This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The promotion of good standards of reporting of the valuation of mineral assets in- public documents has been of concern to professional mining industry bodies, the securities industry, and. Government regulatory bodies for some time. This concern led to the National Companies and Securities Commission Release 149 (1990b) which laid down standards for Expert Reports on mining and petroleum securities, and other assets. The formation of the Australian Securities Commission provided an opportunity for a timely revision of Release 149 and the Mineral Valuation Committee was established by The Australasian Institute of Mining and Metallurgy in 1991 to review the existing code, and to develop an appropriate new Code and Guidelines.

Improvements in mechanisation should not be considered independently of safety and of environmental hazards. The need to keep gas contents within statutory limits may make the time needed to partially drain a gassy seam the effective control on face development times. Dust levels may provide an effective control on coal extraction rates on any one face. The combination of gas and dust on high output longwall faces may make it necessary for each one to be treated as a separate mine in terms of ventilation, and the faceworkers may need special protection. Mechanisation and safety can be mutually beneficial when mechanisation combined with systematic safety assessment reduces accidents, and when a thorough study of how to reduce accidents and health risks indicates the best method to improve mechanisation.

Future metal prices play a direct role in both the economic evaluation and short to medium planning of a mine scheduling sequence. It is difficult to predict with accuracy the future price of volatile metal commodities, however, it is possible to fix some future metal price, outside of long term contracts by the selling of futures contracts through a commodities exchange. The futures contract represents a fixed amount of a speci- fied quality of a commodity for future delivery at a predetermined price. Several different types of hedginc are possible, one in particular which is best suited for mining companies. There are relative advantages and disadvantages when trading in futures contracts and particular reference is made to gold contracts on the Sydney Futures Exchange.

Technological advances evolve in different ways; many are the result of years of application of scientific method. i.e. Observation Deduction Hypothesis Proof In the mining industry, better explosives, drill bits or reagents are likely to evolve in this way. The scientific method is suited to the application of conventional management structures. Other advances are simply the result of a "brainstorm", or building a better mousetrap. Such inspiration probably resulted in "Split Set" rock bolts, or the first use of a vacuum cleaner principle for shaft mucking. Individual consultants can apply lateral thinking to generate such inspiration. In gathering material for the presentation of this paper, I sent a.letter to all members of the Mineral Industry Consultants Association asking them to nominate problems in the industry requiring investigation. The answers have been divided into two classifications - contract research underway and identified problems requiring solutions.

Modern off-highway trucks have evolved over 30 years from small 20 ton units to vehic- les with capacities of up to 170 tons. Diesel engines are used by all manufacturers while transmissions are either mechanical or electri- cal. Development over the years has kept pace with component availability from engine, trans- mission and tyre manufacturers.Computer simula- tion studies are recognised for purposes of vehicle evaluation and costing under various op- erating conditions. Several manufacturers are currently manufacturing or evaluating vehicles with capacities of up to 260 tons. This paper describes the essential facts associated with the operation of off-highway trucks of the rear dump type in the mining industry.

Poor performance in the several stages of the magnetite recovery circuit, coupled with poor desliming through inefficient and over- loaded desliming screens, led to excessive magnetite consumption. An accurate and reliable sampling programme was established covering all outlets of the plant. Emphasis was placed on frequency of increments in an endeavour to detect extreme conditions of short duration. Systematic checking of the entry points to these outlets than identified those sections of the recovery circuit at fault, namely magnetite recovery separators and the heavy media cyclone product rinsing screens. More product rinsing water was provided, and modifications to the rinsing screens improved the efficiency of these units. Consistency of operation through automatic control of level eliminated the sudden massive losses in the magnetic separators. Load on the recovery circuit was then reduced by improvements to the raw coal desliming screens. A 50 per cent reduction in magnetite consumption was achieved.

The paper reviews recent valuations of mineral properties, many of which are at an early stage of exploration. The various methods used are outlined. The problem of comparing, in terms of whether it is fair and reasonable, a highly subjective opinion of the present value of a portfolio of exploration tenements with a vendor consideration, the real value of which, in most cases, lies at some indeterminate time in the future because of the application by the Australian Stock Exchange (ASX) of escrow conditions, is highlighted. Examples are given of some of the questionable logic used by consultants in handling this difficult issue. A proposal for revision to current flotation and listing practice which, the author believes, would circumvent the problem and at the same time provide better protection for the investing public is offered for Consideration.

Up to 80 per cent of the copper in a bornite ore can be quickly leached with percolating acidified ferric sulphate solutions. The upper limit for rapid copper extraction is set by the conversion of bornite to slowly dissolving chalcopyrite. The dissolution occurs in two stages: a rapid linear initial stage, followed by a slow, non-linear stage. The initial step is largely controlled by the rate of oxidant supply (Fe2(S04)3); temperature is not an important variable during the initial reaction. The second leaching stage is controlled by chemical and physical factors and is temperature dependent. The initial copper leaching rates are insensitive to both the concentration of the ferrous sulphate reaction product, and the sulphuric acid concentration.

As mines become deeper, the problems of heat in the workplacebecome more acute. An important response from the industry hasbeen the widespread adoption of microclimate cooling such asair-conditioned cabins. However, not all work in mines can becompleted from inside an air-conditioned cabin, and in any event,it is still important to keep the ambient air in the mine outside ofany microclimate to a safe temperature. An important method forbringing workplace temperatures under control is the appropriateuse of refrigeration. The application of refrigeration inmechanised mines has been recently described (Brake, 2001;Brake and Fulker, 2000). This paper provides an overview ofsome of the important engineering considerations in thespecification and selection of mine refrigeration plants. Thepurpose is to provide a basic understanding of refrigerationprinciples, practices, terminology, hazards and opportunities formining engineers or other personnel who may need to beinvolved in the introduction of refrigeration onto a mine site.

Differences in the assay results of replicate samples engender doubts on the reliability of ore sampling and of assaying procedures. An analysis of variance is a technique to estimate the variability at each level of the procedures. In an example, the variability of one-metre core samples was far greater than that of the assaying technique.

This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. Benchmarking of mining operations has been in vogue for a number of years: it seems teams are forever flying around the world to try to understand what other operations are doing. However, unless a benchmarking exercise involves data gathering at a fundamental level and a rigorous analysis process is applied, the trip will be nothing more than industrial tourism. When benchmarking is performed thoroughly, the range of comparisons that can be made is extensive and informative, and need not be restricted to sites with similar conditions and equipment fleets. This paper describes the detailed and rigorous process for benchmarking used throughout AMC benchmarking studies. The paper demonstrates how, through drilling down to the underlying drivers, the often heard cry of æyou canÆt compare us, weÆre differentÆ can be overcome. Included in the discussion are a number of significant issues that have been identified during AMC benchmarking studies. The paper then considers the types of opportunities that have been identified and the potential for improvement. The paper concludes with a discussion of the implications for planning, measuring and management of operational performance.

The most common reason for gold-bearing deposits being refractory is the presence of sulphides; in many cases these interfering minerals contain arsenic, antimony, or other environmentally-sensitive elements. A number of processes have been proposed or developed for pre-oxidation of interfering minerals. In most cases developers have focussed on gold recovery and capital costs, with relatively little data on the deportment or form of these potentially harmful elements. This paper surveys recent work connected with pressure pre-oxidation processes. Data from pilot plant treatment of refractory gold materials, using the nitric acid Redox process, is discussed along with the attendant flowsheet and engineering implications. Four refractory gold-bearing materials have also been tested at the University of South Australia for arsenic and antimony deportments.

Investigations into the flotation behaviour of single minerals, mineral mixtures and ores at the CSIRO Division of Mineral and Process Engineering have led to the development of sophisticated laboratory flotation testing equipment. Both routine and complicated flotation investigations can be conducted in a precise and reproducible manner using procedures and equipment that have been refined over many years of conducting careful batch flotation testwork. Several important advances in flotation research can be attributed to changes in testing procedure developed as a consequence of the availability of this equipment. The flotation cell and ancillary equipment is described and associated developments and techniques discussed.

The effect of various methods of conditioning on subsequent flotation performance was reviewed, where complex interactions involving attrition, aggregation, dispersion and surface cleaning were discussed. The present study focussed on the influences of standard laboratory cell conditioning, ultrasonic dispersion and high intensity conditioning on copper mineral flotation characteristics. The effect of substituting demineralised water for the WMC plant water was also examined. It was found that higher copper concentrate grades were often obtained using demineralised water, however the use of high intensity conditioning in mill water gave the highest copper recovery and highest flotation rate constant. This process should be considered if copper grade and recovery in this section of the plant drops, especially if the drop is due to surface oxidation of the copper minerals. Other methods of conditioning (cell and ultrasonic techniques) improved the rate of copper flotation above that obtained in the virtual absence of conditioning, showing the importance of conditioning on subsequent flotation operations.

A bewildering array of process control instrumentation is currently available for mineral processing plants. For sequencing control, special purpose microprocessors or the process control computer can be used. Where continuous control is required, then the choice is between pneumatic controllers, electronic controllers, shared display micro- processor systems and direct digital control. The benefits of each system are discussed and the advantages of using direct digital control in mineral processing plants are outlined. The factors which need to be considered when selecting control systems for new plants are listed. Instrumentation systems designed by Fluor Australia are used as case studies to illustrate the selection process. For established plants, conversion to direct digital can be advantageous, and case studies are given. However, replacement of existing systems requires justification based on a productivity improvement which will allow the control equipment to be paid for within a specific time period. The leaching of gold in alkaline aqueous cyanide solutions may be reduced significantly by the passivation of the gold by a surface layer of polymeric aurocyanide. This passivation of the gold is typically countered by the presence of Pb(+2) species in solution, which may be present as an impurity in the solution, or specifically added for this purpose. The speciation and availability of Pb(+2) in typical cyanide leach solutions is illustrated as a function of pH, and the presence of S(-2), S(+6), Cu(+1) and Ag(+1) species. The probable role of the Pb(+2) species in efficient gold leaching is discussed.

All sections of our community are becoming increasingly aware of the dangers of uncontroll- ed erosion associated with modern earthworksy whether they be concerned with the protection of capital structures, reforestation of mine tailings or generally the aesthetic and ecol- ogical impact. Because of the many ecological variances and climatic conditions no single technique may be offered as the complete answer. Rather that a combination of a series of techniques is nec- essary to achieve an individual end result. These techniques may appear to be expensive initially, but when considered in relation to the overall cost, and we realise that this work represents our only insurance of the stability of our project, the cost of stabilisation is insignificant. Once erosion has commenced the cost of stabilisation escalates dramatically which highlights the definite need to include the requirement of stabilisation in early design of your projects. Stabilisation should commence during construction to ensure that control of mobile soils is gained at the earliest possible time.

A rationale is presented for the use of vegetation on mine dumps to minimise runoff and infiltration which become vehicles for potential pollution. The unique topography of mine dumps promotes high atmospheric advection which leads to extraordinary energy levels for evaporation discharge - the driving force of vegetation "pumps". This effectiveness is mainly a function of how well the vegetation will grow on a given site. Recent advances in technology allow water discharge by vegetation to be measured semi-automatically, accurately and cost effectively. As a result the basis now exists for a thorough evaluation of the optimum mine dump vegetation cover. This paper presents the current status of dump rehabilitation as seen by the mining industry. The significant prospects for use of vegetation to minimise mine water related problems with subsequent savings in capital and operational cost are also outlined. However, to examine the crucial questions of optimum hydrological ability, suitability and cost effectiveness of various types of dump vegetation a proposition is made to interested parties in the mining industry: The CSIRO needs potential study sites to evaluate the hydrological ability of vegetation under mine dump conditions.
