The conditioning of phosphate flotation feed with anionic flotation reagents was identified as a high- priority research topic during a beneficiation work- shop sponsored by the Florida Institute of Phosphate Research (FIPR). FIPR subsequently solicited research proposals to identify the mechanisms of reagent adsorption, to determine scale-up relationships for conditioner design, and to investigate the effect of conditioning variables on reagent adsorption and flotation performance. The two-year research project was awarded to Jacobs Engineering. Somasundaran, Inc., the University of Florida Mineral Resources Research Center, and the U.S. Bureau of Mines assisted Jacobs. Two mechanisms of anionic collector adsorption were detected by spectrographic analyses and confirmed by microcalorimetric measurements. The mechanisms provided a sound technical basis for the empirical practice of conditioning phosphate flotation feed at a high percent solids. Tests performed in laboratory and pilot-scale agitated tanks indicated that power intensity may be used as a reliable scale-up parameter for anionic conditioning of phosphate slurry. Excessive agitator speed during conditioning was found to be detrimental to anionic flotation performance. Some dimensional ratios of anionic conditioners were found to be consistent with good utilization of agitation energy. Laboratory conditioning and flotation tests demonstrated that adsorption of collector onto phosphate and the subsequent recovery of phosphate in anionic flotation were significantly influenced by the quantity and quality of water used in conditioning. Conversely, the quality of water used in flotation was more influential on the recovery of quartz in the concentrate. A comprehensive survey of anionic conditioners and conditioning practice in the Florida phosphate industry was also performed during this project. The study clearly showed that flotation testing with laboratory conditions typical of scientific research gives different results than laboratory testing with simulated plant conditions. The effects of test conditions on laboratory test results should be carefully considered by investigators planning and conducting applied research.

The demand for rare earth elements for everyday technology and applications has initiated much research into the extraction and recovery of these rare earth elements. An otherwise unknown group of minerals, eudialyte is a zircon silicate consisting of rare earth oxides (REO), contained in a unique mineral structure and represented by a complex chemical formula. Research into extraction and recovery of rare earth elements involves various beneficiation and hydrometallurgical techniques. The goal of beneficiation being to efficiently liberate and upgrade the REO content, followed by hydrometallurgy to extract the desired elements. This overview will discuss previous research on treating eudialyte group minerals via different mineral processing and extraction techniques.

Right in the heart of Boston Harbor lies Deer Island, where a ten-year, 6 billion dollar sewage treatment plant is under construction. The 9.5 mile long, 25.5' diameter Effluent Outfall Tunnel is the center piece of this program. A Robbins double-shielded TBM is currently driving this challenging tunnel some 400 feet below sea level. This paper will discuss the set-up and operation of this Tunnel Boring Machine in driving the longest single heading tunnel ever built in North America.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. "The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. Spherical oxide particles can be used as mineral fillers, paint pigments, polishing materials and catalysts. They can be prepared using various techniques involving precipitation and spray drying. Melting of particles in a high-temperature flame is a simple technique which produces particles with a high degree of sphericity and high smoothness from non-spherical feed material. In current research the preparation of alumina particles by melting the feed material in a hydrogen- oxygen flame is described. The spherical particles obtained were characterized using scanning electron microscopy, atomic force microscopy, energy dispersive spectroscopy, X-ray difiaction, Fourier transform infrared spectroscopy and electrokinetic measurements. The particles pre- pared exhibit a high degree of sphericity and a low level of roughness. The chemical composition of the material after preparation is unchanged, however the crystallographic structure is different. It is suggested that alumina changes from pure a-alumina to a mixture of different transitional forms. Changes in the electrokinetic behavior were also observed for alumina which can be attributed to the strong dehydration of the oxide surface and/or change in the crystallographic structure. Also, the possible accommodation of trace amount of impurities in the surface zone during melting cannot be ignored.

Commercial scale in-situ leach uranium facilities (i.e., solution mining) have operated since late 1975, and have begun to appear in increasing numbers in the last few years. Solution mining involves the pumping of ground water, fortified with oxidizing and complexing agents, into an ore body, leaching and solubilizing the uranium in-situ, and then pumping the solutions to the surface where they are fed to a mill. Milling is by conventional means, involving ion exchange, precipitation, calcining and packaging processes. This paper presents an overview of the solution mining process, and discusses an empirical method that has been used to determine the radon gas release rate in Bq (curies) per year for the overall operation of the facility including wellfields, milling processes and waste storage reservoirs. In addition to radon generation on the surface from radium decay, it has been determined that the major component of radon release is associated with the dynamic generation of radon from solutions returning from underground. Process parameters impacting this evaluation and the mathematical expressions developed are discussed. The preliminary data accrued is presented.

As orebodies being mined globally are of ever-decreasing grades, the focus on the concentration process has moved increasingly to the challenges faced in management of the gangue minerals. This is especially so in the flotation of platinum group minerals (PGMs), where head grades are typically in the region of 4–7 g/t. Hence, in PGM operations, a typical recovery of about 80 percent requires depressing about 85 percent of the gangue minerals. In a flotation cell the main control parameters are reagent type and dosage, froth depth and air addition rate. This paper reviews research projects carried out over an extended period aimed at optimizing the depression of gangue minerals: both those that are naturally floatable and those, such as chromite, that are entrained.  This has involved comparing the two major depressants used in the industry — guar and carboxymethylcellulose (CMC) — in the depression of the relevant gangue minerals, as well as investigating their consequent effect on the behavior of the froth phase. Because most PGM flotation plants treat the ore as if all the PGMs are associated with sulfides, copper sulfate is widely used as an activator, but this can also lead to inadvertent activation of gangue minerals. Finally, chromite levels must be kept below 3–5 percent to avoid any negative effects on smelter performance, and thus it is important to reduce chromite recovery which mainly occurs due to entrainment through, for example, froth depth control.

Arizona's geologic history is complex, resulting in a diversity of rock types and earth materials, including those of commercial interest. Regional variations in geologic history gave rise to three geologic provinces and an inequitable distribution of both metallic and nonmetallic mineral wealth. The Colorado Plateau is largely composed of flat-lying Paleozoic and Mesozoic sedimentary rocks and late Cenozoic volcanic fields and sedimentary deposits. Associated resources include gypsum, halite, sylvite, clays, specialty sand, flagstone, volcanic products, and aggregate. The adjacent Transition Zone features a large expanse of Proterozoic rocks, economically important Devonian and Mississippian carbonate rocks, and Tertiary volcanic and sedimentary materials. Nonmetallic resources in this province include facing and dimension stone, aggregate, decomposed granite, chrysotile asbestos, gypsum, clay, barite, fluorspar, zeolites, and limestone used for lime, cement, and railroad ballast. The Basin and Range Province has the most complex geologic history and, therefore, the most diverse assemblage of industrial mineral occurrences. These include halite, gypsum, clay, aggregate, decomposed granite, diatomite, zeolites, perlite, pumice, kyanite, limestone, marble, stone, and others. In addition, young stream deposits yield vast quantities of sand and gravel, Arizona's most economically important nonmetallic mineral commodity.

Few members of the general public have a clear understanding of mineral resources. Most people do not know how minerals are mined or why they must be extracted from many diverse locations. Many people acquire knowledge of mineral development from mass media sources with incomplete details or obvious anti-mining bias. The California Mineral Education Foundation was formed in 1991 to provide educational opportunities for the public and industry. There have been major changes in earth science teaching requirements for kindergarten through 12th grade (K-12) curricula since the passage of California Senate Bill 813 in 1983. Model graduation standards, curriculum standards and the state science framework mandate substantial coverage of geoscience topics. The California State Commission on Teacher Credentialing has completed changes in multiple subject and single subject science credentials which will require more geoscience preparation for all teachers. The need for pre-service and in-service education in geoscience is at an all time high. Teachers must have continuing education to maintain their credentials and many are now seeking information in geoscience. The California Mineral Education Foundation designed and conducted the California Mineral Education Conferences held in August 1991 and 1992. The conferences involved lectures and field trips on mining geology, environmental problems and political concerns. Master teachers were employed to share how they get across mineral resource concepts in the classroom. Ninety-six percent of the participants stated that they had changed to a more positive perception of mining after taking the three day course.

The semivariogram is one of the most important tools available to the geostatistician for the analysis of mineral deposits. To be complete, a semivariogram study must include a minimum of three parts which are highly interdependent. These are: calculation of the semivariogram, mathematical modeling, and geologic interpretation. The known factors and conditions which controlled or influenced the distribution of mineralization within the body being studied should be considered in the analysis .of the semivariogram. The presence and characteristics of successive phases of mineralization, the chemical and physical properties of the host rocks and the mineralization should all be considered. This requires close and continued communication between the geologist and the geostatistician prior to and during the semi-variogram study. Geologic stationarity is needed if meaningful semivariogram results are to be obtained. The first step is, therefore, to determine whether the mineralization can be analyzed as a whole or if different geologically homogeneous sections must be defined and evaluated separately. Different methods can be used to calculate an experimental semivariogram from known sample values. The method chosen will depend not only on the anticipated and actual statistical properties of the deposit, but also on its geologic characteristics.

During the last ten years, longwall mining systems have undergone many changes. Panel widths and lengths have increased. Longwall faces have become more automated. Average production from individual longwall panels has increased from 1,000 to 3,600 tons per shift. To control the dust generation resulting from the higher production, longwall dust control systems have integrated various dust control techniques. Systems designed to control dust generated at the crusher/stageloader, shearer, and supports are common to most longwall faces. A survey was made of the dust controls that are currently in place on all the longwalls in the U.S. This survey addressed the types of controls used to reduce dust generated at the crusher/stageloader, shearer and roof support movement. Additionally, information on face ventilation rates, cutting cycle and level of automation was obtained. The purpose of this paper is to review the dust control practices that have been implemented throughout the United States and to identify those controls that are being used on high production longwall faces. Additionally, a model is used to demonstrate how ventilation and automation affect occupational exposure. Automation of roof support movement can offer some of the greatest reductions in occupational dust exposures. While technically feasible, its full benefit has not been fully realized by the industry. Until technology to fully automate longwall mining systems becomes more reliable, future dust control systems must rely on increased ventilation, application of headgate dust collectors, improved shearer dust controls and improved shield dust suppression systems.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

Discussion by P. Malozemoff I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years. In underground mines, it is not economic to develop reserves beyond a certain depth, so the life of initially established reserves must be limited. In these cases, it is especially important to have a good geological understanding of the orebody and its continuity. To accommodate these concepts and present proof of economic soundness for a mining enterprise, a mathematical analysis should yield a life long enough to allow exploration and the development of additional reserves that would ensure a longer mine life and a more profitable result.

Silicon nitride (Si3N4 ) is an advanced structural ceramic materia1 which is presently being considered for a number of potential engineering applications, particularly in heat engines, gas turbines, and electronics. With respect to other structural ceramics, silicon nitride has relatively low thermal conductivity and thermal expansion coefficients and a moderate elastic modulus. Thus, during thermal cycling the stresses developed in this material are lower than in other structural ceramics. At the present time silicon nitride is produced via three main processes: thermal decomposition of silicon imide or amide, treatment of silicon tetrachloride or silane vapour with ammonia and nitriding of silicon powder. These three methods of production are discussed with particular attention to the effect of morphology and phase content on the properties of the final product. In this work carbothermal production of silicon nitride has been studied in a high temperature resistance furnace. Compacted briquettes of silica and carbon were produced which were reacted in a nitrogen atmosphere. The optimum reaction temperature and the carbon to silica ratio were found to be 1425OC and ten to one, respectively. The presence of large amounts of ash in the reductant promoted the formation of silicon nitride. The specific surface area of the briquettes did not have a large effect over the range studied in the present work. Briquette seeding with small amounts of Si3N4 was effective in increasing the reaction rates.

I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly.
