The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

BHP Billiton Mitsubishi Alliance, or BMA, is AustraliaÆs largest coal miner and exporter, and is currently responsible for around a quarter of AustraliaÆs total annual coal exports. BMA and its predecessors have been part of the Queensland mining scene for around 40 years, developing world-class mines, a port, overseas markets, and an international reputation for quality and reliability. From its production base in QueenslandÆs Bowen Basin, BMA produces a broad suite of coals which are supplied to 73 customers in 24 countries. BMA was formed in June 2001 as a partnership between BHP Billiton and Mitsubishi Development Pty Ltd, under which the two companies share equal ownership and management of eight Central Queensland coal mines û Goonyella Riverside, Broadmeadow, Peak Downs, Saraji, Norwich Park, Gregory, Crinum and Blackwater û and the Hay Point coal export terminal near Mackay. This case study focuses on Peak Downs Mine, which was the second largest open cut mining operation to be developed in the northern Bowen Basin for the original CQCA Joint Venture. The first coal was mined in April 1972 and today, Peak Downs has a production capacity of over nine million tonnes of coking coal per annum. The mine is located 30 km south of Moranbah and 195 km south west of the Hay Point port facilities. Coal is mined by open cut mining methods using six draglines and two truck/shovel stripping fleets for overburden removal. Coal seams are mined using excavators and front-end loaders and 210 tonne capacity coal haulers.

Coal mining operations require the expenditure of appreciable start up and working capital in order to produce saleable coal for domestic or export markets. The competitive nature of the coal business restricts margins, and so it is imperative that downside risks, in terms of production outcomes, are minimised. The major risks identified for a coal mining operation, aside from sales volumes and coal price, are generally thought to be confined to the geology of the deposit and the mining process. However, the impact of product quality and yield can be very significant. If product coal is inferior to projections, then it will need to be sold at a discounted price and this can dramatically impact on margins. Equally, if yield is five to ten per cent less than planned, then this will have a huge effect on profitability. This paper will look at issues relating to in situ moisture and density, resource quality evaluation, modelling of washability and dilution, and simulation techniques, and how best practice approaches can be incorporated into mine planning and feasibility studies. Risks are best modelled and understood by adopting a detailed approach that is fully documented and auditable. This is particularly needed for multi-seam and multi-product operations. Once a well defined systematic approach is established the potential risks can be evaluated by testing different scenarios, carrying out sensitivity analyses, variability modelling and examining extreme operating conditions. These have been discussed in the paper, along with some related issues such as the cost of quick fixes and the value of spending a little more in the coal preparation area.

The Canadian mining industry was in turmoil in the early 1980s. The post-war era based on reconstruction faded away after the high demands for minerals in the 1950s and 1960s. Also, the industry had the misconception that the demand growth would continue for ever but the rapid growth of resource industries in the third world in the 60s and 70s, resulted in worldwide production overcapacity. The Canadian mining industry eventually recognised the facts and took drastic action for cost control and innovation in technology. The cost control had an immediate effect on the survival of the industry but resulted in only limited incremental gains. The economic problems that the Canadian mining industry faced in the early 1980s can be viewed now as a blessing in disguise. It was realised that for the Canadian mining industry to survive in the 21st century further gains were possible only through innovative technology. This conclusion led to a flurry of activity to establish mechanisms and delivery systems for innovative technology in the mining industry. Despite the initial difficulties in accepting high technology in the mining industry, it is being used increasingly in mining operations and will make future mining operations unrecognizable to present day mining engineers. The concept of an underground mine without underground staff seems to be far fetched, but it is possible that mines of the 21st century will approach the concept of very few underground operating personnel.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.

Australia is the dominant iron ore supplier to the Asian market, a position that began to emerge with the development of the Pilbara in the 1960s. Iron ore is now one of AustraliaÆs main commodity exports and is likely to remain so well into the future. The annual price negotiations are the focus of widespread comment and speculation by financial analysts, journalists and mining professionals. Much is written on the subject, but how much is understood? What is the process all about and what can mine managers learn from understanding the pricing mechanism? Every one of the major regional iron ore markets has its own characteristics. The focus here is Australian supply specifically to Asia, far and away the biggest and fastest-growing of these regional markets. The core of the paper reviews and explains the key elements and procedures that contribute to pricing iron ore in Asia, a market that has long been dominated by the Japanese steel mills (JSMs) and that is now feeling the full force generated by the rapid industrialisation of China. First, however, it is important to understand how this market has evolved over the past 40 years, and the key relationships that have shaped and continue to shape the iron ore price. A description of the essential technical and commercial factors follows. Each area is explained in some detail to provide an overall demonstration of the linkages and the importance of understanding the various influences on the pricing process.

This paper summarises some observations regarding the way SAG and AG mills work based on the last ten years of pilot plant operation, grinding circuit design and operational reviews for various projects in Australia and overseas. The main purpose is to promote discussion on key factors influencing breakage in a SAG mill. The focus of the paper is on two questions: How do mill lifters and liners really work and have an effect on grinding? How does the mill charge composition impact on grinding performance? The focus of the paper is on observations of mill behaviour in both pilot plant trials and plant operation, particularly on Cadia ore. DEM, by others, and JKSimMet modelling of SAG mill performance have greatly assisted in forming the ideas expressed in the paper and both are valuable tools in developing our understanding of the comminution process. Put in the æextremeÆ form the major observations and conclusions expressed in this paper are that: the main purpose of mill lifters is to reduce mill liner wear and not to promote rock breakage; the often promoted theory that balls impacting the ætoe of the chargeÆ is a dominant form of breakage is incorrect; and fines production in a SAG mill is primarily a function of the rock load mass, with a secondary dependence on ball load for any given circuit configuration.

Launching the Queensland Water Plan 2005 - 2010 in August 2005, Premier Peter Beattie compared the stateÆs water resources with liquid gold. QueenslandÆs peak industry body for the minerals and energy sector, the Queensland Resources Council (QRC), believes the analogy is appropriate. During early development of an industry water strategy, it has become apparent that water is like liquid gold, in that it is revered, hoarded, recycled, priced on purity, a magnet for speculators, both difficult and expensive to transport effectively, heavily regulated and fundamentally linked to issues of security. To date it has generally been economic and relatively straightforward for the resources sector to secure water. Although production has not been compromised, this must not be grounds for complacency as there is every indication that water will continue to become increasingly expensive, more tightly regulated and, relative to a growing demand for a finite water supply, increasingly scarce. During 2006, QRC has developed and is implementing a voluntary industry water strategy to address a range of challenges confronting the resource sectorÆs security of access to water. As a consequence of, at times, protracted community consultations over QueenslandÆs catchment-based water planning processes it has become clear that many community stakeholders have outdated perceptions of the stateÆs resources sector. Once established, QRCÆs water strategy will incorporate a community engagement campaign to present the industryÆs credentials as a leader in water resource management. The development of QRCÆs water strategy, and the challenges the strategy is designed to address, provides insight into the fundamental reforms that are occurring in how water is managed and regulated in Queensland. These reforms have implications for how government policies are designed and administered and also for how industry engages with communities during this transition process.

For hot mines, the use of mechanical refrigeration machines has become an essential feature of ventilation and cooling systems. Over the last 30 years, considerable effort has been made in developing refrigeration strategies and equipment to provide cooling that is cost-effective, reliable and energy efficient. In addition to these general design requirements it is necessary to take into account project specific factors such as long term mine cooling needs, operating strategy and installation time. This paper examines a number of actual mine cooling installations which illustrate how these features have influenced the design and installations. For many mines, it is known how the cooling requirements will increase as the mine develops, based on the life of mine plan. The design of the cooling installation must cater for both short- and long-term needs. The initial installation (to meet short-term requirements) must form an integral part of the ultimate cooling installation and as additional equipment and refrigeration machines are installed, it is necessary to ensure that the system remains cost-effective, reliable and energy efficient at all stages. For many mines, refrigeration machines are installed on surface and either operated near-continuously, or for the summer months only. Different maintenance strategies and policies with regard to standby equipment are highlighted for three mine installations. In spite of developments in cooling strategy, the cost of providing refrigeration remains expensive and many mines delay the introduction of refrigeration, as long as possible. When it is finally accepted that refrigeration is absolutely necessary, it is frequently necessary to æfast trackÆ the installation. To minimise site erection time and meet installation deadlines, factory pre-assembly and standardised modular equipment are widely used.

This paper aims to show alternatives to the estimation methods used for finding the parameters in GyÆs well known model for sampling variance in the case of particulate materials. Many experiments designed for gathering data on the sampling variance for specific mineral deposits allow the experimenter to use approximations in the calculation of the parameters of the mathematical model involved, which sometimes can be very useful. However, there are some instances where approximations lead to biased estimates of the parameters, and consequently, lead to errors in the establishment of the sampling protocol and treatment of quality control data. In the present work, an alternative is presented for computing the parameter values based in any experimental set up, without the need for any simplification. The method was derived using the method of least squares and evaluations are made using the usual tools in this kind of methodology: residual analysis and evaluation of the fit by means of a plot of calculated versus experimental variances. With the aid of these tools, one can better evaluate the structure of the experimental errors in such applications, and the adherence to the proposed model. In addition, it is possible to perform hypothesis testing for the equality of different sampling procedures in terms of sampling variance. The full mathematical details are given, together with an algorithm for applying the method, which can be implemented easily using any computer language. An illustration of the method is shown, considering the international work done in ISO/TC 102. This example is a determination of the minimum sample mass to be collected in iron ore shipments, in order to achieve a specified sampling precision.

ITSL Technology group employs around 100 people at Mississauga in Canada. Its long and proud history as a driving force for the worldÆs nickel industry continues, progressively adapting to meet IncoÆs ongoing development needs. The nickel industry, unlike many others in the minerals processing world, has not evolved into one or two narrow technology paradigms. Rather, each process requires a degree of optimisation to meet the characteristics of the ore. Without a competent team to address this complexity, the uncertainties that arise can greatly increase the risk (and costs) associated with the nickel industry developments. The development work carried out at ITSL Technology ranges from milling and metallurgical processing of ores through to development of value added products for the battery and electronics industries. It covers routine evaluation of ores for exploration (mine planning and greenfield), and provides on the ground support to bring specialist technical perspectives to site-based projects. In recent years, ITSL Technology has had as its particular focus the process development and commissioning support for IncoÆs major projects. Over the next several years, Inco will commission its Goro laterite operation, design and construct the further processing facility for VoiseyÆs Bay, undertake major upgrades at Sudbury, Thompson and PT Inco, and bring forward some additional resources currently in the exploration stage. The appropriate mix of both internal and external resources to effectively manage this project portfolio will prove critical to success. The key to ITSL Technology meeting these development challenges has been in working closely with its internal customers to ensure alignment of the value proposition, to identify the critical issues to be managed, and to understand the deliverables required. This paper discusses examples to reinforce these principles in the definition and development for two different projects; processing of VoiseyÆs Bay ores and concentrates and resource optimisation at Thompson.

The mining industry maintains a ælove-hateÆ relationship with water. Dewatering, aquifer, water disposal, irrigation, process water, tailings water, run-off water, seepage, leachate and sumps are all terms that are used on a daily basis in the mining industry, highlighting the numerous water usages on site and their associated quality. According to the Australian Bureau of Statistics (2001), each year the mining industry consumes over 530 000 ML of water. The increasing recognition of water as a limited and valuable commodity, and the associated environmental concerns with the management of water disposal to the environment has led the industry into improving on-site water management. Progressively, water balance models and water reuse strategies are being developed, incorporating more sophisticated water treatment processes. By way of example, membrane technologies, once restricted to industries such as the pharmaceutical industry or the drinking water industry, are now entering the mining world with the aim of producing clean water of suitable quality for ore processing or for advanced treatment prior to release to the environment. This paper will provide a review of the threats and opportunities linked to water use and recovery/reuse in the mining industry in Australia. It will open with an overview of current water usage and associated quality for various mineral industries and continue with identifying the threats and limitations associated with the quality of available water. It will then present how newly developed water treatment technologies and assessment tools can be incorporated into the system to enhance the recovery and reuse of water on site, reduce the risks associated with securing long-term water supply and further improve production, environment and safety (health risk control).

Carboxymethyl cellulose, CMC, is widely used in mineral processing as a flotation depressant, mainly for the depression of carbonate and talcaceous gangue in the flotation of Cu-Ni sulfide and PGM ores. Although CMC is a common depressant that can be used in the flotation of different ores, understanding of the interaction mechanisms between CMC and mineral particles in different flotation circuits and different pulp conditions is still limited. Electrokinetic measurements, microflotation and laboratory-scale flotation tests were carried out to optimise the action of CMC depressants in the flotation of a PGM ore. Standard and new CMC brands produced and characterised by Noviant were used in the study. Pure talc and chlorite minerals and a low-grade PGM ore composite were used as test materials. A laboratory flotation test evaluation was performed using the recovery-grade relationship and double value index (DVI) calculation to estimate the effects of both valuable and harmful components on the product value. Solution conditions play an important role in the depression of gangue minerals such as talc. The most favourable conditions for MgO depression were found to be mildly acidic in which conditions the electrostatic repulsion between the CMC molecule and talc is minimised. Similar effects were obtained with electrolytes that affect the conformation of the CMC molecule and the mineral surfaces. In addition to the control of chemical conditions in the pulp, CMC molecules were modified to optimise structural variables. The new CMC brands developed in this work showed significant potential to improve flotation performance, particularly when pulp conditions are controlled.

Mineral froth flotation is used to separate particles of valuable mineral from its associated gangue. It involves the selective separation of the hydrophobic particles from the slurry into the froth. As air is blown into the slurry, the hydrophobic particles attach to the air bubbles, while the waste particles remain in suspension. While the froth rises up, bubbles start to coalesce and burst, allowing the entrained liquid surrounding the bubbles to drain and return part of the gangue to the pulp. Mineral separation is therefore a function of the amount of valuable material loaded on the bubble shells, as well as the amount of gangue material entrained in the liquid channels separating the bubbles (Plateau borders). As a result, the separation performance of the process is affected by mineral attachment and drainage or bursting in the froth. This study aims to establish the relationship between solids loading, froth stability and separation performance. For this purpose, a series of industrial experiments were carried out to measure mineral attachment as well as bubble bursting by combining direct sampling of the bubble films and video image analysis of the froth surface. This work suggests that the solids loading on bubbles strongly affects the separation performance. The results generally showed that solids loading and concentrate grade are closely related, while froth bursting rate can be linked to the drainage of gangue from the Plateau borders and also to the overall recovery of valuable mineral. It was shown in particular that higher loadings, usually associated with higher froth bursting rates, are indicative of more selectivity in attachment and therefore a higher mineral grade in the concentrate. Additionally, this work suggests that bubble solids loading and froth stability are essential parameters to include in froth flotation models as they allow control and optimisation of the flotation performance.

A comprehensive understanding of the rocks associated with coal seams, and also of the coal itself, is essential in assessing the likely behaviour of the materials before, during and after the mining process. The nature of the rock materials involved in coal mining can give rise to risks from adverse geomechanical properties, create problems in coal quality control and produce difficulties with environmental impacts, all of which may affect the profitability, impact and safety of the operation. Examples of issues associated with rock composition include slaking and degradation leading to roof, floor, pit wall or spoil pile instability, ignition of methane in mine atmospheres by frictional processes, liberation of quartz-rich dusts into ventilation systems, production of coal with unfavourable preparation or marketing characteristics, and escape of suspended solids or potentially toxic leachates from spoil piles and other types of emplacements. Methods for evaluating rock composition include microscopic examination, chemical analysis and X-ray diffraction, with the latter being especially useful for fine-grained rocks or for clay-bearing materials. Other techniques, such as geomechanical testing and down-hole geophysical logging, are also useful, but give less direct information about the actual composition of the materials involved. Indeed, understanding of rock composition, through microscope or quantitative X-ray diffraction studies, provides a basis for checking information from other sources, explaining different aspects of rock behaviour, and an essential link in relating geophysical or geotechnical data to broader-based geological models as part of the risk assessment process.

Solid Energy New Zealand (SENZ) uses a 20+ year period for integrated planning of all its business activities. It has an ongoing program of coal resource assessment to optimise future mines within this 20 year period, using a six step resource and mine planning process. Desktop review and conceptual study at preliminary Levels 1 and 2 are based on general coal resource information. Further coal resource investigations are carried out for the more detailed evaluations in secondary assessment, prefeasibility study, feasibility study and detailed engineering from Levels 3 to 6. At Levels 1 and 2, completing conceptual planning, including preliminary resource evaluation and economic appraisal to the target cost uncertainty level of ¦33 per cent, is challenging in New ZealandÆs highly variable geological and geographical conditions. Where coal deposit geometries are relatively simple, approximate methods for determining pit limits using overburden strip ratios, seam thickness, physical boundaries, and quality cut-offs may be sufficient. Many New Zealand coalfields are however complicated structurally, with multiple seams and extensive folding and faulting. Coal seams are characterised by variable dip, thickness, and quality over relatively short distances. In the North IslandÆs Waikato coalfields, coal is typically overlain by weak sediments and clay rich strata that necessitate very flat cut and fill slope angles. The proximity of these deposits to major infrastructure (including towns, highways and rail lines), significant environmental features such as the Waikato river and lakes, and valuable dairy farmland, add further complexity. Traditional preliminary mine planning techniques applied in these conditions are insufficient. Pit optimisation software, widely used in the metalliferous mining industry since the 1980s, offers the ability to analyse many more specific factors affecting pit limits, mine layouts, and economics, with more rigour and for a much larger number of scenarios, than traditional methods allow. SENZ therefore decided to adapt and use æWhittleÆ pit optimisation software for Level 2 analysis of several Waikato opencast prospects. This paper describes this work.

The paper deals with the taking of soundings in connection with coal mining operations under part of the Pacific Ocean adjoining John Darling Colliery.INTRODUCTIONIn the early days of mining in the Newcastle District there did not appear to be any definite law specifying the limits to which mine workings, other than certain borings, could extend under tidal waters.As time went on, a figure of 120 ft. was fixed as the minimum thickness of strata between the roof of the seam and the sea bottom; beyond this mining operations are disallowed. The laws relating to working coal under tidal waters are as follow:-The minimum width of pillars to be left shall be eight (8) yards and the maximum width of bords or other excavations shall be six (6) yards, but the lessee may at his discretion increase the minimum width of the pillars or decrease the maximum width of the bordsor other excavations so as to increase the general safety.The eight (8) yard pillars shall be left unwrought.In on-road of every pair of Winning-off or leading headings, a bore shall be kept going ten (10) feet in advance for the purpose of foretelling the presence of any fissure, wash-out, open joint, fault, dyke, or otherwise, and all winning-off headings shall be driven atleast one hundred (100) yards in advance of the working bords.The most accurate and trustworthy information shall be obtained by the lessee not only' of the depth and character of the ocean bed, river, lake, or estuary deposit, but also of the strata overlying the coal seam.When working under the ocean, strata shall be bored through and proved a minimum thickness of thirty (30) feet at the face of the leading headings or levels immediately such headings or levels are under the ocean, and...

In flotation where a bulk flotation concentrate is produced or a gangue sulfide such as pyrite contaminates a concentrate, residual collector has to be removed from the sulfide surfaces to allow selective separation in a subsequent flotation step. Depending on the sulfide mineral, the main species that needs to be removed when using a xanthate collector is either a metal xanthate or dixanthogen. For the identification of surface species, specific solvents may be used to remove each species û metal xanthates are known to be soluble in acetone whilst dixanthogens are known to be soluble in non-polar solvents such as diethyl ether. Xanthates break down with time, temperature and pH into various decomposition products. The major decomposition product is dixanthogen which can aid flotation but other products such as perxanthate and carbon disulfide can have an adverse effect on flotation. Various analytical techniques can be employed to monitor the formation of decomposition products on the surface of the mineral and in solution. The best of these is ultraviolet spectroscopy as it has diagnostic peaks for decomposition product determination. In this work two approaches were taken to understand the relationship between the flotation of a chalcopyrite and pyrite from an ore containing these two minerals. One approach was to remove the xanthate species with an organic solvent and then use ultraviolet spectroscopy to determine the concentration of dissolved species. The second method involved measuring xanthate decomposition in solution by measuring the residual xanthate concentration using ultraviolet spectroscopy. These experiments confirmed the species adsorb at the surface of the mineral and how these species affect the recovery and grade of the valuable mineral. In both cases pH and temperature were varied and two xanthate collectors (SEX and PAX) were used to study these relationships. These relationships could be applied to industrial flotation systems and allow for more accurate determination of optimal xanthate dosage and hence save on reagent costs.

In Australia, ilmenite is produced from beach sand deposits. These deposits contain varying quantities of the valuable minerals zircon, rutile and ilmenite, along with a variety of other minerals. The valuable minerals are upgraded using combinations of gravity, magnetic and electrostatic processing techniques to yield high-grade products. One of the penalty elements present in ilmenite concentrates is chromium, present mostly as chrome spinels. This mineral is particularly difficult to separate from ilmenite, as the properties of the two minerals are very similar in relation to the traditional separation processes. While the deposits which have been treated in Australia in the past have had only low levels of chromium present, many of the newer deposits contain much higher levels of contamination and, thus, there is an increasing need to develop robust processes to separate chrome spinel from the ilmenite. Flotation, which is a unit process with the potential to solve this problem, has surprisingly received little attention for this application. The literature suggests the research effort to characterise the general flotation properties of chromite (chrome spinel with high chromium content) has been extensive and a substantial amount of data is available. However, the problem of separating a small amount of chrome spinel from a large amount of ilmenite requires a different approach to that from separating chromite from siliceous gangue, which has been the main commercial focus of chromite flotation in the past. Much of the work done has been fundamental in nature and the results obtained are fairly inconsistent, as is the testwork completed at batch and pilot plant scale. While these inconsistencies have been attributed to the variable composition of the mineral, there is little evidence supporting this premise. Just as chrome spinel and ilmenite have similar physical characteristics, the flotation response of both minerals is also similar. This paper reviews the literature relating to the flotation of chrome spinel and presents a considered approach to the development of a robust flotation method to separate chrome spinel from ilmenite.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.
