I am very grateful to have the honor of delivering this Key- note Speech to all of you here today, to the Chairman Mr Cope- man, and to all the organisers. As you heard, I was mainly involved for a very long time in the purchase of iron and steel raw materials for Nippon Steel Corporation. Today, however, I would like to talk to you about a much wider issue, namely, how the Japanese steel industry is going to change towards the 21st Century, and what will be the main technical innovations and trends behind those changes. I will also mention the effect that the changes are likely to have on the procurement of raw Materials.

Martite-goethite high-grade iron ore deposits that show no trace of hydrothermal alteration may extend to more than 200 m below the permanent water table and are typically saprolite with evidence of exposure to the physical, chemical and biogenic processes of soil formation restricted to the low-grade goethitised upper levels. Typically no evidence of the prior presence of chert bands is discernable within the ore yet it has been assumed that these ore deposits derive from cherty banded iron formation (BIF) through supergene leaching of the chert bands and thus classified as supergene iron ore deposits. The fact that chert bands are absent and that these ore deposits are highly weathered does not prove supergene leaching of the chert bands. Quartz is one of the most resistant minerals to chemical weathering within the saprolite and large scale dissolution of quartz is absent from all other quartz-bearing saprolites, yet this unlikely process is accepted without question as the origin of the most abundant form of high-grade iron ore deposits. It is proposed that martite-goethite high-grade iron ore deposits formed only from BIF in which chert bands were absent prior to weathering. An EXTENDED ABSTRACT is available for download. Vatukoula is a gold mining township situated at the south-west periphery of a Tertiary caldera which measures 3 miles by 4 miles. Erosion of the caldera resulted in the formation of a topographic depression, called the Tavua basin, covering about 30 square miles. This area, also known as the Tavua Goldfield, has been the site for spasmodic prospecting since the initial discovery of gold in 1932.The mineralization at Vatukoula is typically epithermal with the gold occurring as tellurides, auriferous sulphides, and to a much less extent as native gold. The lodes are confined to three major structures i.e. north-west shears, flatly dipping structures (flat makes), and local shatter orebodies.Within these structures, at least five types of controls are recognized to account for the localization of the oreshoots. The dominant control is structure.The lode structures are related to the overall structural pattern of the Tavua basin. This pattern, which is controlled by the collapse planes of the caldera and a north-west shear system, produced a "shatter block" atVatukoula and elsewhere around the caldera.Structural analysis indicates there are certain areas in the Tavua basin where exploration could be rewarded by the discovery of orebodies with similar controls to those of the productive Vatukoula block.

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. Magmatism and mineralization are features of the New England Orogen in late Palaeozoic- Mesozoic time. Voluminous silicic and mafic magmatism, both orogenic and post-orogenic in association, was accompanied by abundant mineralization in the earlier phases. Later activity passed transitionally into less vol- uminous felsic to mafic intraplate basaltic volcanism, with possible migratory hot spot activity through the flanking Oxley and Sydney Basins. Only minor mineralization took place at this stage. A new inerpretation links these magmatic and mineralizing events to a major thermal cycle. A New England hot spot(?) complex evolved in latest Carboniferous/early Permian time. Its activity was partly obscured by orogenic magmatism as Australia moved slowly over magma sources in the deep lithosphere. In Triassic time Australia's movement changed direction and faster drift over the waning hot spot complex produced multiple migratory intraplateòactivity. The volume of magma and hence abundance of ancillary mineralization was related to age of the hot spot, speed of the continental movement over thermal sources and extent of accompanying orogenic activity. The New Eng- land Orogen hot spot(?) possibly existed for 165 Ma, with mineralization changing over this Period.

The Shamrock Gold Mine has been brought from exploration to production within three years. Mining of the openpit is scheduled for June 1990 with commissioning in April of the 180 000 TPA carbon-in-pulp mill on old tailings and rock dumps. The development of a small openpit containing 344 000 tonnes at 3.6 g/t Au in a complex sulphide ore has required extensive metallurgical testwork to optimise recovery, and ensure profitability. The project has been undertaken in a changing economic climate, with increasing restrictive legislation. The decision to mine was further complicated by the escalating cost of installing a heap leach operation in South East Queensland. Decreasing costs of consumables, in particular sodium cyanide, and the opportunity to purchase a suitable transportable mill at a reasonable price made the project robustly viable as a CIP operation.

In mid-1998 Atlas Copco Rock Drills AB introduced the first member of a new family of drill rigs. This new family, Rocket Boomer L1C/L2C/L3C, is based on modern computer technology and also on what is characterised as information technology. The design of the drill rigs are modularised both in hardware as in the software. This means that the functionality of the drill rigs is upgradable step by step. Added upon the basic drill rig functions are the new options as ABC Regular (known also as Contour Control), ABC Total, drillplan generator and communication products. The main objectives of these functions are to facilitate real quality drilling.

Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

Coal Mining in India had been confined in the past primarily to two or three coalfields. Unscientific mining has led to huge degradation of land including massive subsidence of strata and disturbances of water tables to a wide extent. This has caused problems not only in flooding of mines from surface water but also in further planning of the surface drainage for current mining activities. Now, therefore, surface hydrology and land-use potentialities of the area have been endangered inflicting severe damage to the overall environment and ecology of the area. The paper Discusses certain investigative aspects of the problems highlighted as above in one of the coalfields, and encompasses mainly the following areas : 1) Quantitative estimation of the damage already done to the natural surface drainage system. For this purpose damage to topography and drainage for the last fifty years have been made out through the aerial photographs and topographic map sheets 2) Analysis and comparison of different states of such photographs are carried through to indicate the extent of damage to the hydrological conditions inducing undesirable changes in its land-use pattern. Based on the analysis, concrete suggestions are made to restore the water drainage system which will be most suitable for future mining in the area containing high grade coal. The design and planning of the drainage system is based on the total system approach including the cost benefit analysis as well as hydrological considerations.

It's a great pleasure to be here today, for a whole series of reasons. First of all, when I first went to Perth back in 1972, I shortly afterwards began auditing and one of the people to pick on me when I audited the West Australian Newspaper at that time was Patrick O'Connor's father. One way to win a person across when you're auditing and getting picked on is by showing an interest in their children, so I did that and employed Patrick in our firm. In those days, conflicts of interest didn't occur. When I started Normandy, Patrick was one of the first people I went to get to work with me. He very unwisely chose to leave at one stage and you can see he's done extremely well by not staying with us. So it's lovely to have you here today, Patrick. The difference between Patrick and me, now, is that he's kept his hair, and if you're tall enough you can see I haven't.

Sedimentary structures are described from the WiIlyama Complex, New South Wales. Their presence confirms lithological layering within the metasediments as bedding. These primary structures occur not only in low grade rocks as previously reported by other workers, but also in areas of medium and high grade metamorphism.Sedimentary structures include graded beds, cross beds, ripple marks, and ball and pillow structures.The observed parallelism of the early schistosity and bedding in the Broken Hill area has previously led to the idea of transposition by isoclinal folding.In the areas mapped, small scale transposition is precluded on the basis of1. uniform facing of sedimentary structures over wide areas, and2. the existence of large areas in which the early schistosity is oblique to bedding.

In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

The recent drought has highlighted the finite nature of AustraliaÆs divertible water resources. According to AustraliaÆs recently completed National Land and Water Resources Audit, development of water resources in southern Australia has reached or exceeded sustainable extraction limits. Similarly, 161 out of 538 groundwater management units are either totally allocated or already over allocated. Whilst mining only uses about three per cent of diverted water resources, water scarcity may be a major factor that determines whether potential mines can be developed in the future. Furthermore, the development of extraction and processing facilities that limit water use and maximise the re-use the waste water streams will be even more fundamental features of the mining industry in the 21st century than they are at present. There are encouraging examples where innovative water re-use technologies are significantly reducing the water used per unit of mined product. Whilst mining in the areas of Australia draining to the tropical seas may be less constrained by a current lack of water (60 per cent of divertible water resources drain into the Timor Sea, Gulf of Carpentaria and north east Coral Sea), it is highly probable that there will be increasing demand for these waters from the irrigation industry, whilst pressure will also be applied to ensure that environmental flows that benefit the coastal fishing and prawn industries are maintained. In the Great Artesian Basin, current research is demonstrating that the groundwaters are being recharged at rates considerably lower than current extraction. Whilst some other groundwater basins in arid and semi-arid Australia have currently untapped resources, these water are often relatively saline and/or may be intimately linked with key ecosystems in discharge areas. This paper presents an overview of the current state of our water resources and examines some of the key water use issues including allocation, use and reuse, environmental flows and competing demands on the resource that will ensure that water issues remain high on the policy agenda for mining, irrigation and other water users.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. Down through the ages rural development to *The Dialogues of Plato: `What are now her moun- tains were lofty, soil-clad hills; her so-called shingle plains of the present day were full of rich soil; and her mountains were heavily afforested-a fact of which there are still visible traces. There are moun- tains in Attica which can now keep nothing but bees, but which were clothed, not so very long ago, with fine trees producing timber suitable for roofing the largest buildings; and roofs hewn from the timber are still in existence. There were also many lofty cultivated trees, while the country produced bound- less pasture for cattle. Indeed, there are 300 of us here today to debate the very issues that, in general, have been unsatisfactorily managed by regulators and industry to date. I imagine Trevor Sykes will have some interesting stories to tell tomorrow morning in describing "Mines that weren't quite".

As you are all aware, the theme of this con- ference is "International Resources Management". The subject matter of this particular session is "the mineral equation". Looking down the sub- ject matters and individual papers to be presented by other speakers in other sessions over the course of the conference, each particular item scheduled is in fact one of the variables that form an integral part of the total and complex mineral equation. Questions of reserves and resources as related to consumption must be viewed in the light of all those variables. Policy decisions taken by Government and eventually industry in these various fields will in themselves have their own impact on the defining of resources, and their ultimate availability to meet the needs of society by way of consumption. Undoubtedly, by the close of this conference, those of us in attendance will be better informed on the problems that confront the international minerals industry in the years ahead. Hopefully, we will have a better understanding of the views and philosophies of the wide range of participants in the industry-Government, private enterprise, and individuals who ultimately through their per- sonal aspirations in respect of their day to day needs will provide the final determinant as to the scope of the minerals industry.
