Coal mines that undergo self-heatings, and specifically mines that sustain both floor heave and self-heatings, would benefit from the use of sealants to minimize air ingress to susceptible areas. The U.S. Bureau of Mines (USBM) evaluated three sealant systems for this purpose, bentonite-water mixtures, silicate gel, and guar gum gel. The guar gum-based gel was the only sealant that possessed the desired properties of elasticity, ease of preparation, adaptability to the mine, and a long life. In addition, since the gel consists mostly of water, it could quench or cool nearby heatings. Optimal formulations were determined in laboratory tests, and then tested in the USBM Safety Research Coal Mine. Two for-mulations resulted in stable gels that lasted for at least 12 months in the mine. Semicontinuous preparation of gel using an eductor was evaluated and appears feasible. Although guar gum gel is expensive, selective use to prevent heatings in specific areas would be cost-effective, both in terms of productivity and enhanced mine safety.

Construction workers may be exposed to hazardous dust containing silica when working in enclosed cabs during construction activities. The National Institute for Occupational Safety and Health (NIOSH) found that equipment operator exposure could be reduced by retrofitting air pressurization and filtration systems on existing cabs, using sweeping compounds on soiled floors, and implementing a dust control program.

The chemical, mineralogical, and physical properties of berylliferous tuff from Spor Mountain, Utah, were determined in laboratory research conducted by the Bureau of Mines. Two beryllium-bearing minerals--a hydrated form of bertrandite and a berylliferous saponite--were found to be present in the tuff. Each of the beryllium mineral forms predominated in samples from certain areas of the district. The possibility of practicably separating the beryllium minerals from the tuff by physical methods appears remote because of the complexity and nature of the mineral associations. Beryllium mineralization in the region occurs in a rhyolitic tuff usually overlaid by unaltered rhyolite. The beryllium is distributed erratically throughout the tuff in individual mineralized bodies. Many samples of mineralized tuff were examined and found to contain from 0.2 to 1.8 percent BeO. All samples contained a hydrated form of bertrandite that was nearly cryptocrystalline, whereas samples from one area also contained a berylliferous saponite of variable beryllium content. Neither mineral has been previously reported, although related bertrandite-like minerals have been found in the U.S.S.R. and berylliferous minerals of the montmorillonite group have been synthesized. Most of the minerals of the tuff are finely crystalline, intergrown, and have similar densities. The complexity and intimacy of the mineral associations, the difficulty of achieving effective mineral liberation, and the highly friable nature are characteristics that lead to the conviction that tuff of the type examined cannot be effectively concentrated by gravity, magnetic, electrostatic, attrition, washing, sizing, or flotation methods.

The Bureau of Mines investigated the effects of HCI concentration and solution temperature on the solubility and crystal form of the chlorides of Co, Mn, and Ni when sparged with HCI gas at temperatures of 20°, 40°, and 60° C. Increasing HCI concentration in solution caused the chlo-rides of Co, Mn, and Ni to crystallize (salt out) because of the common ion effect. The salting-out crystallization was most effective for NiCI2, which had a solubility of 0.7 pct at 20° C and maximum HCI concentration. COCl2 salted out to a minimum solubility of 9.4 pct at 20° C and 22 pct HCI concentration and increased in solubility at greater HCI concentrations because of the formation of chloride complexes. MnCl2 was intermediate in behavior. The effect of temperature on solubility was greatest for CoCl2 and least for NiCI2, 15 and 7 pct change, respectively, over the temperature range of 20° to 60° C. The salted-out chlorides of cobalt and nickel formed the hexahydrates and those of manganese formed the tetrahydrate in saturated metal chlo-ride solutions at 20° C and low concentrations of HCI. Increasing the temperature or the HCI concentration caused a 108s in waters of hydra-tion. At 60° C, the salted-out crystals of NiCl2 formed the tetrahydrate in HCI concentrations up to 18 pct and the dihydrate at higher concentrations, while cobalt and manganese chlorides formed the dihydrates, even in water.

In 1990, the aggregate value of world international export trade in mineral commodities was estimated at more than $64 billion in current (1990) dollars, about 8.4% higher than that in 1989, but still 8.7% below the record high set in 1980. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1990, as well as a breakdown of this total into fuel and nonfuel commodities. It is noteworthy that for this 1990 edition, trade data for the year of review were available in time for inclusion, whereas in previous editions, the latest available global trade data were for the year prior to the year of review. Hence, as regards trade, this edition of Minerals in the World Economy updates the 1989 edition by 2 years rather than by only 1. For this reason, it is appropriate to note that the 1989 global total value for inter-national export trade in mineral commodities was almost $596 billion, 11.1 % above the revised 1988 level of more than $536 billion, both figures expressed in current dollars for the appropriate year. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1%, this share was very near the recent year record low of 19.0% reached in 1988. The year 1990 was the fourth in a row in which the total value of world mineral commodity export trade increased.

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

(UL), the U.S. Consumer Product Safety Commission (CPSC) and the National Electrical Manufacturers Association (NEMA), the Electrical Safety Foundation International (ESFI) is North America?s only non-profit organization dedicated exclusively to promoting electrical safety in the home, school and workplace. ESFI is a 501(c)(3) organization funded by electrical manufacturers and distributors, independent testing laboratories, utilities, safety and consumer groups, and trade and labor associations. ESFI sponsors National Electrical Safety Month each May, and engages in public education campaigns and proactive media relations to help reduce property damage, personal injury and death due to electrical accidents. The Foundation does not engage in code or standard writing or lobbying and does not solicit individuals.

Two types of flammability limits have been measured for various dusts in the Fike 1-m3 (1000-L) chamber and in the Pittsburgh Research Laboratory (PRL) 20-L chamber. The first limit is the minimum explosible concentration (MEC), which was measured at several ignition energies. In addition to the three dusts studied previously (bituminous coal, anthracite coal, and gilsonite), this work continues the effort by adding three additional dusts: RoRo93, lycopodium, and iron powder. These materials were chosen to extend the testing to non-coal materials as well as to a metallic dust. The new MEC data corroborate the previous observations that very strong ignitors can overdrive the ignition in the smaller 20-L chamber. Recommendations are given in regard to appropriate ignition energies to be used in the two chambers. The study also considered the other limiting component, oxygen. Limiting oxygen concentration (LOC) testing was performed in the same 20-L and 1-m3 vessels for gilsonite, bituminous coal, RoRo93, and aluminum dusts. The objective was to establish the protocol for testing at different volumes. A limited investigation was made into overdriving in the 20-L vessel. The LOC results tended to show slightly lower results for the smaller test volume. The results indicated that overdriving could occur and that ignition energies of 2.5 kJ in the 20-L vessel would yield comparable results to those in the 1- m3 vessel using 10.0 kJ. The studies also illustrate the importance of dust concentration on LOC determinations.

"Diesel exhaust and mineral dust concentrations have been measured for aerosols generated in the laboratory and as found in five underground coal mines- 3 utiliting diesel-powered hallage equipment and two electric-powered equipment. Two source apportionment techniques have been applied to differentiate between the mineral dust and diesel exhaust aerosol concentrations. The first technique, using a microbrifke uniform deposit impactor CMOUDI) for size selective sampling, is based on modeling aerosol size and the premise that the diesel exhaust portion of .the aerosol is predom1nately submicrometer and the mineral dust portion is mostly greater that one micrometer in size. The second technique, Chemical Mass Balance CCMB) modeling, was used to referee the analysis of diesel exhaust and mineral dust aerosol concentrations from the size selective sampling results. ,The MOUDI size distribution data were modeled to obtain parameters describing the fine and course fractions of the sampled aerosol and to estimate the contributions to each mode from both mineral ·dust and diesel exhaust aerosol sources. The results showed the size distribution of the mixed aerosols exhibited two definite modes with the minimum between the modes occurring at 0.8 um. For the diesel equipped mines, this analysts yielded an average value for the fraction of the fine aerosol attributable to mineral dust of 1 pct. Less than 5 pct of the coal mine diesel aerosol was found in the coarse size fraction. CMB analysis confirms the original premise for using aerosol size to separate diesel exhaust and mineral dust aerosol during sampling."

A study was made during 1959-60 of reported nelsonite occurrences in Nelson and Amherst Counties, Va. The investigation was limited to core drill- ing on one deposit and beneficiation studies on three deposits. Three diamond-drill holes totaling 562 feet were drilled on the E. M. Hughes property to determine subsurface continuity. Although outcrops as much as 30 feet wide were present on this property, the only nelsonite intersected in the holes ranged from 4 to 18 inches thick. The ilmenite content of the core ranged from 50 to 75 percent. These nelsonite deposits are of secondary importance as a source of titanium, being small, rarely exceeding 1,500 feet in length and 30 feet in width, but they are high grade. Due to the proximity of some of the bodies it might be possible to mine several of them as one operation feeding one mill. Electromagnetic separation on composited samples recovered 83.0 percent of the Tio as an ilmenite concentrate in 68.5 percent of the weight. Two flotation procedures were developed. The first method, using oleic acid as a collector and fluo silicic acid as an apatite depressant on deslimed feed, produced an overall recovery of 59.3 percent in batch tests. The second procedure eliminated desliming. Laurylamine hydrochloride removed silicates in an acid pulp followed by an alkaline apatite flotation with oleic acid as the collector and dextrine as the ilmenite depressant. The ilmenite-rich tailing represented a 66.2-percent recovery of Tio in the batch tests.

The increasing activity in oil shale has had a tendency to direct the attention of the industry to any substance from which gasoline or other oils can be secured . Cannel coal for many years has been known, as a source of oil and formerly it was the only substance from which kerosene was obtained . The name of coal oil was given to kerosene because it was derived from cannel coal before any flowing wells were brought in in the United States . In an isolated region in Southern Utah there is an unusually thick and clean bed of cannel coal which laboratory experiments indicate can be made to yield about seventy gallons of oil to the ton . This coal was first described in Bulletin 341 of the United States Geological Survey under the title of Colob coal field . This field lies at the western and southern base of the Colcb plateau and extends from the town of Cedar City southward to Kanarra and then southeastward to the town of Mount Carmel . Cedar City is 35 miles south of east from Lund on the Los Angeles and Salt Lake Railroad which is the nearest railroad point . Mount Carmel is about 90 miles south of Marysvale , on the Denver and Rio Grande Railroad , which is the nearest railroad point from the eastern end of the field . The Colob coal occurs in Lower Cretaceous rocks and a number of wagon mines have been opened on the seam in the vicinity of Cedar City , Kanarra , and Mt. Carmel , but between these places the field has been very little prospected . The cannel coal , so far as known at present , is limited to a small area on the head waters of the north fork of the Virgin River in Township 39 and 40 South , Range 9 East . In this region it occurs as a bed 5-1 /2 feet thick over which lies a layer of bituminous coal 2 feet and 5 inches thick .

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

This report discusses some practical applications of a geotechnical investigation conducted by the U.S. Bureau of Mines that can help mine operators meet revised Federal regulations in their roof control plans. The investigation, designed to characterize roof conditions near the coalbed outcrop in drift coal mines in eastern Kentucky, revealed that weathered stress-relief joints near outcrop are crucial ground control factors in the region. The joints' origin and character were determined through underground mapping of many joints in coal mine roof and detailed observations and measurement of joint trends and physical characteristics in widely separated strip mine highwalls and roadcuts. This resulted in an understanding of stress-relief-joint patterns and the effect of various rock types on the intensity of weathering in the joints. That information is used in this report to show how stress-relief joints contribute to roof failure and how, through improved roof support and mine planning, safer roof support plans can be developed.

"In a 1985 seminar, we were told that over-optimism abounds in Artificial Intelligence (AI), that AI is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity (e.g. machine or program) to be intelligent. According .to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way.The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and .software along with new insights into the ways in· which we store knowledge and use it for problem solving has enhanced the potential for the creation ~f intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confirmed by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.AI applications are categorized into several distinct areas such as Natural Language Processing, Speech Recognition and Synthesis, Expert Systems, Robotics, Machine Vision, etc. Of these practical realizations, Expert Systems (ES) has the greatest potential for meeting the decision-making needs of the manager in the ever-growing complex scoio-technical systems. Prof. Feigenbaum, an expert and leader on expert systems, has defined Expert System as"" ... an intelligent computer program that uses knowledge and inference procedures to solve problems that are difficult enough to require significant human expertise for their solution. Knowledge necessary to perform at such a level, plus the inference procedures used, can be thought of as a model of the expertise of the best practitioners of the field."""

"This paper presents an interim progress report on our recently begun research project on respirable dusts. We are reporting on a sophisticated, predictive, probably correct, testable hypothesis that postulates a mechanism by which some natively cytotoxic respirable size mineral particles, such as kaolin, are not harmful to the lungs, while other equally cytotoxic particles, such as quartz, are, even in small quantities, very harmful. In essence the hypothesis predicts that some mineral particles, not normally present in the earth's ambient dust, causes the lungs dust defense mechanisms to turn on the lung and harm it. However fruitful the hypothesis may be, it is a hypothesis and much work remains to be done before it can be accepted as a theory.While I may make the presentation and be the PI, my co-PI, Dr. William Wallace of NIOSH, has and will continue to make at least as much contribution to the project as I. Our sophisticated hypothesis is deeply scientifically based and unfortunately, in spite of the multifacited aspects of this project, there is virtually nothing in the literature to guide our work. This means we must go back to the classical physics to develop the models for calculating the powerful electrical effects near particle edges, and we must measure the fundamental biological constants associated with pulmonary macrophage. While there are daily discussions on Boltzman distributions, Einstein's Brownian Motion paper, the Nernst Equation, and sophisticated semi- in vivo biological time constant measurements, we are aware that this is not an easy problem and we are not likely to have irrefutable closed solutions to these problems by next Monday morning.HypothesisLet me now turn to our hypothesis. In order to occupy all the naturally occurring surface areas on the earth, man, during his long evolution from fish, had to evolve effective defenses against all the naturally occurring cytotoxic rcspirable mineral dusts. For example, clays, which are often the main component in naturally occurring respirable mineral dusts, are quite cytotoxic but do not harm the lung. However, for respirable mineral dusts that contain significant amounts of nonnaturally occurring but equally cytotoxic quartz and asbestos particles, the body has not had to evolve- an effective defense mechanism, and thus respirable mineral dusts containing these particles may harm the lung. Our hypothesis is, therefore, that a few nonambient minerals such as quartz, cause the bodies dust defensive system to harm the body in a manner analogous to Lupus or MS, diseases of the immune system."

Deposits of talc are known in many districts in Canada but at the present time active mining operations are reported only in Ontario . Here three companies are now operating, two of which, George H. Gillespie & Co. , Ltd. , and the Anglo- American Talc Co. , are at Madoc . The operations of the former company are probably the largest and best known in Canada . The writer , in his capacity as an engineer of the U. S. Bureau of Mines , was permitted by this company to make an inspection of its mine and mill in June, 1920 , and study the methods employed . This information was desired for comparison with methods employed in the United States . The following description is based on observation made during this visit , supplemented by data supplied by the company .

During the past few years the use of mechanical equipment for the loading and transportation of coal at the working face has rapidly increased . Many mining officials are of the opinion that mechanical methods have tended to reduce the hazards of mining, and a number of statements have been made to this effect . Little actual data upon which to base conclusions in regard to the relative safety of various methods of mining have been made available . While it may be possible that these systems of mechanical mining are inherently less hazardous , obvious dangers should not be disregarded in the belief that the mere act of installing mechanical loading equipment automatically brings about better accident records . The same rules and regulations , modified to meet the new regime must be applied with the same discipline as heretofore . By diligent study and application there is reason to believe that new methods of concentrated mining can be utilized with at least a possibility of increased accident performance . With the idea of preventing accidents by taking available precautions against their occurrence , attention should be directed to the dangers that exist where room and face conveyors are in operation . Due to the cost pressure prevalent in the mining industry at the present time mechanical means are often used in an attempt to decrease cost of production. The management , after having spent considerable sums of money for new equipment , is expected by stockholders and investors to show results by increasing tonnage and reducing operating costs . Consequently the operating officials apply the same pressure to local mine officials to obtain results . The natural reaction of the superintendent and mine foreman is to secure the maximum production from the new method , and unfortunately safety is frequently , if not generally , sacrificed to this end . In many instances , operators of new types of mechanical loaders are difficult to secure and after being obtained are difficult to hold , especially if the new equipment is more or less in the experimental stage . The tendency is to handle the machine operators with " gloved hands " and to permit many unsafe practices which ordinarily would not be allowed, in order to keep from antagonizing them and losing their services . Although these unsafe practices become habitual and even uneconomical , conditions thus established are difficult , sometimes impossible , to change .

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types
