The Hail Creek coking coal deposits are situated in Central Queensland, inland from the port of Mackay. A joint venture of Australian and Japanese companies has been formed to examine the feasibility of developing these deposits for sale on the overseas markets. The project envisaged involves large scale mining operations and on site benefic- iation to wash the coal to marketable quality. Infrastructure items include a 140 kilometre railway to the coast, a port facility, and at Ilail Creek, power and water supplies, roads and communications, and accommodation for a substantial workforce. The need for town development and the responsibility for the development are established. The town planning implications of coal production at the rate of five million long tons of washed coal per annum from open cut and underground mines are considered. A procedure for estimating the size of the town is expounded and the town size is determined. The factors influencing site selection are explained and a site is suggested. A method of designing the town is described and comments are made on developmental aspects. Spaciousness and preservation featuring the natural environment will be the theme of the town development.

'This is quite extensive, both. laterally and ' in -depth, and has occasioned-,'" ccasioned ' " some madification.of geological thought In the search for additional ore sources:. .Ore has been mined in calc schist almost since the' first major: gold::discoveries-were made,. and the principal 'features of the various types of depos:itl are well covered in the literature ' of the field. ' However, occurrences in caic schist have not-been characterised by the same degree of continuity or frequency as the innumerable lode formations in- the more -favourable quartz dolerite, ' and there has been a tendencyAo regard,them as isolated and discontinuous ore bearing structures, occurring only under very special-- conditions. It is not intended-:to describe the whole' range of caic schist ore occurrences in this paper, but only major controlling structures, whose penetration therein has been definitely established, and in which an appreciable .amount.of,_ore.has, been and is still being. found.. . It is considered that -similar stiiictiires: may present a' major objective for future exploratory work in other parts of the field'.

The thick coal seams of the South Maitland field are the only ones in New South Wales which have been worked extensively to heights beyond 3.8 m (nominal "thin" seam height). Under shallow cover only minor difficulties were experienced in developing first workings but later the widespread occurrence of incidents of spontaneous combustion and the growth of "creeps" extending over large areas gave the field its own peculiar problems. As the mines have driven under deeper cover extreme difficulties in forming development roadways have been experi- enced. Various methods have been adopted in an attempt to overcome the problems of the field.

The arid and semi-arid region of Western Australia occupies about two-thirds of the State equivalent to an area of about 1.8 million sqkm. Groundwater demand in this area has historically been linked to the pastoral andmining industries commencing with the gold discoveries in the Eastern Goldfields some 100 years ago. Substantial increases in demand have occurred in the past two decades initially as a result of nickel discoveriesin the early 1970's and more recently the rapid resurgence of the gold mining industry. Mineral exploration and development in the Great Sandy Desert at Telfer (gold) and Kintyre (uranium) and in the Great Victoria Desert at MulgaRocks (uranium) has also been accompanied by detailed groundwater investigations.

The comparatively low winter rainfall, exposure to heavy salt laden coastal winds, and the consequent high evaporation rate, are important considerations in the rehabilitation of the Maslins Beach Sand Pit. The deficit of rainfall over evaporation is assessed at 1085 mm per annum. Such a coastal environment complicates the establishment of plants. The endemic flora found on the Sand Pit environs is mainly low wind-planed shrubs and mat plants. The dunes near the coast support an association dominated by Atriplex cinerea, Spinifex hirsutus, Scirpus nodosus, and Olearia axillaris. The coastal cliffs carry a more diverse vegetation dominated by Beyeria lechenaultii and Eutaxia microphylla. Overburden is used to develop a new landscape to screen operations, batter final faces, and cover rubbish at the nearby Council dump. The early overburden dumps were built with little regard for stability, but the more recent practice of using scrapers has resulted in more stable dumps. The erosion problems created by poor compaction have been controlled by contour banks, diversion drains, bitumen lined run-off drains, and hay mulching.

Project Hobson involves the replacement of an existing 90-year-old above-ground sewer that crosses Hobson Bay in Auckland, New Zealand, and which is nearing the end of its economic life, with a 3 km long, 3.7 m internal diameter segmentally-lined bored tunnel. The $118 M project will offer several benefits to the owner, Watercare Services Ltd, and the local community:provide capacity to meet projected growth in the region,virtually eliminate wastewater overflows into Hobson Bay and the Waitemata Harbour, andremove an obtrusive visual feature and open up the bay for recreational purposes. The geology in the region is a sedimentary formation, which has been significantly influenced by volcanic activity; 49 volcanoes are present within 20 km of the nearby city centre. The geology along the alignment is dominated by two palaeovalleys which have been infilled with a combination of marine alluvium and volcanic deposits. Watercare Services Limited has elected to manage and share tunnelling risk through, among other key measures, the implementation of a geotechnical baseline report (GBR); one of the first uses of this type of document in Australasia. This paper describes the general principles behind the use of a GBR, the development of the GBR used in Project Hobson and some lessons learnt.

Accident prevention in industry is a task as important to the ultimate result of an undertaking as efficient machines, good tools or trained operatives. In fact, like many qther phases of industry today, "Accident Prevention" or "Safety Organisation" has developed in this century, to a degree that is now acknowledged as an integral part of industrial thought and planning. This has not always been the case, as the following snap-shot picture of the past illustrates.The Broken Hill Proprietary Company recently celebrated at Whyalla the Jubilee of the opening of the Iron Knob Tramway. On that occasion a dinner was tendered to the pioneers, and in talking to the Writer of the early days one of the old gentlemen present could not refrain from recounting some of the accidents he had seen or experienced.Several such incidents were recounted at length, after each, the old fellow would say, "An' there weren't no safety officers or compensation in them days".The Broken Hill Proprietary Company Limited was a pioneer of safety in Australian industry and considerable success has followed its activity in this connection; the accident rate of the steel industry now compares satisfactorily with that of any other industrial undertaking. A measure of 'the success of the safety organisation, is, that in recent years, despite extensive construction programmes at various centres, and despite a heavy labour turnover, a decreasing accident rate has been maintained. New Zealand Steel Limited is nearing completion of the environmental reporting and planning procedures for its proposed fivefold expansion to steelmaking at Glenbrook, and supporting mining operations at Waikato North Head. A report on the proposal to transport concentrate from the mining operations to Glenbrook has also been prepared and is awaiting release. This paper draws from these events, and by discussing some of the problems encountered, gives some guidelines for the preparation of an Environmental Impact Report.

A study has been made into the influence of feed size distribution on the flotation response of coal. The results show that a full description of the flotation response of a coal must not only consider the inherent floatability of the coal, but also, the size distribution of the feed to flotation. The performances of a number of flotation circuits were compared using a coal which was "poorly floating" because of its size distribution. Split feed flotation, two stage reagent addition, and reflotation of classified tailings all gave better yields than that obtained by conventional single stage flotation. The optimum flotation circuit for the washing of the coal in question, was reflotation of classified tailings.

During the past decade geopolymer technology has emerged as a possible solution for the effective stabilisation and solidification of waste materials. Amorphous to semi-crystalline geopolymers form by the co-polymerisation of individual alumino and silicate species, which originate from the dissolution of silicon and aluminium containing source materials at a high pH in the presence of soluble alkali metal silicates. It has been shown previously that geopolymerisation can transform a wide range of waste alumino-silicate materials such as fly ash and blast furnace slag into building and mining products with excellent chemical and physical properties, including high compressive strength as well as fire and acid resistance. These chemical and physical properties suggest that geopolymeric matrices derived from waste materials are well suited for environmental and other applications such as the encapsulation of mine tails, the immobilisation of heavy metals and also the fabrication of structural products. The current challenge is to demonstrate that a wide variety of natural Al-Si minerals could serve as potential source materials for the synthesis of geopolymers. Moreover, it should be shown on a large commercial scale that it is possible to encapsulate waste materials into the geopolymeric structure without compromising the chemical and physical properties of the final product for the desired application.

Chrome chemicals are commercially produced by the alkali roasting of the chrome-bearing ore chromite with sodium carbonate. In order to ascertain the influence on the extent of reaction of the replacement of Mg(II) for Fe(II) in the chromite spinel structure and the presence of acidic oxides in the gangue material, a series of roasting experiments was conducted using chromite materials from a number of different locations. The roast feeds and products were chemically analysed and the major compounds identified using X-ray diffraction and scanning electron microscope techniques.Mg(II) replacement for Fe(II) in the chromite structure does not appear to restrict the amount of "available" chromium for reaction.Under the test conditions, namely an atmosphere of pure oxygen, finely ground chrome-bearing material, a roast temperature of 950°C and the stoichiometric amount of sodium carbonate to react with the chromite, the yield of water-soluble sodium chromate was able to be expressed as %yield = 104.5 -1.58 × %AI2O3 - 2.23 × %SiO2 for chromite samples containing alumina in the range 7.8 to 27.8 per cent and silica in the range 2.9 to 7.4 per cent.

A regional scale prospectivity model was developed for Papua New Guinea (PNG) to identify areas of porphyry Cu-Au mineralisation. Weights of evidence modeling techniques were used to determine spatial correlations between porphyry Cu-Au mines and predictive maps created from available spatial data. These predictive maps were then combined into a final prospectivity map. Despite limited regional scale data the model has successfully identified areas of known porphyry mineralisation as prospective and has also identified areas where new mineralised systems may be discovered with further exploration. This paper outlines the manner in which legislative control for tunnelling and allied operations has evolved, detailing Victorian experience. It examines the concept of mine managers as it relates to the industry and attemps to illustrate its benefits. The Victorian experience in relation to fatal and serious accidents is examined in detail, particularly in the allied art of trenching and examines the Krings system of trench lining support which is hoped will catalyse an increase of engineering expertise in this area. The paper concludes by demonstrating that safety awareness is not incompatible with production efficiency or economic viability.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

The mineral resource that a mining company has access to, represents the majority of the embedded value that exists within the company, as well as the competitive advantage that the company has over its peers. However, the real value is only realised once effective mining plans have been put in place, which optimise the extraction of the resource, and add measurable value to the company. The concept of mineral resource management (MRM) has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of mineral resource management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. This requires a fundamental re-appraisal of the way in which mining companies plan and execute their businesses, and focuses attention on real value adding activities and behaviour through the use of economic value added as an appropriate metric by which to measure real value and risk. Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.

Asbestos is a commercial term applied to fibrous varieties of several minerals, the properties of which are not generally appreciated by the majority of geologists. A thorough knowledge of these properties and of the uses of asbestos is of fundamental importance in the assessment of the economic value of an occurrence of asbestos. The varieties of asbestos that are used predominantly by the manufact- urers of asbestos products are chrysotile, crocidolite and amosite but chrysotile constitutes 95% of the world's usage. It is the properties of high tensile strength, 'heat resistance and large surface area that make chrysotile asbestos the most acceptable of the mineral fibres. There are no known exploration aids, other than direct visual inspec- tion of outcrops in ultrabasic environments, that could be used in the exploration of chrysotile asbestos. The surface exploration of an occurrence of chrysotile asbestos is relatively routine, though it lends itself to a unique form of bulk sampling by the use of a twelve inch diameter diamond drill core. The laboratory assessment of the prop- erties of the actual fibre requires specialized techniques and tests to assess not only the amount of fibre present but also its length distri- bution, inherent strength, filterability, dust content and other prop- erties. The way a fibre reacts to milling will determine what milling process- es must be implemented to ensure a product that is acceptable to the asbestos product manufacturing industry.

The North Western Sewer tunnel extends over 11.5 km in the North Western suburbs of Melbourne.The $253 million tunnel project provides a critical link in the Melbourne Sewer Network. The existing sewers fail to service the increasing demands of the growing population of the North West regions of Melbourne. This project will protect the environment and improve the standards of service of the existing system. This paper concentrates on Section three of this project, consisting of the final 4 km of the Contract, three access shafts and a cut and cover section of tunnel.Transfield Tunnelling as Head Contractor constructed the tunnel for Melbourne Water Corporation, with Enetech Streamline, formally Streamline Australia, a trading arm of Melbourne Water acting as Superintendent.Excavation of Section three of this project commenced in September 1994 and project completion is scheduled for October 1998. The tunnel passes below the residential suburb of Essendon, through some of the most challenging ground conditions ever attempted to be tunnelled in Australia.

The reduction of titanium tetrachloride to trichloride can be achieved by employing hydrogen and electric arcs. It is possible to produce melts containing up to 50% TiCk in the eutectic mixture of LiCl/KCl by striking a D.C. arc at the surface in the presence of hydrogen and TiCl. vapour. If the electrode IS made to just penetrate the surface of the salt mixture, a hot zone results from the' high resistance contact with both lower chlorides and sintered titanium may be produced. The sintered metal forms just below the melt surface while the trichloride forms at the gaslIiquid junction.The "hotspot cathode" appears to offer a solution to the problem of producing coherent deposits as the spong'e metal can 'be continuously withdrawn in a similar manner to the "calcium process".INTRODUCTIONConsiderable interest has been shown for some years in the possible development of a cheap electrolytic process for the extraction of titanium metal, since a method using simple materials and cheap electric power would materially reduce the cost of production. Even when cheap starting materials are used, however, there exist several general difficulties in the operation of plant which both limit the speed of production and increase the cost of the product. It happens that most of the techniques so far tried produce a powder as cathodic deposit, and when this is the case the following difficulties arise:1. The whole contents of the bath must be treated with solvent in order to extract the 'metal powder which may itself tend to oxidise, and thus become contaminated.2. Fine metal powders, which often contain residual entrained salts, are less easy to consolidate by arcmelting than metal sponge.
