During 1990-2001, a total of 518 fires occurred in all metal/ nonmetal mining categories; 296 of those fires caused 308 injuries and 4 fatalities. Surface operations had the most fires and the highest injury risk rate values. Forty-five fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. In the future, many of these fires and injuries might be prevented or detected and extinguished at their earliest stage by improving current fire safety procedures, adopting existing/ improved fire detection and suppression technologies, and/or developing new technologies. Several strategies for reducing and/or preventing the number of fires and fire injuries follow. I. Increase vigilance, improve safety procedures, and develop new technologies in order to prevent fires and injuries caused by fame cutting and welding operations. 2. Improve equipment hydraulic/fuel/electrical systems inspection programs; adopt fire-resistant hydraulic fluids and electrically powered motors for use in underground mines; develop new technologies (equipment/cab rapid fire detection/ prevention/suppression systems, emergency line drainage systems, and fire barriers); adopt an optimal ground level location for the activation of emergency systems; improve operator's fire preparedness training programs; and develop effective and rapid local firefighting response capabilities. 3. Adopt existing/improved systems for continuous and early detection of combustion gases and smoke along beltlines. 4. Adopt existing/improved technologies for monitoring equipment (beltlines) operational functions. 5. Increase vigilance and adopt improved safety procedures for handling f amenable liquids and refueling fuel in the vicinity of heat sources.

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

6. Computer Simulation of Mine Evacuation Analysis of mine evacuation involves manipulating a large number of interacting variables, such as mine passages, hoist movements, miner position etc. , which makes the problem very difficult to solve without use of a digital computer. Therefore, under this contract, a computer program is written to simulate evacuation of a mine under different configurations. The simulation input variables include characteristics of the mine, expressed in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self-rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effect of the fire on ventilation or on the miners is not considered. The simulation output includes the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure time of the miners. Details of the mine evacuation program are summarized in Appendices A and B Appendix A describes structure of the program and its capabilities. The flexibility of the program and its suggested uses are demostrated by a number of illustrative examples Appendix B is a user' s manual for the program which includes instructions for program use and explanation of the logic employed in the program. A computer listing and printout of a typical output are also included in the Appendix B The ten illustrative examples summarized in Section A 4 (Appendix A) provide proof of validity of the program and help make certain inferences about mine evacuation. The first example, which is simulation of an actual mine fire drill conducted in a mine, has predicted evacuation time within 5 percent of the actual evacuation time in the fire drill, demonstrating thereby, the ability of the program to make accurate predictions.

In This Chapter [How inert gas works to prevent methane explosions How inert gas is generated and delivered at highwall mines Volume and quality requirements for inert gas at highwall mines How an inert gas system is operated and Precautions to take during mining to prevent methane explosions] This chapter discusses a method, originally developed by Volkwein and Ulery [1993], to prevent methane explosions during highwall mining. In highwall mining, a horizontal auger or a mining machine enters the coal seam from a surface mine pit at the bottom of a highwall, and the coal is mined out from a series of parallel holes. Explosions can be prevented by injecting inert gas into each hole as it is mined. Coal near the surface has lost most of its methane gas over time. However, in recent years, surface mining has been used for deeper reserves of coal. This trend toward mining deeper reserves has increased the chance of encountering methane, and methane explosions at highwall mining operations have resulted in injuries. HOW INERT GAS WORKS TO PREVENT METHANE EXPLOSIONS A methane explosion requires the presence of sufficient amounts of both methane and oxygen, as well as an ignition source. If the methane cannot be reduced and the ignition source cannot be eliminated, then explosions may be prevented by adding an inert gas, which contains little to no oxygen, to the mixture [FWQA 1970]. Just how much inert gas must be added depends on the mining rate, as well as the composition of the inert gas. An explosibility diagram can be used to show whether a methane mixture is explosive after inert gas is added [Zabetakis et al. 1959] (Figure 10–1). This diagram indicates that gas mixtures fall into one of three range categories—explosive, explosive when mixed with air, and nonexplosive—depending on the percentage of methane and percentage of “effective inert.” Effective inert is calculated from the percentage of “excess nitrogen”3 and percentage of carbon dioxide in the mixture.

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. "As the result of the work of an efficient safety organization, the Midwest Refining Co. at its various operations and particularly in the Salt Creek field has been able to show a definite accident reduction. Lost-time accidents during the past year have been reduced to a small number as compared with previous years, and infection cases have been almost eliminated.The accident-prevention work of the Midwest Refining Co. is in charge of the department of industrial relations, with a director as the administrative head; two safety men handle the work directly at Midwest, Wyo. A competent medical staff with a well-equipped hospital at Midwest is also an important factor in the prompt and proper treatment of injured persons when an employee is injured, he is given first-aid and then taken to the hospital with minimum delay.About 1,450 persons are employed in the 4 departments (production, gas, pipe lines, and electrical) and in the 34 districts of the Midwest Refining Co. The work at Midwest spreads over a considerable area, and new drilling operations, pipe work, and similar activities require the services of many small gangs of workers. Complete supervision, of each job, whether shall or large, is possible through the large number of superintendents, foremen, and gang pushers employed; thus, there are 20 superintendents, 78 foremen, and 115 gang pushers. The largest number of men under any one toss is approximately 15, and it is probable that much of the good safety record is due to this intensive supervision. These company officials, including the gang pushers, have been impressed with the idea that it is their duty to see that the men under them do not get hurt; the responsibility of instructing new employees in safety practices is placed directly upon them. Monthly meetings of the field officials, including superintendents, foremen, and gang pushers, and as far as possible the men, of each district are held with the safety engineer. Both officials and men are encouraged to bring up for discussion any practice or proposals looking to the changing of any conditions that will"

So far as the propagation of electromagnetic waves is concerned, an underground tunnel behaves like a pipe or hollowed waveguide. Waves propagate in this tunnel with a low attenuation only if their frequency is higher than a so-called critical frequency which depends on the shape and mostly on the cross -dimensions of the tunnel and which value is in the neighbourhood of several tenths of MHz. However, when a metallic conductor is stretched along the gallery the electromagnetic characteristics of the latter are considerably modified and the effect of the cut-off frequency disappears; this is due to the fact that the gallery equipped with such a conductor works like a coaxial cable where the conductor serves as the outward conductor and the wall of the gallery as the return conductor. This is the principle of the monofilar waveguide cable which has been perfectly studied by Gabillard. Two mean characteristics of the monofilar mode are as follows: first of all, when the cable is suspended in the middle of the cross section of the gallery, the electromagnetic field occupies all the space between the wire and the walls of the gallery. When the wire is close to the wall, the electromagnetic field tends to become concentrated between the wire and the wall, with the consequence that, with the given monofilar mode power, the aerial of a receiver standing somewhere in the tunnel will capture a weaker and weaker signal. Secondly, owing to the fact that the mode of monofilar propagation uses the ground as return conductor, its power of propagation is considerably diminished; the closer the wire is to the wall the higher the attenuation, for only a very small part of the wall is utilized as return conductor. To cover great distances, everything else being equal, two or more conductors must be placed in the gallery. If the distance between two conductors of a cable is much smaller than the distance between one or other of the conductors and the walls; or again if one of the conductors surrounds the others and forms a screening, two sorts of modes appear: on the one

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA's past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker's dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

"Adequate lighting for all mining operations would unquestionably tend to promote both safety and efficiency; this would be true not only for men but also for the animals that man impresses into service in mines. The Markeeta Coal Co. and the Alabama Fuel & Iron Co. both operating mines in Alabama, have found that equipping mine mules with portable electric lights is more efficient, much more humane, and far more safe for both men and animals then the more or less usual method of forcing the animal to do its work essentially in darkness.This report is intended to give the mining industry data, that will aid in trying to bring about safe and efficient operation of mines.The authors desire to thank Charles F. DeBardeleben, president, Fred R. Bell, general manager, Hewett Smith, C. H. Shepherd, and R. A. Sensing, superintendents for the Alabama Fuel & Iron Co.; and Charles F. DeBardeleben, Jr., president, and H. M. House, superintendent for the Markeeta Coal Co., for their cooperation in furnishing the data for this paper.The eight mines operated by the Alabama Fuel & Iron Co. and one operated by the Markeeta Coal Co. in Jefferson and St. Clair Counties, Ala., are the only mines in Alabama where mules are provided with portable electric lights, and there are few if any mines in other States in which this system is in use.These two companies are convinced that equipping all mine mules with good lights decreases underground haulage cost by animals by prolonging the useful life of the animals, increasing their efficiency, lessening haulage wrecks and delays on haulage, and increasing production. Last but not least of the advantages would be the more humane treatment of the animals.The nine mines are developed by slopes along the dip of the coal bed, with double-room entries on 200- to 300-foot centers turned right and left off the slopes and with approximately 1 per cent grade in favor of the loads. Rooms are driven up or diagonally up the pitch from these entries.A surface hoist delivers the empties from the surface to the entry sidetracks at the slope and pulls the loads to the surface. From these sidetracks, mules pull one to four wooden cars, each of which holds 1-1/2 to 2-1/2 tons of coal, deliver the empties to the rooms and entry faces, and pull the loads to the slope sidetracks. The mule haul varies from 100 to 3,000 feet; there are no locomotives or trolley wires in any of these nine mines, seven of which are rated as gassy and two as nongassy by the Alabama state Mining Department."

"In cooperation with the New York and New Jersey State Bridge and Tunnel Commissions, the Bureau of Mines has just completed the construction of an experimental tunnel in the Bureau's experimental mine at Bruceton, Pa., near Pittsburgh, Pa. The purpose of this tunnel is to make a final study of the ventilation problems arising in the adequate ventilation of vehicular tunnels for automobiles and trucks, especially the 9000-foot tubes that are being designed. to handle the traffic between New York City and New Jersey under the Hudson River.Chief engineer, Clifford M. Holland, of the Tunnel Commissions has shown that there are three principal problems involved in planning the ventilation of this tunnel, namely - (1) The amount and composition of exhaust gases from motor vehicles; (2) The dilution necessary to render these exhaust gases harmless; (3) Determination of coefficients of airflow and horse-power required in ducts, bends and openings.Composition of automobile exhaust gases.The answer to the first problem was obtained by making road tests on 101 automobiles and trucks at the Pittsburgh experiment station. These machines were taken from service without any previous adjustment so that the composition and amount of the exhaust gas may be taken as representative of actual operating conditions prevailing in the tunnel. A report covering the results of these tests was submitted to the chief engineer of the Tunnel Commissions, on November 1, 1920, and 411 be published in the report of the commissions. Several papers a have also been published in the technical journals summarizing the important results as regards tunnel ventilation and also with reference to gasoline losses in present-day motor car operation due to the general use of unnecessarily rich mixtures"

Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. "Since its establishment in 1910 the Bureau of Mines has consistently recommended the rock-dusting of bituminous and lignitic coal mines as a preventive of widespread explosions. As with many other proposed innovations, the response to the bureau's recommendation has been slow; but during the past 10 years many coal mines have done some rock-dusting, even though probably fewer than 50 of the country's approximately 6,000 coal mines are thoroughly rock-dusted. Notwithstanding the inadequacy of the rock-dusting which has been done in most of the mines which have adopted the new system, numerous cases are at hand. indicating the well-founded basis of the bureau's claims regarding the effectiveness of rock-dust in stopping explosions. Very brief descriptions will be given of several cases in which explosions in coal mines of the United States are fairly definitely known to have been stopped by rock-dust during the past 5 or 6 years; in addition, several cases are cited in which explosions were stopped through the agency of rock-dust and moisture.A rock-dusted mine is one in which the floor, roof, and sides of every accessible working place, including haulage ways, airways, manways, and rooms and connections have an application of rock-dust - for instance, limestone - such that the incombustible content of the aggregate dust on those surfaces is over 60 per cent. The dust in these workings should be sampled at regular intervals to determine whether the incombustible matter in the coal-dust is less than the necessary minimum of 60 per cent; another application of rock-dust should be given when the incombustible percentage is less than 60. (As an example of thorough rock-dusting, see Bureau of Mines Information Circular 6578, 1932, which describes how rock-dusting is done in Alabama at a cost of 1.8 cents per ton of coal for a thorough application; Report of Investigations 3060, February, 1931, Rock-Dusting In A Pennsylvania Coal Mine; or Information Circular 6244, 1930, giving data, including costs, on rock-dusting in coal mines in New Mexico.)An explosion may be started by the ignition of gas, even when rock-dust is present; hence it is not correct to say that rock-dust will prevent an explosion of gas; however, if rock-dust has been applied to a working place which has present an explosive mixture of me-thane and air, and if an open light is used or a blown-out shot or an electric arc occurs, although there will very likely be an ignition and possibly an explosion, the rock-dust will certainly prevent ignition of the coal-dust nearby, and unless the general atmosphere has an explosive gas mixture, the rock-dust will stop propagation of the flame throughout the mine. In other words, if an explosion is started by gas or by coal-dust and the mine has been rock-dusted as defined, the rock-dust will prevent widespread extension of the explosion, unless the general atmosphere contains methane and air in explosive proportions.With these definitions clearly in mind, instances are now given where rock-dust has played a prominent part in the stopping of several explosions. No cases have been included where there was any reasonable doubt that rock-dust had taken a definite part in the limiting of the explosions."

The usual run time errors occur when illegal mathematical operations are attempted by MFIRE For exam¬ple, if the user enters a negative value for the input variable HEAT to model a heat sink or cooling station, a run tame error will occur because an exponential function is employed to better model the changing temperature dis¬tribution in the airways. DATA FILE ERRORS Two types of data file errors can occur. 1 An error may occur because the input data file itself is invalid This may be caused by: The data file cannot be found due to incorrect spelling, drive, or path specification Check the spelling and path at the prompt for location of the data file. The data file contains non-ASCII symbols Check op¬eration of the text processor to insure that only ASCII characters are produced Delete all non-ASCII and/or all out of place characters. 2 Data are accepted by the program, but are incorrect for the data types or ranges or the combination causes a data inconsistency This may be due to. An invalid character is located where a numerical value is required The input data value is outside the reasonable range The input data is insufficient to build the model for simulation. The input data exceeds the capacity of the program. PROGRAM ERROR DETECTION When the program is running, tracing messages are given on the screen indicating the group and lines of data that have been read and the section of the program that is executing Program termination indicates that problems are caused by the subsequent (not read) data file section. For each detected error, descriptive message starting with * ERROR * is issued and the program terminates. When a possibly wrong value and/or its calculated intermediate result is detected, a descriptive message starting with * WARNING * is issued and the program continues. If a modification of input value or calculated intermediate result is automatically made by the program, descrip¬tive message starting with * ATTENTION * is issued and the program continues. LOCATING ERRORS If a message indicates that the error condition occurred due to the data input file, locate and correct the data item. If no error message is issued, but the simulation results are not as expected, carefully check the list of input data shown in the output file WARNING messages and ATTENTION messages may reveal an error in the input data even though the program continues to operate Insure that the default values or modifications adopted by the program run are acceptable. Anomalistic data, though not incorrect or impossible, may lead to an unusual simulation For example, making a fan unusually powerful may prevent a normal strength fire from affecting the airflow distribution in the system Much care must be employed before considering an ex¬treme case. If a message indicates that the accuracy criterion in the temperature section of the program was not satisfied, a table detailing the current parameters of airways which have large fluctuation in the average air temperature from iteration to iteration is produced If the pattern of the parameters is clearly cyclical, while the variation of natural ventilation pressure is stable or cyclical from iteration to iteration, then, most likely there is no single equilibrium stage for the event If the variation of natural ventilation pressure decreases steadily though slowly, increasing the value of data item variables MADJ or ITN (on control line number 1) may allow convergence.

"Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

In studies of mine and tunnel ventilation conducted by engineers of the Bureau of Mines , various smokes are used to determine flow of air , direction of the currents , and the rate of mixing . The instrument for generating streams of sulphur trioxide (SO ) smoke , shown in the drawing herewith, has been found helpful , convenient and practicable for such purposes ; it is also especially useful in some places where fire for generating smokes is not permissible . The apparatus consists simply of a glass tube containing fuming sulphuric acid on granular pumice stone , attached to a rubber syringe bulb . When a squeeze of the bulb blows air through the tube , a stream of dense white smoke evolves, which follows and makes visible the air currents . The tubes after preparation are hermetically sealed to prevent deterioration . When ready for use , they are easily broken open at a file scratch for the purpose on both tips , and inserted into a rubber nipple at the bulb . Sometimes it is of advantage to attach them to a longer rubber tube leading to the bulb . Tubes of the size shown (about 1/2 inch outside diameter by 5 inches long) are usually sufficient for the needs of a day . Thereafter they cease to fume because the acid absorbs moisture from the air and looses its effectiveness . Smaller sizes of tubes and larger have been made , but the size shown has proved most practicable . Immediately after a person has finished using a tube it should be buried or disposed of in a place where it will not be touched by shoes or clothing, or come in contact with wooden floors , furniture , or metals , because the acid , which will eventually leak from the tubes , is highly corrosive . -- Reports of Investigations , Department of the Interior , Bureau of Mines .
