Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

OXYFINESTM is an oxyfuel-based concept for in-plant recycling. It enables the possibility of fines, dust, sludge (without any drying step) and other by-products generated by the steel- and metal-producing industries to be recycled directly back into existing processes or a separate on-site unit. The results from a full-scale installation (20 000 t/a) and pilot-scale trials with dry and wet materials in the steel and ferroalloy industries are presented. The latter include materials arising from ferrosilicon, ferrochrome and silicon manganese production. The concept not only provides a solution to the problems associated with dust and sludge generated in metal production, it also turns these materials into a low-cost raw material which is useful for the same production process, thus replacing some of the raw material input. If required, it could also be used, possibly as an intermediate solution, to convert the dust or sludge into an inert material with a suitable shape. Under some conditions, a directly saleable product could also be obtained. The paper reviews this technology, its status and benefits as wells as its possibilities with regard to application in ferroalloy production. Keywords: recycling, fines, dust, sludge, ferroalloys

"A laboratory froth flotation experiment was conducted on a low-grade carbonatite copper ore sample obtained from Phalaborwa in the Limpopo province of South Africa. The sample was a homogenous hydrocyclone overflow which serves as the feed to the flotation cells at Palabora Mining Company (PMC). The sample has an average copper assay of 0.59% with predominant copper-bearing minerals being chalcopyrite, bornite and cubanite. The carbonatite nature of the ore comes from the high content of calcium (28.85%) and magnesium (6.84%) minerals. Collectors used were sodium diethyl dithiocarbamate and potassium ethyl xanthate alongside Senfroth 38 supplied by Senmin. The results showed that at 200 g/t mixture of collectors (50:50), an optimum grade of 8.03% Cu in the rougher flotation concentrate was achieved at 74% recovery, while during the second flotation, 24.65% Cu was obtained at 74.4% recovery using a Senfroth 38 dosage of 6 L/t with 100 g/t mixed (50:50) collectors. The particle size and pH value of the pulp played a significant role in that the mixed collectors performed efficiently at pH above 8.3 and at room temperature while particle sizes greater than 53 µm were well concentrated when compared with those of less than 53 µm. INTRODUCTION The need for copper ore concentration research is on the rise as a result of the depletion of deposits and the advent of low-grade copper ores. Although most copper ore deposits have other valuable minerals that support their economic extraction, the increase in technological innovations as regards copper usage and applications has increased the demand for copper. Several factors influence concentration results in a froth flotation column, of which the reagent used is most influential."

Over the last few years Lonmin Platinum and Sandvik have embarked on a unique partnership of collaboration through a systematic approach to developing equipment to mechanize and automate narrow reef platinum mining. After the initial design and manufacture of the equipment the key aspect is the integrating equipment, people and method into a mining system. Another key aspect of mechanization is the optimization of equipment utilization, and this philosophy has ensured continual evolvement of mining methods. This paper describes the trials and development that have resulted in the mining method described as Lonmin mechanized breast.

It is known that the CaO-FetO-P2O5slag system has a wide liquid miscibility gap at steelmaking temperatures and this two-liquid slag phase has many advantages such as high activities of both FetO and CaO and high amount of P2O5. The phosphorus distribution ratio between the two-liquid slag and molten steel was confirmed to be higher than that between CaOsat.-FetO-P2O5slag and molten steel. The two-liquid slag may be useful for dephosphorization of molten steel and reduction of slag volume. Furthermore, the phase equilibrium of two-liquid CaO-FetO-P2O5slagsaturated with MgO was measured to determine the applicability of the two-liquid slag to dephosphorization in steelmaking process. The evolution of thermodynamic models of molten salts and slags, starting with Temkin in 1948, has culminated in today?s sublattice models. These modern models have permitted the development of large thermodynamic databases of model parameters, which can be used to calculate and predict accurately the properties of multicomponent solutions. The model parameters are mainly obtained by the critical evaluation and optimization of available thermodynamic and phase equilibrium data for binary and ternary subsystems. The models are then used to estimate the properties of multi component slags and salts from these assessed binary and ternary parameters. When used in conjunction with thermodynamic databases for solids and solid solutions (salts, oxides, sulphides, metals, etc.), other liquid solutions (such as liquid metals),and gases, these databases permit the calculation of complex multiphase equilibria in multicomponent systems, with applications in a wide variety of industries. These calculations can be performed with general commercial software for Gibbs energy minimization, which can also be incorporated into process simulation software packages. The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

The split-lining structure was newly developed for the air-tight lining of the underground compressed air storage cavern. This structure consists of separated reinforced concrete (RC) segments and air-tight membrane. It is most important for the Compressed Air Energy Storage Gas Turbine (CAES-G/T) system to develop the economical lining. In order to verify the applicability of split-lining structure, CAES-G/T pilot plant was constructed and operated for 6 months. We confirmed the practical usefulness and safety of this system through the operation. This paper presents the mechanical behaviour of surrounding rock mass and the lining structure observed through the operation of CAES-G/T pilot plant. Nous avons mis au point une structure de revêtement modulaire pour le revêtement des cavernes souterraines hermétiques à pression. Ce revêtement est composé de segments de béton armé et de membranes hermétiques. Il était très important, pour le CAES-G/T (Compressed Air Energy Storage Gas Turbine), de développer un revêtement économique. Afin de vérifier l’aptitude d’application de notre revêtement modulaire, nous avons construit un système pilote CAES-G/T et nous avons effectué des essais de fonctionnement pendant six mois. Ces essais nous ont permis de confirmer l’utilité et la sécurité du système. A travers le présent rapport, nous rendons compte de la structure de ce nouveau type de revêtement et du comportement mécanique de la masse rocheuse environnante que nous avons pu observer au cours desdits essais. Als luftdichter Druckbehälter wurde eine gegliederte Belagsstruktur für tief unterirdisch liegende Felshöhlungen entwickelt. Diese Struktur ist aus Stahlbetonabdeckung und luftdichter Plane aufgebaut. Bei der Entwicklung des Pressluftgasturbinen – Stromerzeugungssystems (CAES-G/T) war es die wichtigste Aufgabe, einen wirtschaftlichen Belag zu entwickeln. Deswegen wurde zum Nachweis der Effektivität der gegliederten Belagsstruktur eine Pilotanlage errichtet und 6 Monate lang betrieben. Durch den Betrieb konnten wir die Praktikabilität und Sicherheit des Systems bestätigen. Dieser Aufsatz ist ein Bericht über das Verhalten der durch Betrieb der CAES-G/T Pilotanlage beobachteten Belagsstruktur und umliegenden Felsmasse.

The upgrading process of an inferior grade of zircon to a superior opacifier for ceramic applications was investigated. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated in this study. The morphology of the treated and untreated zircon opacifier samples were investigated by SEM micrographs and the colours of zircon samples were characterized on the grounds of the Commission Internationale de l`Eclairage (CIE) standard procedure (CIE L* a* b* measurements) after application on a bisque ceramic tile. It was found that the treatment improved both the milling as well as the opacifying properties of the treated inferior grade zircon concentrate and renders it equivalent to or better than prime grade zircon opacacifiers currently produced. Foamed cement packs offer a viable alternative to conventional timber or other forms of packs for permanent underground support. These packs comprise steel mesh and hoop containment with an outer bag for the grout; woven, laminated polypropylene fabric being ideal for the purpose. The grout is supplied in 25kg bags and fed into a purpose ? designed foam placer machine which delivers the foamed grout directly to the packs from 60 metre long delivery hose. Foamed cement grout as a fill material offers attractive properties for support packs, in summary these are: Variable Grout Strength Grout strength is controlled by the grout density being delivered from the placer machine. This can be changed by the machine settings. Strength Development Fast rate of strength development is possible so that support is available quickly. Pack yield The foamed grouts are compressible so that yielding of the grout pack can be achieved without loss of support. Rate of Filling Three sizes of placer machine are available, these use one, two, or three 25kg bags per minute of grout, pack filling time is therefore a matter of minutes, a typical 0.75m diameter pack x 1.2m high taking some 17 minutes to fill. Tests in a 1000 tonne press have confirmed that the above characteristics can be achieved with foamed cement packs at acceptable cost. This will be illustrated in the paper with experience to date.

Modern constructions of electric ferroalloy furnaces are still based on applying in the lower "liquid" areas the standard carbon materials. What can be illustrated by the experience from several years, in the part of tap hole, hearth walls and bottom, is that so-called carbon or semigraphite microporous materials are successfully being applied. These materials, compared to the standard carbon, give better resistance to the attack by liquid metal and other wear factors. Generally this group includes materials characterised by considerable share of pores of diameters below1µm (significantly exceeding 90% of total porosity). The microporosity increases the resistance to the infiltration of the liquid metal. The effect of microporosity can be obtained by introducing silicon (or its compound) additive to materials based on electrically (or gas) calcined anthracites, electrographite and binder. Moreover, by introducing other ceramic additives, the microporous materials are more resistant to dissolution by the liquid metal. Observing the trends of "improving the materials" in the last years, it is clearly seen that the share of non-carbon additives is bigger and bigger, so we can reasonably speak of rather carbon-ceramic materials. In this paper, the survey of the most important quality criteria, which must be met by the carbon furnace linings, as well as the new testing methods will be presented.

Carbothermic process of Ferro Silicon production is primarily a slag-less process. However, slag formation is observed in the regular operation as experienced by almost all the Ferro Silicon Producers in different pro-portions. The problem of slagging in the furnaces may be due to: a)Variation in the input burden charge material quality b)Fluctuations in the Carbon balance and/or c)Fluctuations in the Electrode penetrations The problem will be more severe in nature with the increase of the size of the furnace. The operation performance of the furnace gets badly affected if the slag formed in the furnace is not removed from the bath in time and to the maximum extent possible. It is, therefore, very essential to know the characteristics of the slag formed in the Ferro Silicon Furnaces, besides eliminating the very cause of formation itself; and to find the routes of draining of the same from the furnace bath effectively. This paper envisages the effects of using the LIME STONE in the Ferro Silicon Burden in stabilizing the 48MVA Furnace for improved performance and better consistency. Quality fluctuations in the available Raw Materials are compared with that of the requirements for the Ferro Silicon production. The furnace operational data is compared for 12 months period each for the period corresponding to the before and after usage of lime stone in the burden and found encouraging results in the performance. Implications of use of Lime Stone in the burden on the quality of the output alloy are also studied.

This study investigates the use of appropriate seating systems for the control of whole-body vibration exposure in vehicles used in the SA mining industry. Six suspension seats were tested with six test subjects to determine the most suitable seat for an articulated dump truck based on the EM1 requirement in ISO 7096 (2000) standards. Transmissibility functions were measured in the laboratory using the newly commissioned Dynamic Seat Testing Facility with two excitation levels of 1m/s2 and 2 m/s2 r.m.s. in the 0.5 - 30 Hz frequency range. SEAT values were calculated for two input spectrums, the EM1 input spectrum specified as in ISO 7096:2000 and measured road vibration data measured on a typical articulated dump truck. The averaged SEAT value calculations indicated that not one of the seats will qualify as an ISO 7096 (2000) suspension seat but that it is possible to select a seat that will significantly reduce the vibration the driver will be exposed to.

Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

A brief summary of the propagation characteristics of rock provides the necessary understanding to design effective radar surveys. Measurements of the electrical properties of the major Bushveld platinum-bearing horizons and their host rocks show that radar is an excellent tool for both short -and longer-range mapping. Experimental work confirms the performance predictions. High frequency, 500 MHz ground-penetrating radar (GPR) is a first-rate tool for mapping features in the hangingwall of the orebody, locally known as a ?reef?, for the purposes of determining hangingwall stability. The triplet chromitites above the UG2 have been clearly mapped, as has the Leader Seam above the UG2. Borehole radar at lower frequencies has been used over longer ranges to map reef elevation. Potholes in the UG2 are clearly distinguished in range and elevation to within metre accuracy. The nature of the slump in the various footwall horizons is also apparent. In future, as GPR is routinely applied, it is likely to become used for other purposes. Borehole radar is being developed to operate at higher frequencies, which will allow it to be deployed from boreholes that are within 5 m of the target horizon. The relationship between neural network (NN) performance and the parameters that form the architecture of the neural network is complicated. This paper studies an issue that is still controversial—the effect of the number of neurons and number of hidden layers on NN performance. This paper tests if the above parameters affect network performance when the NN is trained according to the quick stop strategy. It was determined that the number of neurons did not have any effect on the NN performance for a single layer or a double layer network. It was also found that the training error and calibration error could be poor indicators of the prediction correlation coefficient.

Mintek was contracted by Oriel Resources plc in 2004 to conduct a preliminary assessment study on smelting ferronickel from the large but relatively low grade Shevchenko nickel ore deposit in Kazakhstan. A detailed feasibility study (?DFS?) was awarded to Bateman BV following promising results from the preliminary assessment study (?PAS?) and small-scale pilot plant test work. As part of the DFS, a total of 450metric tons of ore was collected from three different locations in the deposit and shipped to Mintek. After sampling, the bulk sample was prepared for smelting. This comprised crushing, screening and calcining with each step done separately for the three different lots. The chemical composition of the ore from the deposit is relatively high in silica and therefore falls out of the MgO to SiO2 range that is normally processed by pyrometallurgical means to produce ferronickel. The main objective of the testwork was to demonstrate that a method could be found and successfully applied to smelt these siliceous ores and produce an acceptable nickel-containing alloy. A 2-m ID DC arc furnace was installed with a twin-cathode (electrode) configuration to replicate the proposed commercial-scale furnace and also incorporated an advanced design of water-cooled copper panels in the lower furnace sidewalls to withstand the aggressive nature of the high SiO2-containing slags. The reductant used was a high-volatile coal from Karaganda in Kazakhstan. The reductant addition was adjusted to achieve a 90% recovery of nickel. In the assessment of the process metallurgy, some deviation from equilibrium conditions was observed. This deviation is ascribed to the intermittent existence of a smelting bath partially covered with feed during the testwork. Optimization of smelting conditions should result in the metallurgy (slag metal equilibrium) being closer to the theoretical predictions and make the production of a 20% nickel alloy possible at 90% nickel recovery. The solution for the successful processing of these siliceous ores was found in the attainment of the necessary operational stability through the control of arc length, operating temperature, open-bath smelting conditions and flux additions of up to 10% dolime for the most siliceous of the three ore types. The test work carried out by Mintek provided the basis for the process flow sheet and engineering design of the DC arc smelting furnaces for the Shevchenko Nickel project.

This paper details the recent trends in slag-related research from 1999 to 2003. The trends in thefollowing are outlined: • Annual publication rate • Geographical origin of the work • Nature of the research (e.g. thermodynamics, kinetics) • Nature of the slag studied. This study has revealed that slag research in the USA and Europe has decreased to about a half over the last 20 years and that there has been a significant decrease in Japanese research in this area in recent years. However, these decreases have been offset by significant increases in Chinese and Korean research activity. There has been a significant increase in the amount of work carried out on the recycling and environmental aspects of slags in recent years.

An unprecedented expansion of the global zinc industry is currently under way. While most new projects and plant upgrades remain committed to traditional processing technologies, recent advances in zinc solvent extraction (SX) have created opportunities for new process routes for both primary and secondary materials. The first commercial plant to use zinc SX for the mainstream processing of a low-grade ore is under construction and promises to become one of the lowest cost zinc producers. Several other oxide and sulphide projects in various stages of feasibility are considering the inclusion of SX in their process flowsheet. Zinc SX has also proved advantageous in the reprocessing of secondary materials, particularly for the treatment of zinc residues and furnace dusts. This review focuses on recent installations and projects underdevelopment that feature zinc SZ as the key separation step.
