The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

Ground behaviour in the vicinity of a roadway has been investigated using a physical model and in situ tests during a roof fall. It was discovered that behaviour of the ground is governed by irreversible displacements of adjacent rock clusters. The cluster is a short-living sector of a rock mass that moves as a solid body. For the lack of degree of freedom, the rock mass must be divided into clusters that are forced to move one after another in space and in time. These clusters permanently rearrange and reform during irreversible (inelastic) ground deformation. The crowded clusters have to yield to each other and alter their velocity and direction of movement to accommodate their motion into the excavation. Such behaviour involves uneven and irregular vertical deflection and the movement of adjacent rock blocks in the roof, sides and floor of an opening. Such movement destroys the symmetry of horizontal displacements with respect to the centre line of the opening. A set of indicators that a roof fall is imminent has been identified. Horizontal displacements and dilation must be controlled in order to maintain the stability of an underground opening. Such a state retains the self-supporting effect of the roof and contributes to rock bolts bearing capacity.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the 'AMIRA P754-Metal Accounting and Reconciliation' project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called `the propagation of error'.

Although some of the platinum(II/IV) and rhodium(III) chemistry is considered ?old? and well-known, the application of modern multinuclear NMR spectroscopic methods to this chemistry in solution reveals new details about their rich and relevant solution chemistry. In this paper we will briefly illustrate that the highly-sensitive 195Pt NMR shielding is an excellent probe to explore aspects such as solvation, ion-pairing, and the hydrolysis chemistry of inter alia [PtCl6-n(H2O)n]n-2 (n=0-5). Moreover the novel use of 35Cl/37Cl and 18O isotopes effects as unique NMR ?fingerprints? leading to a new and unambiguous method of chemical speciation of the numerous possible PtII/IV and RhIII complexes present in halide-rich aqueous solutions. In the case of Rh(III) chemistry a new, direct speciation distribution diagram has been established for [RhCln(H2O)6-n]3-n complexes (n = 3-6) in HCl solution at 292 K with these methods.

Tight control of electrode paste additions, hard and soft paste levels, baked zone position and electrode temperatures are integral to superior Söderberg electrode management practices. Paste addition is typically effected through briquettes, cylinders or large blocks. Each electrode paste form has its advantages and disadvantages, but probably a more crucial element from an electrode control perspective is the frequency and amount of electrode paste addition into a Söderberg electrode column. The detrimental effects of excessive soft paste levels leading to Stokes? Law segregation of paste in the electrode column are well documented, while several operators have effectively implemented the use of electrode thermocouples to monitor paste temperatures and automated slipping algorithms to control baking conditions within electrodes. Somewhat less well appreciated are the negative influences of inadequate soft paste levels, especially when coupled with excessive paste cylinder or block additions and resulting high hard paste levels. The alternative of insufficient hard paste levels and associated overheated electrode paste must also be considered, and can contribute to paste segregation directly. This condition also has the potential to generate gas mixtures in the electrode column that are concurrently a potential health hazard, while being prone to spontaneous combustion. Results of industrial trials on electric furnaces using Söderberg electrodes in a variety of applications from ferrochromium, to ferromanganese and even platinum-bearing base metal sulphides smelting are presented to illustrate the influence of paste loading practices on the dynamics of hard and soft paste levels. Possible electrode failure mechanisms attributable to inadequate paste level control will be discussed through some industrial examples. Suitable paste loading practices to mitigate the risks of inappropriate paste levels and associated electrode incidents are presented.

Electric furnace smelting is one of the principal unit operations for ferroalloy production, and increased process intensity, improved availability, minimal maintenance and a longer campaign life are common objectives for electric furnace operation in order to obtain favourable economics of production. Furnace designers have continued to develop innovative solutions that have allowed these objectives to be realised, e.g., furnace cooling systems, and numerical modelling plays a key role in the design process. Enhanced understanding of the energy transfer process in the furnace and the ability to develop, evaluate and optimise components of the crucible design to match process requirements are the key motivators for modelling. This paper provides an overview of recent applications of numerical modelling to the design of electric furnaces. The aim is to illustrate what can be done, and identify areas where further work is needed in this field. Examples include furnace bath modelling, crucible cooling system design, taphole design, baking of Soderberg electrodes, off-gas systems, and fume control and building ventilation. It is argued that the trend is for numerical models to become more encompassing while at the same time more accessible, and therefore further improvements in furnace design will be realised with continued and well validated modelling efforts.

Keywords: Ilmenite, titania slag, pig iron, rutile, zircon Located on the eastern shores of South Africa, 180 km north of Durban, Richards Bay Minerals (RBM) produces approximately 2.0 million metric tonnes of product annually making RBM a leading producer of titania slag, high purity pig iron, rutile and zircon. Heavy minerals are extracted from the nearby dunes by dredging and concentration on a floating gravity separation plant, followed by separation of the ilmenite, rutile and zircon at the mineral separation plant located at the smelter site. The ilmenite is processed through an oxidizing roast followed by magnetic separation and is then partially reduced to an 85 per cent TiO2 slag in one of four six-in-line a.c. electric arc furnaces. The slag is milled and then classified into two product sizes suitable as a raw material for both the sulphate and chloride pigment processes. The high quality iron produced during the reduction process is further processed to produce various grades of low-manganese iron. Around 95 per cent of the products are exported, yielding a world market share of about 25 per cent of titania slag, rutile, high quality pig iron, and zircon.

Keywords: Pyrometallurgy, furnace, calcium carbide, acetylene, Newcastle The manufacture of calcium carbide in Newcastle, South Africa, was started in the late 1950s by a company called South African Carbide, at the Ballengeich site. In 1978, this operation was bought by the forerunner to the present AECI Ltd, a large producer of commodity chemicals at the time. Production continued at this site until 1992. In the meantime, Karbochem, an operating division of Sentrachem Ltd, was also manufacturing carbide in Newcastle, as a building block for the manufacture of synthetic rubber. In 1990, the Karbochem calcium carbide operation was closed down. In 1992, the AECI carbide business and the Karbochem production facility were amalgamated, and production continued under the Karbochem name. In 1997, the Dow Chemical Company bought the holding company of Karbochem, and the carbide business continued operations until 2003. In June 2003, the business was sold to a management consortium as SA Calcium Carbide (Pty) Ltd. Later, in October 2004, 100% of the shares were acquired by the Andina Group. Today, the Andina Group, consisting of SACC from South Africa, CIL from UK, and ANDINA from Argentina, has become a global leader in the manufacture and supply of calcium carbide and calcium silicon, ferro silicon 75% and derivatives, recarburizers with low nitrogen content, acetylene, carbon black, micro-silica, and silicon metal. The production facilities at Newcastle comprise a 52 MVA submerged arc furnace of a closed design, carbon monoxide gas recovery, recovery of fine raw materials via a hollow electrode system, and an extensive computer-controlled process. These all enable an efficient state-of-the-art operation. The downstream processing facilities consist of screening and drumming facilities, milling facilities, an acetylene generation plant, and an acetylene carbon black plant. Clearly, SA Calcium Carbide (Pty) Ltd has a long history of supplying quality calcium carbide to the industries that it proudly serves.

The advent of low-quality export coal demand has brought a new range of possibilities to the South African coal industry. Products that traditionally were only of value to the domestic or combustion industry sectors now have the potential to be exported, with only minor amounts of upgrading required through beneficiation. Comparatively high steam-coal export prices can be obtained for lowquality export coal, which enhances the economic feasibility of expanding low-quality thermal coal exports. There are, however, increasing concerns about the feasibility of lower quality thermal coal exports and the broader implications. These concerns relate to the environmental impact of low-quality thermal coal production for export and the inherent threat to the security of domestic thermal coal supply in South Africa. Against this background, this paper serves to explain the extended value chain in the production of export coal. The technical and economic advantages and disadvantages of low-grade exports versus coal production for domestic use are evaluated. The value chain estimation is calculated by the beneficiation modelling and characterization of two coals. Based on the value estimation, the lowgrade export production scenario, and finally the modelling of potential pollutant distribution, are described. "The oxidative leaching of chalcopyrite in ammoniacal solutions has been evaluated using electro-analytical techniques. The anodic dissolution process has been established to be a seven-electron transfer process under nitrogen in ammonia–ammonium sulphate solutions and ammonia–ammonium carbonate solutions. The number of electrons transferred in the carbonate and sulphate salts suggests that the sulphur is oxidised to a thiosulphate intermediate and the copper and iron released as Cu+ and Fe2+. The Cu+ and Fe2+ is subsequently oxidised in solution in non-Faradaic reactions. The deportment of Fe2+ and S2O32- is affected by choice of the ammonium salt used in the leaching process. In the perchlorate salt, only five electrons are transferred, however observations made on the mineral surface after leaching do not support the formation of elemental sulphur. Scanning electron microscopy and energy-dispersive spectroscopy analysis of the mineral surface suggest presence of an iron–sulphur surface layer completely free of copper under the ammonia–ammonium sulphate conditions, an iron-rich surface layer under ammonia–ammonium perchlorate solutions and absence of surface layer build up under ammonia–ammonium carbonate solutions. INTRODUCTION Hydrometallurgical processes for copper extraction provide a viable route to recover the metal from mixed and low-grade ores, as well as overcome the environmental challenges faced by the traditional pyrometallurgical processes. Chalcopyrite is not only the most abundant of the copper sulphides, but also the most stable, making it recalcitrant to hydrometallurgical processes. Hence, hydrometallurgical processing of chalcopyrite continues to be an attractive area of research due to the vaguely understood surface chemistry of the mineral in different aqueous media. Different approaches to hydrometallurgical treatment of chalcopyrite can be carried out. These include thermal treatment prior to leaching, direct leaching and direct electrochemical leaching (Venkatachalam, 1991). Direct leaching of chalcopyrite can be carried out in various solution systems, as reviewed by Roman and Benner (1973) and Venkatachalam (1991). Ammoniacal solutions are attractive and effective lixiviants that form stable amine complexes with some base-metal cations while rejecting iron. Leaching of chalcopyrite in ammoniacal solutions in the presence of an oxidant is possible due to the stabilisation of copper(I) and copper (II) by ammonia at elevated pH levels. In oxygenated ammonia solutions, it has been suggested that chalcopyrite dissolves according to Equation 1 (Beckstead & Miller, 1977a):"

The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

Keywords: Pyrometallurgy, Wits University, research Wits Metallurgy celebrated its centenary in 2004. The department has been at the forefront of education and research and has contributed greatly to the metals and minerals industry, both in South Africa and abroad, in terms of human resources and knowledge generation. A significant number of industry and academic leaders worldwide are Wits Metallurgy graduates. Since its early beginnings, pyrometallurgy has always been part of the curricula and research offered by the department. Pyrometallurgical activities started to expand tremendously from the middle of the 1960s, especially by the formation - together with Mintek - of the Pyrometallurgy Research Group, which continues its internationally recognised research activities today. The research efforts have been concentrated on problems associated particularly with ferroalloy, steel, stainless steel production, and PGM/Cu-Ni sulphide smelting. In recent years, research has been further expanded to physical modelling of pyrometallurgical reactors. Almost all of the specific research projects were handled from a fundamental point of view, and hence a large number of MSc(Eng) and PhD degrees were achieved by candidates under the supervision of the Pyrometallurgy Research Leaders. Moreover, a significant portion of the research results were published in internationally recognized journals and conference proceedings. Among these, Infacon and the Molten Slags, Fluxes and Salts Conference series are worth mentioning. The studies from a fundamental point of view include thermodynamics, phase equilibria, transport phenomena, kinetics, and process dynamic aspects of high temperature processes and systems, both in the solid and liquid states.

The quality of Pregnant Leach Solution (PLS) at Skorpion Zinc is of utmost importance for efficient operation of the Solvent Extraction (SX) Plant. Suspended solids in the PLS forms CRUD in the settlers, resulting in reduced zinc transfer capacity and increased impurity carry over to Electrowinning. The Ishigaki Fibre-Wakishimizu filter (fibre media rapid filtration equipment) has been identified as polishing filter that potentially could remove solids from the PLS of Skorpion Zinc. A pilot unit with 20m³/h capacity was tested on site over a period of 9 months under plant operating conditions in the refinery. The FW filter produces a clear filtrate, acceptable for the Solvent Extraction. Turbidity is improved by 72%. Gravimetric analysis indicates a 47% removal of solids. However, the gravimetric method is biased by a co-precipitation of saturated salts during the analysis. Filter media is blinded by the Skorpion Zinc PLS solution, as result of suspended solids and process chemistry. The media could not be regenerated to acceptable conditions. Further testwork to investigate the impact of process solution chemistry modification on blinding is undertaken. Based on the outcome of this investigation a final decision on the FW filter can be taken.

Abstract: In order to develop non-destructive methods in studying physical and mechanical properties of rock and replacing them with difficult and expensive static methods, several ultrasonic tests were carried out on cylindrical rock specimens in accordance with the ISRM suggested methods and velocity of P and S waves were determined. Also, density, porosity, water absorption, uniaxial compressive strength and indirect tensile strength were determined for each specimen in accordance with ISRM suggested methods. According to above tests static and dynamic elastic constants were calculated After statistical analysis of data obtained from tests, the relationships between velocity of elastic waves and physical or mechanical parameters were determined and some equations were obtained. Also similar analyses were performed on static and dynamic constants and some equations were extracted. Using these equations, the physical and mechanical parameters of rock and also static elastic constants can be estimated by conducting simple and quick tests (i.e. ultrasonic tests). Nachdem statistische Analyse die Korrelation der Ergebnisse zwischen der Geschwindigkeit elastischer Wellen und mechanischer und physischer Eigentümer der Steine erhalten worden ist, und mehrere Verhältnisse sind vorgeschlagen worden. Eine ähnliche Analyse ist auf atmosphärischer Aufladung und dynamischen Faktoren durchgeführt worden und einige Verhältnisse sind erhalten worden. Mit Hilfe dieser Verhältnisse die physischen und mathematischen Eigentümer von Steinen und auch können die Statistik Faktoren durch einfachen und schnellen altrasonic Prüfungen erhalten werden. Investor confidence can be compromised when one observes large discrepancies between the SAMREC reserves and the mining plan. It is therefore up to the responsible persons to ensure that all contributing factors get taken into account when determining a reserve declaration. Confounding factors could be further aggravated by large oscillations in the commodity price thus resulting in major changes to the mining plan, if the accepted price was either too optimistic or pessimistic. Additional factors that must receive our attention are, uncertainty in geological facies type, mining practices, geology and grade estimation. The paper outlines (in the authors? opinion) some of the important factors that need to be taken into account, in order to ensure proper alignment between the estimates of the life of mine (LOM) reserve grades, and the corresponding actualisation of the mining plan. These parameters provide an historical insight into what actually happens when attempts are made to implement the mining envisaged in the LOM plan. In turn these allow judicious application of discount factors that enable a realistic estimate of SAMREC reserve classification and declaration. Some of the factors that will be covered are: - 1) Flexibility of developed reserves and the ability to maintain this. 2) Mining control mechanisms and their overall efficacy. 3) The ability to extrapolate facies types and its effect on grade control. 4) The ability to control the mining mix and value variation. 5) Finding a happy medium between optimism and pragmatism.

Keywords: Pyrometallurgy, furnace, Bindura, nickel The smelter at Bindura Nickel Corporation processes concentrates from its own mines and other external sources. Concentrates are dried, smelted, and converted to a desulphurised matte (leach alloy) for further processing at the refinery. The smelter comprises a drying plant, submerged arc electric furnace, electrostatic precipitator, and three Peirce-Smith type converters capable of treating 150 000 tonnes of concentrates per year. Concentrates are dried in a rotary coal-fired kiln, blended with fluxes, and smelted in a six-in-line submerged-arc 15MW electric furnace. Slag is tapped and granulated for disposal, and matte is tapped at regular intervals for blowing in Peirce-Smith converters. The paper details the 37-year history of the smelter, including furnace rebuilds and operating parameters as they have evolved in response to changing feed compositions. Special challenges, particularly relating to the treatment of high talc concentrates, are also described.
