Central system of ventilation, adopted almost universally in coal mines of India and elsewhere in the world, has often proved deficent in providing a cost effective solution to the acute ventilation problems of remote workings in many mines. Loss of air due to leakage through a number of stoppings, doors etc. and accumulation of heat and moisture by intake air on its way to a working through long and circuitous route are the main unavoidable reasons for low efficiency of the system, sluggish and oppressive ventilation of workings. Multi-zonal ventilation system using large diameter bore holes for feeding fresh air in the mine close to a working has been proposed as a viable economic alternative. The method promises to provide congenial environment at working faces without resorting to air conditioning or use of booster fan. Optimum location and diameter of bore holes as well as general design procedure have been dealt in the paper. Finally, the technical as well as economic advantages of the method over the conventional design have been highlighted with the help of a case study where ventilation system of an extensive shallow mine in Central India has been redesigned according to the old and the new concepts. The methodology is general enough for adoption elsewhere in other mines under similar circumstances.

The slurry transport within the ball mill greatly influences the mill holdup, residence time, breakage rate, and hence the power draw and the particle size distribution of the mill product. However, residence-time distribution and holdup in industrial mills could not be predicted a priori. Indeed, it is impossible to determine the slurry loading in continuously operating mills by direct measurement, especially in industrial mills. In this paper, the slurry transport problem is solved using the principles of fluid mechanics. First, the motion of the ball charge and its expansion are predicted by a technique called discrete element method. Then the slurry flow through the porous ball charge is tackled with a fluid-flow technique called the marker and cell method. This may be the only numerical technique capable of tracking the slurry- free surface as it fluctuates with the motion of the ball charge. The result is a prediction of the slurry profile in both the radial and axial directions. Hence, it leads to the detailed description of slurry mass and ball charge within the mill. The model predictions are verified with pilot-scale experimental work. This novel approach based on the physics of fluid flow is devoid of any empiricism. It is shown that the holdup of industrial mills at a given feed percent solids can be predicted successfully.

Results of in situ investigations are discussed providing comparisons of rock mass deformability measurements by three methods: 'petite sismique' technique, the Goodman borehole jack and flat jacks. The tests were performed in exploratory tunnels constructed for site characterization purposes of an underground hydro-electric scheme. Due to the large number of data (41 petite sismique measurements, 45 Goodman jack tests and 19 flat jack measurements), it was possible to evaluate thoroughly the testing techniques employed. The purpose of this paper is to indicate the problems encountered in the interpretation of the results and to offer suggestions for selecting in situ tests. INTRODUCTION In situ tests are expensive and time consuming but they are an important aid in tunneling applications since they can provide deformability data of rock masses in contrast to rock material characteristics obtainable from small laboratory specimens. Some in situ tests are relatively easy to perform but their reliability may be in question unless a comparison of the data obtained by several different test methods is possible. Although many in situ techniques are available for determination of rock mass deformability (1), those more convenient to use are the Goodman jack, flat jacks and 'petite sismique. These methods are considered convenient because the Goodman jack is a borehole device; flat jacks can provide not only deformability data but also information about the stress field around excavations; while 'petite sismique' is based on seismic refraction surveys. Accordingly, these three methods have been selected for comparison.

1. Introduction This is a report on applications of the earth pressure type balanced shield tunneling projects executed under narrow streets on soft alluvial layers in Japan. Japan is a long island country surrounded by the sea. Steep mountain ranges run along the archipelago and numerous rivers originate from the mountains, leaving only limited areas of flat land along the upper and middle reaches of the streams. The majority of cities in Japan are on soft alluvial layers. Alluvium represents an extremely complex soil formation, sections bordering diluvium being characterized by sharp undulations. Various difficulties are therefore encountered in shield tunneling work undertaken in such ground conditions. Particularly, at work sites lying in an unstable, waterbearing layer with high permeability, shield excavation becomes utterly impossible, hampered by large amounts of underground water as well as land collapsing caused by the water. Even when work can somehow be accomplished by using chemical grouting or by lowering ground water level, which require extra expenses and time, undesirable effects such as ground surface settlement are unavoidable in projects undertaken in the past. The newly developed method allows safe and accurate tunnel excavation at normal speed and without giving any adverse effects on buildings above, even under such unstable ground conditions. An outline of this new method was announced at the "International Tunnel Symposium '78" held in Tokyo, and the method has since been employed in a number of tunneling projects in this country. In 1967 the US Congress passed the "Clean Air Act." This act was amended in 1970. As a result it soon became obvious that American industries were going to have to make significant changes in their methods of operation to be able to comply with quickly developing federal regulations. One of the first regulations developed was on sulfur dioxide. For this reason, the nonferrous smelting industry was immediately affected by these new regulations. This is true because the smelting process produces sulfur dioxide as a natural product of combustion when the sulfur-bearing ore is oxidized to purify the metal. The federal government's approach for setting standards included public hearings at which government, industry, and private citizens were allowed to make comments. For this reason, it was apparent to Kennecott's Metal Mining Div. that it was desirable to make a maximum effort in working with the agency to see that correct input was provided at the hearings to assist the government in setting fair and realistic standards. It was also obvious that more complete monitoring would be required. It soon became apparent that the efforts required input from many levels of the corporation from the chief executive to the plant operators. In order to accomplish both the administrative and the technical needs, an organization was needed that could respond quickly to these needs, obtain information from diverse sources, and bring it to focus in an organized approach to the problem.

Since first introduced, the coal mine roof rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground-control problem: extended cuts. Extended cuts, i.e., cuts greater than 6 m (20 ft) in length, are commonly used with remote-control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof-falls. When extended cuts are attempted in weak roof material, the roof may collapse before it can be bolted Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended-cut experience were collected at 36 mines in seven of the United States. It was found that, when the CMRR was greater than 56, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken, and, when the CMRR was between 38 and 56, extended cuts were sometimes, but not always, feasible. The data also show that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

The Thermal/Structural Interactions (TSI) In Situ Tests are a series of large scale, well instrumented tests that have been constructed at the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. As a precursor to the TSI tests, a ventilation drift (Room D) was mined, drilled and instrumented. This room provided the contractor an excellent area to practice controlled construction methods and was a proving ground for construction monitoring and documentation methods. All gages in this first room have been monitored since their initial installation, which has provided a small, but representative, data base. These data also were the first to be available from any TSI area for analysis. This paper discusses the construction activities in Room D and the data generated from the construction and drilling. Deformation of the room is compared briefly to numerical calculations that used a rather simple creep model as a reference. The constitutive model for salt, it appears, must be improved before it can predict the underground deformations.

Although much work has been carried out in order to understand the mechanism of spontaneous combustion and hence minimise its potential risk, the spontaneous combustion of coal continues to be a problem in coal mining. The Department of Mineral Resources Engineering of Nottingham University has been active in conducting fundamental research into the problem of spontaneous combustion of coal. For years standardised adiabatic oxidation tests have been used to identify coals and other carbonaceous materials liable to spontaneous combustion. Recently the apparatus has been computerised and coupled with an expert system known as ESSH to evaluate the potential of self-heating of coal on the basis of intrinsic coal properties, geological settings and mining techniques. A numerical model has been developed to study the aerodynamics of airflow in the wastes of longwall coal faces. The Computational Fluid Dynamics approach is being explored to simulate airflow behaviour and nitrogen inertisation processes within the goaf. Such a model would be used in locating the areas most liable to spontaneous combustion and improving the utilisation of nitrogen. It would also be possible to determine the most likely path ways of combustion/heating products so as to provide an indication of the most appropriate locations for fire detectors.

The mining industry is very capital intensive. Competition for shareholder investment has never been greater. Among our challenges is the need to meet shareholder expectations (return on investment), and one area of focus lies in our ability to deliver value on our capital investments. Our ability to meet project expectations affects not only the economics associated with the immediate project but also directly influences our ability to finance future projects. Moreover, our ability as individual companies to attract investor capital is influenced by how we have done overall as an industry, and our industry track record has not been that stellar. With safety, scope, cost, schedule, and quality as guiding principles, our project managers today must address high expectations on every project. This paper examines some items that should be on today's project management checklist. PROJECT ENGINEERING Herbert Hoover, himself a mining engineer, said Engineering is a great profession. There is the fascination of watching a figment of the imagination emerge through the aid of science to a plan on paper. Then it moves to realization in stone or metal or energy. Then it brings jobs and homes to men. Then it elevates the standards of living and adds to the comforts of life. That is the engineer's high privilege.

Early experiences suggested autogenous mills were difficult to operate and consumed substantially more energy than conventional rod/ball mill circuits. As our understanding has increased and the technology has matured this perception has changed to the point where most new comminution circuits are ag/sag based. In addition many operators have replaced existing conventional circuits with this technology. The JKMRC has been studying ag/sag mills for over 20 years. During this time it has amassed what is probably the single largest and most detailed data base of pilot and full scale mill operations in the world. This has been used to help develop and refine its cur- rent commercially available mathematical model of ag/sag mills. A decade of its application has greatly helped simplify both design and operation of ag/sag milling circuits as well as helping to promote the effective use of recycle crushing, secondary crushing and closed-circuit operation. This paper describes the development of ag and sag milling in terms of our understanding and the evolution of the technology. In addition the application of mathematical modelling and simulation in designing and operating efficient circuits is described with the aid of practical examples.

Long distance slurry pipeline systems for steam coal, iron concentrates, copper concentrates, and limestone, first used nearly 60 years ago, are now transporting nearly three billion ton-miles annually. At this time a phosphate concentrate pipeline is nearing start-up and systems for transporting coking coal, lead/zinc concentrates, and fly ash are planned. The solids pipeline concept was first patented in the early 1900's and put into practice in the 1950's. Table 1 summarizes the major elements of several presently operating commercial systems. Increased control system sophistication has been accompanied by significant drops in control equipment size and cost, as illustrated by recent cases of pipeline operation with progressively more advanced level of control: 1) The Consolidation Coal (Ohio) and Savage River (Tasmania) iron concentrate pipelines started in 1957 and 1967, respectively, used simple hard-wired control logic. 2) The Black Mesa (Arizona) coal slurry pipeline commissioned in 1971 added a hard- wired programmable logic controller for some of the start-up and shutdown routines. 3) Two years after its start-up in 1974 the Pinto Valley (Arizona) copper concentrate pipeline was tied into the concentrator digital computer system for data logging. 4) The Samarco (Minas Gerais, Brazil) iron concentrate pipeline which came on-line in mid-1977 was the first slurry system to use a dedicated supervisory computer for its control. Communication to remote areas was via micro- wave and buried cable.

The problem of how best to exploit a reserve has vexed mine planners and design engineers since mining began. The cyclic nature of the mine design-scheduling problem, combined with the lack of good mathematical tools for tackling it, have ensured that it has been, and will continue to be, a major challenge for operations researchers working in mining. This paper reviews the current state of the art in pit optimisation and scheduling algorithms. Starting from the inception of the first block models in the late 1950's, it progresses through the developments and applications of the Moving Cone algorithm, the Lerchs Grossmann 3D Graph Theory algorithm and some of the heuristics, to the new artificial intelligence techniques that are being applied today. Along the way, it discusses the limitations of the various approaches and lays the foundations for the research that is currently being undertaken by CSIRO and others in the field of mine production scheduling and control.

INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. During the past decade, international mining companies have descended on South America. Countries like Chile, Brazil and Peru have seen billions of dollars in exploration and development funding turn their once meager mineral industries into mining giants that have become the envy of the world. Part of this outpouring of foreign investment in those countries has been because each has privatized its state-owned mining companies and has liberalized its foreign investment laws. In addition, they have rewritten their mining codes to encourage minerals development and passed new tax laws that have made natural resource development more attractive. Now these same international mining companies are turning their attention to Argentina. This a country that, like Chile, Brazil and Peru, has a wealth of largely un- tapped mineral resources. And Argentina wants its share of the foreign investment that its neighbors have enjoyed. With that in mind, ministers of Argentina's natural resource agencies came to Denver, CO to meet with mining executives and pitch their country's mining industry. The meeting, attended by about 200 people, was sponsored by the US Trade and Development Agency and organized by the World Trade Center Denver. Others involved were the Colorado Mining Association, the Colorado International Trade Office and the Secretariat of Industry, Commerce and Mining of Argentina. The following is a summary of a report on Argentina's mining industry. It was prepared by Anderson & Schwab Management Consultants and distributed to attendees as part of the meeting's program.

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

The first application of dynamic pro¬gramming to the problem of grade control and scheduling was by Muge et al (1979) and Ribeiro (1982) who applied it to the simple, two-dimensional case of longitudinal open stoping using two sublevels. In this paper the formulation of the problem is extended to cover the general case applied to a cut-and-fill mining method. The criterion for optimization is the total deviation of the average, grades of mining blocks from the overall average panel grade (or the average grade of a set of mining panels or the mine processing working point). This means to schedule the operation by removing a certain number of mining blocks at a time, subject to the geometric (mining) constraints, and such that the total deviation of average block grades from overall average grade is minimum. The method can be applied to complex orebodies with several ore characteristics and the deviation of each one of these characteristics can be further constrained by specifying maximum values. The method can also be generalised in order to take into account any necessary geometric constraints used to define the mining method. In this paper a case study is presented concerning the mine planning of a complex sulphide orebody located in the South of Portugal. As input for the definition of the mining sequence, a geostatistical numerical model of the orebody was built based on a previous ore typology. The short term planning is used to assess specific mining sequences and the production scheduling is performed on the basis of an objective function (e.g. minimization of grade fluctuation).

Sulfide-bearing waste rock, ore and tailings have the potential for generating acid rock drainage (ARD) when exposed to an oxidizing environment. The possibility exists of utilizing the acid produced to react with lime and/or limestone to form a self-sealing cap on the reactive waste rock and tailings. Laboratory column experiments were conducted using acid-generating waste rock with a surface amendment of limestone and/or lime. Artificial rainwater was introduced and allowed to drain through the columns. Results demonstrated that the limestone and lime reacted with the acidic rock, resulting in the precipitation of a hardpan layer of gypsum and amorphous iron oxyhydroxide at the surface. The hardpan layer significantly reduced the effective permeability of the column. Based on the results of this study, it should be possible to create hardpan layers as chemical caps to significantly reduce the infiltration of rainwater and snowmelt into acidic waste rock or tailings material in the field. Unlike traditional capping methods, e.g., clay and high-density polyethylene (HDPE) covers, chemical caps should be self-healing.

The US Bureau of Mines investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed and solids concentration on the kinetics of shear-flocculation. The results showed that shear flocculation is a two-stage process. In the first stage, which occurs during the first 1-2 min. of the reaction, the mean particle size increases rapidly, and in the second stage, an equilibrium is set up between the rates of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear flocculation, which was dependent on solids concentration and collector dosage. This stirring speed was the minimum necessary for particles to overcome the electrostatic energy barrier, and that results in keeping the conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.

The Virginia Operations of Consolidation Coal Co. include a diversity of mine fan configurations which have been tested to quantify pressure losses through the inlet ductwork. Airflow and pressure measurements were taken at four shaft sites to calculate losses for the 90-degree bend at the top of the shaft and the self-closing dampers or closing doors located between the shaft and fan. Velocity contours were then developed from the test data to determine flow patterns in each fan system component. In addition, yaw and pitch angles of airflow through the fan annulus were measured to evaluate turbulence levels created by various inlet ductwork designs. The test results indicate that proper design of the shaft collar and ductwork arrangement for main mine fans can substantially reduce system pressure losses and air turbulence. BY minimizing the pressure drop experienced on the surface, these design improvements enable the bulk of the total pressure developed by the fan(s) to be utilized in the mine.
