The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface metal and nonmetal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. Portions of the handbook that should prove most useful to the inspectors include a survey check list, rules for determining if sampling is required, list of most frequently encountered contaminants, list of candidate contaminants and their sampling conditions, interpretation of results, and a procedure for a health and safety inspection.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Every man-hour of work performed in and about the coal mines of the United States had a 2-percent heavier death load from accidents in 1938 than in 1937. This is an unorthodox way of stating that the death rate per million man-hours of exposure or employment was 2 percent higher in 1938 than in 1937, increasing from 1.74 to 1.78. Thus the average miner had a 2-percent greater chance of being killed in 1938 than he had in 1937. The average quantity of coal resulting from 1 man-hour of work increased 3.6 percent -from 0.615 ton in 1937 to 0.637 ton in 1938. The production of the average ton of coal was accompanied by a slightly smaller loss of life in 1938 than in 1937, the accident rate being 2.793 per million tons in 1938 compared with 2.833 in 1937.

The Lake Creek gas-condensate field, Montgomery County, Tex., Was discovered early in 1941 by the Superior Oil Co. The field, shown in figure 1, is approximately 37 miles northwest of Houston, Tex., about 11 miles north of the Tomball, and 10 miles west of the Conroe oil fields. The field is on the downthrown side of a pronounced fault zone, and the general structure is anticlinal, with the long axis trending northeast and southwest. Production is obtained from multiple sandstone reservoirs in the Wilcox group of Eocene age between the approximate depths of 8,820 and 11,840 feet below the surface of the ground.

An important element of the U.S. Bureau of Mines (USBM) mining research program is the development and evaluation of reliable coal interface detection (CID) systems. Commercially available CID sensors based on natural gamma radiation (NGR) are only applicable if the immediate roof is composed of shaley material. The USBM has made numerous underground and laboratory measurements using several NGR systems approved for installation on mining machines by the Mine Safety and Health Administration. In addition, two small handheld NGR instruments were used to make comparative measurements. Underground NGR measurements in 10 different coal seams, potassium-uranium-thorium radiometric analyses on samples from 16 seams, and chemical analyses of coal and rock for correlation with NGR counts were made. Laboratory test results on the effect of air gap and sample thickness, size, and weight on the NGR measurements, as well as general results of the various NGR systems, are discussed.

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

Abstract Recent ore pass failures have underlined the need for improved designs, standards, structural mon¬itoring methods and better hang-up prevention and removal tech¬niques. Researchers at the Spokane Research Laboratory of the Na¬tional Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during the transport of ore in ore passes. Design criteria and hang-up prevention and remedia¬tion strategies involve studies of the effects of static and dynamic ore and waste-rock loads on chutes, walls, gates and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading condi¬tions. A full-scale mockup of ac¬tual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com¬pared Loads on an active ore pass chute were measured.

Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

The disposal of oil-field brines by injection into subsurface formations other than fresh-water-bearing strata is a positive method of eliminating the harmful effects of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. The methods used most generally for the disposal of brines produced with oil are (1) impounding in evaporation ponds, (2) controlled diversion into surface streams, and (3) injection into subsurface formations. Various States recognize one or more of the methods as legally authorized procedure. As a general rule, impounding brine in ponds and solar evaporation have not been entirely successful, principally because of the large volumes handled; the porous nature of the soil, and the low rate of evaporation. Likewise, the diversion of brine into freshwater streams by controlled dilution has not proved satisfactory in some areas, especially in parts of Kansas and Oklahoma where the rainfall is relatively low, because it has been impossible to obtain enough fresh water for such dilution.

This Bureau of Mines report presents a computer code that has been developed for describing and testing the statistical distribution of general continuous data sets. The statistical distributions used include the normal, lognormal, exponential, chi square, gamma, and uniform. Histograms for observed and expected values are plotted for each distribution. An example using geologic data obtained from a study of the geometric properties of natural fractures in oil shale rock illustrates the use of the computer program, GDIST.

The U.S. Mine Safety and Health Administration (MSHA) has identified ore pass hazards as a significant safety problem in underground metal mines in the United States injury and fatality data show that many injuries are related to pulling or freeing ore pass chutes and structural failures of control gates and ore pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating these hazards and developing methods to improve safety during transport of ore and waste. Particle flow analysis methods were used to simulate chute and control gate response to various material loading scenarios. Results from computer models indicate that dynamic impacts from ore and waste rock might be considerably greater than theory predicts. Static and dynamic loads were measured in a laboratory setting using scaled ore (sass mock-ups. Field tests were initiated in an active ore pass to determine actual static and dynamic loads. Field data were compared to computer results and indicated that impact and total static loads were substantially less than the computer model results suggested. Damping factors, normal and shear stiffness, and mass frictional characteristics have a significant effect on particle flow and resulting impact loads.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. "INTRODUCTION The injection of water into partly depleted-oil-bearing formations as a means of supplying additional energy to flow oil wells now is recognized by the petroleum industry as an effective method of increasing the recovery of oil. The benefits to be derived from water-flooding oil sands were discovered accidentally more than 4o years ago, when oil producers in the Pennsylvania and western New York fields observed suustantial increases, in oil-production rates when water leaked past corroded casings of old wells into producing sands. This observation prompted some operators purposely to perforate or slit the casings opposite the producing formation in some of their wells to permit water to enter the formation. However, as many operators viewed the practice with skepticism and considered it to be in violation of oil-conservation principles,- systematic water-flooding was not initiated until the Pennsylvania legislature, in 1921, enacted a law authorizing water-flooding of oil sands in that State.Although water-flooding has been practiced in a haphazard manner for more than 25 years in Chautauqua and Montgomery Counties, Kansas, planned or systematic water-flooding in that State had its inception in 1935, when the legislature, following the example of Pennsylvania, also passed a lava/ authorizing water-flooding. The early operations and, to some extent, those still, practiced in the Chautauqua-Montgomery area consisted in raising or perforating the casing to allow water from upper strata to gravitate into underlying oil-producing formations. The extent to which this type of water-flooding affected petroleum production in the old stripper area of eastern Kansas is not known, but it is known to have increased oil production ap¬preciably from many leases.Following enactment of the law permitting water-flooding in Kansas, three operators inaugurated, in that same year, three organized flooding projects in three different counties of the southeastern part of the State. The first organized project on record was that of the York State Oil Co. in the Seeley pool, Greenwood County. On this project, the injection was started on May 15, 1935, into the Bartlesville sandstone at a top depth of 1940 feet."

This article updates the status of fatalities occurring in both coal and metal/nonmetal mines from January through December of 2001. Based on preliminary accident reports, as of December 31, 2001, seventy-two fatalities have occurred at coal and metal/ nonmetal mining operations. During this period, forty-two fatalities occurred at coal operations and thirty fatalities occurred at metal/nonmetal operations. Ignition or explosion of gas or dust and fall of roof were the most frequent accident classifications in coal and powered haulage fatalities were the most frequent accident classification in metal/nonmetal.

The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.
