Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

This paper introduces the multi fractal interpolation method (MIM)developed for handling singularities in data analysis and for data interpolation. The MIM is a new moving average model for spatial mapping and interpolation. The model decomposes the raw data into two components: singular and nonsingular components. The former can be characterized by a localized singularity index that quantifies the scaling invariance property of measures from a multifractal point of view. The latter is a smooth component that can be estimated using ordinary kriging or other moving average models. The local singularity index characterizes the concave/convex properties of the neighbourhood values. The paper utilizes a binomial multiplicative cascade model todemonstrate the generation of one- and two-dimensional data with multi-scale singularities which can be modelled by asymmetrical multifractal distribution. It then introduces a generalized moving average mathematical model for analysing and interpolating data with singularities. Finally, it is demonstrated by a one-dimensional case study of de Wijs’ data from a profile in a zinc mine, that incorporation of spatial association and singularity can improve the interpolation result, especially for observed values with significant singularities.

Plain and alloyed titanium aluminides of composition Ti-47.5 at.% Al were prepared by melting commercial-purity titanium and aluminium with additions of 1 at.% precious metal. The as-cast alloys were subjected to potentiodynamic scans in 5, 15, and 25 wt% HCl aqueous solutions at room temperature and compared for their abilities to spontaneously passivate. Addition of precious metals resulted in a general improvement of corrosion resistance by increasing the open circuit potential to more noble values. Addition of 1 at.% gold or silver to titanium aluminide did not significantly increase the corrosion potential (Ecorr) above that of the plain titanium aluminide alloy, indicating that gold and silver are not sufficient cathodic modifiers to improve the corrosion resistance of titanium aluminide in all the solutions tested. However, platinum, palladium, and iridium additions shifted the corrosion potentials to the position of the passive region of plain TiAl for all solution concentrations. This indicated that TiAl alloyed with these platinum group metals would passivate spontaneously by cathodic modification. TiAl alloyed with palladium performed the best in 5 wt% HCl solution with the most positive corrosion potential. In 15 wt% HCl solution, alloys with platinum exhibited the most positive corrosion potentials, while alloying with iridium or palladium revealed more negative corrosion potentials. Thus, palladium alloying led to the best cathodic modification of titanium aluminide in low-concentration HCl solution, whereas platinum and iridium alloying additions resulted in the best cathodic modification of titanium aluminide in high-concentration HCl solutions.

The corrosion behaviour of 304L stainless steel laser-cladded with various amounts of ruthenium (Ru) was evaluated in solutions of sulphuric acid and sulphuric acid plus sodium chloride at 25°C and 45°C by open-circuit potential and cyclic potentiodynamic polarization tests. In general, the addition of Ru to the stainless steel increased its corrosion resistance in 1 M H2SO4, as well as in 1 M H2SO4 plus 1 wt% NaCl. This was observed for a number of parameters such as corrosion rate, corrosion potential, open-circuit potential, and current density. However, increasing the amount of Ru added beyond a certain level did not result in further improvement in corrosion protection. For each environment there is an optimal Ru concentration for the best corrosion protection. For example, in 1 M H2SO4 at 25°C, 2.44 wt% Ru shows the least active surface in terms of corrosion. Further research into ruthenium coatings on stainless steels is recommended.

Since then, the smelter complex has undergone considerable changes. Mineral economics, UG2 exploitation, and changing environmental legislation have enforced numerous process upgrades, yet a common-sense approach has always been adopted. This document details the major changes in the smelter complex at Mineral Processes (Minpro) over the past 15 years, and provides the rationale for the changes.

Quantitative seismology is an important tool for investigating mineinduced seismicity and the quantification of the seismic rock mass response. The spatio-temporal interpretation of seismic data within an ever-changing three-dimensional mining environment provides some challenges to the interpretation of the rock mass response. A grid-based approach for the interpretation of spatial variation of the rock mass response provides some benefits compared with approaches based on spatial filters. This paper discusses a grid-based interpretation of seismic data. The basic methods employed in the evaluation of the parameter values through space are discussed and examples of applications to different mine sites given.

Rock engineering has now been practised as a discipline for about50 years, and many sophisticated methods of analysis for use in rock engineering design have been developed. However, analysis is only a tool for use in engineering design, and rock masses are often so complex that realistic modelling of them, even with sophisticated methods of analysis, is impossible. At the other end of the scale, rock mass classification methods have been developed to quantify the rock mass. These ?numbers? are now widely used for assessment of stability of underground and surface excavations in rock, for the determination of rock support requirements, and for the estimation of rock mass strength and deformation properties. In considering these areas, the two concepts?design, and prediction of behaviour?will be dealt with. The discussion will be introduced by a consideration of the characteristics of the rock mass, which will highlight the variability in its properties and hence the uncertainty in the behavioural parameters. Examples of real projects will be used to illustrate the discussion.

Finsch Mine is a kimberlite diamond mine located at Lime Acres in the Northern Cape Province of South Africa. The mine was founded in 1961 and started surface mining in 1964. Underground production commenced in 1990 using a modified blast-hole open stoping method for the mining of Blocks 1, 2 and 3. Block 4 is currently being mined as a block cave. The process of identifying and optimizing a method to mine the Block 5 orebody started in 1991, and in 2006 incline caving was identified as being technically feasible. This paper aims to document the process employed in developing this method by the Block 5 prefeasibility team as well as discuss the technical challenges encountered during this process. The paper commences with a history of Finsch Mine and highlights the complex geology and threat of sidewall failure that prompted the decision to use block caving as the mining method for Block 4. A literature study of mines that implemented mining methods upon which the incline cave was conceptualized is then presented. These practices were then used to form the basis for the designs on which the initial geotechnical modelling was done and built upon through an iterative process of modelling and design changes. The ventilation of the mining area, initial productivity simulation results, and the applicability of automation and comminution processes in the incline cave are also presented. The paper concludes with an investigation into some of the challenges of the mining method, and shows that that incline caving is a technical option available for further investigation in determining the optimal mining method to be employed at Block 5, Finsch Diamond Mine. The use of ceramics to protect equipment subjected to wear in abrasive and corrosive applications has been accepted by most plants as the industry norm. Little is, however, known about alternative special ceramic based products which are available for the protection of plant assets. With careful engineering, impact resistant ceramics can be used in high impact zones using modern ceramic technology. Properly selected and properly installed, ceramics will provide a tough wear resistant lining for protection against abrasion and impact. Basalt, on the other hand, is widely used in coal washing plant process pipes with varying degrees of success. Basalt is normally not used for the lining of bends, ?T? pieces or reducers due to the reduced wear resistance compared to alumina ceramic. The advantage is a much reduced initial capital cost. A patented ceramic composite non-return valve solved an old problem encountered in the operation of medium sumps. The design approach overcomes the lack of functionality of alternative designs and reduces valve wear while preventing medium settlement during plant shutdown periods. Direct bonded ceramic pulley lagging is becoming the industry norm, eliminating most of the problems encountered with conventional pulley lagging systems.

The Mintek Thermal Magnesium Process (MTMP) process is based on DC open arc metallothermic smelting of calcined dolomite at normal pressure and temperatures of 1650?1750°C. The process was demonstrated at the pilot scale in the period 2000?2004. Major changes to the MTMP pilot plant were made throughout the development period, which lasted for about five years. The changes included design and installation of new equipment, modification of existing equipment, changes in the metallurgical approach in terms of feed rates, feed recipes, furnace operating temperatures, cold and hot dolime feeding, and steady and systematic changes in the operating procedures and maintenance of the plant. As a result, the performance of the pilot plant gradually improved from one campaign to the next, in terms of availability and in particular the condensation efficiency. In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

A new loading apparatus was fabricated and used to conduct true-triaxial compression tests on KTB amphibolite, a crystalline basement rock. Tests in dry jacketed samples reveal that the intermediate principal stress has a significant effect on the onset of dilatancy and on rock strength, contrary to the implicit assumption made by Mohr-type failure criteria. Failure is induced through a shear fracture that dips steeply in the direction of the least principal stress. Experimental results lead to a new generalized strength criterion in terms of all three principal stresses. Unjacketed KTB amphibolite specimens, exposed to confining fluid, are considerably weaker than the jacketed ones, despite the negligible porosity and permeability. Failure is facilitated by several closely spaced subparallel tensile cracks normal to the least stress direction. SEM analysis suggests that microcracks developed upon dilatancy onset are penetrated and extended by the confining fluid, bringing about the unexpected rock failure mechanism at reduced stress levels. Un nouveau dispositif à chargement fut fabriqué et utilisé afin de réaliser un vrai essai de compression tri-axial sur KTB amphibolite, une roche cristalline du sous-sol. Les essais effectués sur échantillons enveloppés et secs révèlent que les contraintes principales intermédiaires affectent considérablement le début de la dilatance et la résistance de la roche, contrairement à la supposition fondée sur le critère de rupture de Mohr. La rupture est produite grâce à une cassure de cisaillement très incliner en direction où la contrainte principale est moindre. Ces résultats expérimentaux indiquent un nouveau critère de rupture général en fonction des trois contraintes principales. Les échantillons de KTB amphibolites sans enveloppe, exposés à un liquide confiné, sont considérablement plus faibles que ceux enveloppés, malgré la porosité et la perméabilité négligeable. La rupture est facilitée par plusieurs fissures de traction adjacentes et sub-parallèles, normales à la plus petite contrainte principale. L’analyse SEM suggère que les micro-fissures développent suivant le début de la dilatance, elles sont pénétrées et agrandies par le liquide confiné, produisant un mécanisme de rupture de roche inattendu, ceci à un niveau de contrainte réduit. Messungen in trockenen, bedeckten Proben zeigen that die mittlere Hauptspannung eine bedeutende Wirkung auf das Einsetzen von Dilatanz und auf die Stärke des Gesteins hat, im Gegensatz zu der impliciten Annahme auf Grund von Mohr-ähnlichen Versagungskriterien. Versagen ist induziert durch eine Scherfraktur die sich steil in die Richtung der geringsten Haupspannung nach unten senkt. Messergebnisse führen zu einem neuen, verallgemeinerten Stärke Kriterium dass auf alle drei Hauptspannungen basiert ist. Unbedeckte KTB Amphibolit Proben, die unmittelbar den umgebenden Fluiden ausgesetzt sind, sind wesentlich schwächer als bedeckte, trotz geringfügiger Permeabilität und Porosität. Versagen wird gefördert durch mehrere, nebeneinander liegende, sub-parallele Spannungsbrüche, normal zu der geringsten Spannungsrichtung. SEM Analyse lässt vermuten dass Mikrobrüche, die sich beim Überschreiten der Dilatanzschwelle entwickeln, durch die umgebenden Fluiden fortgepflanzt und weiter verbreitet werden, und unerwartet, auf Grund der reduzierten Spannungswerte, den Versagungsmechanismus des Gesteins einleiten

The paper describes the components of an Integrated Furnace Control system for covered-arc (shielded arc) smelting with results from the recently started 75 MW Cerro Matoso Line 2 Furnace. The paper starts with a review of the mechanisms of power and feed input and heat losses in the shielded-arc smelting process, and describes how the details of the control system are tailored to the process. The control modules of a covered-arc smelting furnace are described including measured results and screen captures. This paper focuses on Integrated Furnace Controls tailored to shielded-arc smelting, but similar approaches have been recently applied to other furnace processes including immersed-arc smelting.

Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.

The extraction of iron and lead from their oxides with a volatile organic ligand such as acetylacetone in the gas phase offers potential advantages of lower energy consumption, recycling of the extractant, recovery of pure metals, and a reduced environmental impact compared with conventional extraction processes. The influence of reaction temperature, ligand flow rate, and metal oxide levels on the extraction and rates of reaction of iron and lead from single metal oxide (synthetic haematite (Fe2O3) and synthetic massicot (PbO)) systems in a fluidized bed was studied. It was found that at the investigated acetylacetone flow rates, the influence of mass transfer was limited, but that the reaction suffered from reactant starvation. When the metal load increased the effect of starvation on the rate of reaction also increased. The reaction kinetics increased with an increase in temperature for both systems. At low metal oxide concentrations more that 80 per cent of the iron and lead could be extracted from their respective metal oxides after only four hours.

This investigation aimed to simulate the experiments performed by Nic Gay (Gay, N.C. 1976. Fracture growth around openings in large blocks of rock subjected to uniaxial and biaxial compression. International Journal of Rock Mechanics and Minining Sciences and Geomechical Abstracts, vol. 13. pp. 231-243) on fracture growth around openings in blocks of rock subjected to uniaxial and biaxial compression, using the Elfen discrete element code. The results of the physical experiments indicated a number of trends that were successfully replicated in the numerical simulations, including crushing ahead of the face, the formation of a sub-vertical tensile fracture at centre-span, the formation of groups of fractures originating from the crushed face zone, the formation of large corner-to-corner fractures which precede sample failure, and linking of slot corner and sample corner fractures leading to sample failure. In addition, other features were apparent that were not reported by Gay. It is believed that these took the form of conjugate shear fractures (as reported by Gay in a previous paper) and other features that may have been altered or inhibited by the presence of pre-existing structure in the physical samples. It was found that the samples, though nominally made up of the same rock type, must have had significantly differing properties. The presence of pre-existing structures may have contributed to this discrepancy. Strain measurements from the physical experiments were reasonably well matched, except where the gauge lay directly in the path of advancing fractures.

An effective prototype face support system to minimize rockfalls in rockfall-prone mines was developed and patented during a project sponsored by the Mine Health and Safety Council (MHSC). An experimental development model (XDM) roof support unit was developed and evaluated. Mines with rockfall problems in the face areas can use the roof support system to reduce fatalities and injuries in the face area of stopes. The roof support system consists of two similar support units connected to each other via two crank mechanisms. Each unit consists of a headboard supported by a ?wishbone? structure (top and bottom leg). In the first design a threaded bar with struts similar to a scissors jack keeps the legs apart. (In the final version that was field trialed, the threaded bar mechanism was replaced with a hydraulic cylinder). All the components are manufactured from steel. To move the system forward the first support unit is collapsed, the second remaining in the loaded position. The first unit then hangs from the second unit to which it is connected. The first collapsed unit is then manually cranked forward and prestressed. If the required position is still not achieved, the other unit is released and moved forward. The specification for the system was determined and presented at a workshop with industry participants. Different concepts were developed and evaluated against the system specifications. A technology demonstrator was then developed and tested on surface. The technology demonstrator development process included detail design, building and testing of components and subsystems, design reviews and the building and commissioning of the technology demonstrator. The testing of the technology demonstrator was done in a 500-ton hydraulic press, in a mock-up stope and underground. A risk analysis, in which technical, logistical and economic aspects were assessed, was done to determine the critical areas of the system. During the next phase of the project working prototypes were developed for underground tests and evaluation. This process indicated that it was necessary to adjust the system specifications and a redesign was called for. In an iterative process test units were built for purposes of evaluation, specification verification and field trialing. After the successful conclusion of the trials the equipping of a complete production stope started for purposes of integrating the system into the current mining process.

The optimal use of these resources for the benefit of all South Africa?s peoples is a goal shared by industry, government and all South Africans. The challenge is to grow the industry in accordance with demand growth and thus to manage a long-term stable growth pattern for PGM usage world-wide. Amplats and the South African producers are well able to meet this challenge [ ] South Africa plays a critical role in the provision of Platinum Group Metals for world markets. In fact no other country has the productive capacity nor the geological reserves to supply the world?s platinum needs. The world required some 5 million ounces of Platinum in 1997 and South Africa supplied a full 74% thereof. The second major supplier, Russia provided a further 18% of world demand, primarily as a by-product of nickel production. Amplats satisfied about 37% of total world demand followed by Impala 20% and Lonhro at 12%.
