Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. This paper quantifies in universal units (energy units), the annual decrease in the mineral endowment of the planet. This is done for some important extracted non-fuel minerals, namely aluminium, cobalt, chromium, copper, gold, lead, uranium and zinc and is compared with the depletion figures of conventional fossil fuels. The results of this study reveal that each year, the decrease of the global non-fuel mineral bonus provided by Nature is 2 to 3 orders of magnitude greater than the loss associated to the burning of fossil fuels. Particularly for 2008, the depletion in mineral wealth of the studied commodities was about 20 times greater than that of fossil fuels. The assessment methodology is based on the Second Law of Thermodynamics. It quantifies the useful energy (exergy) required to concentrate a mineral from a completely dispersed state in the crust, to the conditions of composition and concentration found in the mines. Exergy can be a useful measure for quantifying the mineral depletion caused by man, as it takes into account the main physical features that make minerals valuable: composition and concentration. This analysis enhances and puts numbers to the importance and necessity of material reuse and recycling.

If not well-managed, a mine-tailings facility may become a major source of risks, endangering the community and environment, and damaging the reputation of the minerals industry regarding sustainability. Identifying, characterizing, and mitigating the hazards and risks associated with tailings facilities have been critical to the maintenance of community-safe and environmentally sound mine-tailings facilities. Herein, a complex network model for characterizing the hazards and risks associated with the lifecycle of tailings facilities is presented. In this approach, the hazards are modeled as vertices of the complex network, and the interactions among the hazards are modeled as edges of the complex network. The complex network for modeling the hazard and risk spreading of mine-tailings impoundments is analyzed and characterized by using network metrics such as the network density, geometrical characteristics, characteristic path length, network efficiency, and clustering coefficient. The degree distribution of the network obeys a power-law distribution, indicating that the network for characterizing the risk spreading associated with a tailings facility is scale-free. According to the results of calculations and existing research results, the network is ultrasmall-world. By analyzing the change of the global network efficiency under four kinds of different methods to remove network nodes and edges, network nodes with higher between centrality (BC) are identified as critical. The removal of those critical nodes helps mitigate risks associated with a tailings facility and reveals the vulnerabilities to BC attacks.

INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

Mooranbah North is a new greenfield project in Australia's Bowen Basin that is projected to produce 4 mtpa of hard coking coal from a single longwall. Located in Central Queensland in Australia's northeast, this is one of Australia's main coal producing regions. From the outset, Mooranbah North's approach to equipment selection has differed markedly from that usually taken in the mining industry, and the conveyor industry in particular. Until recently, no performance requirements have been placed on conveyor equipment suppliers. This arose from a practice of purchasing components in an ad-hoc manner from a variety of sources, and the mine then configuring the system. More recently, single source supply has been adopted as a means of obtaining some performance guarantee, usually expressed in terms of system availability. Unfortunately, the term "availability" has a multitude of definitions, particularly in the underground coal sector. A conveyor availability of 98% is a common goal but this rarely means the conveyor must operate 165 hours/week, 52 weeks/year. There are mines that have one maintenance shift for each production shift and claim availability of 100%. What is meant is that no down time is logged to the conveyor during the hours that it is wanted. This "generous" definition of availability would not be tolerated in many industries and nor should it. Unfortunately, a true definition of availability, such as is applied to steam turbines in the power generation industry, is not particularly helpful. Five day/ week operations would immediately face a 28% penalty against 7 day rosters, and there would be no sensible manner in which weekend maintenance could be incorporated into the availability formula. The approach adopted by Mooranbah North was to specify a period of "Failure Free Operation," which would be followed by a maintenance period. This

In order to monitor/control airflow rate distribution in a complicated ventilation network installed many regulators, an integrated system composed of expert system, exerting programs for simulation to get macroscopic characteristics and drawing diagram, monitoring system and so on is introduced in this study. This system is made up of airflow velocity sensors and computers linked to an local area network. The main results of this study are as follows; 1) Combinations of two branches to monitor aerodynamic resistance change in a branch p in a network can be selected by comparing factor's value in a branch relation table. 2) When the combination of sensor branches for a branch p does not exist in the network at present condition, the system changes aero- dynamic resistances of appropriate branch q placed a regulator by referring branch relation table. And then the system asks other computer to get macroscopic characteristics under altered value of aerodynamic resistance of the branch q. 3) Dot pattern diagram shows airflow rate relation between an active branch and a passive branch. Three relations such as a) a straight line, b) a monotonous curve and c) extremums are displayed in different patterns for all the sets between an active branch and a passive branch at a time. 4) The ranges of airflow rate in coal faces by changing aerodynamic resistance of any one branch placed a regulator are shown in the Pareto diagram using values in the branch relation table. 5) Ventilation transfer diagram with two parameter, one shows airflow rate in a coal face and the other shows energy provided by main fans to overcome aerodynamic resistance in a net- work, is utilized to decide countermeasures for decreasing energy consumption in the network on increasing of airflow rate in the specified branch.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aero- sol monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical font, a convection diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. In this paper, comparative analyses of results (8 the controlled experiments with the predictions of the mathematical model are presented. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion are examined in light of the experimental observations. The experimental data from controlled experiments compared more favorably with model predicted results for similar conditions as opposed to the comparative analysis results for in-mine experiments. Specifically, the model predictions for an 800-m stretch of a mine airway reveal some significant differences from the behavior noticed in the mine. The deposition was lower than that predicted by the model. Consequently, concentrations were higher than those predicted by the model. The implications of these and other findings for further investigations are discussed in the paper.

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

"MOTIVATION The storage of nuclear waste gives rise to a lot of innovative issues for underground space technologies. The nuclear activity of waste generates temperature effects on both the lining and the surrounding rock mass. In order to avoid these unfavorable effects, the number of waste containers is controlled in the gallery section. The galleries section has consequently ranged from a diameter of 4 to 6 meters. However, in the case of intermediate-level nuclear waste, due to the lower temperature, the number of containers in a cross section of a gallery is assumed to be safely increased. Despite technical difficulties, a large diameter gallery (typically 12m excavated) seems to be more cost effective. This paper demonstrate the feasibility of such a gallery in the specific context of CIGEO (French Geological Repository Project for nuclear waste), located in the Bure area in the north-eastern of France. The geology of Bure at the project’s depth (about 520 meters) consists in a quite homogeneous layer of Callovo-Oxfordian argillites (COx argillites). With such an overburden, this rock is known to have a high plastic behavior with significant time-dependent effects. These mechanical properties require complex behavior laws in computational modeling used for the design of underground facilities.EXPERIENCE OF LARGE DIAMETER GALLERIES In order to identify some specificities in the design of such openings, a research has been run on existing galleries of large diameter (more than 10 meters), like the tunnel of Chamoise, Lötschberg, Tartaiguille or Saint-Martin-La-Porte. Two of these representative examples are detailed hereafter. Tunnel of Chamoise (French Jura) In spite of a lighter overburden (400m versus 520m), an anisotropic initial stress state and a variable rate of carbonates, the highway tunnel of Chamoise is quite similar to the planned gallery for intermediate-level nuclear waste, with a geology very close to the CIGEO’s one in some sections. Because the northern tube encountered difficulties during the excavation a few years before (several over-excavations and spalling, especially in the bench), the excavation of the southern tube has been carried out in two steps, but with a high bench and a small curved invert (Figure 1). The design of the immediate support consists in long bolts and a shotcrete layer. The concrete lining is about 50cm thick."

Epidote is a common hydrothermal alteration product in many copper deposits of the southwestern United States. In many of these deposits epidote, along with calcite and chlorite, generally characterize a distal or halo propylitic alteration assemblage, but the mineral can occur within the central potassic alteration zone as well. Epidote is also a common alteration mineral in deposits formed in calcareous host rocks -- the skarn or pyrometasomatic ore bodies. Within the past 15 years, studies of the major and trace element composition of other alteration phases, principally biotite, associated with base metal ore deposits have demonstrated that some hydrothermal alteration minerals are compositional distinct from their igneous or metamorphic counterparts: However, the use of major and minor element content to identify and zero in on mineral¬ized areas does not appear to be very promising. Little work has been published upon the geochemistry of epidote from this standpoint and the results of my work suggest that a similar conclusion can be applied to epidote. My work (Fellows, 1976) suggests that epidote minerals in hydrothermal alteration suites from porphyry copper deposits in the southwestern United States are generally iron-rich rather than aluminum-rich. As a group, these alteration minerals differ compositionally from epidotes of regional metamorphic terrains. I ascribe these differences to the variations in the oxidation character of the respective environments. However, it appears as though the use of major element compositional variations of epidotes as an exploration tool is severely limited. Epidote is a complex calcium-aluminum silicate. "Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. Gold, like no other metal, has a fascinating and special place in the world. It is used in a range of every day applications essential to modern life. Gold has long been considered the most precious metal in the world. Gold is used mainly for making jewellery as well as for dentistry, adornments on building and artistic expression. For thousands of years it has been used as an ornament of kings, a currency and standard for global currencies, and more recently, in a wide range of electronic devices and medical applications. Gold?s many unique properties have secured in a central role in history and human development. Today, more often than not, gold is extracted from ores. It occurs in vein and alluvial deposits and is often separated from rocks and other minerals by mining and processing operations. Some of these processes cause environmental concern (cyanidation, amalgamation, roasting). Besides primary gold ore resources, a series of secondary resources can be taken into account and processed for gold and silver recovery. There are two main types of waste produced. The first type is process waste, which includes tailing consisting of processing residues and waste rock. The other type is refuse from other different processes and recyclable materials. Among other secondary resources and/or by-products containing precious metals, which have been studied some processes and technologies with low ecological impact are presented in this paper. Heaps and tailing ponds resulted from gold-bearing ore exploitation and processing, refractory gold-bearing pyrite concentrates, slag resulted from electrolytic slime melting, gold-bearing chlorous slime are taken into account. In order to establish environmental friendly technologies for precious metals recovery from these secondary resources, laboratory experiments have been carried out on a pilot scale and in some cases on semi-industrial scale by applying specific technological processes, namely hydro-gravitational concentration, bio-oxidation, non-ionizing electromagnetic radiation (microwaves), solubilization without utilizing cyanide and gold recovery by ion-exchange resin. This paper presents the research results, technological principles as well as the possibilities of applying combined processes in order to treat different secondary gold-bearing resources.

Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.

The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. "INTRODUCTION In recent years, the development of tunnel boring machines has revolutionized the tunneling industry. The general structure of a tunnel boring machine (TBM) can be described as a multi-component system. To achieve high performance rates, machine elements have to perform reliably. Performance losses and interruptions of the construction process should be prevented or at least, reduced to a minimum. In order to achieve high advancing rates, cutting tools must be in good condition at any time. Furthermore, failure of individual tools might result in increased and faster wear of remaining structural components. For this reason, maintaining and replacing cutting tools is crucial to prevent project delays due to insufficient boring performance. Precise prognoses concerning the prevailing geology are infeasible and thus, efficient scheduling of maintenance actions is challenging. The intention of this work is to analyze different approaches of TBM maintenance in soft ground. Different strategies are analyzed by the use of a simulation approach. Cutting tool condition is regarded as performance limiting factor. The maximum operation time of the cutting tools is determined using the “Soil Abrasivity Index”. A case study serves to show the effects of different maintenance strategies on total project duration. SCHEDULING OF MAINTENANCE ACTIONS Scheduling maintenance actions of single and multi-component systems concerns numerous fields of industrial production. Concentrating on mechanized tunneling in soft ground, cutting tool maintenance represents the most common reason for intermission of advance (Köppl 2014). In literature, time-based and condition-based maintaining techniques are widely discussed. The following section outlines the principles of time- and condition-based policies. Furthermore, examples for their applications in recent research are given. Time-Based Maintenance In general, the time-based maintenance approach assumes that the failure behavior of the system components is predictable. Maintenance actions are scheduled according to predefined intervals (e.g., hours, days, weeks). A detailed analysis of preventive repair times or interval forms the basis for maintenance decisions. For this approach, an adequate quantity and quality of data is fundamental. Numerous studies deal with the analysis of time-based maintenance for production equipment. In fields of mechanized tunneling, unplanned machine downtimes restrict the applicability of time-based maintenance approaches. Thus, this paper mainly focuses on condition-based maintenance."

The highest recorded loss of life due to the collapse of mine workings occurred at the Coalbrook North Colliery in South Africa on 21st January, 1960. A total of 437 persons died when bord and pillar workings collapsed over an area exceeding one square mile The whole mass of strata from the 470 ft (143 m) deep seam to the surface being affected. Although the Coalbrook disaster was unique in its scale the problem of pillar failure, particularly in old workings, is by no means uncommon nor confined to recent history. Indeed, the collapse of large pillared areas was a regular feature of mining in the north of England in the early part of the nineteenth century. When a section of underground workings collapses, the air under the descending roof is compressed very rapidly. The pressurised air is dissipated subsequently at a rate governed by the leakage paths available. If the collapsing area is small, such as the case of a local fall of roof, then there will be little danger of an air blast. If, however, an extensive area collapses suddenly then the rapid compression of air will give rise to a pressure shock wave that will be transmitted through the remaining workings as an air blast. If worked out areas are connected to current workings via unstopped airways an air blast caused by pillar failure in the old workings will be extremely hazardous to personne1 and may cause extensive damage to equipment, perhaps even reaching to surface plant. At Coalbrook, the air blast blew out a wall in the surface fan house. Areas that are considered liable to sudden collapse may be isolated from current workings by the construction of stoppings. However, such stoppings must be capable of withstanding the 'hammerblow' effect of peak air pressures developed during the collapse. The work described in this paper was undertaken in order to determine the maximum air pressures that stoppings must withstand during a major pillar failure. The result has been a method of establishing peak air pressures that is quick and simple to use. Readers who are concerned primarily with the practical application of the method are advised to turn directly to the last main section of the paper.

Progress, future challenges, and the continual search for more efficient and rapid methods of excavating underground openings and shafts were main themes at the 1983 Rapid Excavation and Tunneling Conference (RETC) held June 12-16 in Chicago, IL. The event, jointly sponsored by the Society of Mining Engineers, the American Society of Civil Engineers, the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada, offered a diverse program for both civil and mining engineering disciplines. Although all papers given at the three-day conference were noteworthy contributions, and each is included in the conference proceedings currently available from SME, there were a few sessions that had particular mining-related interest. Research, Acceptance Needed for Water-Jet Technology Water-jet-assisted rock excavation is seen by some as a technology moving from the prototype phase to a fully developed, accepted system within the next decade. For an industry that is traditionally fairly slow in accepting significant changes, this development appears especially noteworthy. However, speakers at the water-jet technology session generally agreed that many large US manufacturers are not viewing water-jet-assisted equipment as viable replacements for all-mechanical systems. This, they fear, may mean some US manufacturers will lose a significant share of certain equipment markets to foreign competitors who are moving aggressively ahead in this area. Despite the advantages of increased cutting rates, reduced power requirements, less dust, prolonged bit life, and reduced sparking in many cutting situations, water-jet technology applied to mining is apparently having some acceptance problems in the US. R. J. Evans, professor of industrial engineering at the University of Pittsburgh, noted that there are several perceptual barriers to water-jet coal cutting; such as uncertainties concerning the fu¬ture demand for coal and the reliability of equipment, apprehensions that jet-assisted equipment will make the mine operator dependent on specific types of hard-to-obtain equipment, and fears about accessibility of the equipment for repairs. Evans also said numerous parameters need defining before taking advantage of water-jet-assisted cutting systems in under-ground coal mining in the US. For the cutting head, information must be obtained on optimum bit geometry and spacing, and maximum and minimum torque requirements. For a complete US water-jet cutting system, Evans added, research is needed to establish optimum jet pressures, jet powers, number of jets per bit, and location of jets relative to the bit.
