Anthracite samples were oxidized with nitric acid to prepare products representing intermediate stages of oxidation . Similar oxidizing conditions affected different anthracites to varying degrees as characterized by peptization behavior with 0.1 N NaOH . Techniques used in attempts to separate and characterize the products included esterification , absorption spectrophotometry , sublimation , chromatography , electrophoresis , metal salt formation , and solvent extraction . Mellitic acid , either free or in the form of metallic salts , was identified in the acid- soluble products from 10 tests in which the anthracite was treated with nitric acid for periods varying from 24 to 1,000 hours . pentacarboxylic acid was also found in some products . Other benzene carboxylic acids were not present in amounts detectable by the methods used in this study . The acid- insoluble residue from nitric acid treatment varied significantly in solubility behavior toward different classes of solvents . The most effective ones tried included polar oxygenated solvents and pyridine . Infrared spectra of the extracted material indicated that similar compounds were extracted by the different solvents . Aliphatic amines and aniline peptized the residue and o- toluidine reacted with it . Organic material separated from the residue by peptization with dimethylformamide contained 1 percent ash , consisting of more than 50 percent zirconium .

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

To better understand those factors which increase mining costs in Alaska, a Bureau of Mines study was conducted to compare the estimated costs of operating a 100,000-tpd open pit copper mine located on a hypothetical ore body in the Lake Clark area, Alaska, with the costs of mining a similarly sized hypothetical copper ore body near Tucson, Ariz. The information derived should be beneficial to the State and Federal governments in appraising the potential for development of large, low-grade porphyry copper deposits in south-central Alaska. Conventional mining and concentrating methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The total price required for copper mined in Alaska and Arizona was $1.12 and $0.63 per pound, respectively, plus or minus 20 percent. These values were obtained assuming no leaching of low-grade copper, recovery of gold, silver, and molybdenum as byproducts, 100-percent equity financing, and a 12 percent discounted cash flow rate of return. The average domestic and international prices for copper in July 1973 were $0.60 and $0.916 per pound, respectively. The existence of a developed transportation and power system in Alaska would have reduced capital and operating costs subs tantially. The required price for copper would have declined from $1.12 to $1.05 per pound, plus or minus 20 percent.

Combining contract and in-house research, the Bureau of Mines has developed and inmine-tested a novel device to improve the field-of-view of operators of off-highway mining equipment. This device utilizes a downward-looking, flat fresnel lens. The lens, plus louvers to reduce glare, is housed in a protective steel structure. The complete unit is called a blind area viewer. The viewer, when mounted on the right- front corner of the deck of most large haulage trucks, will increase a driver's direct field-of-view from about 35 pct (of where he/she has to drive) to about 80 pct. The improved visibility allows the driver to see possible collision hazards and roadway obstacles better, thus improving mine safety and increasing productivity. Economic analysis shows that the blind area viewers, which are now commercially available, pay for themselves in about a month on a 170-ton-capacity truck. The viewers are also applicable to other large mining equipment, such as front-end loaders, draglines, and downhole drills, or any place where seeing around a corner would be advantageous, such as along conveyor flights in processing plants during startups.

"Abstract — Concentrations of tailpipe pollutants from diesel-powered. underground mine vehicles change over time due to engine wear and the need for maintenance. Since this deterioration in pollutant emissions may adversely affect the air quality in an underground mine, it should be monitored and controlled. This paper presents decision criteria concerning when to service a mine vehicle diesel engine. These criteria, based on mine air and tailpipe concentration measurements, are designed to maintain the tailpipe concentrations within limits that assure satisfactory mine air quality.Application of the deterioration criteria to mine vehicle emissions involves:establishing, for each pollutant, the allowable deterioration factor, anddetermining the deterioration factor, from the mine air and tailpipe diesel pollutant measurements, and the mine air threshold limit values (TLVs).If the deterioration factor is greater than or equal to the allowable deterioration factor the vehicle is removed from service for maintenance.An analysis applying the criteria to measurements made in an underground coal mine is presented. The tailpipe pollutant concentration data were collected using the Emissions Mea-surement Apparatus (EMA) developed by Michigan Techno-logical University. Since the TLV for diesel particulate matter (DPM) has not yet been established assumed mine air DPMTLVs of 15 and 1.0 mg/m3 were used in the analysis. For all of the diesel haulage vehicles included in the analysis. DPM was found to be the critical pollutant (the one most in need of control). For an assumed mine air DPM TLV of 15 mg/m3 none of the diesel haulage vehicles would he removed from service. However reducing the DPM TLV to 1.0 mg/m3 would make it necessary to remove two of the three vehicles tested from service."

Auxiliary equipment was assembled around a purchased oscillograph to permit observation of the current and voltage characteristics of low-energy, capacitance-discharge sparks having durations of at least 10 mµ-sec. Circuit details of the assembled apparatus, performance characteristics of the complete system, and some preliminary data from representative self-initiated sparks are given in this report. INTRODUCTION One of the subjects of continuing research by the Federal Bureau of Mines Division of Explosives Technology is the ignition of explosive-gas mixtures by means of low-energy capacitance sparks. Quite early in these investigations it was recognized that understanding the gas-ignition phenomena would be facilitated by detailed information about the performance of the ignition source (spark) under the actual conditions of interest; however, the sparks of practical interest are nonrepetitive transient phenomena whose duration could reasonably be estimated to be in the time range of 1 mµsec. to 1 µsec. As such, the only feasible method of obtaining detailed information was and is oscillographic representation of the pertinent current and voltage transients. It was not until 1947 that a suitable, commercial, dual-channel oscillograph could be obtained as the basic instrument for these studies; the instrument specified in 1947 was delivered in 1950. This U.S. Bureau of Mines report presents results from an ongoing investigation of the use of adaptive signal discriminating methods to distinguish between cutting coal and cutting mine rock. Bit-cutting forces and tool vibration were measured in the laboratory as a linear-cutting apparatus (LCA) made constant-depth cuts in coal, sandstone, and shale test specimens. A portion of the collected data has been analyzed and some preliminary results are given here. The influence of data bandwidth, data window size, number of signal features, and voting among classifiers on classification performance are noted. Results to date, based on ideal-cutting conditions and simple geologic materials, indicate that of the four classifiers tested there appears to be no single best classifier. Usually, classification accuracy showed slight improvement as the number of features considered for classification increased. The highest classification accuracies were achieved when voting was conducted among classifiers followed by voting among force components.

The desirability of efficient control of air currents, and the necessity of supplying metal-mine workers with better and safer working conditions, has created an active interest in metal-mine ventilation, especially in recent years. This paper discusses the subject both with regard to efficiency and economy, as well as safety and health. It is based on personal observations of the writer from over four year's study of metal mines in six States, in which more than 50 mines were visited. Many of these were studied in detail; in all several thousand working places were examined, and readings taken relative to ventilation run into the tens of thousands.Object of ventilating metal mines:Whereas in coal mines ventilation is generally regarded as essential, in many metal mines, especially shallow ones, the operators pay little attention to ventilation, or ignore it altogether. Recent shortage of labor, and numerous accidents to which State compensation laws have directed attention, are causing metal-mine operators to regard ventilation more seriously, especially in deep, large mines.There is, in fact, greater necessity for adequate ventilation of metal mines than of coal mines. The latter require air currents to remove explosive gases and the fumes of explosives, but metal mines, in addition to the need of removing fumes of explosives, and occasionally explosive gases, frequently have need of removing dusts dangerous to health, reduction of high temperatures and high humidity, and removal of inert but unhealthful gases like CO2 and nitrugen. The generally accepted superior healthfulness of coal miners as compared with metal miners, is probably due in large part to the better air circulation in working places of coal mines.

Almost all minerals show irreversible changes in electrical conductivity after heating in the temperature range 100° to 800° C. This effect can be detected with only a limited number of minerals with the standard ionizing-electrode-type separator, which differentiates between nonconductors and conductors in the single-particle resistivity range of 1011 to 1013 ohms. Tests outside this range with other type separators, such as the static field type, increase the number of minerals with which the effect can be detected to almost all that were tested. Irreversibility may be the result of an alteration of adsorption layers, volatilization of surface cations or anions, or an oxidation or reduction. One example is limonite, which decomposes to hematite and passes through two minima and two maxima in conductivity in the temperature range 100° to 900° C.

Lower the respirable dust expo-sure of longwall mine workers by reducing the amount of air-borne respirable dust generated during coal extraction. Approach Increase the moisture content of the coal seam through water infusion before the coal is mined. How Water Infusion Works Increasing the moisture content in coal tends to prevent respirable dust from becoming air-borne during mining and transport. The moisture content of the coal seam can be increased by infusing water into the seam. Water under pressure is forced into the cracks (cleats) of the coal seam through sealed bore-holes. The effectiveness of water infusion is a function of the amount of water the coal seam accepts (its infusibility), which depends on the cleat density (cleat spacing) and cleat size (crack diameter). Thus the effect of water infusion on dust control depends mainly on coal seam characteristics. Water infusion techniques are generally used to restrict the flow of methane gas to the working face; however, the technique provides an alternative dust control method in mines with severe dust problems which limit production.

The U.S. Bureau of Mines has developed a portable meter for measuring the component concentrations in binary dust mixtures whose constituents have different optical reflectivities. The meter has been successfully tested with coal dust-rock dust mixtures taken from coal mines in Europe and the United States and fluorinated-carbon mixtures that change from carbon black to pure white during fluorination. Additional study has also substantiated the theoretical expressions used in the design of the meter.

The Bureau of Mines conducted laboratory tests to investigate the ease of frictional ingition with frozen (nonrotating) conical bits cutting into sandstone. The number of strikes with a new bit to obtain ignition of a combustible methane-air environment was measured. Tests were made with bits tipped with both tungsten carbide and steel at several bit attack angles (angle between bit axis and sandstone surface) and initial tip angles (included angle at the tip of the new bit). Carbide-tipped bits required more strikes for ingition than steel-tipped bits, by a factor of 7 to 10. With a carbide-tipped bit, the number of strikes for ingition increased by a factor of about 3 if the bit attack angle increased by 10° or if the initial tip angle decreased by 10°. During use, abrasive wear of the frozen bit caused a flat surface to form at the tip of the bit, thereby decreasing the tip angle. As the attack angle increased, however, the new bit involved a smaller wear-flat area whereby, abrasive wear was decreased.

Air compressor explosions that are caused by the ignition of combustible vapor mixtures cannot be explained by a single reaction mechanism or sequence of events. Explosions have been caused by the sudden release of large quantities of lubricating oil, by the rapid vaporization of oil that had accumulated slowly in high-pressure piping, and by the production of decomposition products from carbonaceous deposits. Ignitions can be caused by the heat produced in a catalytic reaction, in a compression process, or when a shock wave is propagated through a combustible vapor-air mixture. The frequency of these ignitions can be minimized by establishing proper maintenance and cleaning schedules. Further study is needed to satisfactorily correlate the various factors involved in compressor explosions.

According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.

The objective of this investigation by the Bureau of Mines was to determine the response to sulfatization of diverse low-grade manganiferous materials in the iron formation of the Cuyuna district. In line with this objective a bench-scale sulfatizing procedure was developed that was less expensive and more rapid than pilot-plant methods. Samples from the central and south- western parts of the North range were tested. Results of evaluating a total of 46 pelletized samples, originating in areas with an estimated potential resource of 94 million long tons with a manganese content of 7 percent, indicates that approximately 87 percent of the manganese may be recovered as a synthetic manganese ore. This is equivalent to more than 12 million long tons of a metallurgical-grade ore, containing 46 percent manganese. It is anticipated that a premium product, containing over 50 percent manganese, may be obtained by sulfatizing procedures. This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). The NAE study made suggestions for new equipment in three areas of need:
