Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

When zinc is electrowon from concentrates or residues of high manganese content, the zinc sulphate electrolyte may contain high levels of manganese. The manganese level is usually controlled by removal of manganese at the anode as the dioxide during the zinc electrodeposition stage.By increasing the temperature of an electrolyte containing 8 gll manganese from 35°C to 90°C, decreasing the acidity from 100 gll to 30 gll, reducing the current density from 432.A.m-2 t6 286 A.m-2 and using new lead anodes containing over 0·75 per cent silver, the current efficiency for manganese dioxide removal was .increased from less than 1 per cent to over 20 per cent.At the same time the current efficiency for zinc deposition was maintained above 90 per cent by additions of high molecular weight cationic polyacrylamides to the cell. By utilization of these conditions in a small number of cells, the manganese level in the circuit could be economically concrolled to any desired level.With these conditions the formation of the dioxide changes from an indirect route, via Mn04-, to a direct oxidation of Mn2+ to Mn02.The incorporation of impurities such as Pb, K, NH4, Cu, Ni, or Fe makes the deposit unsatisfactory for direct use in Zn - Mn02 dry cells. The deposit structure changes from cryptomelane at low temperature to y3-Mn02 at high temperature.

Grey River Gold Mining Ltd commenced dredging alluvial flats in the Grey River Valley in 1989. Previous drilling indicated over 100 million cubic metres of gravels with some 90 per cent of the gold in the bottom seven metres. The dredge built by Rahco, Spokane, was innovative in a number of aspects but particularly in the fact that a separate ladder with a cutter and pump was used to strip the overburden and a bucketline to mine the gold bearing wash below. Metallurgical studies and exploration were initiated when the project commenced. Leasing and environmental considerations were investigated and action taken. While progress is being made, the operation at this stage is not meeting required production and performance. Main problems have been with the stripping system and wear.

That electricity is an important and valuable agent, the limit of whose capacity for utilisation is as yet unknown, is a truism; although enormous advances have been made, the possible developments are yet greater. Mining, along with other industries, shares already to a large extent in the practical utilisation of this agent. Electrical engineers have been employed for several years past in developing and applying electricity to all classes of machinery, and for every purpose where power is required and in no instance, that the writer is aware of, has its use been curtailed in favour of any other agency now known, while extensions are continually made. The first modern electric motor was shown at the Vienna Exhibition of 1873, and it was used to work a pump through a mile length of cable but it was not before 1878, that an electric motor was put into daily commercial use by Messrs. Chretian and Felix to work a beet sugar hoist. This early plant effected a saving of 40 % as compared with hand work.In 1879, the first Electric Railway was constructed for the Berlin Exhibition, and in the same year, Mr. T. A. Edison was running an experimental line at Menlo Park. The first electric line opened for the public, was constructed by Siemens and Halske, in 1881, at Lichtenfelde, and was 11 miles in length.

The head loss caused by metallurgical sampling for slurry streams can be reduced by metallurgical sampler design. When the process volumetric flow rate is reduced by vertical static cutters before the sampling by an equal number of moving cutters to the static cutters, the installation requires less installation head space than other sampling arrangements and is easy to accommodate at suitable locations in the process. Low head loss reduces building costs for the processing plant and operational costs during the lifetime of the plant.The presence of a possible systematic bias in the particle size distribution, solids density and elemental composition between an Outotec MSA 2/50 metallurgical slurry sampler sample and MSA 2/50 manually sampled reject have been studied by a customer. The paired samples were taken as simultaneously as possible. The customer evaluated the possible bias using a paired t-test and provided the assay results to Outotec for further evaluation.The results of the paired t-test showed no systematic bias in particle size distribution, solid density or assayed analytes, except in one analyte with low content and a high relative error. The high relative error in one analyte may have been caused by the same calibration model used in a X-ray fluorescence analyser for both high elemental-content concentrate and very low elemental-content tailings samples. The sampled stream is the tailings of a previous process stage.The results of the t-test were studied further using analysis of variance to reveal the error sources in samples. The results showed no bias between the samples collected from the MSA 2/50 reject and composite samples collected of the MSA 2/50 sample stream. Japan is the largest coal importer in the world, importing from Australia, China, Indonesia, Canada, Vietnam, etc. In Indonesia, most of the produced coal is extracted from open cut mines. More open cut coal mines will be developed to fill the demand for coal in Indonesia and the world. Many surveys and projects for developing new coal mines and transferring mining technology are being conducted in tropical counties such as Indonesia and Vietnam with the aid of the Japanese Government. It has, however, been pointed out that excessive and precarious development of mines in tropical areas will damage the environments around the mines including cultivated lands, and reduce the precious rainforest. This would undoubtedly exacerbate the instability of the global climate and the food crisis in the world. This paper describes the effects of flyash on the control of acid mine drainage in order to avoid potential negative impacts on the environment caused from open cut coal mines.

Two events during the past decade have combined to effectively alter the role of the geologist working in Papua New Guinea. The gold boom of the 1980s resulted in a substantial increase in the general awareness at village level of mining companies, gold and landowner issues, and as a consequence of the Bougainville tragedy, landowners are also very much aware of the potential problems of a mining operation in their area. Landowners know they have the power to remove a company from a project area, and government has shown itself to be virtually powerless and unable to help the company effectively. During a considerable proportion of a project's development time, the project geologist is viewed in the eyes of the local community as the 'company'. Good landowner relationships are nurtured over a reasonable time period and the input of the geologist is significant in determining the eventual fate of company-landowner relationships. The initial impressions of the company, gathered by the local community, will have a far reaching impact on the nature and direction of their future exchanges with the company.

I find that during the short time I have been in this district, the majority of boilers are, and have been, receiving very bad usage owing to the difficulties which they have to contend against, viz., oil and bad water. Oil on the heating surface of a boiler is of a highly dangerous nature inasmuch as it allows the surface to become overheated, owing to the water not coming into direct contact with the plates, and it naturally follows that when the crown sheets of a flue or firebox become overheated, you lose a considerable amount of the strength of the plate, and the flue or crown comes down. Referring to the oil question, I find that too much care cannot or exercised on the part of engine drivers in order to minimise as much as possible the internal lubrication of the various engines under their control. For I consider that it is here that the most of the trouble is caused. My reasons for stating such to be the case, are:-That the majority of enginedrivers before coming to this field have been used to driving engines that have been exhausting into the atmosphere, and probably they have been taught that it is far better to use a little extra lubrication than to have a hot bearing. So far so good. But one thing that must not be overlooked is that on these fields the conditions are altered in this respect, as the majority of engines in this district are not exhausting into the atmosphere, but are condensing their exhaust steam and using the water so condensed for feed purposes.

Thermal method of diagnostic as a nondestructive monitoring is based on data logging of infrared radiation from heated surface or from the associated thermal field. Monitoring of gearcases and motors hidden faults, such as, bearing degradation (deep-seated wears and tears, fretting wear, spalling and jamming solids of revolution) is closely related to high variations in temperature. The use of portable thermal imaging devices provides considerable advantages due to: easy remote access to the unit under test even when it is operating; minimum time required to obtain information and an opportunity for a real-time diagnosis of the tested subject's condition.

The sequences in alteration and mineralisation from five copper-gold porphyry systems (Taysan and Didipio, Philippines; Horse-Ivaal and Wafi River, PNG; and Goonumbla, Australia) and one gold-copper skarn system (Browns Creek, Australia) are documented in this paper. Alteration and mineralisation in all these systems reflect a common evolution from crystallisation of melts emplaced at shallow crustal levels (zoned potassic -> propylitic alteration), followed by exsolution of volatile-rich fluids from these melts (porphyry quartz ¦K-feldspar/biotite veins and local high temperature advanced argillic alteration), to a progressive cooling of the intrusion which results in associated retrograde alteration. Copper-gold mineralisation in all cases is almost exclusively restricted to the cooler retrograde events. The recognition of the temporal and spatial zonations in alteration and mineralisation in gold-copper porphyry systems has significant relevance in the interpretation of geophysical signatures, overprinting alteration, vein sequences and structural controls, and can lead to more focused and potentially more cost-effective exploration.

This paper is intended partly as a summary of the conclusions that have been arrived at by various authorities on this matter, and also with a view to initiate some discussion on the subject, especially as most of the quartz gold mines in Victoria are operated without having any proper assay plans or any idea of the real values other than those given by the mining managers, who, from experience in the particular cases, are supposed to be able to arrive at a correct idea of the true values of- the ore, and, in many cases, oppose any other methods than their own, holding the view that no sampling is equal in correctness to the bulk sample of the battery. The necessity of properly sampling and estimating the ore in a mine in every case, perhaps hardly needs to be urged on the members of the Institute, but is not, apparently, so obvious to others.It is proposed to confine this paper to the sampling of ore reserves in a mine, and the various points which have to be taken into consideration in arriving at values, from the assayer's point of view, leaving the methods of sampling metallurgical products out of consideration for the present. "It is advisable to define" ore reserves" as ore exposed on three sides at least, and accessible to the sampler on all three. "Prospective ore" would include all ore not so fully exposed; but which may, from the nature of the case, and the geological conditions prevailing, be reasonably supposed to exist.

Experimental Study of Ore Characterisation Methods for AG/SAG Mills Mining companies have long recognised the importance of ore breakage characterisation in design and optimisation of their crushing and grinding circuits. In one of the industry standard methods relevant to AG/SAG milling, ore is characterised using mainly high energy single impact tests. However recent DEM studies have suggested that breakage in AG/SAG mills is mainly due to low energy repetitive (or multiple) collisions rather than single high energy impacts. Hence a study was initiated at the JKMRC to investigate the behaviour of ores under such conditions. Carefully designed experiments have been performed using two laboratory mill sizes (0.6 m and 1.1 m diameter) to mimic the reported low energy repetitive impact breakage under low load conditions. The breakage characterisation parameters derived from standard high energy single impact tests on the same ores was then used to predict the low energy repetitive impact breakage. Significant bias was found in the simulations which clearly warranted further investigation. The extensive experimental program which followed employed three separate methods: the JKRBT (JK Rotary Breakage Tester) for high energy single impact and low energy repetitive impacts, gravity drops for low energy repetitive impacts, and laboratory mills to provide an extended number of low energy repetitive impacts. The breakage energies associated with these experiments were accurately measured with a high speed video camera. Two breakage indices, the degree of breakage (t10) and the breakage probability (S) were used to describe the breakage test results. This paper summarises the major results from this experimental study, which has facilitated the development of a new breakage characterization method relevant to AG/SAG mill modelling.

With the increased focus on the need for more uranium mines, this paper presents the design process currently underway for the development of the Millennium deposit in northern Saskatchewan, Canada. This deposit, located 630 - 750 m below surface, will be accessed by two shafts and will be mined by blasthole stoping methods at less than 500 t/d. Mining grade will approximate two per cent U3O8 and mine life is expected to be six to seven years. The project is a joint venture between Cameco, AREVA and JCU. This paper discusses in detail methods used to predict worker radiation exposures, the methods used to monitor the work environment and procedures unique to the uranium industry necessary to minimise worker radiation exposures.

The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

The ability to precondition (weaken) a rock mass to enhance caving (cavability and fragmentation) is becoming increasingly important, as more potential caving deposits are in stronger rock masses, and at greater depth. This paper discusses a full-scale blast preconditioning experiment conducted at the Cadia East mining operation, including quantification of visible and microscale blast damage. From a cave mining perspective, the objectives of the experiment were to quantify the effect of confined blasting on rock mass characteristics relevant to enhanced caving, and to provide calibration data for the purpose of numerically modelling alternative blast preconditioning designs.The experiment was located approximately 360 m below surface, and consisted of two f165 mm blastholes (60 m vertical holes) and eight HQ diamond drill monitoring holes (35 m horizontal holes). The diamond drill holes were used to sample the rock mass before and after the blast at varying distances from the blastholes. Rock mass blast damage was quantified both visually using core logging, and on a microscale using LABYRINTH® statistical analysis of X-ray microtomography data. Results from the experiment indicated four major findings:on the visible scale, the experiment indicated a 147 per cent increase in the number of hairline cracks within 5 m (p value = 0.015), but no change in geotechnical logging parametersmicroscale tomography of intact rock samples indicate significant localised intact rock damage up to 4 m from the blasthole (p = 0.007)preliminary point load test results indicate that blast damage results in a significant reduction in intact rock strength (p = 0.050)the significant increase in porosity and microfracture size associated with damage provides a mechanism for reduced intact rock strength due to confined blasting.CITATION:Stewart, P C, Brunton, I, Francis, D and Chitombo, G, 2016. The development of a noise attenuated compressed air driven fan is described. The fan, which employs the jet reaction principle, possesses blade extension pieces which penetrate into an acoustically treated annular chamber. The dominant noise source, namely the air jets, is thereby partially suppressed. In addition, the increased moment arm of the jets leads to an improved propulsion effect which contributes to the improved aerodynamic performance of the unit.A typical measure of the improvement of this type of auxiliary mine ventilation unit is a 4 per cent increase in efficiency and a 10 dB (A) drop in sound level for a fan duty of 0·5 kPa and 1600 litre/s. This degree ofattenuation corresponds to at least halving the loudness level, a subjective noise measure.

This paper examines the issues involved in the technical audit and valuation of exploration prospects. Certain methodologies are more appropriate to use depending upon whether the mineral property valuation is of an exploration area, a project under development, or an operating mine. Valuation approaches that are reviewed include the Multiple of Exploration Expenditure, Joint Venture Terms, Rules of Thumb, and particularly the Kilburn Rating Method. The DCF/NPV Financial Simulation Method, even modified by the use of Expected Values, is not considered appropriate for valuing exploration prospects. The choice of the most appropriate methodology and its successful application depends primarily upon the amount of reliable input data available and, more importantly, the experience and judgement of the valuer. It must be remembered that all valuations are time and circumstance specific and will be generally subject to revision as more data becomes available.

A computerised cataloguing system for geological specimens is described. The catalogue is designed for use with a compactus-type storage system. The information stored in the catalogue for each specimen includes the type of specimen, locality information in terms of standard ~ap sheets and descriptive location, geological age, stratIgraphy, and specimen descriptions. The catalogue can be interrogated at any level of detail on the basis of any combination of these specimen parameters.Other information stored for each specimen 'is the compactus address, collection date, reference information and the type of analyses performed on that specimen:Any mterrogatlon produces a listing of those specimens which satisfy the search criteria.
