ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

The following specifications, proposed by a sub-committee of the American Society for Testing Materials, are still to be adopted and subsequently submitted to the International Association for Testing Materials. Standard Specifications for Pig-Iron and Castings. I. Analysis.—It is recommended that all purchases be made by analysis. II. Sampling.—In contracts where pig-iron is sold by chemical analysis, each carload, or its equivalent, shall be considered as a unit. At least one pig shall be selected at random from each two tons of every carload, and so as to fairly represent it. Drillings shall be taken so as to fairly represent the fracture surface of each pig, and the sample analyzed shall consist of an equal quantity of drillings from each pig, well mixed and ground before analysis. III. Allowances and Penalties.—III all contracts, in the absence of a definite understanding to the contrary, a variation of 10 per cent. of silicon, either way, and of .01 in sulphur above the standard is allowed. A deficiency of over 10 per cent. in the silicon, up to 20 per cent., and a further increase in sulphur up to .01 over the above allowance subjects the shipment to a penalty of 1 per cent. in the price for each element so affected. IV. Base Analysis OF Grades. —In the absence of specifications the following numbers, known to the trade, shall represent the appended analyses for standard grades of foundry pig-iron, irrespective of the fracture, and subject to allowances and penalties as above. Description of Pipes.—The pipes shall be made with hub- and spigot-joints, and shall accurately conform to the dimensions given in Tables Nos. I. and 11. They shall be straight and shall be true circles in section, with their inner and outer surfaces concentric, and shall be of the specified dimeneions in outside diameter. They shall be at least 12 feet in length, exclusive of socket. For pipes of each size from 4-inch to 24-inch, inclusive, there shall be two standards of outside diameter, and for pipes from 30-inch to 60-inch, inclusive, there shall be four standards of outside diameter, as shown by Table No. 11.

IN the past, the crystalline states of graphite in cast iron have been studied by many investigators. Recently several authors 1-4 have published interesting information on the crystal texture of the individual graphite grain, especially spherulites in nodular cast iron. In regard to the crystal structure of graphite, Lipson and Stokes0 howed by powder X-ray analysis that most of the crystals contain about 14 pct rhombohedra1 structure (ß-form) which differs from the hexagonal structure (a-form) in the sequence of layer stacking. Hoerni6 onfirmed the existence of the ß-form in a single crystal with electron diffraction by Kossel-Moellenstedt's method. Furthermore, Hoerni and Weigle7 found extra reflections in electron diffraction patterns, which are given by a unit cell twice as large as the usual one in the basal plane. Recently, Lukeshs observed graphite twinning and satellite reflections in his X-ray work and considered them as evidence for the existence of an orthorhombic superstructure. Owen and Street" and Matuyama" studied the structures of graphite crystals in several types of cast iron, using the X-ray powder method, and they showed that the graphite crystal contains a certain amount of the ß-form, an amount which varies with the sources of the cast iron used. The present study was made in order to secure structural information on graphitization in cast iron. Electron diffraction studies on the structure of single graphite flakes segregated from molten carbon or silicon-rich iron at 1200" to 1500°C are reported. Experimental Honkeiko pig iron (4.05 pct C, 1.59 pct Si, and 0.65 pct Mn) was used as the solvent of carbon or silicon. The pig iron was melted in an open furnace and a small quantity of metallic silicon was added to the melt at 1300°C. The melt was heated to 150O°C, and then retort black carbon or metallic silicon was added little by little. The components added to the bath contained approximately 5.0 pct C and 2.0 pct Si in the carbon-rich material, and 3.8 pct C and 5.4 pct Si in the silicon-rich iron. The creep properties of lead alloys have been studied by a number of investigators but most of the work has been done on extruded material and the amount of data available on rolled alloys is surprisingly limited. Greenwood1 and his collaborators investigated various rolled commercial leads containing relatively small amounts of impurities, Phillips2 likewise studied rolled commercial leads, although he did include a few alloys— such as tellurium lead and one per cent antimonial lead. But as far as the authors are aware no data on the creep properties of so-called "hard leads"-—i.e., containing from 4 to 8 per cent antimony—have been published. In this paper some data are presented on a few antimonial lead alloys and compared with a copper-bearing lead. Preparation OF Specimens All the alloys used in this investigation were cast at a temperature of 400°C. into an open cast-iron mold preheated to Ioo°C., the resultant casting being % by I by 10 in. The copper-bearing alloy was cold-rolled by 10 per cent passes to a thickness of 0.100 in. Creep specimens 16 in. long were prepared by clamping the strips between wooden blocks and machining the edges of the strips parallel by means of a plane. Careful manipulation gave parallel specimens with no reduced section and with a minimum of distortion. The antimonial lead castings were hot-rolled in 10 per cent passes at a temperature of I50°C. to a thickness of 0.400 in., the heating being carried out in an electric oven after each pass through the rolls. After the castings had been broken down to 0.400 in., they were allowed to cool to room temperature and then cold-rolled to 0.100 in. with the usual Io per cent passes. Sufficient time was allowed after each pass for the strips to cool to room temperature. The apparatus and method of measuring strain have been adequately described in a previous paper3 and essentially the same practice was used in obtaining the present data. Discussion of the paper of Edward Keller, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2093 to 2115. GEORGE L. HEATH, Hubbell, Mich.:-In the admirable paper quoted, is mentioned the date when the 5-g. assay was first proposed is a standard for refined metal. The author omitted, however, to mention a later paper,1 which contains a proposal for the use of a single " stock solution " of mixed acids, which has been adopted by the American Brass Co. and others. The suggestion is made that such a scheme would save time and manipulation with converter metal. Unless the low current of 0.5 ampere and the large excess of nitric acid, recommended by Mr. Keller, have been proved necessary to hold up antimony-and selenium, the use of the mixed solution which we have adopted will permit the use of 1 ampere of current per square decimeter of cathode surface, until the solutions have become colorless. At this point, we wash the covers and reduce to 0.5 ampere to prevent oxidation or contamination. The ordinary split electrodes have been used. With strong current, at least, the use of an excess of nitric acid tends to the neutralization of the solution before the end of the period, from the formation of too much ammonia., and this is detrimental. Antimony deposits more easily than arsenic, and tends to drag the latter dorm with it. There must, be some such explanation for the fact. that we have made hundreds of deposits of pure cathodes from Lake material containing no antimony, but as. high as 0.5 per cent. of arsenic. By placing an assay beaker in the Frary solenoid, or rotary device, a cathode deposit with less than 0.01 per cent. of impurity is easily obtained in one operation from 3 g. of whitneyite, carrying from 7 to 10 per cent. of arsenic. In such a case, it is necessary to test several times for end point and remove the plate as soon as no brown tint appears (at once) when hydrogen sulphide water is added to the test portion on the spot plate. Edward Keller's proportion,, of solvent figure out as 14 cc. of strong nitric to 11.4 cc. of sulphuric acid (1.84).

PHILIP D. BLOCK, JR., vice president of Inland Steel Co., visualizes a fine future for the Menominee Range of the Upper Peninsula of Michigan. He sees a future unclouded by threat from foreign ore imports or the development of low grade ore processing in Minnesota. The statement was made during the opening of Inland's new Cayia mine near Crystal Falls. Inland, according to the vice president, is planning to use an increased amount of the high phosphorous ores found on the Menominee Range. He said that other steel companies will probably do the same, because the steel industry has learned how to use ores of high phosphorous content. He said: "I do not mean to imply that we can use an unlimited amount of high phosphorous ores or that we can burden our blast, furnaces with 100 pct high phosphorous ores, but we have reached the point where we can absorb a much larger percentage of these ores without any detrimental effects. Foreign ores and lowgrade Minnesota ores cost too much to offer real competition, Block said. Transportation costs from the Menominee range to steel producing centers in Chicago and on Lake Erie are less than for any other range in this country. In the meantime, the American operators of the Bomi Hills iron ore mine in Liberia, have reportedly signed a new agreement with the Government. Several months ago, President Tubman of Liberia expressed a definite dissatisfaction with the original contract. Informants state that the agreement only needs the approval of the Export-Import Bank, which loaned Liberian Mining Co. $4 million to develop the iron ore properties. Majority stockholder of the Liberian Mining is Republic steel, with 61.57 pct of the stock. Under the new contract, the Liberian Government will start to share in the profits when the indebtedness is liquidated and the return of invested capital accomplished, or April 1, 1957, whichever is earlier. Under the old agreement the Liberian Government received a 5 cent per ton royalty and an additional sum based on the price of pig iron. The royalty rate reached more than 17 cents per ton this year. After debt liquidation the Liberian Government will receive 25 pct of net profits for the first five years; 35 pct for the next ten years; and 50 pct thereafter. Until the Government starts to share in profits it will receive a royalty of $1.50 per ton in U. S. currency, in addition to royalties provided for in the old agreement.

MAGNETITE mining and milling in the Eastern States was sharply curtailed in 1938, production showing a decrease of 36 per cent from 1936 and 57 per cent from 1937. Six mines, one in Pennsylvania, two in New York, and three in New Jersey were in operation, either part or full time, during the year. In recent years ten Eastern magnetite mines have been more or less active but since the World War the market for Eastern ores- has been spotty. The scrapping of Eastern merchant pig iron furnaces, imports of cheaply mined duty-free foreign ore, and high freight cost have been contributing factors.

ALTHOUGH the original thought of investigating waste in industry came from a mining engineer, Herbert Hoover, and although the chairman of that committee was a mining engineer (although the real work was done by the vice-chairman, L. W. Wallace), it is an interesting commentary that when the report first saw light, at St. Louis, on the first of June, 1921, some people most violently went up in the air when it was submitted by the representatives of the mining engineers. At the time they resented most markedly the report of the committee that 50 per cent. of the waste in industry, or as Mr. Ingalls in his paper has properly said, inefficiency in industry, was to be laid upon management. The reason for that seems to have been that, as a whole, the mining industry is pretty well organized and is superior to a large number of manufacturing industries including those studied by the Report. However, this very meeting shows that even the min-ing engineers have finally realized that there is waste or inefficiency in mining and that a large proportion of it can, with propriety, be assessed against management.

Prof. H. O. Hofman, Massachusetts Institute of Technology, Boston, Mass. (communication to the Secretary): When Mr. Stetefeldt quotes me as saying that " silver-assays are uniformly made by scorification," he has evidently not understood that I was referring solely to the practice of silver-lead smelting-works. Everybody knows that silver-mills do not employ the scorification-assay for regular work ; and it is equally certain that in very few, if any, silver-lead smelting-works will the crucible-assay be found in use for determining silver. The second part of the quotation, "as it is adapted to all kinds of ores and gives excellent results unless organic matter is present," although, of course, also intended in a restricted sense, might very well be extended to a general one. Mr. Furman, in his Manual of Practical Assaying,* says, on page 123: "We believe that the Colorado practice is preferable, as most ores will yield higher silver-results by scorification." The fact that the scorification-assay is the accepted one in Colorado is strong presumptive evidence for its accuracy, as exactness would nowhere else be more jealously demanded. Mr. Stetefeldt cites Albert Arents- as a supporter of his preference for the crucible-assay, although I had already done so in favor of scorification. Looking up again the reference, I find that I was justified in quoting him, as, while Mr. Arents advocates the crucibleassay for low-grade gold ores, not on account of the greater accuracy of its results, but because it is quicker and less expensive, he condemns it§ for the assay of silver-ores, and prefers the scorifier for rich goldores, and for coppery ores, and in general for ores containing both silver and gold. MORE than thirty members of the Coal Division attended the Coal Land Valuations Round Table on Monday morning. Chairman Dilworth stated that the Committee had been appointed to take up the question and, after reading the list of members of the Committee, pointed out that the object of the meeting was to formulate a plan of action rather than to discuss any phases of valuation, per se. To this end he presented a tentative outline of points to be considered in the future by the Committee. After a lively discussion on the desirability of inclusion of some questions in the agenda of the Committee, the following outline was adopted :

HOLLINGER CONSOLIDATED GOLD MINES LTD., through two subsidiary companies, has the exclusive right to prospect in two contiguous areas in central Labrador. This paper presents the results of the mineral exploration that has been conducted in these areas to date. One of the subsidiaries of Hollinger. the Labrador Mining and Exploration Co. Ltd., under an agreement with the Newfoundland Commission of Government, holds an area of approximately 20,000 sq.mi., which comprises the western portion of Newfoundland-Labrador and includes the upper basins of the Hamilton and Naskaupi Rivers. (The main area of the deposits so far discovered may be located on a map at about 67° west longitude and 55° north latitude.) The other subsidiary of Hollinger, Hollinger North Shore Exploration Co. Ltd., has licensed from the Province of Quebec an area of approximately 3900 sq.mi. lying directly north of the Newfoundland-controlled area at the headwaters of the George, Whale, and Swampy Bay Rivers. The M. A. Hanna Co., large iron-ore operators of the Lake Superior region, are participating in the project. With the exception of the years 1940 and 1941, field work has been conducted in the Newfoundland area since 1936, and in the Quebec area since 1939. Hollinger assumed the management in 1942. The field base is at Hollinger Lake, some 300 miles north of the tidewater base at Seven Islands, Quebec, which, in turn, is just west of the mouth of the Moisie River, on the Gulf of St. Lawrence. Air transportation is used exclusively to service the operation.

IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson' arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,' has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield's work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author's experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

THE thermocouple as a device for the measurement of temperature is rivaled only by the platinum-resistance thermometer. Both instruments are capable of the highest precision, but the thermocouple, on account of its cheapness, ease of construction, and small cross-section, is finding a continually widening field of usefulness for industrial control as well as for laboratory measurements. Formerly, the thermocouple was subject to two disadvantages: errors due to lack of homogeneity of the metal and the labor involved in the interpolation between fixed points on the temperature scale. Former publications from the Geo-physical Laboratory have described the methods' for the selection and testing of thermocouple wire and have presented standard calibration curves2 for platinum-platinrhodiun and copper-constantan couples, so that the most important objections to the thermocouple as a precision thermometer have been removed. The calibration tables published in 1914 covered the range 0-1755° for the platinum-platinrhodium couple and 0-350° for copper-constantan. It has seemed desirable to extend the table for copper-constantan to -200 and also to include a table for the Hoskins thermocouple. Accordingly, in this paper, the new tables are presented, together with a brief explanation of their use; and, finally, certain diagrams and a paragraph on "cold-junction corrections" are given. Standard Calibration Tables.-In Fig. 1, which illustrates how the electromotive force (e.m.f.) of each of the three couples varies with the temperature, the temperatures of one junction are plotted as abscissas and the corresponding thermo-e.m.f.'s as ordinates. SINCE Cahn's¹ paper on plastic deformation in orthorhombic (a) uranium an increasing amount of work is to be expected on orientation of single crystals and preferred orientation in this metal. It would seem desirable to have a table of angles between crystallographic planes (hkl) and (HKL). Table I shows these angles as distances from (loo), (0l0), and (00l), and in Fig. 1 as a standard (001) stereographic projection. Only the locations of poles whose diffracting planes produce Cu Ka reflections up to 0 = 70.5" (i.e. (154) ) are given." The relative reflection of these planes are represented by circle diameters. It is hoped that the projection may also be used in making inverse pole figures, originally suggested by Harris.' Values of 4 were calculated from the expression hH kK 1L cos = hH/a²+kK/b²-lL/c² where the lattice parameters a, b, c, and the spac-ings d were taken from the work of Jacob and Warren." (They report a = 2.852 kX (2.8578 A), b = 5.865 kX (5.8768 A), c = 4.945 kX (4.9550 A).) The parameters reported by them may be subject to revision,4,5 accordingly the interplanar angles are listed to only the nearest tenth of a degree. References ¹R. W. The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G. A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. 11. The First, or Coarsest, Section of the Field. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. A sieve-scale is a series of sieves in which the dimensions of the holes of the successive members form a series increasing by a definite ratio. The writer has been interested for some time in trying to appraise our industry's prospects for gasoline consumption over the next half dozen years or so. Anyone who has even approached the problem knows the intimate relationship to it of the number of automobiles in use— by automobiles I mean both passenger cars and trucks. Probably at least 90 per cent of our gasoline is used in automotive vehicles. Few of us in the oil industry needed to give much attention to the detailed figures, although the automobile industry seemed to interest itself in all sorts of calculations of replacement demand vs. new car demand, the average life of the car, the number scrapped, and the like. Probably many people in the oil industry, as well as outside it, were surprised at the way in which automobile registrations and gasoline consumption held up during the early years of the depression. Nor were they greatly perturbed when, as in the last two years, both registrations and consumption began to fall somewhat. That was natural enough; it

IN this critical age, people are not content .with the judgments passed on men and things long ago, but must needs revise them. It is an excellent spirit, so long as we do not start out with the idea that old opinions must necessarily be wrong, and that all ancient malefactors must therefore be whitewashed. That interesting ogre, Gilles de Retz, to whom the process has recently been applied, is no longer with us, so no one will be the worse for it, but the old bugbear8 of the steelmaker, sulfur and phosphorus, still are, and now Mr. McIntosh, in a recent article in these pages, asks us to regard one of them in a new light.' This article is a most interesting one, with much of which one must agree. One of his -statements, how- ever, although correct, is somewhat' misleading, and he rather discounts the fundamental objection of the steelmaker to phosphorus, its dangerous propensity to segregate and the secondary effect on the carbon distribution and therefore on the homogeneity of the steel that is produced thereby. Further, the evidence on which he bases his claim that phosphorus does not lower the impact strength of steel is rather slight. The writer views with the utmost misgiving any proposal to increase the amount of phosphorus in steel, and cannot regard it in any other light than as a prejudicial impurity, to be kept down to as low a proportion as possible. It thus becomes necessary to examine the evidence upon which Mr. McIntosh's claims are based

Zinc smelters in the central western States have established a very high standard of purity for blende-concentrates, viz., zinc 60, iron less than 3, and lead less than 1 per cent. The very low percentage of iron is made possible by the blende containing less than 0.5 per cent. of isomorphous iron sulphide and by the sparing occurrence of pyritic material in the large blende-deposits of southwestern Missouri and southeastern Kansas. The blende in these districts occurs in sub-carboniferous limestone, and is associated with chert, residual clay, cal-cite, pyrite or marcasite and bitumen. The different minerals are coarse and therefore readily separated by mechanical washing from the blende, with the exception of pyrite and marcasite, as blende has a specific gravity of from 3.9 to 4.1; marcasite, from 4.85 to 4.90; and pyrite, from 4.95 to 5.10. The common procedure of dressing the ores' is to crush in a breaker, size in a trommel with 0.5-in. holes, pass the over-size through roughing-rolls and then jig the ore, now reduced to 0.5 in. maximum size, in roughing multiple-sieve jigs. The products of these are waste-tailings, side-discharge coarse concentrates, side-discharge coarse middlings and bottom-discharge fine middlings. The coarse concentrates are sent to the market. The coarse middlings are crushed in middlings-rolls and brought back into the system by feeding into the main trommel. The fine middlings are cleaned upon finishing-jigs. However, several questions arise when the isothermal formation of martensite .is considered in relation to the formation of bainite at temperatures near the M, point. The reactions in an alloy and in a plain carbon steel would appear to be comparable; and in the course of a recent investigation of the austenite-bainite transformation in a plain carbon steel,Ia the writer has obtained data at temperatures above and below the M, point. These data are in some respects similar to those of the authors and a comparison would seem justified. The steel used in this investigation had the nominal composition: C, 0.80 pct; Mn, 0.20; and Si, 0.20. The course of the transformation was followed by the use of a magnetic balance. The magnetic moment of the specimen as determined by this instrument is directly proportional to the percentage of the total volume of the specimen which has transformed to bainite. ~lf specimens were austenitized at 1850°F for 4 hr, quenched to the transformation temperature, and quickly transferred to the magnetic balance. Readings were taken at regular intervals until the transformation had stopped. A typical transformation curve is shown in Fig. 9. The preliminary curve preceding the S-shaped curve was found at all temperatures above the M, to around 600°F. Both the extent of this preliminary curve and the time interval between it and the S-shaped curve were found to decrease with increasing temperature as was suggested by Davenport and Bain.14 Therefore,

Mining may be defined as a general term for the working of valuable deposits of minerals, either organic or inorganic in origin, for their removal from the crust of the earth. Besides subsurface excavations, mining generically includes opencuts, clay pits and stone quarries, oil wells, sulphur wells, salt wells, placers, coal stripping, and the leaching of ore bodies. The origin of the word "mine" or "mining" is a matter of conjecture. A Celtic origin has been suggested since the Irish word mein, or the mwyn, meant ore, but it seems to have come from an olf French verb mineor, which meant to excavate, to make an underground passage as in the military appraoch to a fortification, sometimes called ?sapping.?
