Existing production facilities are constantly looking at ways to increase capacity. Many recent solutions have focused on the implementation of capital and infrastructure projects. It is accepted that capital expansions are frequently necessary for production gains; however, in many cases existing assets have the potential to deliver substantially better throughput than they are currently achieving. By focusing on automation of production control systems, production reporting and business processes substantial gains can be achieved utilising existing assets. This potential can be realised quickly and has been proven across several sites and industries. In the Pilbara region of Western Australia throughput gains of between two per cent and 25 per cent (translating to millions of tonnes per annum) have been achieved from existing assets using the methodologies discussed. The improvement process involves evaluating the entire production chain from the time the ore arrives at the plant to the time it is dispatched. A technical evaluation of the performance of the control system and plant automation interfaces to upstream and downstream processes is conducted. The relationship of these processes to the business systems and the human interface to the systems is reviewed to ensure a complete picture of the system is understood. Technical evaluation targets include: individual equipment operation, the engineering level of control systems, feed controls, etc; managing recirculating loads, surge capacities, dynamic inventories as well as management of in-feed systems and integration into yard and out-feed systems; and communication flow between control and other systems, data alignment between rail and shipping schedules, yard systems, sales systems and maintenance systems including such fundamentals as truck dispatch links to plant control. In parallel with the technical evaluation, business system evaluation takes place, including analysis of the operational systems, methods and personnel.

In a technologically oriented industry, it is important to understand and apply technology very consciously to create competitive advantage. Technology is not an activity which is simply restricted to CSIRO or the research and technology department. Technology improvement is a part of everyone's role. It is a way of life - the technology facet of continuous improvement. For this reason, The AusIMM has organised this Travelling Technology Forum - a series of presentations about automation in mining. To make the message more accessible, The AusIMM had originally planned to take the Forum to four regional mining centres: Mackay/Townsville, Singleton, Burnie and Kalgoorlie, but only one seminar was held, ie at Singleton in March 1997. Seminars at other locations were cancelled because of insufficient registrants. The presentation by Andrew Logan of BHP Cannington was not available for the Singleton forum. The aims of the forum were: ò to heighten awareness of the key technologies and their impact in the minerals industry in the medium term; ò to foster creative thinking; ò to encourage people to broaden their technical and commercial skills and develop individual networks and linkages based on an interest in these key technologies; ò to share information on the application of these technologies in the industry; ò to promote an enhanced appreciation of the need for an innovative culture; and ò to encourage staff to consider post graduate courses in technology management. The AusIMM wanted to not only raise awareness about `automation in mining' issues, but also to get technology in a more general sense back onto `centre stage'. The Forum was generously supported by CSIRO, Western Mining Corporation Ltd, BHP Coal Ltd, Aberfoyle Limited, Goldfields Ltd, Novacoal Australia Pty Ltd, Pasminco Ltd, and RGC Limited. The program was endorsed by the Centre for Mining Technology and Equipment (CMTE). Copies of the full papers are available from the authors, see `References'.

The distribution of a contaminant in a bulk mass greatly influences the effectiveness of sampling procedures. Most currently used sampling guidelines for genetically modified organisms (GMO) testing have stringent distribution requirements. Specifically, all these protocols are based upon the assumption that GM material, if present, is randomly distributed. Yet, assuming randomness is risky because the applied sampling plan may not provide an accurate estimate of the content of the contaminant. Despite the general consensus that an evaluation of the possibility of non-random distribution of GM materials within lots is a pre-requisite for the definition of effective sampling protocols, no experimental data on the distribution of GMOs in kernel lots are available anywhere in the world. Additionally, to date there is no distribution-free statistical model to estimate sampling errors, thus making the theoretical definition of optimal sampling technique impossible when randomness cannot be assumed. Here we present preliminary results of the KeLDA project, which is the first study investigating the distribution of GM materials in large soybean lots imported within the European Union. The extensive variability of GM content, observable both within and among soybean lots, indicates that heterogeneity issues cannot be overlooked when defining sampling strategies for large lots of particulate material and that randomness cannot be assumed a priori. A new statistical model free from any distribution assumptions, developed in order to estimate the sampling error associated with different sampling protocols together with the risk of false-negative results, is also presented. The new model, which is applicable to any consignment of particulate material with respect to any kind of contamination, presents two novelties: first, freedom from any distribution assumption; second, the possibility of estimating the magnitude of the sampling error associated with different sampling protocols as a function of specific distributional properties.

The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

Due to the haphazard application of static tests in South Africa, several methods and interpretations have been followed. This has resulted in confusion amongst practitioners and regulators in the use and validity of these methods. Research was done over a two-year period to define standardised methods and interpretation of results. This included laboratory testing and continuous consultation with all interested parties throughout the country. The research yielded a modified ABA, based on several existing methods. The methodology includes AP determination using hydrogen peroxide, and an analysis of the supernatant by ICP. This has the advantage of not only registering reactive sulfur, but also provides the NAG pH, that enhances the interpretation and QC of the tests. Analysis of the supernatant provides an indication of heavy metal solubilisation, should acid conditions arise. One hundred and seventeen samples were compared to Leco S analyses and provided a good correlation. The Leco values were slightly elevated due to the reporting of total S as opposed to æreactive SÆ. The NP method deviates from the usual methodology, in that H2SO4 is used (to provide a field analogy) and the fact that a 24-hour stabilisation period is allowed before back-titration. The latter modification appears to prevent psuedo-buffering by transient phases. These methods have also been tested for repeatability and prove to be robust. A very simple macro-driven spreadsheet, æABACUSÆ, was also developed. This spreadsheet allows the entry of basic data and provides a detailed interpretation and graphical display of typical ABA data. In cases where drill holes are used, the Pennsylvanian approach of volume calculation can also be done with ABACUS. The results of the research have been distributed to interested parties in South Africa and it is hoped that these methods and their application will find widespread acceptance.

Technical measurements are an integral part of research and development of new technical devices. Now they are also an integral part of production too, especially as a part of quality control systems. More new problems started with they applications up, like storing and following preservation of big data files. Many problems are also with processing of the measurement results, especially to be up to standards of ISO 9000 normative. It includes basic data about the measurement (structured data) and measurement outputs (huge data streams). Using database systems looks as good idea, because of structured measurement data and they processing. They were developed more concepts of database measurement system support during the research project MSM 272300012. It was decided to develop specialised measurement systems, on the base of experiments and experiences with they use in operating conditions. It proved to be wrong to develop general system, because of compound operating and long response of the system. And it is not possible to use these systems for mass production systems. The problem of data storing is not as easy to be answered, because of dependence on used technical devices. During realisation the measurement system for gearbox noise measurement are data stored to the database, because used analyser system PULSE (Brnel and Kjµr Co) is open structure and can cooperate with other software systems. Anyhow the data streams are not longer (after compression) than the Memo data type, in practical use increases the data file too fast (about hundreds MB daily). Therefore we must include a special supervisory system for administration and creating data files to the system. Nevertheless the used system MS-Access supports data files up to 1 GB, for practical application is better if the file size do not exceed the capacity of CD-ROM disc.

The dispersion pattern of heavy metals in soil and water is a consequence of complex geophysical and geochemical processes. Metal release from mining sites and subsequent migration occur primarily through acid mine drainage and erosion of waste and tailings dumps. Water plays a significant role in heavy metal mobilisation. Whilst it acts as a storage buffer for the pollutants, it is also the medium in which most of the reactions take place, and is undoubtedly the most significant transport vector in the pollution process. The intrinsic properties of the acidic drainage such as chemical composition, speciation of key mineral components, redox potential and pH are master variables controlling metal release, transport, deposition, reactivity and availability to biota. The mobility of heavy metals is strongly increased by acidification from acid mine drainage, and the discharge of these metals into the receiving waters results in numerous physical, chemical and biological responses in which the environment can affect the metal and vice versa. The result is an overwhelming number of association/dissociation, substitution, adsorption/desorption reactions, giving rise to a complex migration pattern. The attempt to understand and describe the dispersion pattern of heavy metals is complicated by the nature and level of interaction between the geochemical and hydrodynamic processes that generate and control the movement of the pollutants in the geosphere. Transport models which can be used to predict the behaviour of metal pollutants in a natural environment are still in the initial phases of development and their application to real life situations is limited. The Biochemical Cycle adds another dimension to the mobility of heavy metals. Metals form an important component of the food chain for man and plants. Biological uptake of metals from the bedrock and soil by organisms can result in migration paths very difficult to follow. Biodegradation or assimilation is just a tip of the iceberg.

The mining of an underground orebody requires development both in waste and ore before stoping commences. Regardless of what metal is being extracted, the waste development is minimised to reduce the cost per unit of metal mined. At the Western Metals Zinc Kapok mine site, reducing the cost per tonne of lead and zinc mined is paramount. Decline waste development costs can be minimised by methods such as increased gradient or reduced drive size. Ore development will also involve some mining of waste. The degree to which waste mining can be minimised will depend on the thickness and dip of the orebody. The drive geometry will also determine the percentage of waste within the face. It is by mining methods such as resue mining that selective mining may be used to maximise the amount of metal mined and reduce waste dilution. Resue mining can be used around a set of selection criteria established by the mine site. These selection criteria will determine how resue mining can be applied to the mine site. Selection criteria include firing times, number of headings available, acceptance criteria for percentage lost metal, dilution and most importantly operator acceptance. The single pass or two pass resue mining method should be chosen depending on the site acceptance criteria and selection criteria. The Western Metals Zinc Kapok mine site has established a set of parameters which accept the two pass resue mining method for the mining of the ore drives. The blasting results from a single pass resue method were reviewed during more recent trials in a single heading. Through a comparison of results, the parameters allowed the decision to determine the applicability of resue mining and its current form to Kapok. This paper outlines the parameters set by the Kapok mine site, reviews these in relation to the two forms of resue mining and examines the criteria which make this mining method applicable for Western Metals Zinc.

Mine planning studies of iron ore deposits are often based on resource models generated by ordinary kriging. Ordinary kriging aims for local accuracy to minimise the variance of expected estimation error but this is at the expense of reproducing variability of the original sampling data. Hence mine planning studies using kriged models are likely to underestimate product variability, and the required blending and stockpiling capacity to reduce variability to an acceptable level. Instead, conditional simulation models of the main chemical variables in iron ore are able to reproduce likely variability to be encountered during mining and processing. This approach is demonstrated in a case study of the Weld Range bedded iron ore deposit in Western Australia, with a comparison of ordinary kriging and conditional simulation models. Conditional simulation models suggest that, compared with the single ordinary kriging estimation, there is likely to be far greater block variability for iron and impurities, a greater requirement for stockpiling and blending capacity, highest variability in initial years of mining and less variability in later years of mining for deeper ore. The conditional simulations provide a more realistic range of mining outcomes for production of high-grade ore, which may be seven per cent less than in the kriged model, as well as for lower expected project net present value (NPV). In year one, the kriged model is conservative for NPV; however, in later years two to five the kriged model has higher NPV than most conditional simulations, suggesting expected NPV based on the kriged model may not be achieved. For improved decision-making in mine planning, a complete range of possible outcomes from conditional simulations of the deposit should be considered rather than relying on a single kriging estimation that may be an end member case in the range of possible mining outcomes.

Exposed, open pit mine highwalls contribute significantly to the production of acid mine drainage (AMD) thus causing environmental concerns upon closure of an operating mine. Four innovative technologies were evaluated under the US Environmental Protection AgencyÆs, Mine Waste Technology (MWTP), Prevention of AMD Generation from Open Pit Highwalls Demonstration Project. This project is funded by the US Environmental Protection Agency (EPA) and jointly administered by the EPA and the US Department of Energy (DOE) through an Interagency Agreement. The objective of the field demonstration was to evaluate the technologies ability to decrease or eliminate acid generation from treated areas of the highwall in comparison an untreated highwall area. The field demonstration was performed at the Golden Sunlight Mine (GSM) a subsidiary of Placer Dome US, located near Whitehall, Montana. GSM is an operating gold mine. The highwall at GSM was divided into five plots measuring 15.24 by 15.24 m and each technology was assigned a plot with the fifth plot being used for comparison as a background control plot. The four technologies were spray-applied. The applied in situ treatment technologies included: a modified, furfuryl alcohol resin sealant, utilising wood and agricultural by-products to coat the rock surface; EcobondTM ARD, a phosphate based process that forms a stable, insoluble compound, coating the rock surface; and two AMD passivation technologies, magnesium oxide and the Dupont technology developed to create an inert layer/coating on the pyrite, preventing oxidation. The technologies were evaluated using the following methods: ASTM D 5744-96, accelerated weathering of solid materials using a modified humidity cells; mine wall residual wall rinse sampling; microscopy; and core drilling followed by water injection testing. The following paper describes the technologies used for passivation of acid generation from the highwall, the field demonstration, and the testing results from the background and each technology plot.

The mining of iron ore is a high volume low margin business because the value of this commodity is significantly lower than that of base metals. The main metallurgical challenges in most of the iron ore projects proposed for treatment nowadays have been in finding the optimum flowsheet for the treatment of magnetite ores, mixed magnetite-hematite ores and even ores that have banded ironstone formations (BIF). The associated plant designs incorporate very high capacity milling systems to grind the ore down prior to magnetic separation and in being highly capital intensive requires substantial investment in mega processing plants with associated infrastructure to mill down the run-of-mine ore to the desired treatment size for upgrading.To minimise the cost of infrastructure, better beneficiation techniques and technologies are being sought to assist in reducing upfront ROM feed to allow for reduction in overall treatment plant footprint necessary in extracting the desired downstream product. This paper discusses such beneficiation techniques and advancement in technologies for the upgrading of coarse and fine iron ore utilising dense media separation (DMS), jigging, wet magnetic separation, dry magnetic separation, flotation and x-ray processing.Another group of iron ore projects involve the mining of hematite ore below the water table. Often the mined ore is wet and sticky. This combination requires high capacity processing of feed material utilising large scrubbers or attritioning units to effectively remove the slimes component present in the feedstock. The fines removed, usually below 1 mm, are then discarded in large tailings storage facilities. Approaches to recovering the saleable material contained within these fines will also be investigated in this paper. This not only implies possible reduction in slimes discard footprint, but also holds potential benefit in augmenting overall yield and recovery of hematite product.CITATION:van Niekerk, L M, 2013. It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

Over the past 75 years, the mining of platinum has predominantly focused on the Merensky Reef horizon in the western Bushveld region of the Bushveld Igneous Complex (BIC) of South Africa (Figure 1). The orebody is relatively flat dipping at 10¦ to 25¦, narrow tabular in shape and has been mined to a maximum depth of some 1600 m within Anglo Platinum. This has resulted in the installation of up to four generations of shaft systems as mining progressed into reserves at greater depth. In recent years, with the improvement in processing technology and improved economics, in particular with the improved price of palladium, the mining of the UG2 Chromitite Reef is proving economically viable. The UG2 Chromitite Reef occurs below the Merensky Reef in the succession and the normal separation varies from 15 m to 400 m, with the largest separation between the reefs occurring in the eastern region of the BIC. The UG2 Chromitite Reef horizon is now being accessed from existing Merensky mining infrastructure by cross-cutting back through the stratigraphy where appropriate, or by establishing new decline cluster systems from surface, along the extensive strike length of the various mining properties. These declines are generally established utilising mechanised mining techniques. This paper gives an overview of the techno-economic approaches considered and evaluated for the selection of the optimum mining and shaft systems. More specifically, the paper reviews the design parameters used, techno-economics, conveyor versus haul alternatives, logistics simulations, capital costs, system performance, time to market or ramp-up success, important system differences and lessons learnt.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. This paper discusses the generally accepted mechanism of blasting. The on-site observa- tions to assess blasting are-then listed. Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

It is a great pleasure to accept the invitation to open this Joint Conference of The Australasian Institute of Mining and Metallurgy and the American Institute of Mining, Metallurgical and Petroleum Engineers. It is the second invita- tion to participate in the Conference that I have accepted. When it was being planned, the President wrote to me to invite me to be one of the speakers in one of the technical sessions. I wrote accepting the invitation, and when my present appointment was announced, there was a nice question about the earlier commitment. The upshot of it all is revealed by the present arrange-., ment: you get me as opener and the more sub- k stantial speech is to be given by Professor Rupert Myers, my friend and former colleague who will not only be able to contribute from the standpoint of an experienced University admini- strator, but will also speak from a professional training and experience much more closely relat- ed to the concerns of this Conference than I possess. Though it is a joint meeting and the speakers will include distinguished figures from North America, I hope that since the venue is Australia, I may be permitted to speak with an Australian emphasis. I have recently had a brief glimpse of part of the Australian mining industry. In the course of a journey through the Northern Terri- tory we-my wife and I-visited Gove, Groote Eylandt, and Tennant Creek. At Gove we saw the remarkable Nabalco development in bauxite and alumina and the very impressive town plan- ning development at Nhulunby, the major man- ganese enterprise at Groote Eylandt, and the gold mining activity at Tennant Creek. For lay people like us, a gold pour was arranged at Tennant Creek and that was a spectacular sight. On earlier occasions, and before my present appoint- ment, I had visited Mount Isa and the Utah fields, and Queensland Alumina at Gladstone. I have not seen the cradle of the modern mining industry, using cradle perhaps loosely, at Broken Hill, nor have I seen the great Pilbara develop- ment, nor Weipa. This is not for want of generous invitations and it is my hope that within the not too far distant future this will be rectified. Then there is the Australian petroleum industry and the great industries which make their products from the minerals mined which I have yet to See.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

Assessment of metal mobility, acid rock drainage production, and toxic effects from weathering of mineralised materials (ie mine-waste piles and outcropping alteration/ore zones) is key in evaluating and mitigating metal mining sites. Many metal- and acid-generating materials at these sites are sulfur minerals (sulfides to sulfates) with differing reactivities, weathering characteristics and metal contents. Our working hypothesis predicts that data on the types and quantities of sulfur minerals, coupled with comparison of their sulfur isotopic compositions to that of aqueous sulfate in the surrounding environment, can be used to evaluate primary pathways of weathering reactions at mining sites. We developed a sequential extraction scheme to separate the phases of sulfur in mineralised materials. Operationally defined phases, including monosulfides, disulfides, elemental sulfur, water-soluble sulfo-salts, acid-soluble sulfates, and resistant sulfate phases such as barite, are quantified gravimetrically and/or instrumentally. Several sets of experiments were designed to test the effectiveness of this extraction scheme. First, a variety of ore sulfides diluted in an inert matrix was analysed with the scheme. Results showed that molybdenite and arsenic-bearing sulfides do not behave as predicted from just their sulfur oxidation states, indicating that samples containing these minerals need special treatment for complete phase recovery. Second, a natural mine-waste composite standard was analysed by the scheme. The sum of the phases was equal to the total sulfur concentration analysed independently. Each phase had a similar, but distinct sulfur isotopic composition. The results were verified with a laboratory prepared æproxyÆ having the same mineralogical composition as the standard, but with each phase having a very different sulfur isotopic composition. The sulfur isotopic compositions of the recovered phases from the æproxyÆ showed that the scheme effectively separated the sulfur with only minor cross contamination of phases. The speciation and isotopic analyses were applied to both mine-waste piles and naturally occurring alteration zones at nine mine sites. A case study from one site comparing the sulfur isotopic composition of minerals in an alteration zone and dissolved sulfate in proximal streams is presented. This case study shows the application of our data to differentiating sources of sulfate in the surrounding environment.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie
