The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. The wide application of computers in beneficiation plants has resulted in the creation of a number of complex automatic control systems at all stages of ore dressing processes. To create such systems it is necessary to solve complex problems of analysis and calculation. The application of computers to solve these problems demands development of simple and effective methods of investigation and simulation of ore dressing process dynamics because all the known methods are complicated in usage and cannot guarantee the desired accuracy and quality of process control. A new grapho-analytical method of investigation and calculation of ore dressing flow sheet dynamics, worked out by the authors of this paper, is based on proportion method development and is used to construct dynamic characteristics of the investigated processes. It is possible to use the given method for investigating benefication schemes with flotation machines having non-linear static characteristics and circulating loads. The suggested method of investigation of concentration flow sheet dynamics allows us to obtain dynamic characteristics of technological process parameters in both linear and non-linear systems. Moreover, the final result can be obtained without labour consuming analytical calculations by a simple graphical construction based on the static characteristics of the known equipment and processes.

THE manufacture of Portland cement on a commercial basis dates back to the year 1824, when Joseph Aspidin, of Leeds, patented his process. It was, however, only within the past 25 years that the cement of to-day commenced its history, and during that period manufacturers have constantly tried to improve the grade of cement.The introduction of the rotary kiln at the opening of this century was the starting point of rapid development in the process of manufacture, and in the quality of the cement produced.Following on the rotary innovation came the wet process. This at first was used only where the raw materials were of a soft nature; but to-day nearly all classes of materials can be treated by this method. Oompared with the dry process, it allows for greater refinement of raw materials, more intimate mixing, better chemical combination, and economy in fuel. Taking advantage of this, the manufacturers in England and America are in a number of cases substituting the wet for the dry process.Subsidiary machinery throughout the factories, such as crushing and grinding mills, have also been vastly improved. The chemists, too, have done their share in the work. Long and careful research has proved the necessity for accurate proportioning of raw materials, thorough mixing, and very careful burning. All these factors combined have given us the product of to-day, which is consistent within very narrow limits, and far superior to that of the beginning of this cement era.

A 'research model' can be used to investigate cause and effect relations and generally improve the understanding of extractive metallurgical processes. As such, it is a useful research technique which complements the traditional methods of laboratory and plant measurement. The procedure of model development is iterative and involves observation of the process, hypothesis of phenomena, prediction using mathematical descriptions of the phenomena and comparison of predictions with real-world measurements. Lack of agreement of predictions with real-world measurements usually indicates an inadequacy in the hypotheses and necessitates revision. Experimentation has an integral role in the process of model development but its emphasis is different from that when experimentation alone is used to study processes. Since a process as a whole is investigated by using a model, experimentation is restricted to the study of specific phenomena to aid the description of these in the model, to the characterisation of the raw materials (for initial values of the model parameters) and to the measurement of physical and chemical constants required in the model equations. Similarly, plant measurements are made for the purpose of comparison with the model predictions not to establish cause and effect relations. This makes plant experimentation much simpler and cheaper'since most measurements-can be taken during normal operation.

ALTHOUGH the development of the various flotation processes during the last 8 years has been so revolutionary, this development has been, until recently, entirely confined to the separation of the gangue from the mixed metalliferous sulphides.The desirability of finding some method of separating the independent sulphides from such a miXture, by means of flotation, has long been recognized. ThIS need was emphasized when the slimes resulting from the grinding of Broken Hill sulphide ores were for the first time successfully dealt with by the Mineral Separation Company's process on the Central mine. This process proved the practicability of separating the sulphides of lead and zinc as a mixed concentrate from the gangue present in slime. Although this was a very notable achievement, the process has not been generally used, owing to the mixed lead and zinc concentrates resulting from the treatment being acceptable neither to the zinc nor the lead smelters.Although the introduction of eucalyptus oil in minute quantities as an emulsifying agent has simplified the work of the subsequent tabling of mixed sulphide concentrates, rendering unnecessary the burning off or removal of the oil, there will always be a considerable quantity of slimy product too fine to settle on the moving surface of the concentrating machines, and therefore requiring other means for its division into lead and zinc concentrates.

In the early 1950's, it was forecast that there would be, worldwide, a need for approximately sixty computers! Included in that estimate was provision for a considerable amount of geoscience modelling. Since 1950, the role and concept of the computer has changed. With that change has come alteration and adaptation within industry in order to better utilise the services and tools that computers can provide. For example the science of statistics prior to the computer was regarded as an intractible speciality. Computers have allowed the exploitation and further generation of statistical theory. In turn, as the science of statistics has become practical and relevant, the mineral geologist has moved from being essentially "a-numeric" to "non-numeric" to highly skilled in the application and use of very sophisticated statistical concepts. The modern computer provides the opportunity to perform many of the old practices more conveniently and/or economically and, perhaps more importantly, for exploration it provides- an enormous range of activities which previously would have been impossible. Such new activities allow for imaginative and creative application and extension of basic theory into practical situations, which when used by well trained, able people can open up new avenues of exploration. However, the use of such tools by poorly trained or incompetent people can lead to errors potentially as great as any success derived from the same tools. This paper reviews some applications of the computer to exploration, and attempts to discuss likely future developments.

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

The ""multiple of exploration expenditure"" method of mineral valuation is applicable to exploration properties from the earliest stage of exploration to a moderately advanced stage but for which no resources have been delineated. While not recommended as a primary valuation method by some workers, others believe it to be the most satisfactory method of valuing exploration properties until it is possible to employ a DCF technique. In many situations facing the professional valuer, the method may represent the only semi-quantitative option available and is frequently used. Significantly it often forms the starting point in discussions to farm-in on an exploration tenement. The paper briefly reviews the definition of value as applied to mineral valuation and in particular examines the relationship between fair value and market clearing price in ""fair"", bull and bear markets. The multiple of exploration expenditure method uses previous exploration expenditure and/or future committed exploration expenditure to derive a base value for the tenements. This base value is multiplied by a prospectivity enhancement multiplier (PEM) with adjustments for market premium or discount and consideration of the quality of the exploration team to derive a fair value for the tenements. The paper will demonstrate that there is no necessary nexus between fair value derived from the method and present book Values.

Early in 1930 William S. Robinson, Managing Director of Zinc Corporation Ltd., anticipated a rise in the price of gold and a devaluation of the Australian currency. 'WS', as Robinson was known, formed a.syndicate in London, which later became incor- porated as Gold Mines of Australia Limited (GMA) to invest in gold mining properties in Australia. GMA examined many prospects and subsequently undertook the development of several mines in eastern Australia. The syndicate also held a number of options and several large reservations for gold exploration in Western Australia over which it was proposed to carry out an aerial survey and thorough scien- tific assessment. To do this Western Mining Corporation Limited (WMC) was incorporated in Melbourne on the 2nd March 1933. The founding chairman of WMC and GMA was the highly respected `Collins House' figure, Sir Colin Fraser. The aerial survey was carried out, and a group of eminent geol- ogists from Harvard University examined many prospects and identified several which warranted development. To finance these activities `WS' formed Gold Exploration and Finance Co. of Aus- tralia Ltd. (GEFCA), in London in July 1934. GEFCA ultimately held 95% of WMC and 62% of GMA. The finance came mostly from London based South African mining companies which had been subscribers to his earlier syndicate plus some American inves- tors. Victoria has an extensive brown coal resource, 202,000 Mt, of which 43,300 Mt is regarded as readily recoverable. This brown coal is located principally in the Latrobe Valley as thick seams and is being extracted at low cost primarily to support base-load electrical power generation. The high moisture content of the coal is partially off-set in many applications by the high reactivity of the coal and the generally low levels of potential pollutants such as ash, sulphur and nitrogen in the coal. Large scale development of this brown coal resource began in the 1920's. In addition to electricity generation, it is used for briquette production, carbonisation of briquettes to char and was gasified for town gas supply to Melbourne (1956 - 1969). The BCLV coal to oil pilot plant at Morwell is a major new initiative in the use of Victorian brown coal. Many other new developments are in place and emerging in the utilization of low rank coals. Examples of these developments are, the large-scale gasification of lignites in the USA, and value-added products such as bulk chars, solid fuels, activated carbons and coal-water mixtures. The Government of Victoria has created the Coal Corporation of Victoria to promote current sales of briquettes and to encourage further new industrial developments based on the State's brown coal resources, in particular the Loy Yang coalfield. The Coal Corporation also has a vigorous product and process oriented research and development Programme.

Anodic stripping voltammetry is an analytical technique which has established some popularity for trace analysis of metals because of its sensitivity, selectivity and capability for simultaneous analysis of some elements. The technique can be readily adapted for field use because of its relative simplicity and low power requirements. This paper describes a relatively new instrument, the Portable Digital Voltammeter, developed by CSIRO, which utilises the glassy carbon electrode in a novel cell design and provides parts per billion (ug/L) sensitivity in an instrument which can be field operated. Ten elements, Zn, Cd, Tl, Pb, Cu, Sb, Bi, Hg, As and Au can be routinely analysed. Many of these elements are of interest to the mining industry, and to exploration geochemistry in particular. Case histories where the instrument has been successfully employed for stream and stream sediment analysis of Cu and Pb, for soil surveys of Cu and Au, and for Au in stream sediments and drill chips indicate there are advantages in having on-site data, during Exploration.

Mining in Guyana dates back into antiquity and a brief history of gold and diamond mining and of the small-scale miner, the pork-knocker, is given. The gold and diamond deposits found on the beds and in the flats of old and present rivers and the current methods of investiga- ting these deposits are briefly described. Methods of mining these deposits including the small-scale hand methods of pitting and diving with or without helmets are also briefly described. 'The small-scale method of dredging using a suction dredge in conjunction with a diver is described in more detail, from its develop- ment to current practice, without giving too much mechanical and technical details. The organisation of the industry and the mining titles, laws and policy relating thereto are reviewed. A brief account is given of the socio- economic role of the industry. Conclusions are made regarding the need for improvements in existing equipment and financing and for incentives to stimulate production. The future outlook of the industry is con- sidered.

Mine geologists have access to an economic mineral deposit, production parameters and secure exploitation title. They are well placed to understand ore formation and should contribute to the effective exploration of company mine property. Application of their special skills has been curbed by pre-occupation with production duties and by company re-engineering, including staff reductions. Contributions to exploration have been diminished and personal development inhibited. Modified management is required. Participation in mineral system studies and in exploration research comprise part of the basis for the re-emergence of mine geologists on the exploration scene. Changes in investment strategies in the minerals industry may create new employment opportunities. With regard to estimation of resources and reserves, the competence of practitioners who are incapable of disclosing their methods in transparent terms is under question. Ethical standards are also under public scrutiny because of some notable malpractice. Independent auditing may hecome more intrusive. While understandable in a market context, it reflects poorly on the profession. More substantial effort in public communications can improve the credihility ofthe industry and equip practising mine ceolouists for snider responsihility.

Organic complexing agents have received special attention over the past few decades in the search for reagents for improved flotation separation of minerals, especially non-sulphides. The majority of such reagents that have been proposed over the past few decades have remained largely a laboratory curiosity, except perhaps alkyl hydroxamates, because their selection is seldom based on commercial viability. In this regard, the choice of complexing agents such as oximes may be more realistic because of their widespread use in solvent extraction of copper. Our earlier studies have confirmed that they are also effective as collectors for copper oxide minerals, including chrysocolla which is the most difficult copper mineral to beneficiate. The flotation behaviour of chrysocolla for several structurally-related hydroxyoximes were studied as a function of pH and oxime concentration and the role of structural features examined. The structural changes studied included substitutions in both chelating and non-chelating parts of the molecule. The results indicated that, contrary to expectations, many of the structural changes in the basic molecule, salicylaldoxime, do not have a positive effect on collector efficiency. The reduction in collector efficiency is rationalised on the basis of possible steric factors affecting complexation and packing of the collector species on the mineral surface as well as effects due to changes in electron density brought about by substituents. Introduction of alkyl substituents on the oximic carbon of salicylaldoxime yielded the highest collector efficiency.

Discovered in 1991 by combined plume detection and bottom-tow photography (Binns and Scott, 1993) and for some years thereafter the highest tenor mineral occurrence known on the ocean floor, the PACMANUS hydrothermal field has since been surveyed and sampled in great detail by CSIRO and international research agencies (Binns et al, 1995; Auzende, Urabe and Scientific Party, 1996; Binns et al, 2002; Tivey et al, 2006). Since 2005 commercial surveys employing deep-tow geophysical packages and remotely-operated vehicles (ROVs) have been conducted by Nautilus Minerals Inc and partners within Papua New Guinea-granted offshore exploration licenses (Nautilus Minerals Inc, 2008). Two academic drilling programs have been conducted, one under the international Ocean Drilling Program (ODP) directed at deep structure (Shipboard Scientific Party, 2002; Binns, Barriga and Miller, 2007), and one using a 5 m capable seafloor diamond drill to investigate the immediate subsurface at one site (Petersen et al, 2005). Australia's mineral resources boom in the two decades up to 1980 saw the establishment of about 25 new mining towns across the continent Quality housing and a high standard of community services were incorporated to attract a labour force for the major mine or mines i eing serviced. Town construction costs were high and were principally born by the private enterprise mine developer. There has been a change in the pattern in recent years and over 20 new mine developers have adopted a fly-in fly-out arrangement rather than construct new towns. Employees are drawn from a home base which is typically a large city, coastal community or established mining town and flown to the mine site for intensive work periods of about two weeks. The change has occurred for many reasons. Mining companies have been unwilling to support the high construction costs of towns, short life and smallermining operations do not justify a town, fast jet aircraft are available and there is a better perceived family lifestyle in established (coastal) communities. On the other hand reduced permanent development at new mine sites does not assist Australia's perceived need for decentralization. There have been questions as to the social problems which may develop from the artificial separation of the "breadwinner" from his family. The paper reviews a recent survey of the attitude of Australian mining companies employees, governments and unions to fly-in fly-out arrange- ments. The support for this approach is analysed and conclusions drawn that the concept is likely to be with the Australian mining industry for some time in the future.

Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

The Ok Tedi copper and gold mine is owned and operated by Ok Tedi Mining Limited (OTML) and is located in the Star Mountains of the Western Province of Papua New Guinea. Waste materials (both sulfidic and carbonate materials) from mining operations, comprising 55 Mt of waste rock and 31 Mt of tailings per annum, are discharged into the headwaters of mine area creeks where erosion and sediment transport carries significant proportions of the total waste into the Ok Tedi and Fly River systems. The tailings are potentially acid forming (PAF) while the waste rock has been strongly acid consuming with an excess of acid neutralising capacity (ANC) due to the high proportion of limestone waste. Tailings and waste rock are eroded into the river system and transported to the lower Ok Tedi and floodplains where deposition takes place. Because of concern due to vegetation die back, a dredging operation commenced in March 1998 to remove the sand fraction from the main river channel. OTML identified a potential future ARD risk from the stockpiled sands due to reduce limestone production at the mine and sulfide/carbonate mineral segregation in the river system and in the dredge sand stockpiles. This paper describes the structure and framework of an empirical model developed to assist OTML in planning ongoing mining operations to control ARD. Modelling identified the need to provide additional mined limestone to prevent future ARD generation from material deposited in the mine area creeks. With the additional limestone, the ARD risk in waste rock storage areas and in the Ok Tedi and Fly River sediments is predicted to remain low due to the combined effects of high ANC, high alkalinity of natural waters and high moisture contents (mostly fully water saturated). However, monitoring and modelling indicate that the ARD risk from the stockpiled sands will increase substantially during the remaining years of the operation. OTML have initiated programs to identify and evaluate options to mitigate this risk.

Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. The increase in the zinc feed grade to the cleaner retreat circuit with magnetic conditioning was demonstrated to a very high level of statistical confidence.CITATION:Gurnett, I, Voigt, P, Lumsden, B and Lines, P, 2012.
