The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore boLittle attention has been paid to the rehabilitation of derelict and ownerless mines in South Africa after their lifespan. This paper aims to explore management gaps in legislation that have resulted in the non-rehabilitation of derelict and ownerless mines in South Africa. There is growing evidence that supports the distressing effects of mining on people living around these mines in the North West Province. This paper was motivated by the current socio-economic status quo of old mining towns, the influx of illegal miners (Zama Zamas), severe environmental damages, and the violence associated with derelict mines. Underpinning this research was an ecosystem approach and integrated resources management principles, which formed the foundation for the decision-making process.The researcher used a mixed-method approach and employed convergent techniques. A semi-structured instrument was used to collect data from 200 respondents. The results indicated that there is a dire need for community-based consultative processes, and an absence of clear guidelines for derelict and ownerless mines to pressure mine management to adhere to rehabilitation standards. Moreover, the mining charter is ambiguous regarding policy implementation, budgetary allocation, and duration of the rehabilitation of these mines. The paper concluded that management challenges associated with derelict mines can be reduced if all stakeholders follow the guidelines as outlined in the environmental legislative framework (NEMA) of South Africa while being open to innovations in line with international best practices. It also contributes towards the development of guidelines for the management and implementation of legislation related to derelict and ownerless mines in South Africa from a philosophical, theoretical, and policy perspectivedies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

Uncertainty with regard to estimated grades and tonnages of a mineral deposit demands risk assessment in order to build investor confidence and attract the interest of other stakeholders in the success of a project. Uncertainties associated with Mineral Resource estimates can lead to unreliable production schedules and unpredictable cash flows. However, the techniques used in the mining industry to determine these uncertainties are inconsistent, because the important decisions taken in the process are solely dependent on the responsible Competent Person (CP), without limitations. This leads to disparities between different CPs’ results, using data-sets from the same drill-holes. The various standard codes for public disclosure provide guidelines and recommendations for the classification of Mineral Resources and Reserves but do not provide details on, for example, the amount of geological and geostatistical information needed to qualify for each category of Resources and Reserves. The parameters used to generate the classification categories are subjectively assumed by the responsible CP. In this paper we investigate the impacts of different CPs’ judgements on resource classification, using the same data-sets. The results underpin the need for the mining industry to develop a uniform Mineral Resources and Reserves classification framework that can minimize or avoid significant discrepancies that lead to potential misleading public disclosures.

Introduction Zircon is a natural occurring mineral and may exhibit natural low level radioactivity. It contains trace levels (90 to120 pCi/g and 110 to 115 pCi/g respectively or 3.3 to 4.4Bq/g and 4.1 to 4.3 Bq/g) of naturally occurring radioactive uranium and thorium. This mineral is often found in a suiteof minerals (rutile, ilmenite and monazite) Due to the overlap in physical properties of monazite (containing 4–7% thorium) with some of the zircon (slight magnetic susceptibility) it often contaminates the zircon, adding to the levels of thorium in the product. Hazards associated with the products from zircon and its processing is inhalation of respirable dust (generated by milling) containing radioactive uranium and thorium which may cause cancer of the lungs. Legislature regulates the transport, use, workplace environment exposure and storage of radioactive material. In America the general regulation for the unlicensed use of low levels of radioactive materials limits the concentration to 500 ppm (U plus Th). Europe (IAEA) specifies a limit of10 Bg/g (Bequerels per gram) on the parents for transport only which is a higher level of U+Th. Companies selling into these markets need to comply with these regulations and certification is therefore required, not only of the major constituents determining the price, but of the U and Th levels as well. Exceeding the limits for U and Th may result in material being returned to the country of origin. However, for the analyst the requirement is to analyse for these elements throughout the production process as well as the analysis of the ‘tails’ that is returned to the mine area. This requires a wide range of concentration to be analysed. Methods of analysis A wide variety of methods exist for the analysis of U and Th in a range of matrices. (Table I) All these methods have been used with varying degrees of success in terms of accuracy. Overall precision for the different techniques varies from 5 to 25% relative. Time to produce results from these methods vary from a few minutes to several days. The Production Chemist is expected to produce between5 and 10 analyses per hour for process control purposes. A suitable technique that fits this requirement is X-Ray Fluorescence. Both Wavelength Dispersive (WDXRF) and Energy Dispersive X-Ray (EDX) instruments are suitable. X-Ray analysis in general has a few major advantages over competitive techniques. •It is fairly simple to set up and interferences are known and easy to correct •It has multi-element analysis capabilities •Clean spectral lines for U and Th (in zircon specifically) •Uncomplicated and easy to measure background •Low detection limits (3 to 5 ppm) •A very high degree of precision •Sample preparation is uncomplicated and fast (pressed powders and fused beads). In Zircon (ZrSiO4) processed sands the matrix is constant(>99% ZrSiO4) and the background is thus essentially constant. Standards As with any other comparative technique XRF analysis relies heavily on the quality of the standards used. Assuming proper set-up and operation of the instrumentation as well as consistent sample preparation, accuracy is determined by the quality of the initial calibration standards. The technological advances in efficient, rapid, and non-destructive hyperspectral core logging systems for systematic mineral mapping have led to the discovery and exploitation of new mineral deposits Hyperspectral imaging in the long-wave infrared range has been recently used successfully to identify various phosphatebearing minerals (monazite, xenotime, and britholite), with limited work on apatite associated with mafic-ultramafic layered intrusions. In this study we investigate the effectiveness of a hyperspectral imaging (HSI) system with long-wave infrared (LWIR) bandwidthsto identify apatite in the Upper Zone of the Bushveld Complex. The accuracy of the HSI results was validated by mineralogical and geochemical data. The two apatite-enriched zones detected by HSI suggesting widespread development of apatite throughout the uppermost 600 m of the Upper Zone. The lower apatite-enriched zone is approximately 40 m thick, while the upper apatite-enriched zone is about 23 m thick, consistent with previous thickness determinations by traditional logging and analytical methods. Spectral mixing observed in the response of apatite is ascribed either to the common association of apatite and olivine in these rocks, or to differences between the spatial resolution of the hyperspectral image and the size of apatite grains. The VNIR-SWIR wavelength region did not show prominent spectral features of apatite. Nonetheless, HSI in the LWIR range is effective in mapping apatite and should therefore be considered as an exploration tool. This research advances our knowledge of the reflectance spectroscopy of REE-bearing minerals, which makes it easier to detect, identify, and quantify REE-bearing silicate minerals by HSI.

"A new method is introduced for the simulation by computer of the flow of liquid underground. The method has application in simulating, for example, liquid withdrawal systems, injection systems or injection-well systems. The computer simulation of liquid flow permits the utilization of the known properties of the rock in developing a model of the permeable rock mass.The flow properties of the rock at a specific site arc generated statistically using a random number generator. After defining in this manner the rock properties of each element in the computer grid, the streamlines or flow paths of the liquid are traced using the new method. The simulation is designed especially for computers. The meandering character of the liquids paths is displayed clearly as the fluid moves underground, thus providing the technical information required for the control of the movement of liquid."

E. H. D. Carman: The results achieved at Buffelsfontein Gold Mining Company Limited are very encouraging and it seems certain that as far as the conventional uranium recovery process is concerned solvent extraction must entirely supplant the old resin ion exchange process. The operational costs given by Mr Meyburgh indicate that the chief cost items in solvent extraction are reagents. In other words 38.4 per cent of the operational cost at Buffelsfontein is due to the replacement of the organics lost from the plant. It is reported from a wide field of experience that loss, particularly of amine, is a direct function both of the quantity and nature of finely divided suspended solids in the pregnant solution and the extent to which the design of the mixers causes the formation of secondary dispersions which do not easily separate in the settler. There is in addition the unavoidable loss of amine due to its solubility in the aqueous solution which is thought to be about 4 p.p.m. In order to minimise solvent losses therefore, efficient clarification at the head of the solvent extraction plant would appear to be a most important requirement. For this reason the newly erected plant at West Driefontein Gold Mining Company Limited has two Funda Pressure Filters each with a filtering area of 540 sq. ft. which are together designed to handle up to 440 g.p.m. of filtrate. This plant has not yet been commissioned but preliminary testing indicates that suspended solids in the sub micron size range which do not settle even on protracted standing of the solution, will rapidly blind the clarifiers. This should not affect solution clarity but frequent backwashing adds to the cost of precoating. The difficulty was countered in the laboratory with continuous additions of filter aid in addition to the precoat but, as Table 11shows, cost of filter aid is high and its use will have to be optimized against organic losses due to less efficient clarification. This will need much careful observation over a relatively long period of time. Costs shown in Table 11 are based on Mr Meyburgh's figures adjusted to probable conditions at West Driefontein Gold Mining Company Limited. The assumption based on small scale testing is that it will cost 5.2c/ton in filter aid to clarify filtrate to a level of about 5 p.p.m. of suspended solids, in order to restrict the amine loss to 10 p.p.m. which is likely to be equivalent to an entrained organic loss worth approximately only 2.6 cents per ton. Of course poor clarification as mentioned earlier is only one of two or even more causes of organic losses and it seems obvious on the above basis that the operation and economics of pressure clarification will need close investigation. A second important consideration at West Driefontein has been the design of the pump-mixers which must perform the dual function of phase mixing and providing the necessary hydraulic gradient for counter current flow of the two phases. The arrangement is shown in Fig. 1.

Pt-based alloys are being developed for high-temperature applications with the aim of replacing some of the currently used Ni-based superalloys (NBSAs) in the highest temperature applications. The Pt-based alloys have a similar structure to the NBSAs, and since Pt is more chemically inert than nickel and has a higher melting point, they can potentially be used at higher temperatures, up to 1300°C, and in more aggressive environments. Several experimental Pt-based alloys were studied at Mintek, and an optimum composition was found to be Pt84:Ahi:Ru2:Cr3 (at.%). On the basis of hardness and microstructure, a later study identified a new optimum: Ptr8:A111:Ru5:Cr6 (at.%). There are at least two Pt3A1 allotropes, and the high-temperature cubic structure has better properties than the lower temperature tetragonal form, and so needs to be stabilized. This work describes the latest results obtained in transmission electron microscopy (TEM) studies of the quaternary Pt-based superalloys. These results are both interesting and important, because the samples have a higher precipitate density compared to those from earlier work. The precipitate morphology is mainly cubic, with minor areas having irregular-shaped precipitates. The high volume fraction of the precipitates is a major breakthrough, since the objective of this work is to improve the alloys. A prior disadvantage was that the proportion of the precipitates was too low in samples before this work, especially compared with the work from Germany on Pt-Al-Cr-Ni¬based alloys as well as the NBSAs. TEM -Pt3A1 diffraction patterns were studied, and for each diffraction pattern, many possible lattice point combinations were tried, with the angle between the lattice spots as well as interplanar spacings being calculated for each phase (cubic or tetragonal) to match the measured results. An overall analysis of the diffraction results indicates that the cubic phase fitted the experimental lattice points with much lower errors compared to the tetragonal phase. Thus, with the close match achieved with the cubic structure, the structure of -Pt3A1 precipitates is likely to be cubic. X-ray diffraction has been carried out on selected samples, and the results confirmed the presence of cubic -Pt3A1 and (Pt). Different X-ray diffractometers were used to further verify the results, and the results were also compared with those from TEM.

A comparison of key technical and economical parameters of SAG and HPGR circuits is made, based on testing of several ore types for greenfield projects. The comparison of results make it possible to estimate efficiency of the technologies application, depending on ore hardness and taking into account potential risks for a circuit under design. Coal mining in China is facing the transition from output to quality. Based on the total mining capacity and average production, the current situation of coal mining at mine, city, and province levels is analysed, and data in support for the layout of sustainable mining development and the optimization of output provided. The results show that 87% of China's coal is mined by underground methods, with an average production capacity of 0.93 Mt/a per mine. Open pit mining accounts for 13%, with an average mine production capacity of 5.73 Mt/a. The average mining capacity of coal mines in China is 1.05 Mt/a, with 1181 coal mines with an average capacity less than 0.3 Mt/a, accounting for 35% of the total coal mines but contributing only 4.51% to output. They are distributed in about 48 cities in six provinces, seriously restricting the transition to green coal mining. The coal industry should speed up the closure of small coal mines in key provinces and cities, eliminate outdated production capacity in the central region, increase the speed and proportion of coal resources moving westward, and promote high-quality development of coal mining.

Careful monitoring of the position of the cave front is essential for well-managed block cave mining. Seismic monitoring systems yield 3-D information about the location of fracturing ahead of the cave. However, because the a seismic gap between cave surface and seismogenic zone is of unknown extent, the cluster of micro-seismicity can only yield an upper bound for the cave height. The large velocity contrast between the fractured rock in the aseismic gap and the broken loose material within the cave can be used by an inversion procedure to find a few simple geometric parameters (such as height of the top of the cave) if a simple 3-D shape?for example a paraboloid?is assumed for the cave. Ray-tracing must be used as the large velocity contrasts cause seismic waves to bend around the cave, but the inversion takes the form of a minimization problem in only a few dimensions and so the computational time is feasible. This technique has been successfully tested on realistic synthetic data.

Arsenic-bearing acidic effluent from hydrometallurgical processes contains many harmful metal ions and must be appropriately treated before discharge. In the present study, arsenic, copper, zinc, aluminum, and magnesium were co-precipitated by means of the Fenton reaction. The precipitates obtained under different conditions were investigated to determine their stability. The results indicate that pH value and hydrogen peroxide (H2O2) dosage have significant effects on the removal of various elements. Arsenic, copper, zinc, and aluminum (but not magnesium) can be removed at pH 5–6 and anH2O2/As mole ratio of 2 at ambient temperature. The precipitates were mainly amorphous and granular with particle size in the micrometre range. The arsenic concentration in leachate from the toxicity characteristic leaching test was 3.6 mg/L, which proves that the precipitates are effective in fixing arsenic.

The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

As a rule, removing waste rock at the beginning of the process improves the conditions for the flotation of minerals, and also reduces the operating costs of crushing, grinding and flotation. Lead-zinc ores in the Shalkiya deposit of the Republic of Kazakhstan are classified as difficult for enrichment, but taking into account their significant reserves, they are one of the main potential ores for the production of lead and zinc. Under industrial conditions, for processing ores of the Shalkiya deposit, a selective flotation concentration scheme with the production of lead and zinc concentrates is recommended. However, according to the recommended scheme, it is not possible to obtain high-quality concentrates of lead and zinc, with high metal recovery. The paper presents the results of studies of preliminary gravitational enrichment of lead-zinc ore in the Shalkiya deposit. Based on the fractional analysis for the particle size range of -40+8 mm, Henri- Reingard enrichment curves were constructed, separation density (2730 kg /m3) was established to isolate the light fraction with the lowest possible lead and zinc content, and gravity enrichment indices (0.7-0.71) were determined. It was found out that when using gravitational enrichment of the original large-sized ore in the Shalkiya deposit, tails are released at the beginning of the technological process with a yield of up to 20% with the extraction of silica up to 30%, calcite up to 11% and carbonaceous matter up to 12%. As a result of the studies, it was found that the beneficiation of crushed lump ore could be conducted in heavy suspensions. One of the positive aspects of the use of gravitational enrichment is the reduction of energy costs for grinding the heavy fraction, which was experimentally proved in this article. This paper describes the design and implementation of the dispatching system at LAB Chrysotile Inc.'s Black Lake Mine Operation, Quebec, Canada. The initial system uses a computer in a passive role, to record and display information in ongoing operations. Simulation studies were undertaken at McGill University to assess various heuristic dispatching rules which can be program- med and inserted into the dispatching system. The computer can then suggest to the operator where a truck should be sent to maximize productivity or improve fleet efficiency. The study stresses the importance of considering the effects of implementing computerized systems on those individuals who must use these systems in their daily work. The roles of individuals from the industry and the university in this joint project are also highlighted.
