The use of computers in system analysis is well established. Analog computers have been used for this purpose since about 1940. As the power of digital computers increased and their cost decreased, much of the analysis formerly done by analog computers has been diverted to digital computers. The mathematical foundation for system analysis was laid between the years 1700 and 1900. In the 1930?s, telephone repeater amplifiers were designed using systems analysis techniques. From 1940 to 1960 systems were analyzed using either direct simulation or LaPlace transforms. Since 1960 analytical methods have been expanded to include linear vector space theory. All of these methods are being used to analyze the dynamic behavior of mining machinery.

In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

The close-multiple coal seam is an important component of China’s coal resources and plays a key role in total coal reserves. However, the overburden movement in the mining process of close-multiple coal seams is usually extensive, which is seriously affected by overmining. It is therefore essential to study the mechanism of roof breakage, the relationship between the shield and the surrounding rock, and the mechanism of overburden movement to ensure the safe operation and the efficient exploitation of close-multiple coal seams. This work first proposes a technical route for intelligent ground control. Second, the principle of cooperative control between the shield and overburden roof is revealed, and the shield support capacity calculation method is summarized. Third, the quantitative criterion for disturbance degree of key stratum (KSDD) is proposed based on the key strata theory. Finally, several intelligent evaluation and analysis systems have been developed in terms of overburden breakage and shield support capacity, multi-information analysis of ground control, and disturbance degree of overburden. The research results may provide an essential reference for the development of intelligent ground control in the mining process of close-multiple coal seams

Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

INTRODUCTION The increasing price of gold and silver over the past 10 years has caused increasing activity in the exploration, evaluation and development of precious metals projects. Many of these deposits are relatively low grade and short lived which makes them economically sensitive to the major project variables such as metal price, capital cost, operating cost and of course, tonnage and grade. These deposits often have a high variability (a coefficient of variation -- o/u -- of 2 to 5) and an intermixing of ore and waste, making ac- curate ore reserve estimation difficult, especially when using traditional estimation techniques. Often, the estimation errors are not the 10-20% that we see in base metal deposits, but the errors in grade and tonnage can be as high as 50%, which can obviously have a very substantial impact on project Recent developments in geostatistics when coupled with a sound geologic under- standing of the deposit can significantly improve reserve estimates of these variable precious metals deposits. Examples will be given of actual deposits where the traditional estimates were significantly different from the mining reality. An attempt will be made to explain the applicable geostatistical tools with a minimum of geostatistical jargon and without complicated formulas. The key to improving the reserve estimates is a clear understanding of the deposit geology and especially the structural controls, the use of local estimation techniques that recognize the intermixing of ore and waste and the effect of selective mining on recoverable reserves, and the use of a global reserve estimation technique to check the results of local estimation. Geologic Controls The vast majority of gold and silver deposits being mined or developed in the western United States would be classified as epithermal deposits. These are formed by hydrothermal fluids (hot water) flowing upward through the rocks and depositing the precious metals as the fluids cool or reach areas of lower pressure or favorable chemical sites. These environments are similar to present day hot springs-type environments with some deposits being clearly associated with surface hot springs such as the Homestake McLaughlin deposit in northern California. These hydrothermal deposits can occur in sedimentary rocks resulting in deposits such as those of the Carlin district or the Jerritt Canyon deposit or the hydrothermal systems can occur in volcanic rocks forming deposits such as Round Mountain, Manhattan or Paradise Peak. The mechanisms of formation were similar in either case with the solution flow controlled by geologic structure and precious metals deposited when the conditions of temperataure, pressure and chemical environment were favorable. The gold and silver hearing solutions travel through permeable faults and fracture systems depositing the metals along these channels. The grades are often highest in the central parts of these conduits (veins) with lower grades in the surrounding rocks. An understanding of the nature, distribution and orientation of these plumbing systems is important to a realistic reserve estimate. The point to be emphasized here is that, good, sound geology in the form of geologic mapping, logging of rotary chip samples and a few carefully logged core holes can signifi- cantly improve an ore reserve estimate.

INTRODUCTION This method is a variation of cut-and-fill mining where either the wall rock or the vein is too unconsolidated to permit safe mining by conventional cut-and-fill methods. Basic development consists of driving a 2.4 x 2.7-m (8 x 9-ft) haulage heading laterally in the footwall side of the vein. Crosscuts are driven over to the vein at 91-m (300-ft) intervals. Then the vein, at each inter¬section, is mined out to a distance of about 9 m (30 ft ) above the track level. After the installation of an ore chute, scrams or intermediate drifts are driven in both directions along the vein. Mining then starts imme¬diately below the level bounding the upper limit of the stope. A cut varying between 3 and 4.2 m (10 and 14 ft) in depth and mined for a distance of 45.7 m (150 ft )along the strike is taken from the orepass in each direction (Fig. 1). In this mined-out void, the floor of the cut is equipped with 203 x 203-mm (8 x 8-in.) caps hitched into the wall with steel saddle hitches installed on 1.5-m (5-ft) centers. Double wood stringers, 152.4 x 152.4 mm (6 x 6 in.), are then installed on 1.2-m (4-ft) centers longitudinally down the length of the stope. Reinforc¬ing wire mesh is also placed, overlying each mat of timber. Directly above the stringers, stulls are installed from hanging wall to footwall to hold the timber in place during the sand-filling operation. Then a cement¬sand mixture in a ratio of about 1:10 weight is poured to a depth of about 2.4 m (8 ft). The entire cycle is then repeated down to the scram drift. Another variation of timbering is illustrated in Fig. 2. There is a vein width of approximately 5.5 m (18 ft) with the same unconsolidated ground conditions. The primary difference between handling this situation and the previously described undercut-and-fill method is that standard timbered sets are installed in each excavated stoping void rather than stulls. Once again the basic method is to work down the ore block from an upper timbered drift to a lower timbered drift. Cuts are taken from a timbered raise with a chute on the stope side. Each piece of ground excavated is essentially two sets high, 5.5 m (18 ft), by two sets wide, 5.5 m (18 ft), by the length of the cut along the strike of the vein. The timbered sets are 2.4 x 2.4 x 2.4 m (8 x 8 x 8 ft). The net result is, therefore, two sets of timber on a top floor separated by doubled-up 76-mm (3-in.) lagging from

Mining and tunneling in so-called “squeezing ground conditions” at high in-situ stress can result in substantial and enduring ground deformations. The magnitude of deformations is closely tied to the applied excavation- and support concept, though typically, they can reach tens of centimeters. The yielding principle is based on the idea, that the need for support capacity decreases as deformation increases. To enable controlled ground deformation and safe working conditions, yielding elements as a part of the shotcrete lining are implemented. These types of elements avoid an overstressing of the shotcrete lining. During the deformation process, the support pressure of the yielding elements and lining increases, thus stabilizing the ground. Furthermore, long-term creep deformations of the rock mass can be absorbed with such a system. This economic support technique represents the state-of-the-art infrastructure tunneling practice in squeezing ground condition. A novel yielding element of High-Strength Expanded Polystyrene (HS-EPS) was invented, which overcomes existing systems’ drawbacks. This innovative system is lightweight and allows for safe and rapid installation. Furthermore, the modular setup of the element enables an easy on-site adaption to react to in-situ deformation patterns and changing ground conditions. Recent experiences from applications in Alpine base tunnels in squeezing ground are presented.

Iron ore pellets made from concentrates produced from low grade iron ores are the primary iron bearing feedstock for iron making in North American blast furnaces. Steelmakers are demanding increasingly higher quality to provide for improved blast furnace productivity, efficiency, product quality and environmental compliance. Unfortunately, this higher quality iron ore product must be produced from the vast deposits of low grade iron ores that are becoming increasingly poorer in quality with regard to mineral liberation and ease of concentration. Since some of these low grade iron ores require grinding to as fine as 90% -500 mesh (25 microns) for liberation and since more of the silicious gangue and other minor undesirable constituents must be removed to provide the higher quality, we have come to depend on flotation to do the added work. Flotation technology and other preflotation unit operations must improve to meet these increasing demands. In many cases, flotation equipment, reagents and circuit operating performance have improved little during the last two to three decades. Mechanical flotation cells have grown from 14 cubic meters (500 cubic feet) to over 84 cubic meters (3000 cubic feet) to help reduce capital and operating costs; however, flotation metallurgical performance has not improved, Column flotation has only recently shown promise in improving metallurgical performance for iron ore rougher flotation. Previous column flotation success was mainly in scavenger and cleaner flotation steps for treating minerals other than iron ore. Although some new flotation chemicals have been developed for removal of silica and other minor constituents under widely varying mineralogical scenarios, recovery of iron mineral has not improved. The operation and control of flotation circuits have become more challenging because of the increasing workload on flotation. Better sensing, process control and operation of flotation circuits are essential as we go forward. Iron ore upgrading by flotation can be classified into either anionic or cationic methods. Anionic flotation of either iron oxide or silicious gangue is accomplished by collector type, pH control and selective chemical activation . Similarly, cationic flotation of silica or iron oxides is accomplished by collector type, activation and/or pH control. Removal of other minor constituents is achieved by using specialty chemicals under controlled conditions for preflotation, co-flotation or post flotation steps. Generally, anionic flotation is used for floating cleanly liberating crystalline oxidized iron ores such as hematite, specularite and martite. Earthy and hydrated oxides such as hematite and geothite can be upgraded with either anionic or cationic collectors after controlled dispersion of slimes or prior removal of slimes. Anionic flotation of silicious waste can be achieved by calcium activation of silica. For magnetic iron ores small amounts of locked silica particles (middlings) can be removed by cationic silica flotation, which is the only method in commercial use in North America today. Historically the efficiency of these iron ore flotation processes has been restricted by the loss of fine iron particles (minus 500 mesh) to the tailings product. New technology is required to overcome this loss and improve overall flotation performance. Development of technology for more selective separation of silica and other minor undesirable constituents from iron ore will provide both quality and cost benefits to the iron and steel producers. Development of future iron ore production in North America will face stiffer technical challenges. These new and undeveloped iron ore deposits are largely oxidized (non-magnetic) and by nature contain more slimes and other undesirable constituents. Unless other new technology evolves, flotation will be the major treatment process required to upgrade these difficult low grade iron ores.

I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

"Tunnels designed to NFPA 502 are required to withstand the RWS time-temperature curve, more specifically prevent progressive spalling and loss of strength of steel reinforcement. Fire boards or spray-on layers can be effective, however, these solutions have capital and whole-life cost implications. The use of “fire resistant” concrete based on a suitable aggregate with polypropylene fibers has also increased in recent years. This article presents a new methodology for thermal and structural analysis of segmentally lined tunnels, which permits the analysis of project specific fire curves and an assessment of different fire protection strategies. The effectiveness of fire boards is assessed along with whether “fire resistant” concrete alone is a viable means of achieving the required protection. Finally, since NFPA 502 recommends water-based fixed fire-fighting systems for Category C and D tunnels, we discuss the question of how a fixed fire-fighting system should be addressed within the structural design. INTRODUCTION Protecting road tunnels from structural damage and collapse is a key requirement for both life safety and business continuity. Where road tunnels are part of key highway corridors, protecting business continuity is a high priority for owners, operators and the Authority Having Jurisdiction. For existing tunnels, compliance with NFPA 502 may require upgrades with either passive fire protection and/or water-based fixed firefighting systems. For new tunnels, compliance with NFPA 502 requires a combination of good practice in design and fire testing. A water-based fixed firefighting system is a Conditionally Mandatory Requirement1 for Class C and D tunnels, i.e. all tunnels greater than 300m and 1000m long respectively. The basis for fire safety design of new tunnels and assessment of existing tunnels is the worst-case fire scenario. CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.'s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic.
