Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. An ideal fire warning alarm system for underground mines would be low cost, convenient, fast, reliable, and able to warn all underground workers. Present warning systems, such as phones, messengers, and stench, fail one or more of these criteria. The U.S. Bureau of Mines may have devised the ideal system. The one way communication system employs a large loop antenna and transmitter to create a 630 hertz (Hz) electromagnetic field to send information through-the-earth to cap lamp battery mounted micro- receivers worn by underground miners. Field tests of prototype equipment in 1986 resulted in through-the- rock signal transmission of over 762 m (2500 ft). Subsequent hardware upgrades for more recent tests resulted in transmissions of over one mile. Recently developed receiver circuitry employs phase- locked-loop detection circuitry responsive only to a specific series of pulses of given time duration, that eliminates false alarms from electromagnetic noise emitted by mine equipment, power lines, or lightning. The Methane Generator program is a part of the Internal Environ¬mental Sub-system of the Master Design Simulator (MDS). All the sub¬systems of the MDS are controlled and activated by the main program as required. The data requirements for the Methane Generator are supplied by the Geology and Reserves sub-system through common storage. Figure 6 shows the information flow between the Methane Generator and other systems of the MDS. It should be noted that the Methane Generator can also function independently as was described under model application. AREAS OF MISSING INFORMATION In any numerical analysis, the accuracy of the solution depends entirely upon the data available. In gas flow problems, parameters that constitute basic model input data are rock porosity, medium permeability, reservoir pressure and initial reservoir pressure dis¬tribution. Unfortunately, however, most of these characteristics are not available for a lot of coal seams. The need for actual field data cannot, therefore, be adequately emphasized here.

Bowie Resources maintains one of the most pro-active ground control programs in the U.S. mining industry today. Its guiding philosophy is that everyone in the organization, from the miners at the face all the way through the top management, are involved in ground control. Some of the unique elements of the Bowie ground control program include: • Roof bolt operators log the stratigraphy of test holes in nearly every cut. These “lith-graphs” are used by section foremen to determine the need for additional roof support, and they are entered into the geologic data base for use in geologic modeling and mapping. • Underground core drilling is conducted to obtain data for CMRR and stability maps. • Weekly “Quality” meetings, involving mine management and technical staff, are held to ensure that ground control information is integrated into production operations. The paper will describe the program in detail, discussing the involvement of roof bolters, section foremen, surveyors, technical staff, and production managers. It will also show how the program has contributed to the mine planning process. Case histories of successful ground control interventions will be discussed.

"IntroductionInhalation of crystalline silica is often associated with the development of pulmonary disease (Ziskind et al., 1976). Recently, it has been proposed that freshly sheared silica .may have surface properties that make it more reactive with lung tissue than aged silica, and that this unique reactivity ·of freshly crushed silica enhances its pathogenicity. A recent study in our laboratory strongly supports this theory (Vallyathan, et al., 1988a; 1988b). We found that grinding of silica cleaves bonds in a silica tetrahedral lattice generating reactive free radicals sites on the surface of the silica particles. The presence of surface radicals on freshly ground silica was monitored by electron spin resonance (ESR) spectroscopy. The ESR signal generated from fresh silica in air is characteristic of Si-0 and Si radicals. Evidence, i.e., the ESR signal after the addition of a spin trap (DMPO) and its sensitivity to ethanol, indicates that these silicon-based surface radicals can react with water to form hydroxyl radicals (OH). Results also indicate that these surface radicals make fresh silica more cytotoxic than aged silica; i.e., fresh silica causes more membrane damage as evidenced by hemolysis and lipid peroxidation. Therefore, the presence of reactive sites on the surface of freshly cleaved silica may play a significant role in its pathogenicity.If surface· free radicals are related to cytotoxicity, then screening dusts for the existence of such radicals may predict their relative pathogenicity. Since an ESR spectrometer is not available to many laboratories, the objective of this study was to develop a quick and simple technique to monitor the existence of reactive surface sites on dust. The technique chosen was the measurement of chemiluminescence using a liquid scintillation counter; i.e., an instrument which·would be accessible to most investigators."

The dust exposure of the longwall shearer operator is usually determined by his position relative to the cutting drums. The dust generated during cutting may travel up-wind, against the primary airflow, and be carried out into the walkway where it can contaminate the intake air for as much as 10 feet outby the shearer operator's controls. Thus, both head and tail drum operators are exposed to un-acceptably high levels of air-borne respirable dust. One Solution The latest generation of long-wall shearers has features that make the use of radio remote or umbilical (hard wire) remote control relatively easy to implement. Remote control can enable shearer operators to control machines from positions that are less dusty than normal control stations. With either type, the head-drum operator can now control the shearer from a position up to 20 feet on the intake-air side of the shearer, while the tail-drum operator's station is now located across from the head drum.

This paper is one of a series giving the results of metallurgical tests conducted by: the Alaska station of the Federal Bureau of Iſines, on the recovery of gold from the black sands of placer clean-ups. The data given in this report were obtained from tests on a lot of black sand from a property located on St. Patrick Creek, Fairbanks mining district, Territory of Alaska. This property comprises the Sagan Fraction and adjoining bench claims, and is being operated by J. A. Lillie. The sand ad already been treated at the mine by amalgamation. A sample taken by Mr. Lillie and assayed at the station showed that the gold still remain ing amounted to ll cents per pound. As this gold content was sufficiently high to justify further treatment of the same, 770 pounds were shipped to the station for testing. The reader will note that the gold content is given in cents per pouni, rather than per ton. This is in conformity with practice in the district in valuing black sands, as the quantity obtained at any one time is small, much less than one ton. . The sand consisted principally of schist and quartz, with very little ilmenite and garnet; and no magnetite or sulphides. Most of the gold present as contaminated with quartz, as the free particles of gold had been removed by amalgamation at the mine.

Use of Salamon's stability criterion in underground mine design can prevent the occurrence of catastrophic domino-type pillar failure. Evaluating the criterion requires computation of the local mine stiffness and knowledge of the post failure behavior of pillars. This paper summarizes the status of the practical use of this important criterion and suggests important research to improve our capabilities. Analytical and numerical methods are used to compute the local mine stiffness. Work to date in computing local mine stiffness relies mainly on elastic continuum models. Further work might investigate local mine stiffness in a discontinuous rock mass using alternative numerical methods. Existing post failure data for coal pillars are summarized, and a simple relationship for determining the postfailure modulus and stiffness of coal pillars is proposed. Little actual postfailure data for noncoal pillars are available; however, numerical models can provide an estimate of post failure stiffness. Important factors controlling postfailure stiffness of rock pillars include the postfailure modulus of the material, end conditions, and width-to-height ratio. Studies show that the nature of the failure process after strength is exceeded can be predicted with numerical models using Salamon's stability criterion; therefore, a method exists to decrease the risk of this type of catastrophic failure. However, the general lack of good data on the postfailure behavior of actual mine pillars is a major obstacle. Additional back-analyses of failed and stable case histories in conjunction with laboratory testing and numerical modeling are essential to improve our ability to apply the stability criterion.

Experiments were conducted to determine the optical scattering properties of diesel particulate matter (DPM) and various combustion aerosols from both flaming and smoldering combustion sources at discrete angles of 151 and 301 in the forward direction and at a light source wave length of 635 nm using a simple light scattering module. In addition to the scattering data, simultaneous measurements were made of the total aerosol mass concentration; light extinction at an average wave length of 546nm; and the response of a common bipolar ion chamber typical of residential smoke detectors modified to allow the aerosols to flow through the chamber. The results of these experiments indicate, for DPM and combustion aerosols, the intensities per unit mass concentration depend not only upon whether the aerosolis DPM or combustion aerosol but also upon the type of combustion aerosol. The results also indicate that the ion chamber responses are greatest for DPM, followed by the response to flaming combustion aerosols (FCA)and lowest for smoldering combustion aerosols (SCA). For light scattering, the greatest intensities are found for SCA, followed by the intensities from FCA, and lowest for DPM. This report describes the experiments, their results, and the use of these results to developed sign criteria for early warning fire sensor capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by the products produced from diesel engines. © 2002 Elsevier Science Ltd. Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. 1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

This report describes a high-speed streak camera technique for measuring the lateral shock pressure generated by a cylindrical explosive charge detonated from one end. Experimental data show that the magnitude of the lateral pressure is approximately 50 percent that of the pressure generated from the terminal end of the charge for three explosives studied.

"INTRODUCTIONThis paper summarizes our recent investigations of the potential role of silicon-oxygen based free radical species in the biochemical mechanism of the lung injury caused by the inhalation of freshly fractured silica. The impetus for this study came from the following observations. Inhalation of crystalline silica is associated with the development of acute and chronic silicosis. Chronic silicosis is characterized by the development of sharply marked concentric fibrotic nodules in the lung. This occurs over a period of several decades with the development of progressive respiratory impairment. In contrast, acute silicosis is manifested by the filling of the alveoli with an amorphous lipoproteinaceous exudate within a short period after exposure, and rapid development of respiratory disability often leading to fatality. Most studies on the pathogenesis of silicosis have focused on the elucidation of cellular mechanisms of cell injury and the development of chronic silicosis. Because pulmonary responses to crystalline silica are distinctly different for · the acute and chronic silicosis, we hypothesized that the acute response is associated with some unique properties of ·freshly formed silica particle surfaces, due to the formation of some reactive chemical species caused by the rupturing or the silicon-oxygen bonds. In occupations involving drilling, tunneling and sandblasting operations acute silicosis can be correlated with this unique surface reactivity of silica. The formation or reactive species was demonstrated, using electron spin resonance (ESR) spectroscopy (Dalal et al., 1986; Fuibini et al., 1987; Hochstrasser and Antononi, 1972). Grinding of quartz crystals under ultra high vacuum (10-10 torr) leads to the formation of Si- and SiO• radicals and these radicals are quenched by exposure to air and other gases (Hochstrasser and Antonini, 1972). ESR signals have also been reported from micronized quartz samples that were evacuated at 413 K (Bolls et al., 1983). In order to find a more direct relationship of such radicals to acute silicosis, we made ESR measurements on quartz dusts freshly ground in ambient air and found- that indeed grinding under ambient environment leads to the formation of the Si• and SiO• type of radicals which decay on storing the dusts in air or in biological buffers (Dalai et al., 1986; Vallyathan et al., 1988). The Si• and SiO radical formation on grinding has also been reported by Fubini et al. (1987). In addition, we recently found that •OH radicals are generated in aqueous suspensions of freshly ground quartz (Dalai et al., 1988; Shi et al., 1988; Vallyathan et al., 1988). We have subsequently carried out detailed cytotoxicity and biological assays on freshly made as well as aged quartz dusts. As summarized below, the results provide new insight into the biochemical mechanism of acute silicosis."

"Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

It is noteworthy that 80 to 95 per cent of the gross production of all slate quarries in the United States is discarded as waste . In view of the loss involved in handling so much waste , and the consequent added cost of the finished product , the Bureau of Mines has undertaken a study of the slate industry for the purpose of devising the best means of reducing the proportion of waste , and of utilizing the unavoidable waste . The utilization of waste has received special attention , and the cooperation of many prospective purchasers of waste slate has been enlisted in testing its adaptability for various uses .

The U.S. Bureau of Mines investigated the oxidation of American Iron and Steel Institute (AISI) Type 304 stainless steel (SS) during annealing in simulated combustion products from several air-CH4 fuel ratios. Atmospheres representing air-CH4 ratios of 14:1 and 18:1 contained free 02, while atmospheres representing 10:1 air-CH, ratio did not. A Cr203 layer formed on SS samples annealed in atmospheres containing free 0, while a Cr-Fe spinel layer formed in atmospheres with no free 02. The Cr203 layer was adherent and presented a protective barrier to metal diffusion, effectively limiting oxidation of the metal substrate. The Cr-Fe spinel was not protective and allowed the diffusion of Fe through the spinel to the gas-oxide interface where it was oxidized to magnetite, which spalled from the surface. This resulted in thick scale layers on samples annealed in atmospheres containing no free 02, as compared to layers formed on samples annealed in atmospheres containing free 02. These results confirmed and explained industrial operators' observations that thick, smoky (fine spalled magnetite) scales form on SS annealed in low free-02 atmospheres, while thin protective oxide layers form on sheets in atmospheres containing free 02.

The U.S. Bureau of Mines investigated the operational characteristics of spliced portable power cables. This research had a dual purpose: (1) to determine the thermal and mechanical performance of repaired trailing cables and compare them with undamaged cables and (2) to gauge the impact of long-term, localized heating on the insulating and jacketing materials contained in cable splice kits accepted or approved by the Mine Safety and Health Administration. The ranges of splice joint resistance and tensile breaking strength were determined from laboratory measurements. The choice of crimping tools affected the strength of the splice under tension. Thermal profiles of energized spliced cables were constructed, which showed that spliced conductor joints operated 5 to 20°C hotter than the intact cable at rated currents. Accelerated life tests of thermally aged samples of splice kit insulation and jacket materials confirmed a deficiency in the thermal rating of the insulating tape. The recommendations in this report may be utilized to revise splice kit design, splice kit approval criteria, and trailing cable loading guidelines. Characterizing the thermal operating limits of spliced trailing cables may help to minimize the associated risks from explosions, fires, personnel burns, and shock.

"INTRODUCTION The Segerstorm-Heizer property was examined by engineers 3/ of the Bureau of Mines in May and June 1942 and Mach 1943. As a result of these examination, the Nevada State Department of Highways,constructed 9.3 miles of graveled road under the mine access-road program. A magnetometer survey was made by the Geophysical Division 4/ in October 1943, and as a result the Mining Branch set up and conducted a core-drilling,project. Work on the deposit started May 24, 1944, and was suspended on July 31, 1944, but was resumed on December 4, 1944 and continued until completion on March 27, 1945.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as it, primary objective the more effective resource to the end that they make the greatest possible contribution to national security and economy.
