An experimental study has been performed to investigate the behaviour and separation of inclusions at the interface between steel and slag. The study has been limited to liquid inclusions because they can be a potential problem in transient situations such as ladle changes in continuous casting of steel. Model experiments with water and silicon oils have been carried out to study the kinetics of separation of simulated inclusions at an interface. The properties of the inclusions and the slags have been varied by using different oils with different viscosities, densities and surface tensions. The effect of temperature of the liquids has also been examined. Measurements of the terminal velocity, rest time and the behaviour of the liquid inclusions at the interface have been recorded using a video camera. It has been found that the inclusions reach their terminal velocity early in the vessel and the experimental velocities differ somewhat from the values evaluated using ?intermediate law?. The results from the experiments have shown that the size of the inclusions has no appreciable influence on the rest time. Droplets of AK50 oil have been found to have considerably long rest time. A water film surrounding the droplet has been expected to be the main reason for the long rest time. The present study has also shown that the viscosity of the oil has certain effect on the rest time, but only to some extent, since viscosity has double functions. A higher viscosity provides higher resistance to the droplet entering the oil phase leading to longer rest time and at the same time damps the lateral movement of the droplet along the interface, leading to easier stabilization and shorter rest time. On the other hand, a high viscosity of the oil phase results in slow dissolution process. It has been concluded that a meaningful model of inclusion separation at the metal-slag interface must take the interfacial phenomena into consideration. Continuous Mining presents an opportunity to extract reef in the stope ?continuously? by integrating the drill and blast activity using propellants or low energy charges. To date, the majority of effort spent on Continuous Mining systems has focused on developing an effective rock breaking process (micro breaking process), and to some extent, eliminating fumes and dust. The perceived benefits of applying low energy charges have been identified as: ?Concentrated mining yielding face advances of 40 to 60 m per month ?Lower stoping widths through better-controlled breaking ?Increase in the advance per blast ?Increase in labour productivity ?The potential to mine reefs where specific conditions make conventional mining uneconomic e.g. reefs with shales in the immediate hangingwall. However, the ability to successfully use low energy charges to create a ?Continuous or Semi-Continuous? mining method is dependent on overcoming the following challenges. ?Improving reliability of rock breaking. This is dependent upon achieving:? Improved drilling accuracy, and? Successful stemming or gas confinement, particularly in fractured rock ?Reducing gas and dust levels ?Reducing high costs. Through the research carried out in Future Mine, many different low energy rock breaking methods and systems were investigated. Whilst detailed results cannot be published here, the guidelines for overcoming low energy rock breaking challenges are discussed.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

The experience of Mufulira concentrator, of the Zambia Consolidated Copper Mines Limited, with underground mine drainage water, which is used in milling operations is discussed. It is shown that the underground mine water has a deleterious effect on flotation performance. The adverse effect of the underground water was successfully negated by adding lime into the primary ball mills and increasing the pH of the slurry, from a ?natural? pH of 8 to the flotation pH of 10.5. Traditionally, the pH modifier, quicklime, had been added downstream of the milling. Changing the lime addition point further reduced lime consumption by 50%,?a key issue as lime accounted for over 60% of the Mufulira flotation reagent costs. The nature of the effect of the underground water at Mufulira, particularly the sensitivity of the flotation to the pH at which the milling was conducted, characterized galvanic interaction. A large-scale plant situation is presented in which the desired electro-chemical response in the flotation was achieved, by a deliberate manipulation of the milling environment. The experience provides practical testimony of a more fundamental role for the milling process, other than the mere physical preparation, i.e. size reduction and liberation, of mineral particles prior to flotation.

The final removal of inclusions in the ladle, tundish, and mold in a continuous casting process involves the kinetic steps of liquid film drainage, interface rupture, and absorption of the inclusion into the overlaying molten slag. During this process, oxide inclusions can undergo chemical reactions with the slag. This paper presents recent results on imaging the slag/steel interface and elucidates the evolution of Al2O3and Al2O3-CaO inclusions during their separation from the steel and on their incorporation into the slag. Experimental results, obtained through a Confocal Scanning Laser Microscope, are compared with thermodynamic predictions.

In this research, a model quarry with an annual production capacity of 1 000 000 tonnes has been studied for both pit and hillside quarry cases with constant overall slope angle and variable bench slope angle, considering road grades of 8 per cent and 10 per cent. First, technical requirements have been determined and then the effect of production parameters, such as hole diameter, type of quarrying (pit or hillside) and road grade, on the cost has been investigated to determine bench height. Based on the results, it has been concluded that hole diameter has to be kept large in both pit and hillside quarrying to reduce drilling unit costs. In addition, in order to take advantage of gravity and reduce transportation cost, it has been suggested that bench height and road grade have to be kept high and low respectively in the case of hillside quarrying (downhill transportation) while, in the case of pit quarrying (uphill transportation), bench height and road grade have to be kept low and high respectively, in order to transport the blasted material to a lower height and distance, to save energy, thus decreasing the transport cost. Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest are reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.

Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

Detailed investigations have been conducted into 21 rockbursts which caused damage to excavations in deep South African gold mines, in many instances resulting in the death or serious injury of workers. The objective of this study is to determine the principal factors controlling the severity and distribution of damage, so that strategies to reduce the hazard of rockbursts may be developed. It was found that the source mechanism is often controlled by the mine layout, and regional structures such as faults and dykes; while local rock conditions and support systems strongly influence the location and severity of damage. In the short term the most important lever for reducing the rockburst hazard is the effective implementation of existing rock engineering knowledge and technology.

Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. For this section of the colloquium to have any value, the honest but difficult approach needs to be taken.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

Over 206 million tons of hard coal were mined in South African collieries in 1996. Some 132.5 millions tons came from underground operations and approximately 120 million tons came from bord-and-pillar workings resulting in between 100 000 and 150 000pillars being formed. Coal pillar design remains a significant feature of South African mining. This paper reviews South African coal pillar design procedures in the light of 90 pillar collapses that have occurred since 1904. It shows that, while the current pillar strength formula is still valid within the original empirical range of Salamon1,cognisance must be taken of local conditions. Current South African coal pillar research is attempting to account for the variations in local conditions with the emphasis on the effect of discontinuities and pillar deterioration. It is suggested that a more holistic approach to pillar design be adopted to include a design methodology that examines the stability of the roof, pillar and floor of the underground workings. Using this approach, deviations from the empirical database used by Salamon and Munro will be incorporated into the design methodology resulting in more stable underground workings.

South Deep Gold Mine, owned by Gold Fields Ltd., is situated near Westonaria in the Gauteng Province of South Africa and mines the conglomerate bands of the Upper Elsburg reefs (Mondeor Conglomerate Formation) of the Witwatersrand Supergroup and the Ventersdorp Contact Reef (VCR) of the Ventersdorp Supergroup. The stoping and underground developments are mechanized. The Upper Elsburg reefs are mined by a variety of mining methods, including mechanized drift and fill, modified drift and bench, longhole stoping, and low-profile mining. Optimal mine design and scheduling for deep-level mechanized mining are complex, and success is highly dependent on detailed, robust, and accurate geological and geostatistical models. Geological structures significantly influence the sedimentological characteristics, distribution, and preservation of the Upper Elsburg reefs and VCR. Accordingly, particular emphasis is placed on the generation of a mine-scale structural model that accommodates the relationships between the older north-trending fault systems (West Rand and Panvlakte faults) and younger east-trending dextral wrench faults. Results from underground mapping, borehole intersections, and highresolution three-dimensional seismic data have been integrated to produce coherent three-dimensional geological models. The Upper Elsburg reefs suboutcrop against the VCR and comprise an easterly diverging clastic wedge, thickening from the suboutcrop position, to approximately 130 m at the mine?s eastern boundary. The Upper Elsburg reefs are characterized by conglomerate and quartzite bands forming multiple, stacked, upward-fining unconformity-bounded couplets. Palaeocurrent directions are dominantly from west-northwest to east-southeast, indicating that the more proximal deposits are preserved close to the suboutcrop, with distal facies to the east. Sedimentological modelling is applied to individual stratigraphic units and caters for facies definition. This is achieved through channel width (CW) kriging and fitting of type sections to borehole and mapping data. Homogenous geological geozones for each stratigraphic unit are thus defined within individual structural blocks on the basis of those sedimentological parameters that have been found to have a positive spatial correlation to gold concentration. These geozones then serve as constraints to the evaluation of the orebody. This contribution presents a summary of the modelling processes that are currently applied in the development of high-confidence, timeously produced geological models that are essential input for mineral resource estimation and mechanized mine planning and scheduling.

The modelling of lithological domains is a critical step in mineral resource and reserve evaluation. Deterministic models rely on an interpretation of the available drill hole data and expert knowledge, but do not account for the uncertainty in the spatial extent of the lithological domains. Instead, probabilistic models based on conditional simulation can be used to map the probabilities of occurrence of the domains within the deposit, which reflect the uncertainty in their presence or absence at unsampled locations. The mineral grade model is then obtained by weighting the predicted grades associated with each lithological domain by the probability of occurrence of this domain. Such an approach accounts for the continuity of the grades proper to each lithological domain and for the uncertainty in the spatial extent of these domains within the deposit. Mintek and BacTech have joined forces to provide the metallurgical industry with bacterial-oxidation processes for the treatment of sulphide ores. The processes are aimed at both refractory gold-bearing and base-metal concentrates. Previously, BacTech had commercially implemented the refractory gold process at the Youanmi Gold Mine in Western Australia. More recently, the process has been incorporated in the Sulphide Treatment Plant at the Beaconsfield Gold Mine in Tasmania, Australia. In addition, Mintek and BacTech have recently signed an agreement with the Laizhou Gold Metallurgy Plant in China?s Shandong Province, which will see the third commercial realization of the technology for refractory gold. Development of the base-metal technology is the subject of several papers in the proceedings of this colloquium. The implementation of the refractory gold technology at Beaconsfield is discussed in detail. Some important aspects that are covered include: ?Test work, and the choice of bacterial culture ?Process design choices, and the advantages of the Mintek-BacTech process ?Inoculum build-up ?Plant commissioning ?Plant performance. Besides the Laizhou project, Mintek and BacTech are currently investigating several other commercial prospects for the technology. These include the use of the technology for a gold-copper deposit, where the production of both gold and copper is envisaged.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.
