The largest producing coal field in Alabama, the Warrior Coal Field, was discovered in 1821'. Since then, coal has become Alabama's leading industrial mineral, both in production and income. Alabama has traditionally been one of the nation's major coal-producing states. This level of production is expected to continue due to Alabama's high-quality, low-sulfur coal. Alabama produces both bituminous and lignite coal. The bituminous coal is mined by underground and surface methods from four major coal fields in 24 counties. Alabama's lignite deposits, which are located in the southern part of the state, are not presently being mined. However, Alabama lignite is high-grade, and deposits are very shallow and easily surface-mined. Alabama gained primacy when its regulatory program was conditionally approved May 20, 1982. The program was fully approved July 5,1984. Alabama's Abandoned Mine Lands program was approved May 20,1982, and its emergency program was approved January 23, 1991. Although a Federal Lands Cooperative Agreement between Alabama and OSM became effective August 30,1985, no coal mining is currently taking place on federal lands in the state.9

Emergency personnel, like all workers, carry out their duties within an environment composed of a set of discrete elements. First, there is the emergency itself. Whether a forest fire in France, a tornado in the American Midwest, or a mining disaster in Russia, the emergency imposes certain exigencies upon the responders. Second, a social structure exists with specific social units, rules, and forms of association. An emergency response, therefore, takes place within a context of prescribed behaviors, expectations, and value judgments that are sometimes in conflict with each other. Third, there is a technology that must be understood in order to accomplish group goals. If the technology itself is implicated in the emergency, the entire emergency environment may be impacted. Clearly, a breakdown in any of these elements could result in worker injury and might heighten responder stress. This paper discusses how emergency workers not only get injured but may come to experience bum-out, post-traumatic stress syndrome, or impaired work and family relationships, even though their normal work setting (the emergency) is expected to be 'abnormal'. The authors suggest areas in each of the three environmental elements that, deserve further inquiry.

This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: (I) job definition through task analyses; (2) the ranking of job elements by perceived cost consequence; (3) observational techniques to establish performance baselines; and (4) cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technologic efforts but include consideration of the so-called "soft-skill technologies" aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.

The success of longwall mining can largely be traced to the development of powered roof support systems. The most significant improvement in powered support design has been the shield support, which improved kinematic stability and promoted the application of longwall mining in difficult-to- control caving conditions where chock and frame supports were inadequate. The most obvious trend in shield design has been an increase in shield size and capacity. This U.S. Bureau of Mines report examines shield design and operation practices and their consequences for the utilization of high-capacity shield support systems. An optimization goal is to minimize support loading by selecting an active shield setting force that is compatible with strata behavior and shield loading characteristics. Shield stiffness is an important design parameter that is often overlooked. A consequence of increasing shield capacity by incorporating larger diameter leg cylinders is a proportional increase in shield stiffness. Setting forces have also increased in direct proportion to the increase in shield capacity. The increased stiffness and higher setting force cause the available capacity to be consumed more quickly, severely limiting the ability of high-capacity supports to last longer and provide reserve capacity for difficult mining conditions.

The Bureau of Mines made laboratory batch and small-scale continuous flotation tests of a sample of pegmatite rock from a deposit of the Lithium Corporation of America, Inc., near Kings Mountain, N.C., to determine the feasibility of producing commercial-grade spodumene concentrates. Various reagents and flotation procedures were tested to determine the optimum conditions for floating the spodumene and retarding the gangue minerals. The best results were obtained when sodium fluoride and lignin sulfonate were used as the pulp conditioner and oleic acid was used as the spodumene collector. The continuous flotation tests indicated that commercial-grade. spodumene concentrates analyzing 6.4 pct. Li2O could be produced with recovery of 77 pct. of the lithia in the ore.

The amplitude of the first peak of an ultrasonic pulse which has traversed the diameter of a sphere is obtained for many directions in the sphere. This amplitude is relative to an input which is held constant for all measurements on a given sphere. Since the boundary conditions, distance of travel, and the controllable experimental factors are constant for all measurements, variations in this amplitude reflect variations in the attenuation or absorption with direction. The data are plotted and contoured as an equal area projection. The attenuation symmetry is the symmetry expressed by the contour pattern. Analysis of the data from several rock types indicates that the amplitude expresses a higher percentage of anisotropy than the velocity. In most cases the attenuation symmetry appears to be of the same system as the elastic symmetry expressed by the velocity. Results are shown for three rock spheres.

This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). It is concluded that in all practical situations of "small" antennas approximation 1 is almost always appropriate. Computations were carried out for bare antennas, the extension to insulated ones being, however, straightforward. Although a rigorous theory of the antenna performance in a realistic semi-infinite conductive medium has not been developed, the results quoted should also be applicable when antennas are a few skin depths below the earth's surface. In particular, for the evaluation of radio-links under up-over -and-down operating conditions, the antennas can be replaced by dipoles of length equal to the effective height. Since the antenna's parameters are given in analytical form, it is also possible, by using Laplace transform techniques, to compute the transient response of the antenna. The transient is described by pole (short-time behavior) and branch-cut contributions (large time behavior). For these last terms, an asymptotic evaluation is possible, so obtaining closed form expressions for the response at large observation times, which is closely related to the dispersion characteristic of the environment.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly. The mine ventilation system consists of the fan, the roadways, and the regulatory devices. Sufficient fresh air must reach each working face in the mines to render harmless noxious, toxic, and respirable pollutants and to provide for the breathing of men. This is achieved by the proper selection of fan and regulatory devices. Because a mining system is dynamic, the mine ventilation system must also be dynamic. In short, mine ventilation engineers are frequently called upon to provide answers to the following questions: 1. Given a mine or the projected plan of a mine, what fan must be selected for the quantities specified in the section? At what point in its characteristic must it be operated? Are any speed changes or changes in blade settings warranted? 2. What should be the regulation in a section to insure cer¬tain desired quantity in that section? How does it affect the overall ventilation system? 3. What are the effects of driving a new shaft? Where should it be located? What size fan should be installed in the shaft? How does this affect the overall ventilation sys¬tem? 4. How much quantity increases can be obtained by cleaning up falls and streamlining roadways and by driving addi¬tional parallel airways? These questions are in no way exhaustive, nor are answers easy. Most of the operational and planning problems discussed above are to a cer¬tain extent solved by ventilation engineers using rules of thumb from experience. Both natural conditions and regulatory requirements have changed so drastically recently that use of scientific methods in ventilation planning and of faster methods in evaluating the plans is a must. Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. As a preliminary step in a recent study4 of the phenols present in a low-temperature tar, the writers prepared the hydroxyacetic derivatives of the simpler available members of the phenol series in order to obtain material to assist in fixing the identity of similar derivatives obtained from the phenols of the tar. When comparing the melting points of the pure derivatives we had made with those given in the literature we were unable to find the characteristics of one of the xylenol derivatives which we had prepared--namely the 1, 3 dimethyl-2-phenoxyacetic acid, In the belief that the compound does not appear in the literature we are presenting these notes on its preparation and its melting point. The hydroxyacetic derivatives are easily prepared and in good yield, and are useful in studying mixtures of phenols. The 1, 3 dimethyl-2-phenoxyacetic acid makes the fifth of the six isomeric derivatives to be reported in the literature. Gluud and Breuer report the preparation of the 1, 3, 4, the 1, 4, 2, and the 1, 2, 4 derivatives. A fourth isomer-¬the symmentrical 1, 3, 5--has been reported by Schutz6, although no record of it occurs in the indexes. The remaining derivative--the 1, 2, 8-has not, been found and it is now being synthesized in the Organic Chemistry Laboratory of the. Pittsburgh Experiment Station. It is true, however, that from a phenolic fraction boiling 215.9 to 2180 isolated from natural petroleum, Tanaka and Kobayashi7 obtained a hydroxyacetic derivative melting at 103.3°. They state that this is the 1, 2, dime ethyl-3-phenoxyacetic acid but present no evidence for the assertion. The known derivatives are summarized in Table 1 following;

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

The following additional studies are recommended: 1. Future development of the magnetic sludge process should involve optimization of the process variables; these include stirring rate, sludge heating time, aeration rate, method of preliminary sludge dewatering, and the effects of magnetic separation for final sludge processing. In addition, the matter of amenability of coal mine waters to treatment should be considered more thoroughly by means of a more comprehensive literature review as well as actual tests on mine drainage samples. 2. The technique of sludge freezing should be explored further. Emphasis should be given to conservation of energy in the process, and the filtration characteristics of the resulting sludges should be evaluated. 3. Further studies should be conducted on the feasibility of the CO2-addition approach to mine drainage sludge densification. The filtration characteristics of product sludges should be evaluated, and the possibility of recovering and recycling the residual alkalinity of the sludge, either directly as CaCO3 or as CaO plus CO2 after calcination, should also be explored further. 4. Efforts should be made to develop cost data for the conceptual processes involving magnetic sludge formation, sludge freezing, and C02 pretreatment, with the purpose of selecting at least one of these processes for further testing at a field site. 5. The use of inexpensive waste materials (e.g. fly ash, "red dog," slag) as sludge additives, possibly in conjunction with coagulant aids, should be considered further. Results of the present studies have indicated that such materials, employed in relatively large amounts, increase the density and enhance the filterability of sludges from lime neutralization of coal mine drainage. The use of pulverized blast furnace slag in this regard appears particularly promising, and studies should be made to ascertain its availability, relative cost, residual alkalinity, and behavior as an additive in conventional mine drainage treatment processes involving lime neutralization and aeration.

The work-principle method was developed for theoretically resolving toxic fumes from non-ideal charge formulations. The whole description of a wanted process refers to macroscopic changes resulting from removing and imposing constraints that work one at a time to chronologically render trajectory terminal (key) states. The trajectory resolution utilizes a thermodynamic quasi-potential or negative work function, and numeric results require some appropriate standard thermodynamic (equilibrium) reaction code TDRC. The underlying method is unable to restrict reactions, tailor the work output or resolve states within the trajectory transitions, so the trajectory terminology is used somewhat figuratively. The work-principle model has the working fluid (reaction material) interacting with a tremendous reservoir (chamber air and walls), while forecasting the work performed upon a mechanical agent. Within the underground test chamber, the widening fume zone undergoes a decline in temperature, a reduction in reaction rates, resulting in out-of- equilibrium circumstances at the Q*-point, representing the measurement state. Rather than coping with the hard issues of non-equilibrium, the toxic fumes are resolved numerically for the Z-point, rendered by a zero-net- interaction energy constraint. Though other techniques require complex equation-of-state EOS for the whole trajectory, the work-principle formulation eludes the issue, requiring an EOS that works just for the terminal-state. Under the circumstances, the Z-state is reconcilable with the ideal-gas domain, and relevant TDRC results yield the restricted state in a numerical way for different charge formulations. The work principle makes it hard to remedy or to tamper with the resulting Z-point fumes: non-macroscopic trajectory readjustment is forsaken, terminal states are results rather than stipulations, and resetting the EOS formula constants would be ineffectual. Though the non-equilibrium portion remains unresolved, it is noteworthy that the work principle rigidly fixes the Z-state, thereby reducing the uncertainty for rendering reaction-rate models characterizing the non-equilibrium Z-Q* transition. Though more refinements are needed, some Z-point fume results are included to illustrate the threshold (minimum) resolving capacity of the work- principle formulation.

During 1998-99, groundfall incidents resulted in 27 fatalities and were responsible for over 70% of all deaths in U.S. underground coal mines. To obtain a better understanding of where and why these incidents occurred, a comprehensive analysis of ground fall injuries and fatalities was conducted. The first portion of the study examined various factors associated with roof and rib fall injuries and reportable roof fall noninjuries that occurred during 1995-98. The study found that the room-and-pillar mining method has twice the groundfall incident rate than the longwall method. Mine locations with high groundfall rates seem to correlate to regions where there is a higher concentration of problematic coalbeds. For example, the Illinois Basin has very high groundfall rates, which can be traced back to several key coalbeds-Kentucky No. 13, Herrin/No. 6/Kentucky No. 11, and Springfield No. 5/Kentucky No. 9. High rib fall rates were found in mines located in thick seams. Groundfall rates were found to be 30% to 40% higher during the months of July through September, possibly due to high humidity that may cause the shale mine roof to deteriorate. The second part of the study examined the root causes of failure by reviewing all groundfall fatality reports for 1996-99. Primary and secondary hazard factors were assigned to each groundfall incident. The primaryf actors resulting in these groundfall fatalities were pillar extraction, traveling under unsupported roof, skin failure, construction, longwall faces, intersections, and geologic discontinuities. Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

Character The bituminous coals of Pennsylvania range from low volatile to high volatile, but are all low moisture coals The coals are of three types caking of coking, noncaking or splint, and cannel The percentage of volatile matter in all kinds changes from low at the east to high at the west This change is thought to be due to the pies sure and folding to which the coals along with the other rocks have been subjected In the Broad Top field, and in Somerset, Cambric, Clearfield, Centre, and other counties to the northeast, most coals contain from 3 to 5 times as much fixed carbon as volatile matter, the fixed carbon ranging from 67 to 75 per cent, and the volatile mattes from 16 to 24 per cent These coals are classed as lovol coals In the line of counties just west of those listed the coals are of the medium volatile class (midvols) This includes the famous Connellsville coking coal Still farther west, covering most of Washing ton and Westmoreland counties, and the counties to the north of them are high volatile coals of gas coals (hivols) This is discussed in Part I on the geology of the coals of Pennsylvania, where is given in isocaib map Cannel coals ale found in many par is of the bituminous coal field of Pennsylvania, but in particular in Beaver Butler, Armstrong, Indiana, and Clear field counties The cannels of Beaver and Butler. counties are typical high volatile cannels, many of which have been used in times past for oil distillation The cannels of Armstrong and Indiana counties are medium volatile cannels, and while main taming the physical character of cannels, have no more volatile neat ten than the coals around them The cannels of Clearfield County tie low volatile Splint coals of noncakmg coals are not abundant in Pennsylvania. The Sharon coal, formerly mined in Mercer County, was a noncaking or splint or block coal, and was formerly used in the raw state in non smelting Uses STEAM COAL Practically all of the coals of Pennsylvania are steam coals, though many coals in the Commonwealth, because of high ash, are not good steam coals The coal of the Pittsburgh district has long been famous
