The performance of the U.S. economy in 1977 was similar to that in 1976 which, in turn, had been a considerable improvement over 1974-75. In 1977 real gross national product (GNP) showed a similar, but some-what slower, growth pattern compared with 1976. Real GNP increased sharply in the first quarter of the year followed by smaller increases for the remaining three quarters. With only two exceptions, the monthly unemployment rate declined or remained steady throughout 1977, falling to a low for the year in December. The inflation rate in 1977 was slightly higher than in 1976, but the rate still remained far below that of 1974-75. Total U.S. output as measured by GNP in current dollars rose 10.8% in 1977. Real GNP in constant 1972 dollars increased 4.9%, and inflation, as measured by the implicit price deflator, rose 5.6%. In real terms, gross private domestic investment for residential structures increased 19.3% in 1977, only slightly below the 22.9% rise in 1976; State and local government expenditures increased 1.1 % in 1977; and personal consumption expenditures for services rose 4.5%.

This report is the 17th of a series originally issued annually, and more recently bienially, to acquaint the reader with the work of the Division of Explosives Technology, Federal Bureau of Mines. It differs from preceding reports in that its material is presented in two parts: Part I reviews briefly the overall activities of the Division during fiscal years 1955 and 1956;4/ part II presents in abstract form, the publications of the Division during that period. As it is not unusual for research completed in the course of one report period to be published only in the following period, the Bureau believes that the present approach will give a more accurate presentation of its work for the period considered. Because surface mining removes the original plant cover from the land and exposes the soil, special care is needed. Until the mined land is stabilized by revegetation, snowmelt and rainfall can pick up sediment and erode mined lands much faster than undisturbed areas. Sediment control is an important aspect of protecting the environment during mining and reclamation because without it, large amounts of sediment can clog streams, increase the risk of flooding, damage irrigation systems, harm aquatic habitat, and limit the use of water for other purposes. Stream quality can be affected many miles downstream from the mine. Before SMCRA was implemented many streams were degraded by uncontrolled sediment from mining. Sediment is controlled through careful planning and a design that incorporates a variety of measures that work together to reduce soil erosion at the mine. Disturbed areas are graded, and some areas terraced, to achieve stable slopes, reduce runoff water velocity, increase infiltration, and divert runoff into drainage channels so that it flows away from unvegetated, erodible areas. Grading along the slope contour and scarify in gun vegetated slopes with bulldozer track marks help prevent erosion by slowing down the flow of water. Runoff from haul roads is controlled by culverts and roadside ditches. Sedimentation ponds or other forms of sediment control are required at all mines to minimize the amount of sediment leaving the site.

IN 1944 the Congress passed the Synthetic Liquid Fuels Act that authorized the Secretary of the Interior, acting through the Federal Bureau of Mines, to conduct basic research and construct and operate demonstration plants to produce synthetic liquid fuels from coal, oil shale, and other substances. As a basis for the oil shale investigations to be undertaken in this country, the progress of foreign countries in developing and using oil shale as a source of liquid fuels was studied by the technical missions of the Federal Bureau of Mines. Oil shale mines, retorting plants, and refineries were visited; geological information on the nature and occurrence of the foreign oil shales was obtained; and samples of the oil shales were collected where possible. Samples collected by these missions or acquired by other means came from Australia, Brazil, Canada, France, Manchuria (China) , New Zealand, Scot-land, Spain, Sweden, Thailand, and Union of South Africa. These countries represent a large part of the locations where oil shale developments have taken place. The major omissions are the Estonian, German, and Russian developments.

Metals From Oil Shale. -A Geological Survey News Release in mid-January indicated that a surface sample analysis of oil shale in central Montana found a ton of shale to contain up to 13 pounds of zinc, 2 pounds of nickel, 1.8 pounds of molybdenum, 16 pounds of vanadium oxide, and nearly a quarter pound of selenium. It might be possible to recover some of these metals economically on a byproduct basis. The shale in central Montana was also estimated to contain 180 billion barrels of synthetic crude oil, which compares to estimated oil reserves in the Middle East of 360 billion barrels. Merchant Fleet Dwindles. -The National Maritime Council reports that although the U.S. is the world's largest trading power and that well over 90% of its foreign trade is conducted by shipping, the U.S. fleet is tenth in absolute numbers and less than 5% of its foreign trade is carried on U.S. ships. In 30 years, the U.S. fleet has dwindled from over 4,000 oceangoing vessels to about 600. U.S. ships carry less than 2% of imported iron ore, bauxite, and tungsten, and only 3% of oil imports.

These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

A rig was constructed to burn 100 to 125 lb of coal per hour at 4,000° F in a cyclone burner with oxygen-enriched air preheated to 1,500° F to ascertain the problems in the coal-fired MHD generation of power. Potassium carbonate was added to the coal at several concentrations up to 1.23 g-moles/kg of coal (17 lb K2C03/100 lb coal). Boiler-tube materials maintained at wall temperatures of 800° to 1,500° F were exposed to the combustion effluent of 1,800° to 2,500° F. Practically complete removal of sulfur dioxide from the stack gas was achieved with the seed addition. Nitric oxide formation followed theoretical expectations at combustion temperatures with some decomposition of the NO occurring as the gas cooled flowing through the system. Nitrates in the fly ash were less than 1.7 percent of the total fixed nitrogen. With aqueous extraction of the fly ash a maximum recovery of 75 percent of the potassium was obtained. Haynes 25 was unattacked at a wall temperature of 1,500° F in combustion gas at 2,500° F; the stainless steels 310, 316, and 446 were resist-ant at a metal temperature of 1,100° F in gas at 2,100° F.

THIS SUAMMARY is shown in Minerals Yearbook volumes I and III of this series on mineral production in the United States, its island possessions, the Canal Zone, and the Commonwealth of Puerto Rico, and on the principal minerals imported into and ex- ported from the United States. The several commodity and area chapters contain further details on production. A summary table comparing world and U.S. mineral production also is included. Mineral production may be measured at any of several stages of extraction and processing. The stage of measurement used in the chapter is normally what is termed "mine output." It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operations at or near mines.

In overview, 1988 appeared to be the best year for the world's mineral industry since 1980, although the all-important petroleum component suffered severely from low prices. With this notable exception, the traditional statistical measures of mineral industry performance, namely production, trade, and consumption, reflected growth in most elements of the world mineral industry from crude material extraction through the gamut of downstream processing. Moreover, the growth was reasonably well distributed geographically, with many countries sharing in the substantial upturn in activity. World crude mineral output value was estimated at over $1,272 billion in current dollars ($1,090 billion in constant 1983 dollars). The value added by the processing component of the mineral industry raised the total value of the industry's output to an estimated $3,057 billion in current dollars ($2,620 billion in constant 1983 dollars). Less easily assessed was the value of mineral commodities moving in 1988's international world trade, particularly because of the declines in world crude oil and refinery product prices. It remained to be seen if increased volume and value in nonfuel mineral and coal exports, coupled with an increase in the volume of oil exports, would be adequate to offset the drop in oil prices. Whether or not the value of world mineral commodity trade topped the 1987 level of over $498 billion, an increase in the volume of mineral commodity trade was almost assured. Similarly, although comprehensive statistics were not avail-able on consumption of all mineral commodities in all countries, available data on selected major commodities in selected major countries suggested that not only had output of most mineral commodities advanced, but so too had consumption levels for most commodities.

Domestic sales of carbon black sustained the upward movement for the 4th consecutive year, reflecting the increased sales of motor vehicles during the same period. Sales of carbon black in the domestic market topped 2 billion pounds for the first time during 1965 and have more than doubled the output of 20 years earlier. By far the largest user of carbon black is the rubber industry. That use accounted for more than 94 percent of the carbon black consumption with the bulk of it being used in tire casings and tubes. Thus demand for carbon black is naturally sensitive to trends in the sales of passenger cars and other motor vehicles, Manufacturers of inks, paints, plastics, paper chemicals, and food are also important users of carbon black.

The Federal Bureau of Mines is publishing a series of studies on the methods and costs of mining uranium on the Colorado Plateau. This report describes the longwall-mining methods and techniques used at the Radon mine, Big Indian district, San Juan County, Utah. The tabular Radon ore body lies on the southwest flank of the Lisbon Valley anticline, strikes N. 10° W., dips 7° SW., and has an average thickness of 4-1/2 to 5 ft. The mine is developed by a three-compartment vertical shaft, a haulage level driven beneath the ore, and a system of drifts driven within and parallel to the strike of the ore.

This information circular is one of a series describing mining methods and costs, being published by the Bureau of Mines. The Sunbright mine of the Foote Mineral Co. at Sunbright, Va., is the southernmost underground limestone mine in the State. It is a comparatively recent operation, and a description of its rapid development to production stage may have particular interest for the limestone-mining industry. A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as de- rived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems. Plans in the second area of interest--that of relating communications to mining operations-- were to observe mining operations and usage of communications; to gain insight through interviews with mine management, from mine superintendents to section foreman; and to look for correlation between communications, production, and safety. Lastly the communication systems needs and requirements were determined from first hand interviews of mine personnel, from the analysis that lead to the individual reports on the eight mines, and from an overview of all of the mines studied. The latter was done to find commonality between the needs of the individual mines such that system requirements having the greatest universal value could be derived, thus lowering per-mine cost of equipment through economics of scale. Armed with tape recorders, backgrounds in communications technology, and with an interview questionnaire that was improved as experience was gained, engineers visited the eight mines to obtain the raw data from which the needs and requirements could be developed through analysis. During the first part of the program two days were spent at each mine so that interviews and tours could be completed, and so that full eight hour shift phone usage recordings could be obtained for statistical analysis. One day visits were sufficient for those trips where tape recordings were not made. During the later trips less attention was given to the statistical nature of communications, and more to how communications relates to the total mining operation.

This report presents the results of a field and laboratory study by the Federal Bureau of Mines, in cooperation with the California Division of Mines, of the swelling-type bentonite deposits in the Vallecitos area in San Benito County, Calif. The purpose of the study was to learn if these large deposits contain bentonite of sufficient quality and quantity to be of economic value as an oil-well drilling mud additive. Large amounts of bentonitic clays are used by the petroleum industry as well as the steel industry in California. Additional amounts may be required in the near future as a concrete or earth-fill admixture in constructing dams and canals in the California Central Valley. Depletion of some local clay deposits and loss of others to military installation areas have given new emphasis to the need for developing new bentonite deposits in California.

The introduction of "high-tech" materials such as new polymer composites presents significant competitive challenges and opportunities in conventional mineral markets. Moreover, rapid advances in materials science are critical to the resolution of important economic and strategic issues, including national competitiveness and import dependence. This Bureau of Mines study examines the displacement of conventional nonfuel mineral materials by certain new materials, specifically advanced plastics and ceramics. Analyses of substitution by plastics are conducted for five major U.S. industrial sectors: motor vehicle manufacturing, aerospace applications, building and construction, packaging, and heavy machinery production. Based on interviews with more than 60 scientists, executives, and other professionals engaged in materials development and sales, forecasts of substitution by plastics during the 1990's are made for aluminum, steel, and glass. In addition to these forecasts, study findings identify key factors that will influence the emergence of advanced materials in the next decade.

The Bureau of Mines Helium Research Center has as a long-range objective the development of an equation of state for helium that will allow all of the thermodynamic properties to be calculated within the accuracy with which they are known. If this objective is to be realized, a method of calculation must be known. This report gives the principles of the method we use in such problems. A computer program was developed for predicting these properties, including those at the critical point, that is perfectly general and applicable to any equation of state. To demonstrate the efficacy of our method, this computer program was used to evaluate thermodynamic properties of a Redlich-Kwong fluid in the two-phase region. Expressions for calculating various thermodynamic functions specific for this particular equation of state are derived. Numerical values are tabulated and graphs are presented for all functions calculated. It is shown that for a Redlich-Kwong fluid there are finite discontinuities in (1) the second temperature derivative of the Gibbs free energy or chemical potential at the critical point, (2) the second derivative of the vapor pressure curve with regard to the temperature on passing through the critical point, and (3) the measured heat capacity at constant volume on passing through the critical temperature when the calorimeter is filled to the critical density. It is also shown that the heat of vaporization is infinite for a Redlich-Kwong fluid at absolute zero.
