones of elevated TDS west from the facility (Fig. 1). The zones of elevated TDS concentrations corresponded to the areas of high conductivity identified by the geophysical surveys. These results suggested that mine water could be emanating from the TSF and potentially require remediation. However, the interpreted orientation of the high-TDS groundwater and apparent flow paths were perpendicular to the direction of groundwater flow in the area. The fundamental conflicts in these interpretations led to a reexamination of the conceptual site model for the distribution of potential mine water releases. Although the data examination and visualization made it clear that TDS concentration alone was not a reliable indicator of mine water release, there was still concern about elevated chloride concentrations. To further evaluate high TDS and chloride concentrations, several background area wells were installed northwest of the facility, beyond where mine water impacts could occur (Fig, 2). The background wells had highly variable chemical compositions. One of the wells had an elevated TDS concentration with magnesium and sulfate as the dominant ions with chloride concentrations above drinking water objectives, similar to the high-TDS wells west of the facility. The results of the background groundwater investigation (major ion chemistry) were supported by the scientific literature on prairie sloughs throughout the North American Great Plains. These sloughs are small, shallow and sometimes seasonal wetlands found throughout the region. Seasonal cycling in precipitation/ runoff and evapotranspiration result in accumulation and mobilization of salts, especially sulfate-bearing phases such as gypsum. The long-term dynamics of these features, which are common on the property west of the facility, likely control the TDS concentrations and compositions in shallow groundwater rather than mine water migration from the site. The conclusions from this investigation led to a better understanding of the lateral distribution of potential TSF-related impacts versus background groundwater chemistry. Presentation of the data, including the visualizations of different water compositions, to the provincial regulatory agency representative allowed the facility to propose an optimized annual groundwater monitoring plan with reduced sampling frequency and annual sample count. This study underscores the importance of critical evaluation and comparison of various data types, including background levels, from a particular site and the iterative approach to developing and supporting robust conceptual site models for optimizing project outcomes.

The terms environment and environmental control, when used in today's context, generally imply to the average individual, something to do with pollution and pollution control. These latter terms, likewise, impart visions of fouled air and dirty water attributable largely to the industrial segment of American society. We have been conditioned, by various means, over the past ten years to equate environ¬mental control with pollution control. We have been trained to think of industrial environmental control programs as efforts conceived only to comply with one or more of the recently imposed pollution control regulations. Almost automatically we; approach consideration of environmental control with a degree of pessimism that is we assume that pollution prompted the control program. It is the purpose of this discussion to demonstrate that environmental control. at least as it exists and has existed within the crushed stone industry, involves far more than simply control or reduction of air and water pollution. It involves a dedication to the enhancement of each of the several "mini-environments" which together comprise the total world surrounding any given crushed stone operation. Environmental control, exercised properly, is an optimistic, constructive, forward-looking, enhancing type of activity. It is a function which has been, and should continue to be, willingly and expectantly undertaken by informed management personnel. In short, environmental control. is an activity from which both industry and society can and should benefit.

A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.
