While there is reasonable agreement on the basic chemistry of the slag fuming process, there has been an on-going debate for nearly 50 years as to the nature of the rate controlling factors in its industrial application. There have been advocates in the technical literature for thermodynamic limitations on the one hand or kinetic limitations on the other. The different viewpoints result in very different predictions as to the technical and commercial potential of the process. A resolution of the debate becomes of importance as pyrometallurgical processes are advocated as a means of extracting environmentally deleterious elements from metallurgical wastes. The present paper reviews the arguments in favour of both equilibrium and kinetic control and puts forward the view that much of the evidence for limitation of the process by kinetic factors under all conditions is unconvincing. It is maintained that the process can approach thermodynamic equilibrium under industrial conditions and that this determines the ultimate limitation on its technical performance. It is acknowledged, however, that kinetic considerations may cause the batch process to fall well short of performance predicted on thermodynamic grounds. The strong process limitation arising from the influence of chemical thermodynamics on the likely outcome of a hypothetical continuous fuming process is contrasted with optimistic forecasts resulting from the extrapolation of process models based only on kinetic considerations.

In the future, Illawarra Coal, the primary metallurgical coal producer in the southern coal fields of New South Wales, will face many unique challenges not found in other coal or minerals production areas. To manage these challenges and determine the best strategy for the business, Illawarra Coal has adopted a systematic strategic planning process, which starts from the broadest possible options analysis and culminates in a ægo-forwardÆ operating case that individual mine sites use as the basis for short-term planning. This paper will discuss two major topics. Firstly an overview of the Illawarra Coal and BHP Billiton strategic planning processes. This will demonstrate the range of variables and inputs that are required for the planning process, and the system which is followed to evaluate different alternatives for the extraction of the resource. Secondly, having discussed the primary external and internal factors that must be accounted for in the planning process, and the main issues affecting the viability and likelihood of each alternative, the paper will discuss the particular challenges that Illawarra Coal will face in the coming decades. These challenges include: market and price uncertainty; managing impact on surface features, infrastructure and environment; community interaction; transport and logistics constraints; unknown mining environments; lack of geological knowledge; limited surface access for new mining domains; changing attitudes to longwall mining in the Illawarra; ageing workforce; and cost and overhead management. The paper intends to discuss how these issues impact the business currently and how they are incorporated into Life of Asset plans and overall corporate strategy for Illawarra Coal.

Since the introduction of raiseboring 30 years ago there have been many operational and mechanical design improvements in the raiseboring machine, its reamers and associated cutters. These have now made the technology of raiseboring a routine and practical operation within the underground mining world. Over the last decade these advances have been aided by the introduction of robust automation packages which have allowed unattended drilling and reaming, real time performance monitoring and enhancement and the rapid diagnostic investigation of mechanical and electrical abnormalities. The constraint to higher raiseboring performance is now the drill string. However when it comes to a cost-effective solution of applying the high drill string torque and tension necessary for the next step change in performance, designers have æhit the wallÆ. Whilst carbon fiber reinforced plastic composites with abrasive resistant sheaths may offer a solution, the limit of conventional steel, drill string technology has been reached. This limit to advancement is however based on the drill string being in tension and alternative solutions may exist by literally turning the raiseboring paradigm on its head. This paper describes the story of a small Australian company engaged in the design and manufacture of mechanical excavation machines, two Australian raiseboring contractors and three Australian mines going against tradition and pushing down rather than pulling up.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

Over the last five years Solid Energy New Zealand (SENZ) has gone through a series of changes in response to both external and internal factors. These changes have included corporate reorganisation and funding restructure, as well as modifications to medium and long term business objectives. The nature and size of its coal reserves and markets requires SENZ to continue developing new mines as existing mines are depleted. As well, there are opportunities to develop new mines as coal markets change or to realise value from existing coal resources. To assist in this process, a set of mine project assessment guidelines which are relevant to the size and scale of anticipated mine developments have been developed for SENZ. These project guidelines are structured to operate from the early stages of project or resource review through to final feasibility study stage. The guidelines provide both a basis for planning and budgeting, and a control mechanism within the company. They also enable clear understanding of the status of individual projects and provide a framework for comparison between projects. SENZ now has a defined method to plan, monitor and control this important aspect of its business. The paper explains the development and structure of the guidelines, as well as providing examples of their application. and use. It demonstrates how SENZ integrates its long term planning, five year planning, annual planning, project planning and risk management to maximise the value of individual projects, business units and the company overall in a consistent manner.

The great philosopher, Marshall McLuhan, is said to have stated that the use of forecasting as a means of guiding future actions is akin to driving an automobile through observations made in the rear-view mirror! In effect, in forecasting it is assumed that there will be an orderly progression from the past into the future, and that the model will be sufficiently unvarying for use to gauge both the directions and the rates of change. The concepts of forecasting have served man well in disciplines in which the relationship between causes and effects can be clearly demonstrated; such as between rainfall and crop yield, for example. These are of no value, however, when conditions change rapidly and unpredictably, or when there is no model at all. Even worse, under such circumstances our preconceived notions may cause us to make some horrendous errors in judgement. Such are the risks at present in attempting to make an assessment of the educational needs of the minerals industry for the coming century! The model, and the conceptions that we have had of the linkages between cause and effect are in disarray. Minerals markets are chaotic, and there is almost no ability to forecast trends in metal values. Linkages between supply and demand seem tenuous. Internationally, producers are struggling for survival. Mine closures, temporary shutdowns, and reopenings are frequent occurrences. Decision-making under uncertainty is probably one of the most certain things about the world mining industry Today!

Author Biography William Poole was born in Sydney, NSW in August 1868. He was educated at Sydney Grammar School. William spent two and a half years as a cadet in the Railway Construction Branch of the NSW Department of Public Works doing office and field work. He then undertook a civil engineering course at Sydney University. Following this he was employed for six years as assistant and resident engineer at the Water Conservation Branch, NSW and was in responsible charge of various field operations, surveys, river gaugings and works of constructions including a large timber weir and also a concrete weir on the Macquarie River, NSW. He then undertook a mining and metallurgical course at Sydney University and became a graduate (BE) with honours in civil engineering, mining engineering and metallurgy. He then spent four and a half years with BHP Co, one and a half years at Broken Hill in the mining and concentration works and three years at the smelting works in Port Pirie, SA, in the latter case he was metallurgist and night superintendent and during that time had responsibility and control at night of the blast furnaces and, during the last 15 months, of the whole of these large works. The author left the Port Pirie, SA works to assume the position of Director of the State School of Mines at Charters Towers and had responsible control of the establishment and also lectured in mining, surveying and structure. William Poole was honoured to hold membership in the following organisations: Assoc M Inst C E, L S of NSW, M Aus Inst M M, Assoc Inst M & M (London).

Semi-massive to massive sulfides were drilled in a shallow-water (630 m) hydrothermal system in an island arc volcanic setting at the Palinuro volcanic complex in the Tyrrhenian Sea,Italy. Overall 12.7 m of sulfide minerlisation were drilled in a sediment-filled depression in a water depth of 630 - 650 m using the lander-type Rockdrill 1 drill rig of the British Geological Survey. The longest drill core recovered consists of 4.9 m of continues semi-massive to massive sulfides + sulfates with abundant late native sulfur overprint. Metal enrichment at the top of the deposit is evident in some cores with polymetallic (Zn, Pb, Sb, As, Ag) sulfides overlying more massive and dense pyritic ore. The massive sulfide mineralisation at the Palinuro volcanic complex contains a number of unusual minerals, including enargitefamatinite, tennantite-tetrahedrite, stibnite, bismuthinite and Ag-sulfosalts, that are not commonly encountered in mid-ocean ridge massive sulfides. In analogy to epithermal deposits forming on land, the occurrence of these minerals and the abundance of native sulfur suggest an intermediate to high sulfidation state for the hydrothermal fluids during deposition, implying that the mineralising fluids were acidic and oxidised rather than near-neutral and reduced as those forming typical base metal-rich massive sulfides along mid-ocean ridges. Oxidised conditions during sulfide deposition are likely related to the presence of magmatic volatiles in the mineralising fluids that were derived from a degassing magma chamber below Palinuro volcanic complex. Over the last 15 years Indonesia has experienced a surge in coalexploration, which has led to the development of a major export industry. This coal exploration has improved the understanding of the geology of the Indonesian coal deposits. The main economic coal deposits are of Eocene and Miocene to Pliocene age, which mainly occur in Kalimantan and Sumatra and were formed from peat deposits in an equatorial paleoclimate similar to that prevailing today. Some of these peats were domed peats, which grew above the normal water tables, under a climate of year-round rainfall; these peats grew above the level at which waterborne mineral matter can enter the system, resulting in low ash and sulphur, and locally very thick coal. It is believed that such peats have formed the unusually thick, low ash, and low sulphur Miocene coals of Indonesia. Coal deposits of Eocene age are typically characterised by thinner seams, with relatively higher contents of ash and sulphur. The Miocene coals and Eocene coals both appear to have formed in lacustrine, coastal plain or deltaic depositional environments, similar to the modern peat-forming environments of eastern Sumatra and parts of Kalimantan. The Eocene coals formed mainly in extensional tectonic settings. Miocene - Pliocene coal deposits formed in a range of tectonic settings.

The Rotary Kiln at TeKumi was commissioned in February 2002. The process involves burning limestone at 1000 - 11 000¦C to produce a burnt lime (CaO) product. This paper describes the design and installation of a trifoil system to improve the energy efficiency of the kiln. An energy balance showed that 32 per cent of the energy was being lost through the flue gases, compared to 5.8 per cent in shell losses and 2.5 per cent lost as heat in the product. The trifoil proved to be the best way to tap the energy from the flue gases. Drying tests showed that a trifoil improved the drying time of limestone by 37.5 per cent, compared to only 25 per cent for a lifter system. The trifoil system increases the surface area for heat transfer in a Rotary Kiln by 180 per cent. The overal energy efficiency of the Rotary Kiln was improved by 15 per cent, resulting in a 15 per cent increase in production and an 80¦C reduction in flue gas temperature. This has reduced dust build up in the ducting while reducing maintenance costs through a reduced fan speed. The trifoil hub was designed with tooths at the centre to prevent shifting. Each trifoil leg has an anchor block on the down side to prevent downward movement of the trefoil legs.

Telfer is a gold/copper operation, currently operating one open pit mine and one underground mine. The ore processing plant consists of two parallel trains involving semi-autogenous mill, ball mill and crusher (SABC) grinding, flotation and leaching. Due to receiving relatively high grade underground ore for over half of its total feed, Train 1 frequently experienced cleaning circuit overloading during high production periods. This resulted in losses in recovery and ineffective concentrate upgrade. As a quick and simple solution, the Train 1 copper flotation circuit was reconfigured to send concentrate from the first two rougher cells directly to the final concentrate and return the cleaner scavenger tailings to the third rougher cell. These modifications have resulted in a 1.4 per cent increase in plant copper recovery with no change in final concentrate grade. Preliminary results also indicate gold recovery has increased by more than 1 per cent since the circuit reconfiguration. Other benefits include less spillage, more friendly circuit to operate and a more consistent metallurgical performance. Focus for the next phase of optimisation is on concentrate upgrade. A number of opportunities have been identified and are currently being investigated, including staged reagent addition, single stage cleaning of the first two copper rougher concentrates, regrinding of the remaining copper rougher concentrate prior to cleaning and process control based on a machine vision system.

University education in Australia is changing, driven by greater market orientation, reduced funding available per student, especially in the higher-cost minerals industry disciplines, and the call for more flexible delivery of subjects and courses to meet changing lifestyles and expectations. The opportunity exists for a true partnership to develop between industry, government and academia that will reshape minerals education in Australia and secure the future supply of the specialists industry needs to maintain international competitiveness. If this partnership does not emerge, it is anticipated that AustraliaÆs somewhat fragmented and unstable higher education system, especially in the disciplines of particular relevance to the minerals industry, will be put under further pressure so decreasing its effectiveness to produce quality graduates. The Minerals Council of Australia in 1998 published æBack from the BrinkÆ, a discussion paper which proposed strategies to build a world class minerals tertiary education system in Australia. Those strategies are now being implemented collaboratively with principal emphasis on the disciplines of mining engineering, metallurgy and earth science and as far as process is concerned, on the necessity to æcooperate to competeÆ. For metallurgy, the challenge is to integrate more closely undergraduate teaching with the existing world-class research centres and to link the tertiary institutions in such a manner that the strengths of all components are harnessed and then made available nationally in major population centres and at remote sites where appropriate. For industry the challenge is to build effective partnerships with the academic community that will enable and assist the agreed course of action to take place.

There are a number of points on which I would like further information, but I will confine my remarks to a relatively small saving which is of particular interest in view of another paper to be presented this afternoon.Mention is made of a 50 per cent reduction in the amount of zinc used in the precipitation of gold slime from the pregnant solution. Would Mr. Harris enlarge on the methods by which they obtained this reduction; and could he give an actual figure of zinc consumption either by ton of ore treated or per ounce of bullion recovered.AuthorsWe consider the reduction of zinc is due to improved clarification of the pregnant solutions. The sand clarifiers used prior to the installation of the 50 ft. -thickener were not satisfactory due mainly to the blending of the hessian and matting under the sand. Under these conditions the leaf clarifiers were fed with overflow solution from the clarifiers and were overloaded in consequence. The addition of Calgon has also been beneficial.The present consumption of zinc per ton of solution treated is 088 lb. per ton.A. L. Mineral maps of æintactÆ and large particle textures have been produced routinely from optical microscope images. Polished thin sections of large particles (1 - 3 mm) provide a balance between representative sampling and the preservation of primary rock textures. Optical microscopy is an efficient way to generate mineral maps suitable for geometallurgical applications. The automated optical mineral identification was carried out using a Leica DM6000¬ microscope with a high precision stage suitable for direct tiling of image frames and good registration of multiple image layers. Standard images collected were 10 x 10 frames (20 mm x 16 mm). Four image layers were recorded: ætransmitted light plane polarisedÆ, ætransmitted light crossed polarsÆ, ætransmitted light crossed polars with 1l tint plateÆ and æreflected lightÆ. All image analysis was carried out using Definiens Professional V5¬. The four image bands were read directly in 12 greyscale bands. A segmentation algorithm produced objects based on homogeneity across all bands. These objects were then classified using a complex set of rules (Process Tree) that are based on image brightness in all 12 bands. Opaque and non-opaque minerals were classified in the same sample. Using this protocol up to 12 minerals can be satisfactorily classified in one sample. The opaque minerals were recognised using colour ratio and reflectance intensity in the reflected light image. Non-opaque minerals are more difficult because of the complex variable colours of many minerals and the complexity of interference colours. However, object-oriented classification using three transmitted light image layers and multiple rules is a powerful technique for recognition of these minerals.

I began my interest in sample preparation when I joined the Institute of Nuclear Sciences in 1962. I worked in the fields of rock dating and stable isotope geochemistry. Preparing a sample could take several days and the analysis took another day or more, so great care was taken with each sample. In 1968 I changed to mineral exploration analysis and was surprised to find that there was much less care in how a sample was taken and prepared. Virtually every sample was processed in the same way. In the use of ring and puck mills, Australia and New Zealand were among the world leaders. It took another ten years before labs in North America changed over from disc mills. In 1975, my partner and I divided our business into two parts. He took the laboratory into his consulting laboratory business and I took the small business that we had started, making ring and puck mills. For the next six years I was RocklabsÆs only employee. In the 1980s and 1990s, sampling specialists like Francis Pitard and Dominique Francois-Bongarcon began to make a difference in the understanding of what constitutes good sampling and preparation practice. They and others took courses on the new concepts of Sampling Theory, as developed by Pierre Gy. The desire for better procedures lead to the development of new machines, including the big bowl pulverisers from Australia, jaw crushers that could crush finely like our Boyd Crusher, rotating dividers of new designs and flow-through ring and puck mills. Other machines did not fare so well, including rolls crushers, cone crushers and hammer mills.

The media in Australia is currently rife with articles and pronouncements on global warming as the most significant crisis of our time, which may æthreaten the future of civilisation as we know itÆ. This has been recently reinforced by release of Al GoreÆs film æAn Inconvenient TruthÆ, and one would be led to believe that the science of global warming is settled. And yet there is a strong body of literature disputing this apparent consensus which suggests that care should be exercised in introducing radical policies to solve a crisis which may not be real. Such policies would have a major impact on those in professions such as engineering (project approvals and design to minimise greenhouse gas emissions), accounting (carbon tax issues) and the law (corporate disputes on greenhouse gas issues are already in train in the USA). This paper addresses the hysteria apparent in the climate change debate by presenting factual evidence relating to climate change and the current phase of mild global warming. Some of the more extreme statements on future impacts are repudiated with published data, and alternatives to the purported role of fossil fuels in temperature change are offered. The potential impact of political decisions on professional activity is discussed, as are the implications of a possible future reversal of the scientific consensus, as has occurred in the past. The paper concludes with a call for the professions to exercise their Learned Society role to ensure that a rational and public debate is held on the broad issue of climate change.

During the last two decades, restrictions on access to land for mineral exploration and development in Australia have intensified. State and Federal legislation relating to Aboriginal land rights, national parks, marine parks, wilderness areas and other conservation areas, the surface rights of farmers in New South Wales and Western Australia, national, State and world heritage, urban developments and acquisition of land by governments for other purposes have all placed limits on mineral exploration and mine development activity. More than 20% of Australia's land area is now either unavailable for mineral exploration or available only under severe constraints. Access to this land is denied at a significant economic cost to the Australian community. There have been few attempts to quantify this cost. More importantly these restrictions have developed on an ad hoc basis promoted by single interest government departments often with little regard for rational land use planning. The mining industry has embraced the community's conservation ethic and accepted that conservation areas should be set aside and that within those areas mineral activity should be restricted. In some cases the restrictions on exploration near areas of outstanding scientific, historical, archeological or scenic importance may amount to an effective prohibition. The industry has vigorously opposed the exclusion of mineral activity in conservation areas on purely emotive grounds, unsupported by scientific evidence and in disregard of land use potential, consideration of multiple use potential or consultation with existing or potential land users likely to be effected.

Reflected light optical microscopy, or epimicroscopy, is one of the oldest techniques of modern mineralogy. At a relatively low capital cost, it is also very resourceful, and the analytical choice for the identification of most ore minerals. In ore mineralogy, reflected light optical images have the potential to overcome the main limitation of backscattered electron images from scanning electron microscopes, namely contrast of mean atomic number  below the spectral resolution of the backscattered electrons detector. This is the case for relevant ores, like iron (haematite-magnetite) and copper-zinc ores (sphalerite-bornite), but for both cases the pairs of minerals are easily discriminated in reflected light. The improvements in optics and electronics also made microscopy a powerful source of digital images, suitable for automated analysis for minerals processing, as the determination of liberation spectra. The drawback, however, has always been the impossibility to recognise the transparent minerals, which account for most of the gangue phases in ores, from the embedding resin, usually epoxy. In order to determine if there was any possibility to separate quartz from epoxy resins, reflectance spectra have been acquired for quartz and some commercial epoxy resins (Araldite, BuehlerÆs Epothin and Epocolor, Araldite spiked with fluorochrome from Struers), from 380 to 720 nm in 5 nm intervals. Reflectance of quartz and epoxy is very similar over the whole visible light range, and varies from 4.5 to five per cent. Epocolor, a red-dyed epoxy, reflects slightly more above 560 nm, as does Araldite spiked with the fluorochrome from 460 to 570, but for both the reflectance is still very close to that of quartz, under 5.1 per cent. This data set is final, and precludes the application of reflectance in light optical image analysis for assessment of liberation, phase quantification, or any other signal that requires separation of resin from transparent minerals.

In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don't really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia's worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

Environmental management of minesites in general, and management of water discharges in particular, is receiving ever-increasing attention. One key component in the successful design and operation of water management systems is to address the presence of sediment in the water being conveyed. Sediment erosion in the mining environment is often greatly exacerbated by disturbing the ground surface of vast areas of catchment. If sediment avoidance, transport, deposition or release are not adequately addressed, the impact on water management facilities can include loss of storage and hydraulic capacity, more frequent equipment replacement, increased operational costs and potentially environmentally unacceptable sediment discharges to receiving waters. An overview of sediment management within water facilities is presented here, and design of one particular approach, the use of settling basins for sediment removal, is discussed in detail. Examples are used to illustrate lessons learnt where particular approaches to sediment management have been found to be lacking. The common themes in the lessons learnt include the need to characterise hydrodynamic conditions and sediment properties in the water source, to set performance targets for sediment management, and to develop operating procedures to meet these targets under a realistic range of scenarios. The examples show how analysis of expected performance of sediment management can help with planning of operation and maintenance strategies. For settling basins, use of a simulation model that includes the effects of turbulence on settling can provide considerable benefits in optimising basin design and evaluating performance. Even in the most basic approach to sediment settling, establishing performance targets based on design flow and sediment characteristics is critical.
