With the recent collapse in commodity prices the size and number of resources project has diminished markedly in recent years. Coupled with the disappearance of the "open cheque book approach", this has led to a revival of the lump sum or turn key project. The key features of this mode of development are compared with the "owner managed" and "reimbursable cost plus fee" alternatives - with respect to schedule, cost and quality control. Key facts for the successful implem- entation of this mode of development are identified. However, the approach is not advocated for all projects and the potential shortfalls are also identified.

Does coal mining get enough out of its people?. In a number of cases, Yes. Several companies have rethought their management systems and accordingly are improving their utilisation of people to improve productivity. For some, capital and technology are the panacea for improved productivity and lower costs. Computerised mine planning, improved beneficiation processes, heftier longwall equipment, bigger trucks and shovels and upgraded coal clearance systems are expected to provide the answers.Whilst these factors are important they only contribute to part of the productive potential of a mining operation. Production flexibility provided by recent Industry award changes has brought about increases in total output. However, these improvements have not been matched by corresponding decreases in the unit cost of production.

In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

From the initial scoping of the assignment, the paper discusses in depth from reserve base validity and mineability; historic performance; plant and equipment; future mine plans; infrastructure; capital spending and operating costs; labour and management; future risk assessment and environmental liabilities; marketing; valuation and finally acquisition synergies. All are important areas to ensure the viability of the acquisition and to identify and minimise the project risks.

During the period May to July 2003, East Mine overcored and recovered from goaf edges a total of 55 1.8 metre CVX grade bolts to analyse installation quality. Some 95 per cent of the pneumatically (hand-held Gophers) installed bolts show gloving, with 75 per cent showing gloving of at least one-third of the effective bolt length. Hydraulically installed (continuous miner-mounted bolting rigs) bolts show in some areas less gloving but do have significant unencapsulation lengths. Trials of newly developed bolt end profiles show considerable improvements in eliminating gloving but do show variable and unacceptable variations of unencapsulation.

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities. The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. A stibnite flotation concentrate from Costerfield in Victoria was found to contain 63.3 g/t An while its sizing distribution indicated that 81.6 per cent of the material was less than 38 ¦m. A 24 hour cyanidation test by a standard bottle roll method recovered 15 per cent of this gold. Pressure cyanidation under conditions of ambient temperature, 40 per cent pulp density, an oxygen pressure of 1000 - 2000 kPa and an initial NaCN concentration of 15 kg/t, resulted in a recovery of 65 pe cent of the gold after only two hours of leaching. Aqueous pressure preoxidation of the concentrate followed by the standard bottle roll cyanidation realised gold recoveries as high as 96 per cent. There are three major human resource management activities which, depending on how well they are done, impact on the performance of people and therefore the bottom line. These are: ò recruitment; ò training and development; and ò performance appraisal. Most sizeable organisations would say they are involved in all three, but there are many more that would admit that their human resource management practices are limited to recruitment. If we concentrate on the organisations that currently undertake all three, we have to ask, `Are they using different systems/benchmarks for each activity, or is there congruence between the activities?'. Our experience is that most organisations use different systems/benchmarks. The end result is: ò one set of criteria to recruit staff; ò another to identify their training needs; ò and yet another set of criteria to measure their staff's Performance.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

Gold recovery by catalytic copper ammonium thiosulphate solution has been studied. Such a process strategy is very attractive for leaching certain difficult-to-treat ores and presents lessened lixiviant toxicity compared to cyanide. Newmont Gold Company has evaluated the ammonium thiosulphate heap leach process for gold recovery from low-grade carbonaceous sulphidic refractory ores following biooxidation. The ammonium thiosulphate leach process has been studied in laboratory, pilot plant and demonstration scale. Satisfactory test results support the continuation of process development. However, the thiosulphate leach chemistry was found to be very complex. Maximum control of the stability of the leaching system is a key factor for success, especially for the heap leach process. Important solution chemistry is discussed in this paper.

Economic mathematical methods have been developed and applied in the design, planning, development and managing stages in the mining industry. Economic and technological efficiency is achieved with the aid of a large range of probability models, which are used to enable decisions to be made progressively during the different stages. The entire operation is considered as a total system made up of sub- systems and the models representing these are consecutively interrelated with each other. Algorithms and programmes representing the economic mathematical models for all the stages involved were tested and were found to be applicable to the various important mines in the Donetsk basin. Currently, these models are accepted and widely used.

Jinchuan nickel mine is the largest nickel mine in China. Cut-and-fill mining method with high density cementing materials is used in the mine. The original mining design divided the mining operation into two steps. The first step stopped the mining rooms and the second step stopped the pillars. Because the two-step method made big trouble for finally mining pillars and strongly limited the mining speed and production, it was successfully changed to a continuous cut-and-fill method without pillars. However, the mining operation in the mine has been down to 800 m and the mining condition is getting worse and more complicated. Through systemetical field investigations and 3D FEM analysis, it is proved that the mining method without pillars is feasible for mining deeper orebodies in Jinchuan nickel mine.

Indonesia remains relatively unexplored by modern methods. The great expectations created by the rush of companies taking up Contracts of Work over large areas during the epithermal gold/ring-of-fire boom (1985-7) have not been fulfilled. This is not necessarily a reflection on the prospectivity of Indonesia; on the contrary, many of the hopeful companies were,, under-staffed and under-financed to overcome the physical and logistic problems of exploring virgin jungle.After the stock market crash of 19th October, 1987, many of the weaker companies were unable to sustain their programs or to arrange farm-outs, and they have subsequently relinquished their tenements. In some cases, little or no field work has been carried out so that many areas remain untested. This poor performance will ensure much more rigorous scrutiny of future applications by the Indonesian authorities.

Based on the idea to copy crystallisation and precipitation phenomena occurring in nature, a new technology was developed allowing the preparation of metastable, mineral forming solutions. If these solutions are brought into soil or rock formations, directed precipitation of slightly soluble minerals takes place. Immobilisation of dissolved heavy metals as well as overlaying of reactive mineral surfaces with insoluble minerals can be achieved. It is possible to prepare solutions leading to the formation of gypsum, BaSO4, CaCO3, Ca(OH)2, Al(OH)3 or Fe(OH)3. The successful large-scale application of BaSO4 forming solutions was demonstrated in the former uranium mine Koenigstein of Wismut GmbH, (Germany).

A large amount of Be2C and BeO is formed during the Cu-Be alloy production process, because beryllium is a highly reactive element. Carbide and oxide formation impairs the production yield and the quality of the Cu-Be alloy products, and therefore should be minimised. As a first step for solving these problems in the process, the following thermodynamic properties of the Cu-Be-C-O system were investigated. Based on the results, the equilibrium relations of the Cu-Be-C-O system were clarified and the operational conditions of the current Cu-Be alloy production process were also examined and discussed.

An asymmetrical floating point Array Processor is a special-purpose Scientific Computer which operates under asymmetrical control of a host Computer. Although an Array Processor can receive fixed point input and produce fixed point output, its primary mode of operation is floating point. The first generation of Array Processors was oriented towards time series information. The next generation of Array Processors has proved much more versatile and their applicability ranges from Petroleum Reservoir simulation to speech synthesis. Array Processors are becoming commonplace in Mining, the primary usage being construct- ion of grids - by usual methods or by Kriging. The Australian Mining community is among the world's leaders in regard to computer-assisted Exploration and Exploitation Systems. Part of this leadership role must be providing guidance to Computer vendors in regard to current and future requirements.

Members of The Australasian Institute of Mining and Metallurgy are engaged in locating, extracting, processing, marketing and converting the worldÆs mineral wealth for its consumption in a useful form. We have an ethical responsibility as professionals to carry out our roles in such a way that we seek to optimise the recovery of that wealth for the benefit of the community, not only now, but also in the future. To be able to optimise, we must be able to measure with confidence the value of the commodity through the various stages of treatment from discovery of a geological anomaly to the end use. This introductory paper will provide an overview of some aspects of the issue, including the possible extension of the coverage of The InstituteÆs Codes to production accounting and reporting.

This paper will present a series of examples drawn for a number of Australian and international mining companies showing their recent attempts at optimisation of capital. The results will be compared, contrasted and discussed in the light of six factors that are considered crucial to any analysis of this subject. The factors are: ò the market availability of capital ò the corporate strategy and performance ò the capital structure appropriate to the corporate positioning within the industry ò the parties to the optimisation equation ò the measurement of success of optimisation The factors above are not mutually exclusive and are generally interdependent so their order above is of little consequence. Other papers presented at this conference will dwell in more depth on all these factors, therefore this paper shall focus only on the key elements of each factor. By way of summary this paper will also address the issue of the longevity of optimisation - is it temporary or long term.

The long term viability of a mining company is dependent on the success of its capital investments. Due to the specialised nature of the design, engineering and construction of large projects the management is often contracted to an outside organisation. This paper is a review of the phases of the relationship between Client and Contractor. A rationale is developed upon which the selection of a Contractor can be made. Subsequently, the key aspects of the Client/Contractor relationship are reviewed with reference to completing the project on time within budget. The aspects discussed include Contractor management systems, qualifications of key personnel, definition of scope of work, industrial relations, project control and Contractor remuneration.
