INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. Factored or ratio estimate based on major equipment costs with probable accuracy in the 25 to 30% range. 3. Budget authorization or Preliminary estimate, based on sufficient project data to

INTRODUCTION Due to the current depressed state of the mining industry, many mining companies have been forced to operate at less than maximum capacity. This paper will describe how the AMAX Henderson Molybdenum Mine and Mill near Empire and Parshall, Colorado respectively have utilized operations scheduling and budgeting to achieve production targets at minimum operating costs The AMAX Henderson Molybdenum Mine and Mill have been operating most recently at approximately sixty percent of maximum capacity. OPERATIONS SCHEDULING Production Targets. The production targets are tons, operating days, tons per opera- ting day, head grade, recovery, and pounds of molybdenum. One specific objective of operations scheduling is to meet the production target for pounds of molybdenum. Present market conditions dictate that production be adjusted to match sales of molybdenum. Over-production and creation of molybdenum inventories is unacceptable. In summary, the product ion target for pounds of molybdenum must be met, but not exceeded. Capacity. The AMAX Henderson Mill single stage open crushing circuit capacity is 48,000 dry short tons per day. The AMAX Henderson Mill single stage semi-autogenous primary grinding mill circuit capacity is 38,000 dry short tons per day. All other AMAX Henderson Mi 11 circuits such as rougher flotation, regrind, cleaner flotation, lead leach, filtering, drying and concentrate handling are sized to accommodate the 38,000 dry short tons per day and pro- ducts from same. The tailing delivery system is designed to accommodate tailing from a 38,000 dry short tons per day operation. Constraints. One mill production scheduling constraint is that the mill operating schedule must be the same as mine production, ore haulage and crushing. There is a total crushed ore stockpi1e storage capacity of 240,000 dry short tons. This breaks down to 60,000 dry short tons of crushed ore over the three reclaim pan feeders for each of the four primary grinding mill circuits. However, there is only approximately 10,000 dry short tons of live crushed ore available over the three reclaim pan feeders for each of the four primary grinding mill circuits. Each year, US coal cleaning plants landfill or impound millions of tons of high-quality, fine-sized coal. This coal is not only difficult and expensive to capture during cleaning, but, if captured, can pose serious materials handling problems. The GranuFlow. Technology was developed and patented by the U.S. Department of Energy (DOE) to address these problems. GranuFlow involves the addition of a coal binding agent such as an asphalt or heavy oil emulsion to coal to reduce moisture, dusting, and freezing and to improve the flow properties of the coal in bins and chutes (1, 2, and 3). When the emulsion is added before mechanical dewatering, the binding agent causes the formation of fine-sized coal agglomerates that dewater better than untreated coal. In addition, the binding agent increases the capture of ultra-fine coal in screen-bowl centrifuges. Previous work by DOE has also demonstrated that such treatment results in a significant reduction in dustiness and a reduced potential to freeze. To address concerns about the handling and combustion characteristics of GranuFlow treated coal, DOE performed a pilot-scale pulverization and combustion test (4). No problems were encountered during pulverization or combustion, and use of this fuel in a p.c. boiler was found to be feasible from a technical perspective. CQ Inc. has an exclusive license from DOE to market this technology and is currently performing a series of commercial demonstrations to determine if GranuFlow is both technically and economically viable.

Background In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore, from a system's point of view, slurry transporta¬tion would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alterna¬tive examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasi¬biliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. l . The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then tempo¬rarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situ¬ations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe¬line, and personnel are needed. In a first phase (Fig. 2), a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. "This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. Moreover, this can ensure sustainable mineral supply."

Sand-and-gravel aggregates have become the number-one, nonmetallic-mineral resource in the world. Surficial aggregate deposits of economic size are becoming increasingly rare in most parts of Canada. In southern Saskatchewan, this is especially true, and detection and delineation of intertill sand-and-gravel deposits with airborne electromagnetic (EM) surveys have proven very successful. Airborne and ground geophysical surveys detect such deposits by their resistivity contrast relative to the surrounding clay-rich soils. Dighem helicopter-borne electromagnetic surveys map soil variations over a large area quickly and cost effectively, greatly reducing the cost of detecting and mapping deposits compared with traditional methods (air-photo interpretation, ground EM, and drilling.). The multiple-frequency EM system used by Dighem can map variations both horizontally and vertically. Magnetic data collected simultaneously are useful in mapping bedrock geology. Both resistivity and bedrock maps aid in the important task of reducing drilling costs and person-hours in the field. The results of the survey are presented as maps of ground resistivity, which are relatively easy to interpret. These maps are produced in the field at the time of the survey, making quick follow-up of the survey possible. Airborne EM surveys can map the extent and depth of aggregate deposits more effectively than is practical from the ground. Since aggregate deposits can vary tremendously in a very short distance (<300 m) large-area EM maps can show both local area variability and also help develop intertill trends. A test survey for the Saskatchewan Highways and Transportation Department over a 3-km by 5-km area mapped all the known deposits as well as some unknown deposits, subsequently proven by drilling. The test-survey data show that the method not only detected the deposits, but also gave an estimate of the shape (volume) of each of the deposits. Comparison of the data to drill sections shows excellent correlation. Theoretical modelling demonstrates that the multifrequency system can discriminate sand and gravel from bedrock ridges. Since the successful test work, about 725 km2 of ground have been surveyed, resulting in the discovery of four new deposits, which can be used immediately, resulting in significant savings for the Saskatchewan government and taxpayer.

"Three-dimensional geological modelling of coal mines is critical to the sustainable development of the mining industry. On the basis of comprehensively analyzing 3D geological modelling methods, according to the available data of mine such as geological terrain maps, cross-sections and boreholes, we present a 3D modelling method by integrating ArcGIS and 3D GeoModeller. Our motivation is to integrate the advantages of both software modules in processing, converting, integrating and transferring geological information. Special attention has been given to the data structure and processing flow. We build a 3D geological model of the Xieqiao coal mine and successfully extract the geological framework of the strata in the 11118 workface, which is consistent with that of the actual explored geology.Introduction/Background Pertinent impediments such as a lower information degree, the out-of-date information infrastructure and the low level of information management and decision-making make it critical for there to be improvements in mines. Modern exploration technologies favour the construction of digital mine. Digital mine promotes the transformation of the mining industry by integrating information, automation and intelligence to build safe, efficient, high-yield, green and sustainable mines. Three-dimensional geological modelling and visualization of mines are at the core of digital mine. Compared with traditional 2D geological data, 3D models express the various geological phenomena completely, as well as reproduce the spatial distribution of geological units quickly, allowing for the prediction of mining subsidence, better decision-making and improved geological analysis. Modelling methods such as multi-DEM, tetrahedral grid and the generalized tri-prism that are based on borehole estimation and interpolation data are used to construct 3D models of mine geology (Chen 1995,Wang et al 2003, Wu 2004a); nevertheless, these methods cannot fully use multi-source mining data, whereas multi-source integration methods can be used to build 3D models (Kaufmann and Martin 2008, Zhao et al 2009) but require user interaction in model construction and low automation in model updates. During coal production, a plethora of geological data is accumulated. The organisation of discreteinformation under dynamic conditions and the extraction of meaningful information to better service for three-dimensional modelling is a meaningful work (Wu et al 2004b)."

Column experiments were performed to determine the ability of Madison aquifer material to adsorb arsenic and other constituents in a heavily mined watershed of the Black Hills in western South Dakota. The Madison aquifer is a karstic dolomite and limestone reservoir that is exposed on the flanks of the Black Hills. Streams that cross the Madison in the eastern Black Hills typically lose all their flow to the aquifer at sinkholes. In this work, Madison aquifer material was obtained for loading of six-inch diameter columns, which were backfilled with Madison aquifer water. Stream water then was allowed to displace the aquifer water during column testing in order to simulate mixing of the two waters at sinkholes and to determined adsorption of arsenic and other dissolved constituents. Initial results show that some adsorption of arsenic occurred when compared to more conservative tracers such as nitrate.

The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona&apos;s Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci&apos;s crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining&apos;s dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. 1984 saw the 30th anniversary of a momentous event in Soviet geology-the discovery of kimberlites in Siberia, an event that vaulted the Soviet Union to second rank among the world&apos;s producers of both gem and industrial diamonds. There are many legends associated with this story, legends about those who predicted the discovery and those who achieved it in the field. The story told here unfolded during the field campaigns of the 1940s through 1960s, as witnessed by the authors and their companies of an earlier generation. This story illustrates science, chance, and human emotions at work, resulting in a blend of conviction, courage, bureaucratic sniping, and competition for glory. At the same time, it is an illustration of the workings of the Soviet exploration system. In a broader sense, it is the realization of the Russian image-boundless natural wealth, indomitable ingenuity, and the rigid political economic system that permeates the Russian landscape as well as the people. Most accounts of the Siberian diamond saga begin with statements such as, "This discovery confirmed the predictions of...", or "It was a result of predictions of one of the greatest Soviet geologists, Academician V.S. Sobelov...". These are only part of the truth. It had become apparent even in the 1930s that the Siberian Platform contained one of the Earth&apos;s greatest Basaltic provinces, described in a monograph by Sobolev...; and at the end of the thirties, G.G. Moor of the Institute of Arctic Geology found alnoites, similar in many ways to kimberlites. At the same time, the famous polar geologist, N.N. Urvantsev found other kimberlite like rocks in the southern Taymir Peninsula, adjacent to the Siberian Platform. In publications describing these rocks, Moor and Urvantsev mentioned for the first time the possibility of finding diamondiferous kimberlites similar to those in South Africa. Unfortunately, Urvantsev spent little time in the field between terms in concentration camps. Moor was considered by his superiors to be no more than a good descriptive petrographer; they suggested to him that his conclusions should be backed up by more highly regarded specialists. Thereupon, Moor asked Sobolev to coauthor a paper with him and this became the widely quoted prediction about diamonds in Siberia. Another early paper should also be mentioned, an unpublished paper found by M.I. Rabkin in the geological archives of the Norilsk Metallurgical Plant, written by Yu. M. Sheinmann when he worked in the concentration camp there in the late forties. This report placed the probable location of yet-to-be-discovered kimberlites within less than 100 km of their correct location.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh&apos;s hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. Finnish mining traditions date back 400 years. The country was then one of Europe&apos;s major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

Introduction In April 1998, AIS Sommer GmbH of Germany delivered the first laser-induced fluorescence (LIF) analyzer to the mining industry. LKAB&apos;s Kiruna iron ore mine in Sweden shared the costs and the risk of building the prototype. This marks the beginning of LIF analysis as a technique for quality control in mining and mineral processing. Photoluminescence analysis is well established. In most laboratories, fluorescence spectrometers are standard equipment for quality or pollution control. LIF is being used in several applications, including combustion studies and particle image velocimetry. However, it has mostly been used in laboratory environments. The availability of rugged lasers for industrial use brings this powerful tool to the forefront of production, even in the rough conditions found in mining and minerals processing. Laser-induced fluorescence Basics. Fluorescence of naturally occurring minerals has fascinated man since scientific investigation of this phenomenon commenced about 200 years ago. However, importance in industrial application and peripheral activities. Hand sorting of ore under ultraviolet (UV) lamps is seen as an archaic method. Long gone are the days when geologists set out at night with UV hand lamps to find valuable ore deposits, especially those of tungsten. Today, fluorescent minerals are considered collectors&apos; items and museum exhibits. In the late 1960s (Hemphill, 1968) and during the 1970s, attempts to use lasers for excitation of fluorescence in minerals led to the development of an airborne fluorosensor (Seigel and Robbins, 1980). However, this prospecting technology did not gain industry acceptance and vanished from the market. During the past seven years, ongoing research of the LIF of minerals resulted in new findings that give good reason to revive the interest in fluorescence and its use in the mineral industries (Broicher and Zydek, 1995; Broicher, 1998). Fluorescence is defined as the short-lived form of photoluminescence, in which matter emits visible radiation during and after irradiation with light – the fluorescence generally being of a longer wavelength than the irradiation. Fluorescence of matter is described by: • the absorption spectrum, • the emission spectrum, • the decay curve and • the quantum efficiency. The absorption spectrum shows the fluorescence intensity in a fixed spectral band as a function of the excitation wavelength, while the emission spectrum shows the fluorescence intensity at varying emission wave- lengths for a fixed excitation wavelength (Fig. 1). The decay curves describe the exponential decrease of the fluorescence intensity with time. The quantum efficiency is the ratio of irradiating energy to emitted energy. The purpose of this paper is to relate progress in the engineering field called Minerals Beneficiation to undergraduate and graduate education in our colleges and universities. So mach has been written recently about the education of scientists and engineers that I&apos;ve had to struggle against the temptation to repeat what has been often said before, particularly because man like Robert Mehl of Carnegie Tech, Antoine Gaudin of MIT, H. M. Davis of Penn State, and John Vanderwilt of Colorado School of Mines have recently written many quotable paragraphs on the subject. In the matter of progress, the rapidity of proliferation in the area of physical and chemical beneficiation is convincing proof that this is indeed a lively art, and having been a millman for 35 uninterrupted years I prefer to lean on personal observations to some extent, rather than on statistics and charts v culled from the journals. I propose in this paper to talk first about the progress we&apos;ve made in our branch of the mining industry in the last 3 decades--particularly in the last few years--and try to show that future progress will depend upon the quality of education and capacity for research possessed by our colleges. The second part will deal with some of the problems the colleges encounter in trying to fulfill these responsibilities.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). Barrick Goldstrike Mines is improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. Identifying equipment failure modes and developing associated capital asset management practices can minimize failure consequences. Successful programs have included alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle. This results in an associated reduction to repair costs and equipment down time. Mining companies invest in their capital assets to provide the capacity necessary to meet operational needs. Over time, functional failures occur that reduce this productive capacity. Diagnostic technologies now exist that allow the condition of equipment to be monitored. Early response to this information minimizes the effects of functional failures and restores equipment re- liability. Reliability is a performance indicator of overall equipment condition. It is most often expressed in terms of mean time between failures. When the established objectives of a capital asset management program include the maximization of this failure interval, trailing indicators, such as availability and operating cost improve. The probability of equipment failure is influenced by engineering design and operating conditions. The performance level resulting from this operating environment is expressed as "inherent reliability." Without maintenance intervention, equipment will ultimately fail to perform its intended function and become less reliable. Therefore, maintenance must be managed as the supplier of reliable operational capacity. Maintenance can only supply equipment performance that approaches the level of inherent reliability. Actually achieving inherent reliability requires that all maintenance decisions are made at the economically optimal time. Enhancing performance levels beyond inherent reliability can only be achieved by altering operating conditions or practices or through physical equipment modifications. An evolution in maintenance management philosophy has been under way since the beginning of the industrial revolution. As equipment has become more sophisticated, so have maintenance practices. At the beginning of the industrial age, equipment tended to be over designed and slow moving. The first maintenance philosophy was one of reactive maintenance. Maintenance intervals were dictated by the operational status of the equipment. As a result, production interruptions were common and capacity needs were met through an investment in redundant capital assets.

INTRODUCTION The demand for specialty metals in industrial applications is in it&apos;s healthiest state since the late 1970&apos;8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound&apos;s low electrical conductivity. Although the lanthanides&apos; conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it&apos;s spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. Hsikwangshan mine is located at Lengshuijiang city of Hunan Province. It is a stibnite deposit. The orebody is gently inclined; its ore run is about 3 km in length and extends about 1.2 km along the direction of dip. The thickness of the ore body is non-uniform and varies from 1.5 to 20 m. The orebody is mined by room and pillar and cementation filling. The nine levels at the ore top have been mined out. At present, the mining operations are at the eleventh level. The mine ventilation system consist of three main fans which are installed in different shafts and are ventilated in parallel. The main fans can be connected to each other through comprehensive return air drifts. Two of the fans are located underground and the other on the surface. The general configuration of the ventilation system is shown in Figure 1. Because the operating areas are scattered and vary frequently as well, it is difficult to bring about air flow control. If the air flow cannot be varied with the variation of production in time, the air quantities are not sufficient in some areas and are excessive in others. However, it is also a problem to coordinate the three main fans with one another to obtain the optimum economic cost of operation. In order to make the air delivery fit the variation of production continuously to satisfy the ventilation requirement of the working faces and to reduce power consumption, we have made a great effort over five years to install an automatic control system for mine ventilation at the Hsikawangshan mine. The key part of this system is a microcomputer. The whole system consists of a console, which is located at the surface; the circuit network that is provided for signal transmission; air doors and ventilators at the working face; the scale air doors which are installed at the main branch airways; main fans and their speed regulating devices, as well as the sensors used for observing pressure, air quantities, temperature and the concentration of carbon monoxide, etc. This system can continuously telemeter the air quantities and carbon monoxide concentration in the main branch airways, air pressure, air quantities, electric current, the temperature of the bearings of the main fans, etc. According to the production air requirements, the system controls the ventilators or air doors which are located at the working faces and regulates the air quantity in the main branch airways. It can also choose the optimum mode of operation automatically, and regulate the rotating speed of the main fans to guarantee the least total power consumption while satisfying the total air quantity requirements. If abnormality of the observed results is discovered, the audible and flashing light alarm signal starts up automatically. The operating mode of ventilation equipment also feeds back to the control room and displays on the console. The configuration of control the system is shown in Figure 2.

The population of the Rhondda underwent a spectacular rise as energy requirements increased in the mid-nineteenth century. The rapid expansion in the demand for coal transformed the population from a few hundred sheep farmers in the eighteenth century, into a thriving coal-based economy of some 168,000 inhabitants in 1924. Cochrane (1958) put forward the idea that the differential migration of more healthy men from the Rhondda Fach during the period since the peak of population in 1924, had resulted in a respiratorily-impaired residual population. This idea was used to explain the reduced survival of miners & ex-miners aged 55-64 years from this valley as compared with a similar group from Leigh in England. Using the proportional hazards regression model of Cox (1972), a comparison is presented of the exact twenty-year mortality of migrant and non-migrant miners & ex-miners and non-miners from the Rhondda Fach. The analysis makes allowance for the pattern of migration throughout the twenty-year period and adjusts for the confounding influence of variables such as age, occupation, and category of Simple Pneumoconiosis. The results indicate that contrary to expectation, any effect of migration upon mortality is manifest only at higher ages. Furthermore, for these men, the migrants have worse survival than the non-migrants. Also, contrary to expectation in the light of work by the British Coal Board (Soutar et al, 1982) there is no evidence of increased mortality amongst men with category I simple pneumoconiosis. INTRODUCTION [The Background] In September 1950, the Medical Research Council&apos;s Pneumoconiosis Research Unit at Penarth in South Wales initiated a study of lung disease in the smaller of the two Rhondda Valleys - the Rhondda Fach. At that time, the primary interest was in assessing the possible role of pulmonary tuberculosis in the aetiology of the serious (complicated) form of coal-workers&apos; pneumoconiosis, i.e. Progressive Massive Fibrosis. The Rhondda Fach is situated in South Wales, some 25 km north-west of Cardiff. It is a narrow winding river valley about 12 km long, and approximately 1 km wide. The name means Little Rhondda; there is a corresponding Big Rhondda - the Rhondda Fawr. Together, these valleys make-up most of the Rhondda Municipal Borough. Following the initial survey in 1950-51, there have been several follow-up studies of this population. In addition, amongst numerous other investigations to unravel the aetiology of coal-workers&apos; pneumoconiosis, Medical Research Council teams studied various other (sample) population groups, particularly in the industrial areas of the adjacent Aberdare Valley, and in Staveley and Leigh in England. The agricultural areas of the Vale of Glamorgan in South Wales, and Annandale in Scotland were also studied.

Introduction Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind backfilling process has been successful for stabilizing ground over abandoned and inaccessible underground coal mines. This article describes the systematic evaluation of potential monitoring systems that would improve backfill monitoring technology. It also details field proof-of-concept tests that were conducted on two systems and the difficulties encountered in implementing them. Ground subsidence over abandoned mines can have devastating effects on overlying urban areas decades after the closing of room-and-pillar mines. The result may be cracked foundations, ruptured gas and water lines, broken sewers, distortion or cracking in superstructures, and sinks and potholes in the ground surface. About 32,000 km2 (8 million acres) of land in the US has been undermined for coal. According to the US General Accounting Office, 8,100 km2 (2 million acres) have undergone subsidence and another 8,100 km2 (2 million acres) are expected to subside by the year 2000. Actual figures on land affected or threatened by subsidence are probably much higher, since these estimates were based on late 1960s studies. For more than two decades, the US Bureau of Mines has been engaged in stabilizing ground in urban areas having high risk potential for subsidence costing millions of dollars. Thousands of acres have been stabilized, protecting property worth hundreds of millions of dollars. In earlier years, backfilling was by in-mine stowing in accessible mines or by gravity-feed sluicing methods in inaccessible mines. Pumped-slurry methods have been used extensively in the past 10 years. More slurry can be injected for fill from fewer injection holes over extensive areas in abandoned mines. Since this method requires fewer boreholes, there is less disruption of surface facilities. An investigation was conducted to determine the feasibility of using advanced, remote sensing or monitoring technology for application in monitoring fill placement. Specifically, the objective was to develop conceptual systems for blind backfill monitoring that require fewer boreholes and give better definition than is now possible. Blind Backfilling Methods Blind backfilling operations are conducted from the surface and do not require personnel and equipment underground. These methods are applicable to abandoned, inaccessible workings. Two categories of blind back-filling are point support, practiced by civil engineers to protect individual structures or surface facilities, and areal backfilling methods, used to protect large areas against subsidence. Point Support Methods Point support methods are usually gravity-feed systems. In general, point support methods use small volumes of expensive fill material and require a large number of boreholes within a constructed site. Because of the processed material used for back-filling and the close spacing of the injection boreholes, control and monitoring often may be accomplished by borehole cameras. Areal Backfilling Areal backfilling is conducted mainly by the pumped-slurry injection process (Fig. 1). In eastern and interior coalfields, material used is often mine refuse or flyash, both being undesirable on the surface and costly to dispose of in an environmentally acceptable manner.
