Friction rock stabilisers (FRS) are the most common steel-based ground reinforcement used in underground mines in Western Australia. As with any other steel-based product used in underground mines they are susceptible to corrosion, particularly under aggressive minewater and mineral conditions. Because of their thin-wall tubular construction and large surface area, the potential damage resulting from corrosion is considered to be more severe for this type of reinforcement than for other forms of reinforcement made of solid steel bars. Because of the obvious safety problems which may result from corrosion, both mine operators and regulators have raised concerns regarding the long-term effectiveness of FRS installed in underground mines in Western Australia. Although corrosion has been recognised as an important safety issue, the controls of corrosion in varied underground mining environments has not been well understood. To improve the understanding of the corrosion behaviour of FRS, the Department of Minerals and Energy has initiated a research project focused on the mechanisms and extent of corrosion attacks, and their influence on the effectiveness of the reinforcement. This paper describes the research project and presents the interim results achieved To-date.

The use of econometric models to assess the effects of a Government's policy on an industry is gaining momentum. This is particularly so for the Mineral Industry and it is important that mineral industry management understands the techniques involved in developing econometric models. Models are usually constructed outside the industry by either government departments or their consultants and used by the policy makers to investigate artificially the implementation and ramifications of new policies. This paper discusses the application of econometric models in Governmental policy determination, highlights the use of various models in Australia and gives an overview of the techniques involved using Australian examples.

In considering the architectural design of the group of buildings which make the surface workings of a mine, the variety of function of the buildings is the most outstanding feature. It falls to the architect to unify the group in a manner which still expresses the function of the individual buildings. In achieving this, many perspective studies were made at an early stage and as the area was developed, a scale model was produced initially for design study purposes and later completed as a model of the final development.

A detailed study on oil agglomeration of fine metal oxide particles is presented in this paper. The major content embraces several aspects which may possibly reflect the current trends in oil agglomeration such as the effect of chemical and physical parameters, the activation of target minerals and the deactivation of gangue particles, the mechanisim of bridging liquid and the kinetics of oil agglomeration process. Systems of ilmenite-feldspar, manganese dioxide - quartz were seperated successfully through oil agglomeration followed by decantation or flotation technique respectively. A triple mixture of vandium-bearing titanomagnetite ilmenite and feldspar was processed satisfactorily using a composite technology: oil agglomeration-decantation-magnetic concentration.

The major components of a mineral reserve estimate for project development purposes are described with respect to sampling, geology, estimation methods, mining factors, metallurgical factors, environmental factors, financial and other factors. Each of these components impact to varying degrees on the recoverable metal or product of a new mining project. The evaluation of a project is a complex process involving the best the profession can provide in terms of geological understanding, engineering ingenuity, metallurgical skills and financial evaluation.

The kinetics of reduction of PbO-silicate melts in CO-N gas mixtures at 900¦C have been studied. Rea~tion rates were measured by moni- toring the CO2 content of the product gas. A wide range of gas and melt compositions and gas flowrates have been investigated. The overall reaction rates in heterogen- eous systems are typically characterised by a steady increase as the gas flowrate is in- creased. At low flowrates the processes are limited by gas film mass transfer. At high flowrates it is expected that the rates will tend to maximum values determined by either the rate limiting chemical reaction or diffusion in the condensed phase. In the present series of experiments it has been found that for any given gas composition the overall reduction rate goes through a maximum with increasing gas flow. The maxima, which occur at relatively low gas flows, are more than an order of magni- tude greater than those observed at high gas flowrates. The results of these and other experiments are presented and analysed. Possible rate limiting mechanisms in the reaction system and their implications regarding commercial reactors are discussed.

The Vertical Crater Retreat (VCR) mining method was used to mine two rib pillars at New Broken Hill Consolidated Limited (NEHC) mine at Broken Hill. Experience gained in a trial VCR pillar stope was applied to the design of Panel 3CN pillar (P3CN). Restricted access and a central sandfilled plug in this pillar necessitated the use of angled blastholes and blasting of the stope in two sections. Borehole surveys and close charging supervision were necessary to block, charge and stem the spherical charges in the correct position. The laver sections of the VCR stope with rock walls attained an average slice advance of 2.2 m whereas the higher section of the st.ope between cemented fill walls attained an average slice advance of 3.4 m. Achieved fragmentation was extremely fine. External dilution was assessed at less than 10 per cent. A cement consolidated sandfill exposure of approximately 1300 m2 stood vertically with no significant slumping.

Optimisation techniques, based on the block model, for solving the optimum pit limit problem were discussed in an earlier paper. Of the available techniques the one based on graph theory proved to be the most attractive. In the graph theory model the vertices represent blocks and the arcs represent the mining restrictions. For large ore-bodies direct application of the graph theory method poses considerable computational and storage problems. Techniques for easing the computational effort by reducingthe problem size were introduced in an earlier paper. Further, significant computational savings can be made by exploiting the structure of the graph. This is done by building the graph up level by level and successively applying the graph theory algorithm to reduce the number of blocks. In building up the graph in this way one needs what is called a "search pattern" to indicate which arcs are to be added as new vertices are introduced. Moreover, as it is essential to keep the number of arcs to a minimum it is necessary to establish a "minimum search pattern".The problem of determining minimum search patterns for any block model and for any wall slope restrictions has not been considered in the literature.The objective of this paper is to present a complete solution to this problem and to discuss, through typical case studies, the application of the associated software developed.

The current emphasis within the mining industry to reduce the cost of production has stimulated interest in the fields of maintenance and operational reliability of capital intensive mining equipment. From an economic point of view, high reliability is desirable to reduce the maintenance costs of the systems. Two graphical methods consider reliability analysis. The first one, the method of Total Time on Test (177)-plotting deals with the reliability data which are free from trend and serial correlation. The second method which is based on time dependent modelling approach deals with the data which are not free from trends and serial correlation. The examples show how these graphical methods can be used to calculate the optimal maintenance intervals for components or systems.

Successful heap leaching depends on three major factors: 1. Chemical conditions appropriate for the dissolution of the valuable metal; 2. Contact between the leach solution and the valuable metal particles; and 3. Movement of the leach solution through, and out of, the heap. Given that appropriate chemical conditions can be provided, and the individual particles have sufficient permeability to allow solute/solvent contact, the problem of getting the solution to and from the particles remains. Non-uniform percolation of solution throughout the heap, caused by the presence of fines, is a common problem which occurs, to some extent, with all heap leachable ore. The conventional solution to this problem is agglomeration, which involves the attachment of fine particles to larger particles, effectively modifying the size distribution by preventing the fine particles from acting on their own. While agglomeration must be considered as an extremely effective technique with virtually no limit to its application from a technical point of view, its application is limited by economic considerations. A new technique has been developed which is not only a low cost alternative to agglomeration, but also has the potential for enabling the application of low cost heap and vat leach techniques to a significantly wider range of ores than current practice would suggest. The new technique, known as Electrokinetic Leaching, utilises electro-osmotic flow to enhance percolation through the heap. This paper describes and presents results of the laboratory testing, pilot heap operation and commercial application of Electrokinetic Leaching of a low grade gold ore and a tailings deposit. Comparative cost analyses between conventional and the alternative processing techniques are presented.

Valuers will often intuitively express the probability that property value will exceed a certain amount . . . 'I think the chances that the value will exceed $50 million are excellent. The chances that they will exceed $80 million are poor'. This paper shows how it is possible to combine the uncertainties of the value of several key items to provide an estimate of the probability of a certain overall value being achieved. The valuation of a large copper/gold deposit was naturally influenced by uncertainties in the base assumptions of costs and metal prices. Potential acquisition of the property through share purchase raised the issue of what was a reasonable intrinsic value for the shares. Market considerations could be used to appropriately adjust the intrinsic value. After a range of possible metal prices and operating costs were determined, estimates were made of their probable distributions. By combining these probabilities in a random selection, a range of property values was calculated. Each value had its respective probability of occurrence. This allowed a most likely value of shares to be calculated. This paper demonstrates how the valuer's intuition is complemented by numerical analysis.

Mineral resource and ore reserve classification defines the risk associated with quoted resource tonnes and grades, allowing the interested party to make a judgement as to the `worth' of the resource statement. The JORC Code and Guidelines (1992) are now well entrenched as the foundation upon which gold and base metal deposits in particular are publicly reported. There are three categories of resource, namely Measured, Indicated or Inferred reflecting decreasing levels of confidence. The ore reserve, that is the economically mineable part of the resource, is classified as Proven or Probable and can only be drawn from the Measured and Indicated resource categories. As summarised by Stephenson (1995), resource/reserve classification has been an issue ever since the earliest days of mining in Australasia where, like elsewhere in the world, the industry, for a long time, lacked firm reporting guidelines. Those currently adopted in Australasia as the minimum standards for companies reporting to the Australian Stock Exchange (ASX) have been developed and revised since 1972 by The Australasian Institute of Mining and Metallurgy (The AusIMM), the Australian Institute of Geoscientists (AIG) and Australian Mining Industry Council (AMIC). Debate is now underway in terms of adopting an international code. The Code specifically does not attempt to regulate either the classification technique nor the method of estimation of the resource/ore reserve, but rather places the responsibility for this task on a `Competent Person' whose experience will decide the appropriate approach for a given commodity/orebody. The Competent Person must be a Corporate member of either The AusIMM or AIG with five years experience `relevant to the style of mineralisation' under consideration.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. Many coal mine operators have responded to economic pressures by massive investment in machinery to reduce unit costs. To sustain the increased production which must justify the expenditure it is essential to know the resource in great detail months or even years in advance of its extraction. The required detail includes variations in composition and any lateral disruptions to the seam which night affect production. As Wilson (1985) has pointed out, a day's production loss can mean half a million dollars income forgone, and an unexpected major fault can mean a shutdown of weeks. Traditionally, seams were probed by surface drilling on (typically) 250 or 500m centres, and by horizontal drilling from sithin'the seam. Core was analysed chemically. The new generation machinery cannot tolerate the risk attendant on such widely spaced sampling, but the costs of much closer sampling rapidly become prohibitive.

A previous paper (1) indicated that electrowinning of copper at current densities considerably higher than those currently employed in electrowinning operations is technically feasible. It is of interest, therefore, to establish the extent of economic benefits which may be obtained from high current density operation and to determine the value of the optimum current density. Optimization of electrorefining processes has been discussed in considerable detail by Ibl (2) and Schmidt (3) whop from theoretical considerations, derived expressions for the optimum current density. In this work, general equations relating both the capital investment and the production cost for copper electrowinning plants to current density and plant capacity are established. From these equations, the optimum current density can be calculated for any desired plant capacity.

Increasing use has been made of engineer ing geology and hydrogeology in the development of the infrastructure for mining projects. The Geological Survey of the Department of Mines, the Department of Main Roads, the Irrigation and Water Supply Commission and private consulting organisations and mining companies, employ spec- ialist staff to carry out engineering geological and/or hydrogeological investigations. Such in- vestigations have been of assistance in recent mining developments in northern Queensland, in- cluding those in the Cloncurry - Mount lsa, Weipa, Greenvale and northern Borten Basin areas.

Mining is the oldest industrial practice on the planet with a history dating back over 3000 years. Since the early iron age ores have been extracted for use in a variety of contexts by humankind, from domestic to military, transport and more recently for complex industrial applications. Mineral exploration and extraction has evolved from the early exploitation of primary metal occurrences in relatively small quantities such as iron, gold, coal and copper, to the bulk mining and extraction of highly complex polymetallic oxides and sulfides today. Since the industrial revolution, mining practice has evolved substantially to support an increasing range and quantity of required metals and to accommodate the increasing scarcity of high-quality sources of these metals. A common response to the increasing scarcity of mineral resources has been to expand production through simple economies of scale, thus diluting fixed costs. This approach, however, is increasingly ineffective in the face of current trends, that include increasingly complex mineralogy, increasing pressure on environmental footprint - energy in particular, and increasing scarcity of capital for the construction of presently popular æmega-minesÆ. This paper examines historical trends and current practice in mineral exploitation in the light of the current global revolution in social, environmental and economic values as the projects move towards a vastly different topology for the industry for continued success in years to come.CITATION:Bamber, A S, 2012. It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. The KR Process is a joint development by VOEST-ALPINE, Austria and its subsidiary company KORF ENGINEERING, Germany. This new technology allows production of hot metal on the basis of non-coking coal. The KR Process is based on the idea of separating the process steps realized in the blast furnace (generation of reduction gas, reduction of iron oxide and melting of the reduced iron) and including coking of coal. These reactions are carried out in two reactors: - the melter gasifier, where non- coking coal is coked and gasified into a high quality reduction gas and hot prereduced iron is melted. - the reduction furnace, where iron oxide is reduced by the reduction gas generated in the melter gasifier and discharged in a hot state. In order to prove the process a pilot plant has been set up in Kehl/ Rhine in 1981 with a nominal capacity of 60.000 tpy.

I take it the character of addresses to conventions, should, following precedent, avoid details, and treat subjects rather from a philosophical point of view so far as they will permit.In the subject about to be treated on, an endeavour will be made to find here we stand as regards the past, in order that we may the better, hope to look correctly in the direction to be followed.It may be assumed that the main object of the Institute is to forward mining interests and the ways in which engineers can aid those interests are many. If all of us were to try to follow many of those interests we should become like" jacks of all trades and masters of none". Mining engineering is consequently subdivided, all are necessary to the common end, and it is on one of those divisions I have undertaken to address you. The subject or steam pumping is a large one, and I regret, not having received such longer notice as would have enabled me to do better justice to the subject, and more respectful regard for yourselves. I must, however, under the circumstances, crave your generous consideration, and hope the topics mentioned may furnish material for discussion and future papers of far more value than this one, Ind.eed, the subject is so illtimately and historically associated with mining that if treated on its merits would be highly interesting or could be made so in more capable hands.
