On 8th August, 1973, 57 members of the Institute visited Prieska Copper Mine at Copperton in the North Western Cape. After tea, the group was welcomed by the Management of the Mine, and Mr Grobler, the General Manager, gave an introductory talk. After they had been taken on a bus tour of the property, the members split up into groups and proceeded underground or to the concentrator. Of special interest to the mining members were the rock-handling methods in use at the mine. The stoping method that has been adopted is the continuous, long-hole sub-level open stoping system. The broken ore is moved with rubbertyred front-end loaders from the stope drawpoints to the ore passes. On the main tramming levels, the ore is collected by electric locomotives and discharged into the main shaft system at the bottom. At the shaft ore-pass system, a gyratory crusher that can accept rocks up to 1 m in diameter has been installed. The crushed product (minus 150 mm in diameter) will then be hoisted by a Koepe winder, which has a rated capacity of 900 tons per hour. The mine is also served by a declined roadway from surface, which facilitates the movement of heavy equipment. The most striking aspect is the productivity that can be achieved by the use of a trackless-mining system. For the production of 230 000 tons per month, it is estimated that 6 stopers and 7 developers will be required. The total labour force will be approximately 2500-2000 Bantu, 200 Coloured, and 300 Europeans. Training of maintenance and operating personnel is of the utmost importance, and it was interesting to note the extent to which non-White labour is being used in these occupations. Lunch was served at the single quarters, after which the group proceeded to the airfield for the return trip to Johannesburg. On behalf of the visitors, Professor de V. Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: 1. political - expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and 2. legal - mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: ? early identification of risks - detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, ? make use of companies that can help identify risks and suggest solutions, ? control the cost of financing - risk margin applied to a project ? finance loan will be influenced by the risks faced, and ? risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

Discussion: A. Hazell (Associate Member) and T. J. Kotze (Graduate Member): The authors must be congratulated on the development of a versatile computer programme for determining the stresses and displacements resulting from mining operations. As a design tool it will no doubt take its rightful place together with the analogue computer. Union Corporation made use of this digital computer programme whilst still in its development stage to determine the stress distributions which were causing the unexpected failure of the Marievale sub-incline shaft. Two features arising from this investigation may be of interest to members, namely: A. The solution to the problem of stabilizing a rectangular inclined shaft, which turned out to be contrary to accepted mining practice, and B. A comparison between the results obtained with the pure digital system and the analogue computer. A. The shaft is nine ft high and 20 ft wide, dipping at 9° to the horizontal and crossing the bedding planes. Fig. 1 is a plan and Fig. 2 is a section of the sub-incline shaft pillar area showing the relative positions of the shaft and reef as well as their respective dips. The deepest point in the shaft is 3 300 ft below surface and the requirement of a stress free ground surface may not be satisfied. It also means that the original gravitational stresses are low. A 900 ft wide pillar was left to protect the bottom section of the shaft, the top section being understoped years ago. Extraction of the pillar was started at the beginning of last year, mining operations being carried out in the accepted manner, starting beneath the shaft and mining outwards. The approach did, however, turn out to be the wrong one, because failure of the shaft was noticed soon afterwards. Even small movements were serious in this case due to the low clearance between the skips and the shaft supports. During October, 1968, failure between benchmarks 8 and 10 (see Fig. 1) became so excessive that hoisting speeds had to be reduced. Failure continued to occur and, by the end of March, 1969, failure had propagated up the shaft as far as benchmark 7, and down as far as benchmark 12. As this shaft had a tight hoisting schedule it was imperative that a quick solution be found to arrest the failure.

Contribution to discussion M. J. Martinson (Associate Member)*: Application of the simple selection test mentioned in the penultimate paragraph of the paper (reference to a more detailed description of the test would not have been inappropriate) should assist South African mining engineers to make more efficient and possibly more humane use of available labour. The authors mention that the test 'is in use in the gold mining industry', and it would be interesting to know the extent of this usage in terms either of number of mines or as a percentage of the total number of labourers employed on 'heavy' tasks. The paper would have been of greater interest had the authors attempted to relate their findings to the statistics of labour usage in gold mines, members of the Chamber, and to the 'heavy' tasks in particular. On this the authors confine themselves in their Introduction to the somewhat ambiguous statement that 'A relatively high proportion of the 360,000 Bantu mine labourers are employed underground on manual tasks'. To appreciate the practical significance of the authors' work one needs a detailed breakdown of the underground labour force by occupations, together with estimates of quantities such as: (a) total stope and development tonnages moved manually per shift: by shovelling by shovel/tram by tramming together with distances and any other relevant data; (b) theoretical energy expenditures required to accomplish (a); (c) actual energy expenditures required to a accomplish (a); (d) energy theoretically available to accomplish (a) based on 50 per cent of the total maximum oxygen intakes of the labour force allocated to these tasks. Analyses of this sort on an industry basis might demarcate the more promising areas for detailed investigation. Stress is often laid on the need for increased mechanisation to increase stope productivity, but it may be questioned if enough is known about the characteristics, performance and potential of our underground labour force to warrant blind acceptance of stope mechanization as the industry's panacea. Provided that health and safety are not compromised, the ultimate yardstick for assessing any form of stoping is profitability; obviously the industry must investigate very thoroughly any form of mechanization which might reasonably be expected to increase profitability, but it should also be remembered that a radical overhaul of existing systems-which have after all evolved by trial and error over the past 75

VERSLAG- REPORT No. 1365 STUDIES OF INCIPIENT FUSION IN THE SYSTEM CHROMITE- MgO- Al2O3-SiO2-C 5th January, 1972 Investigator: N. A. Barcza SYNOPSIS A fundamental study was made of twelve chromite ores by use of a thermobalance under atmospheric and reducing conditions. It was found that their thermal behaviour under atmospheric conditions can be related to the mineralogical composition of the chromite spinel and the gangue. The overall mechanism of reduction with solid carbon over the temperature range of 1 200 to 1 500°C was shown to be diffusion of carbon through the reaction product. The effects of additions of fluxes and variations in particle size on the kinetics and mechanism of reduction were determined. It was shown that carbon monoxide does not reduce chromite ore up to temperatures of 1 550 °C, and it can therefore be eliminated as the diffusing reducing species. However, the reaction product of reduction, namely a mixed carbide of iron and chromium, was shown to be an effective reducing agent for chromitc ore, while also facilitating the transport of carbon. VERSLAG - REPORT No. 1380 AN ELECTROCHEMICAL MODEL FOR THE LEACHING OF URANIUM DIOXIDE 10th January, 1972 Investigators: C. R. S. Needes, M. J. Nicol SYNOPSIS A correlation between the rate of leaching of UO2 and the electrochemical properties of the oxidant concerned has been derived. This correlation is found to be borne out by experimental results. Certain effects observed in UO2 leaching and hitherto unexplained have been clarified in terms of an electrochemical mechanism. Experiments have shown that the mixed potential of a UO2 electrode gives a measure of the rate of dissolution of UO2. Its significance to commercial practice is discussed. CONCLUSIONS (I) The dissolution of UO2 in the presence of a number of oxidants can be explained in terms of an electrochemical mechanism. (2) The mixed potential of the UO2 electrode is a measure of the rate of UO2 leaching. This principle could be used in the control of industrial leaching operations. (3) A simple treatment has provided a mathematical basis for a fundamental correlation between the rate of U02 dissolution and the chemical properties of the oxidants concerned. This relation has been found to agree well with experimental results. (4) A number of phenomena occurring during the leaching of UO2, hitherto not explained in a satisfactory manner, have now been clarified in terms of an electrochemical mechanism.

This paper presents the results of a project for developing a methodology for empirically determining some of the mechanical properties of the rock mass at the Äspö Hard Rock Laboratory, Southern Sweden. Using the equations available in the literature, the deformation modulus, friction angle, cohesion and unconfined compressive strength of the rock mass were estimated. A comparison of the results using different classification methods (Q, RMR, GSI, RMi, Ramamurthy’s) was made to estimate the range of variations in the mechanical properties with the considerations of: i) the quality/quantity of the geological data; ii) the technique for partitioning of the rock mass into homogeneous domains; iii) the sensitivity and subjectivity of the empirical methods; and iv) the need for validating the empirical methods against a test case. Cet article présente les résultats d’un projet visant à établir une méthodologie, pour déterminer, de façon empirique, les propriétés mécaniques de la masse rocheuse. En utilisant les corrélations disponibles dans la littérature, quelques-unes des propriétés de la masse rocheuse ont pu être déterminées (module de déformation, angle de friction, cohésion, force de compression illimitée). Une comparaison des résultats obtenus par différentes méthodes (Q, RMR, GSI, RMi, de Ramamurthy) a permis d’établir une échelle de variations des propriétés mécaniques et de formuler une série de recommandations concernant : i) la qualité/quantité des données géologiques ; ii) la technique de partition de la masse rocheuse dans des domaines homogènes ; iii) la sensibilité et la subjectivité des méthodes empiriques ; iv) la nécessité de valider les méthodes empiriques à l’aide de nouvelles études de cas. Dieses Paper präsentiert die Ergebnisse eines Projekts mit dem Ziel, eine Methodik für die empirische Festhellung von mechanischen Eigenschaften im Gesteinmassiv zu etablieren. Durch Verwendung der in der Literatur zugänglichen Korrelationen, wurden einige Eigenschaften des Gesteinmassivs festgestellt (Entstellungsmodul, Reibungswinkel, Kohäsion, unbeschränkte Kompressionsstärke). Ein Vergleich der Ergebnisse unterschiedlicher Methoden (Q, RMR, GSI, RMi, Ramamurthy’s) wurde durchgeführt und dies erlaubte die Feststellung der Variationsskala von den mechanischen Eigenschaften, sowie eine Reihe Empfehlungen für: i) Qualität/Quantität der geologischen Dateien; ii) die Technik für Teilung des Gesteinmassivs in homogene Domäne; iii)die Empfindlichkeit und Subjektivität der empirischen Methoden; iv) das Bedarf die empirische Methoden gegen neue Fallgeschichten zu validieren.

Dr. K. Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition. Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. The expected curtailment of activities within the gold-mining industry by the closure of the more marginal mines, and the shortening of the life of the industry as a whole as a result of rising costs and/or an uncertain gold price, are factors that are bound to harm the South African economy in a number of ways. The industry has no option but to regard the gold price, which is determined on the world market, as a given quantity. The remaining ore reserves al tend to be of a lower grade and/or to be found at greater depth. Therefore tighter control of working costs would seem to be almost the only option open to the industry. Working costs can be divided into two broad categories: costs emanating from the environmental characteristics of the orebody, and costs emanating from the general inflationary environment in which the industry has to purchase its inputs. Working costs stemming from the physical environment also fall into two categories: those relating to the grade of the orebody, and those resulting from working at increasing depth and temperature, together with the need to pump increasing quantities of water. The industry is both capital- and labour-intensive in absolute terms, since it requires large inputs of labour as well as of capital. It is limited in its scope to adjust its production function by becoming more labour- or more capital intensive, and is dependent on a large labour force, which cannot easily be replaced by capital inputs. On the other hand, large amounts of capital are required for investment in shafts, development, machinery, and equipment. Since the early seventies, the working costs of the South African gold-mining industry have increased at an annual rate that was significantly higher than the general rate of inflation. This rapid rise in working costs has caused some mines to find themselves in a difficult profit position. At times, the gold-mining industry has even been compelled to restructure its cost/revenue relationship rather fundamentally by revising the grade of ore worked sharply upwards or downwards, as the case may be. The rise in the gold price since 1972 has made it possible for the industry to introduce significant changes in its Black wage policy. The main aim was to increase the permanency of the Black labour force and to encourage local Black workers to join the industry. At the same time, significant increases were also experienced in the cost of machinery and stores, as well as of capital, mainly as a result of inflation. In the study on which this paper is based, the author attempted to measure the influence of environmental factors on working costs, using the physical consumption of electricity as a criterion for measurement. He found that the usefulness of this criterion in relation to factors such as depth, temperature, and water quantities pumped was invariably more than neutralized by the effects of greater productivity and economies of scale. The effects of these environmental factors on the working costs of the industry could therefore not be determined to any degree of accuracy. It seems that good progress is being made with the development of capital-intensive forms of technology aimed at coping with rapidly rising working costs and other effects of increasing depth. Techniques are also being developed to improve rock-cutting procedures and to eliminate the use of explosives in order to introduce a continuous mining process. On the whole, the gold-mining industry seems to be more sensitive to general inflationary pressures than to the cost effects that are associated with depth, temperature, and water quantities pumped. Greater control is possible over physical environmental factors such as the grade of ore mined, temperature, rate and nature of development of a mine, and adaptation of the daily working cycle to a continuous mining process. Wolfe and others hold the view that the industry will lose control over labour costs as a result of the 'sharp increase in wages and the growth of Black trade unions. However, the use of more capital-intensive technology will allow the industry to reduce its labour force, and a smaller, better-trained, and more permanent labour force will enable the industry to cope with the increasingly difficult physical environment and higher wages.
