The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

During 2015 and 2016, the authors conducted a number of surveys, workshops and reviews of ventilation and gas management practices in Australian underground coalmines. The study was funded by ACARP with a brief to identify gaps in ventilation and gas management practices for current and future needs, and to prepare a road map for change that would assist in delivering improvements.The study found that despite many examples of leading practice, gas and ventilation management is not afforded the attention and priority that is warranted and that this must be remedied if future operational performance targets are to be achieved and the safety of the industry protected. With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

X-ray diffraction (XRD) is a well-recognised, invaluable tool to provide detailed mineralogical analysis on a wide range of applications. However, despite the wide use of XRD in many industries, there are currently few recognised standard methods for quantitative XRD analysis and none for the analysis of iron ore materials. An initial step towards preparing a standard method for XRD analysis of iron ores was to assess the current level of precision achievable by practitioners of the technique by organising an international round robin. Six Australian chemically certified iron ore reference materials were distributed to over 100 international participants. A summary of over 120 data sets from more than 80 participants is presented. Results show that a bewildering array of techniques for sample preparation, data collection, phase identification and quantification were used. The reported values for the main components (ie hematite, goethite, quartz and amorphous content) show not only extensive variability between participants but also within participants’ results for those who submitted multiple data sets. The disappointing low level of precision exhibited for a relatively simple mineral phase system indicates a strong requirement for development of a standardised procedure.CITATION:Raven, M D and Birch, S L, 2017. The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. The interest of industry, in particular future mining, is pointing towards the use of novel visualisation systems to improve the operational efficiency of user interfaces. While the technologies used to enhance operators’ experience are advancing, the implementation of novel visualisation paradigms within mining operations is trailing behind other industries, particularly health and aviation. In this work, we present a number of initiatives and use cases of immersive virtual and augmented reality systems that can fit within the mining context. These ideas represent a step towards new platforms that might increase the efficiency and safety of mining operations through applications such as 3D panoramic video monitoring technology with annotated information coming from big data analytics and visual analytics processing engines. However, while the technologies are used in a variety of training settings, their application in the working environment is lagging behind. This paper presents examples of scientific visualisations that could be applied in a mining context to extend the possibilities of operators’ cognitive abilities and working efficiency. Backfill is usually considered a necessary evil that contributes little to the principal objective of the operation, ore production. Consequently, it is relegated to an auxiliary role in the operation with minimal equipment and resource allocation in planning and is only superficially considered during feasibility studies. In many mines, the inadequacy of the design and operation of the backfill system ultimately leads to frequent delays, excessive costs and, in the worst cases, major instabilities which result in reduced ore production and lost or unrecoverable ore reserves. The primary objective of backfill is to prevent the progressive deterioration of mined out excavations. With the exception of narrow vein operations, it is too weak to alter the mining induced stress regime and control stress concentrations caused by stope extractions. However, the direct benefits of backfill include the possibility to consider a wider range of mining methods, recovery of 100 per cent of the planned resource and the selection of a stoping sequence that minimises the regional stability problems that cause production shortfalls in the later years of mine production. Indirectly, backfill is a practical means of solving other issues, such as waste disposal, that impact the viability of mining. In Australia, the geotechnical conditions of many mines are becoming more difficult and increased attention to the importance of backfill is warranted. This paper describes realistic aspects of backfilling and the positive impacts a well co-ordinated fill system can have on mining activities as a whole. Examples are presented where an integrated approach to backfill systems have offered significant benefits to the operation.

Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

The minerals industry focus over much of the past twenty years has been on cost reduction and production growth supported, but not driven, by technology improvements. Mergers and acquisitions, and the demands of financial markets, have been high priority items whereas research and development and technology based innovation have received less attention and have been cut back in many companies. Technology improvements will be critical if the industry is to make progress on the stated aims of improving energy efficiency, reducing water usage and maximising recovery from deposits. They will also be important for improving capital efficiency and in treating difficult deposits. However the role technology based innovation will play both in the overall industry, and within individual companies, during the next decade is quite uncertain. There are major challenges in progressing technology based innovation in an industry with limited technical resources which is dominated by long life high capital operations. Specific opportunities for energy and productivity improvements exist but face significant technical and structural barriers that need to be overcome if the industry is to significantly improve performance. Current evidence suggests that changes in approach will be needed for these improvements to be realised. Recent studies in the United States and Canada have highlighted the wide range of energy performance across the industry and the scope for marked improvement from both incremental improvements and increased research and development. Comminution, material transportation and underground mine ventilation were identified as high priority areas. Opportunities within these areas are discussed both in respect of specific technologies and in how they may change performance. The role of open innovation as a source of new technology is also discussed. This is an abstract only. No full paper was prepared for this presentation.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil. Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers. As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

The demand for gallium has increased significantly over the last few decades due to the expanding use of Ga compounds in the electronics industry. Because it is widely dispersed and rarely found naturally in concentrations greater than 0.1%, Ga is expensive (approximately US$500/kg) and difficult to produce in large quantities.   A previous study of metals in geothermal systems reported significant quantities of Ga present in the muds on the northeast margin of Lake Rotokawa, an acidic lake associated with a high-temperature geothermal field situated in the Taupo Volcanic Zone of New Zealand. Similar muds are present in many other geothermal fields in the zone, suggesting that geothermal muds could be a commercial source ofGa.

The bulk of Australia's uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia's share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia's uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia's resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia's share of the low-cost resources was also enhanced by a contraction of WOCA's low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia's uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia's uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia's uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA's cumulative production. Aus- tralia's share of WOCA's annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

Stopes are used in several underground mining methods. Boundary determination of these stopes is generally based on simple rules of thumb. While several stope boundary optimisation techniques are available, they fail to guarantee true optimum results. The first part of this paper reviews some important stope boundary optimisation studies and proposes a new algorithm to optimise stope boundaries and layouts for underground operations. The second part applies the proposed algorithm to a block model to test its ability to produce optimum results and demonstrate its applicability in a number of different scenarios. The results demonstrate that the proposed algorithm can find optimum stope boundaries and layouts in three dimensions for different stope sizes and economic conditions.

The worldwide association of low-sulfidation epithermal gold mineralisation, bimodal rhyolitic-basaltic volcanism and rifting is confirmed in New Zealand. In the currently productive Coromandel epithermal-gold province reported Ar-Ar dating of adularia from low sulfidation deposits falls into two groups at 6 and 7 Ma. Bimodal rhyolitic-basaltic volcanism has been reported to be K-Ar dated at 9 to 7 Ma and 6 to 5.5 Ma. Epithermal gold mineralisation in Northland is spatially associated with bimodal basaltic-rhyolitic volcanism, with rifting cogenetic with that in the CVZ. The Taupo Volcanic zone (TVZ) is sufficiently young that the presence of a segmented rift with recent bimodal rhyolitic-basaltic volcanism can be genetically associated with epithermal gold mineralisation, which occurs as both fossil occurrences and in active geothermal fields. This reinforces the known potential prospectiveness of the Coromandel area and increases that of Northland and the Taupo Volcanic Zone.
